          [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

  • Minister Lee Jong-ho Represents Korea at the 2024 Nuclear Energy Summit in Brussels
      Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). The minister emphasized the importance of continued investment in innovative research and development, such as SMRs, as promising technologies for tripling global nuclear power generation capacity by 2050.    The summit provided an opportunity for nuclear research institutions and industries in Korea, such as the Korea Atomic Energy Research Institute, Korea Hydro & Nuclear Power Co, to engage in discussions with relevant agencies from key partner countries on cooperation projects.    In conclusion, Minister Lee's participation in the 2024 Nuclear Energy Summit underscored Korea's commitment to global cooperation in nuclear energy, highlighting its role as a leader in nuclear technology innovation and its dedication to contributing to a sustainable energy future.

  • The 3rd Summit for Democracy
    [Leaders Times] The Korean government will host the Summit for Democracy on March 18-20.    The Summit for Democracy, led by US President Biden, was the global conference system in  2010. In March 2023, the United States, in cooperation with South Korea, Costa Rica, the  Netherlands, and Zambia, held the Secondary Summit for Democracy.    On the first day, March 18, the third Summit for Democracy will proceed to the ministerial  conference about the subject ‘AI, Digital Technology and Democracy.’The opening ceremony,  including a discussion and workshop led by internal and external civil society, will be held on the  second day, March 19.    The third Summit for Democracy will be held with a virtual meeting on March 20 at night.  President Yoon Suk Yeol will organize a virtual summit with the prime minister of Denmark,  Mette Frederiksen, and Kenyan President William Ruto. Moreover, three countries—South  Korea, Denmark, and Kenya—will preside over each session of the Summit for Democracy.  President Yoon Suk Yeol will lead a second session on ‘Technology, election, and fake news.’     This Summit for Democracy, hosted on ‘Democracy for Future Generations,’ will be the  opportunity to plant certainty in global youth, who will play a leading role in the future and  actively reflect their voices. During the Summit for Democracy, varied arguments will progress,  and designs will be planned to be published to support global youth-empowering innovation.    Our government holds the Summit for Democracy because our democratic leadership enforces to  reflect international society’s high credibility and expectations. Our government contributes to  democracy promotion by sharing the experiences and outcomes of Korea, where it has developed  and fostered democracy in international society. Through this process, the government will push  ahead with its vision of a global hub country.

  • CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation
      In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach.  The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries.  Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives."  Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries.  Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia."  The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

  • Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,
        I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines.   Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support.   Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family.   These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience.   I realized how much potential there is in every child through conversations with the families during the trip. Providing scholarships and support for education, I was honored to be able to provide the chance for economically disadvantaged to shine. With Leaderstimes and Global Leaders Club, I seek to continue my multicultural, philanthropy and expand Angel for Kor-Fils’s Journey to more households in need. As we’ve already expanded into Cambodia, I hope Global Leaders Club members will join in our support for the underprivileged.

