• 2024 World Climate Industry EXPO to be Jointly Hosted by South Korea and the International Energy Agency

    The Ministry of Trade, Industry, and Energy of South Korea and the International Energy Agency (IEA) have announced their plans to jointly host the 2024 World Climate Industry Expo. This collaboration reflects a shared understanding of the urgent need for international cooperation in promoting zero-carbon energy solutions such as nuclear power, renewable energy, hydrogen, and carbon capture, storage, and utilization (CCUS) to address the global climate crisis and enhance energy security.  The World Climate Industry Expo, first established last year, integrates 30 domestic energy and environment exhibitions along with investment attraction events. The South Korean government has made efforts to facilitate this joint hosting with the IEA, including sending a letter from the Prime Ministerand holding a meeting with IEA Executive Director Fatih Birol. With the active participation and guidance of the IEA, this year's expo is set to evolve into a truly international event.  The theme for this year's expo is "Opening the Era of Zero-Carbon Energy through Climate Technology," with a focus on discussions about accelerating the transition to sustainable clean energy. The expo is expected to serve as a global platform for advancing the spread of zero-carbon energy technologies and initiatives, following the agreements made at the UN Climate Change Conference last December.  IEA Executive Director Fatih Birol will deliver a keynote speech during the event and present the IEA's analysis of major energy technologies essential for achieving global climate goals. Professor James Bacchus is also set to give a keynote address. Major global companies such as Samsung, Hyundai Motors, Tesla, and Ørsted will showcase the latest and future technologies related to zero-carbon energy.  Lee Ho-hyeon, Director of Energy Policy, stated, "I welcome IEA Executive Director Fatih Birol's decision to co-host the expo for the spread of zero-carbon energy." He added, "We will work with the IEA to elevate the World Climate Industry Expo into a leading international event for addressing the climate crisis." 

• MDCP Holds 9th Operating Committee Meeting

    The 9th Operating Committee meeting of theMulti-agency Donor Coordination Platform for Ukraine (MDCP) took place in Kyiv, Ukraine, on April 10. The meeting was attended by Kang Seok-hee, South Korea’s government representative supporting Ukraine’s reconstruction efforts. This was the first in-person meeting since South Korea joined the MDCP in February 2023.  Major donor countries and institutions at the meeting expressed their unwavering support for Ukraine’s reconstruction and recovery efforts. They issued a joint statement outlining financial support direction for Ukraine for 2024-25. The statement emphasized contributions to Ukraine’s urgent recovery needs in 2024, such as protecting energy infrastructure and securing alternative power sources. Countries also agreed to launch a Business Advisory Council, composed of private enterprises, at the upcoming Ukraine Recovery Conference in Berlin in June 2024.  Attendees praised Ukraine’s commitment to reforms and efforts to secure sustainable economic growth. They highlighted the importance of enhancing the effectiveness of international support and expanding the participation of the private sector in the reconstruction and recovery process.  South Korea reiterated its commitment to supporting Ukraine through humanitarian aid and long-term reconstruction in areas such as infrastructure, healthcare, and education. This support aligns with the 'Ukraine Peace Solidarity Initiative' announced during President Yoon Seok-yeol's visit to Ukraine in July 2022.  The next MDCP Operating Committee meeting is scheduled to take place in Berlin in June during the Ukraine Recovery Conference.

• ASEAN-ROK Dialogue: Strengthening Partnerships and Addressing Regional Challenges

    The annual Deputy Ministerial Meeting between Korea and ASEAN countries, known as the 'ASEAN-ROK Dialogue,' convened on April 4th to assess the current state of cooperation and discuss future directions. This year marked the 35th anniversary of establishing the ASEAN-ROK dialogue relations, underscoring the significance of the occasion.    The dialogue aimed to establish the Comprehensive Strategic Partnership (CSP), representing the highest level of partnership between Korea and ASEAN. It provided a platform to review the current state of Korean-ASEAN cooperation, exchange views on future development directions, and discuss regional and international situations.    In the opening remarks, Deputy Minister Chung Byung-won emphasized the importance of strengthening relations with ASEAN and the full-scale implementation of the Korean-ASEAN Solidarity Initiative (KASI). He highlighted strategic coordination, digital transformation, and climate change response as key areas for mutual cooperation.    The Deputy Minister elaborated on how the Korean-ASEAN Solidarity Initiative contributes to ASEAN's goal of building three pillars of community by 2025. He emphasized the need to expand cooperation in future industries such as digital technology, electric vehicles, and smart cities to enhance supply chain stability and resilience.    Participants also exchanged views on major regional and international issues, including the situation on the Korean Peninsula, developments in the South China Sea, the issue of Myanmar, the Israel-Hamas conflict, and the war in Ukraine.    ASEAN reaffirmed its support for Korea's North Korea policy, including its ‘Audacious Initiative.’ The dialogue concluded with a renewed commitment to strengthen partnerships and address regional challenges, underscoring the importance of cooperation between Korea and ASEAN in promoting peace, stability, and prosperity in the region.    Overall, the ASEAN-ROK Dialogue provided a valuable opportunity for both sides to deepen cooperation, enhance mutual understanding, and address shared challenges in the years ahead.  

• Convening the 3rd summit for democracy

    On March 18, 2024, the Korean government, alongside the governments of the United Kingdom, Ecuador, and the United States, co-hosted the Third Democracy Summit Ministerial Meeting in Seoul. Focused on the theme of 'AI/Digital Technology and Democracy,' the summit aimed to address the evolving intersection of technological innovation and