  • Smart Animal Husbandry, First Step for Future Livestock Industry
    Minister Song Mi-ryung visited the smart livestock farm in Pyeongtaek-si, Gyeonggi Province, encouraged youth ranchers, listened to the difficulty of the place, and discussed the expansion of smart animal husbandry. Livestock facility[Leaders Times] On February 6th at 4:30, Minister of Agriculture, Food and Rural Affairs Song Mi-ryung visited the smart piggery in Pyeongtaek-si, Gyeonggi Province, observed the place of smart animal husbandry, and conducted a meeting about a method of expansion of smart animal husbandry with youth ranchers who are practicing future smart livestock. Livestock farm (Rosefarm), where she visited, is a smart piggery that optimizes feed supplements to retrench approximately 19% of feed cost compared with normal farms, considering the growth stages of mother pigs and piglets and brings a system of exhausting air in the center and air washer in to decrease odor innovatively. Minister Song declared the schemes to reinforce necessary support for the expansion of smart livestock and to emphasize smart animal husbandry as the powerful way of advancing the livestock industry that overcomes the problems of livestock farming through the scientific control of odor and animal disease and the improvement of production. Also, she heard diverse opinions from youth ranchers, smart equipment manufacturers, and people from a public institution that certifies livestock products (KAPE) at the meeting after visiting a smart piggery.At this meeting, the youth ranchers suggested ▲enforcement of expansion and supplement of smart farms focused on solutions, ▲increasing opportunity and experience of youth farmers, such as practical education, and ▲establishing big data platforms for the smart equipment and expansion of the use of solutions. Minister Song responded that the Agriculture, Food and Rural Affairs will create a performance model of each type and field for smart animal husbandry and increase the opportunity experience steadily. Moreover, she declared to find a varied improvement plan for the achievement and creation of smart livestock. Minister of Agriculture, Food and Rural Affairs Song Mi-ryung said that future growing industrialization of the agricultural industry needs to foster an agricultural innovative ecosystem that encourages youth ranchers’ creative ideas and capability. She requested that fervor and innovation youth ranchers who were at the meeting might endeavor to expand to a good model of society with related organization.”

  • Hosting the First Asia Maritime Security Agency Chiefs Meeting in Korea
        The Korea Coast Guard has announced its plans to host the 20th Asia Maritime Security Agency Chiefs Meeting in South Korea this year, marking a significant development as it will be the first time the event is held in the country. This initiative is in response to the growing importance of maritime security, aligned with the Indo-Pacific strategy, and aims to strengthen maritime security cooperation among key nations in the Indo-Pacific region.   Established in 2004, the Asia Maritime Security Agency Chiefs Meeting serves as a collaborative organization with the participation of 22 countries in Asia, including Korea, China, Japan, and various Southeast Asian nations. Additionally, the organization includes one region (Hong Kong) and two international organizations, namely ReCAAP-ISC for Asia-Pacific counter-piracy cooperation and UNODC for the United Nations Office on Drugs and Crime.    The upcoming meeting, scheduled to take place in Incheon in June and September, will be organized into five expert groups. These groups will focus on discussing critical topics such as capacity-building for maritime security agencies in the Asian region, prevention of maritime crime, marine environmental protection, search and rescue operations, and information exchange. The primary objective is to deliberate on collaborative measures to enhance safety and security in maritime environments.    Of particular note is the meeting's emphasis on addressing the pressing issue of drug trafficking through the seas into domestic territories. Member countries plan to enhance practical information exchange, strengthen cooperation, and establish an international collaborative framework among Asian nations.    Kim Jong-wook, the head of the Korea Coast Guard, stated, "Considering that this is the first time Korea is hosting the meeting of Asian maritime security agencies, we are preparing various programs, including promoting Hallyu culture. We aim to share the capabilities of the Korean Coast Guard with Asian nations, actively contribute to strengthening maritime security cooperation with key nations in the Indo-Pacific region, and strive to fulfill our role and responsibilities as a global central nation in the international community."

  • The constant rise of Russian crude oil export
      Despite Western sanctions against Russia over the war in Ukraine, Russian oil exports continue to rise.    The EU, G7 and Australia introduced a price cap of $60 per barrel for Russian crude oil in December last year, pushing to curb war financing through Russian crude oil exports.    However, Russian crude oil exports rose 50%this spring due to rising crude oil prices and a reduction in Russian crude oil discount rates.    In August, Russian crude oil exports via sea transport were mostly shipped without Western insurance. (The crude oil price cap is implemented in the form of restrictions on transportation and insurance services)    Russia plans to neutralize Western sanctions by finding new export destinations, such as recently starting exports of CPC Blend crude oil to the United Arab Emirates (UAE).    According to Russia's policy to diversify oil export lines, Russia's largest crude oil importers are currently China, India, and Turkey, and exports to Brazil, Sri Lanka, and Pakistan have also increased.    Meanwhile, the crude oil recently exported to the United Arab Emirates is CPC Blend crude oil, which was produced in Kazakhstan and supplied to the international market through the Russian Black Sea port. The UAE has not joined sanctions against Russia.    The U.S. Office of Foreign Assets Control (OFAC) pointed out that CPC blends are not subject to sanctions if they are originally from Kazakhstan. It is crucial for importers to check a certificate of origin.    According to some crude oil market officials, some crude oil exported from Russia is sometimes turned from Russian crude oil to Kazakhstan's origin.

  • President Macron announces France's 'green transition package'
      French President Macron announced the so-called ’green transition package’ on the 25th, which includes a series of measures to halve France's greenhouse gas emissions by 2030.    President Macron emphasized that France's eco-friendly transition should not be an unreasonable obligation, suggesting that a series of measures in the package were designed as an incentive method.    With the U.K.'s recent retreat for its climate change response goals ahead of the election and Germany expressing skepticism about the EU's environmental legislation plan, President Macron expressed his willingness to respond to climate change through the package without presupposing the burden on citizens.    The government plans to add 7 billion euros to next year's budget to cope with climate change. 2.2 billion euros will be provided to enhance building energy efficiency, 1.8 billion euros to develop advanced energy technologies such as hydrogen and biomass, and 1.4 billion euros to develop farms and forests.    President Macron recently mentioned that France's 50 largest greenhouse gas emitters promised to reduce greenhouse gas emissions by 45% on the condition of financial support, and plans to close two remaining coal plants in 2027. (The second coal plant was scheduled to close in 2022, but it was extended due to the energy crisis.)   However, thereis skepticism about whether France, which belongs to theEU joint electricity market, will be able to regain control ofelectricityprices within the year independently.       Meanwhile, the package mainly focuses on emissions reduction targets and clean technology industry production targets. The French government will announce biodiversity strategies and specific plans in October and December, respectively.

  • Three countries including Poland announce ban on Ukraine's grain imports
        Poland, Hungary and Slovakia have announced the introduction of a ban on Ukrainian grain imports.    The EU Commission has announced that it will not extend temporary import restrictions on Ukrainian grain from five countries: Poland, Hungary, Slovakia, Romania and Bulgaria.    The measure was agreed by the EU Commission and five Middle Eastern European countries, including Poland, earlier this year.It was introduced to temporarily ban imports to prevent the inflow of cheap grain from Ukraine, resulting in market disruptions and damaging farms.    Poland has expressed opposition to the decision which refusesthe extension, announcing a ban on imports of Ukrainian wheat and corn to protect the interests of Polish farmers.   In particular, wind power, which has been called a success story in Europe, faces various challenges.EU plans to propose a "European Wind Power Package" bill that will support rapid permits, improvement of power auction systems, manpower, financing, and stable supply chains.    Meanwhile, the Ukrainian government plans to file a complaint with the WTO against three countries, Poland, Hungary and Slovakia.Ukrainealready imposed retaliatory measures on some Polish agricultural products.    TarasKachka, head of Ukraine's trade representative, pointed out that the public backlash against the EU from Poland, Hungary and Slovakia could cause the biggest structural concerns regarding the EU's international trust as a partner representing all member states.    In particular, since Poland's import restrictions have the greatest impact on Ukrainian farmers, the government plans to ban the import of Polish agricultural products such as fruits and vegetables unless Poland withdraws the measures.    Regarding the claims that they protect farmers from falling prices due to the influx of low-cost Ukrainian grains, Ukraine criticized that grain prices are determined at a global level.

  • South Korea's efforts to prevent desertification in Northeast Asia will be announced to the world
    The National Institute of Forest Science of the Korea Forest Service (Director Bae Jae-soo) announced the results of Korea's afforestation project to prevent desertification and reduce yellow dust in Northeast Asia, including China and Mongolia, at the 9th Kubuqi Desert held on August 26 and 27.   The Kubuqi International Desert Forum in China has been held every two years since 2007. The forum invites international organizations related to desertification prevention, such as the United Nations Convention to Combat Desertification (UNCCD), high-ranking Chinese officials, and experts from each country.    Dr. Park Ki-hyung of the Forest Ecology Research Department of the National Forest Research Institute presented the results of the Korea-China and Korea-Mongolia Desertification Prevention Project since 2000 and the effects of forestation through field research.   After the announcement, Chinese experts and local media, including China's National Forestry Plantation Bureau, expressed a lot of interest and gratitude for Korea's achievements in forestation projects to prevent desertification and long-term monitoring research.    "Korea has been carrying out afforestation projects since the early 2000s to prevent desertification in Northeast Asia. It is necessary to propose more accurate afforestation technology and tree species to new projects by analyzing the current situation, good points and improvements." said Yang Hee-moon. He also noted, "We will continue to establish a long-term monitoring and evaluation system through international joint research with China and Mongolia.”

  • President Yoon Suk Yeol attends 24th Korea-ASEAN Summit
      President Yoon Suk Yeol, who is visiting Jakarta, Indonesia to attend the 24th Korea-ASEAN Summit on September 6 (Wed), had in-depth discussions on the achievements of Korea-ASEAN cooperation and the direction of future cooperation. The participating countries adopted the 'Korea-ASEAN Summit Joint Statement on AOIP Cooperation'.    The president welcomed the "Korea-ASEAN Solidarity Initiative (KASI)" announced by the Korean government last year, which has expanded the scope and depth of cooperation. President Yoon stressed that the KASI is based on firm support for ‘ASEAN Centrality’ and ASEAN Outlook on Indo-Pacific(AOIP) regarding the Indo-Pacific region.    The president also noted that efforts to strengthen cooperation between South Korea, the U.S. and Japan opened a new era of trilateral cooperation at the Camp David summit in August. The three countries stressed that they would coordinate their Indo-Pacific strategies and discover new areas of cooperation based on their full support for the ASEAN-led regional architecture.    President Yoonemphasized the urgent need for strong solidarity and close cooperation between countries to overcome the global complex crisis facing the international community today. Based on the KASI, the Korean government presented specific and practical contribution measures.    First, the president said he would strengthen security cooperation with ASEAN countries to protect a rule-based order for universal values. To this end,cooperation in the fields of defense, cyber security, drugs, and terrorism will be strengthened.    Second, the president expressed his willingness to contribute to ASEAN's creation of new growth engines, bridging the development gap, and common prosperity. Announcing that the ‘Korea-ASEAN Digital Innovation Flagship Project’ will be launched next year, the president promised that the Korean government will continue to provide the necessary support to boost private investment in future industries such as digital, electric vehicles, batteries and smart cities.    Third, the president said he would actively promote cooperation with ASEAN in the field of climate change response and health. The‘Partnership for Korea-ASEAN Methane Action,’ which was launched in July, will systematically support ASEAN's methane reduction efforts and contribute to strengthening its ability to respond to infectious diseases by continuing cooperation with ASEAN in vaccine production and treatment development.    Meanwhile, President Yoon noted that South Korea has risen from the ruins of war and made a leap to become an advanced country.Korea aims to provide a platform to share these development experiences and seek solutions to the challenges facing humanity through theWorld Expo2030 Busan.

  • EU pushes for 'European Defense Production Act' within this year
      The EU Commission plans to push for the ‘European Defense Production Act’ to strengthen the EU's capacity in the defense industry, which will stipulate R&D and joint procurement.    Due to the war in Ukraine, the EU will push for the introduction of the ‘European Defense Production Act’ by reducing the lack of regional defense production capacity and the need to quickly supply defense materials if necessary.    The bill was recently discussed at the EU Defense Ministers' Council.Detailed information is expected to be announced at the annual corrective speech by EU Commission President Ursula von der Leyen on the 13th (Wed).    The bill will be used as a permanent legal framework for the production and supply of defense supplies in case of emergency, based on the ‘European DefenceIndustry Reinforcement through Common Procurement Act (EDIRPA),’which is a short-term framework for strengthening joint procurement and ammunition production capabilities.    The Single Market Emergency Instrument (SMEI) stipulates that in the event of an emergency, the executive officer orders the company to supply specific orders first, and the obligation to report corporate inventory. EU Council postponed bill negotiations and agreements, citing excessive corporate interference and lack of consultation time.    The Commission proposed an interim review of the EU budget in June, but the European Defense Production Act was excluded due to the use of additional budgets through the review.   Accordingly, it is pointed out that the "European Defense Fund" to support the development of technology in the defense industry and the "Peace facility" to finance exports of lethal and non-lethal weapons to third countries can be used as financial resources for the bill.    However, it is unclear how the ‘European DefenseProduction Act’ will be related to the European Defense Investment Program (EDIP) already proposed by the executive committee to exempt the defense industry from VAT.

  • President Yoon Suk Yeolpresides over the State Council for Deliberation and Resolution of the '2024 Budget'
    “Sound finance is the reason why major international credit rating agencies positively evaluate Korea's external credibility." the president said in a Cabinet meeting to deliberate and resolve the 2024 budget bill at the presidential office in Yongsan.  The president cited a 2.8 percent increase in total spending next year to 656.9 trillion won, the slowest increase after 2005. "By reviewing all financial projects, we drastically cut the budget for political subsidies and interest cartels to carry out a total 23 trillion won of expenditure restructuring."  First of all, the Korean government will focus on three key areas: realizing welfare for the weak, strengthening the nation's essential roles such as defense and rule of law, and securing growth engines to create high-quality jobs.  The president also emphasized youth independence, tuition support, and job-related budgets in detail.  Regarding youth independence and tuition support, the president mentioned "We will raise the allowance for youth who prepare for self-reliance from 400,000 won to 500,000 won. We plan to support 2,750 youth who are closely managed before and after the end of the protection period.”  Regarding the budget for responding to climate change,"We will invest 6.3 trillion won to overhaul the national flood response system," adding, "We will push for river dredging and maintenance in earnest for the safety and measurement of the people."  The president said"More than 200 billssubmitted to take care of the people's livelihood and the economy are not crossing the threshold of the National Assembly.Please make all-out efforts to focus on major bills dealing with our people's livelihoods and future food."

  • Foreign Minister Park Jin attends the 'Bled Strategy Forum'
      Foreign Minister Park Jin attended the opening ceremony of the ’Bled Strategic Forum’ hosted by Slovenia's Foreign Ministry and the ‘Center for European Perspective’ on August 28 through the invitation of Slovenian Foreign Minister Tanja Fajon.  Park was the first South Korean foreign minister to attend the Bled Strategy Forum to strengthen ties with countries in the Middle East at the forefront of the war, given that the war in Ukraine is not only sensitive to security and national interests in the region.  A total of seven figures, including five foreign ministers (Korea, Slovenia, Switzerland, and Canada) and two vice minister-level officials, attended the Bled Strategy Forum ‘Multilateralism’ session as panels.  During the session, Park explained the results of the August 19 Camp David Korea-Japan summit, Korea-China relations, and the situation on the Korean Peninsula.He proclaimed that South Korea will work closely with the U.S., Japan, and Slovenia next year to strengthen multilateralism at the U.N. level.  Minister Park stressed that cooperation between South Korea, the U.S. and Japan has been firmly institutionalized through the Camp David Korea-U.S. and Japan summit, which has important implications for forming a global order, including Europe, as well as Northeast Asia and the Indo-Pacific region.  In particular, Korea-U.S.-Japan cooperation and Korea-China friendship are not at odds with each other.The Korean government's basic position is to develop healthy and mature relations with China based on mutual respect, mutual benefit, and common interests.  As a non-permanent member of the Security Council next year, Park vowed that Korea will contribute to the peace and security of the international community.He proposed to actively cooperate with Slovenia, which is scheduled to be appointed as a non-permanent member of the Security Council next year.
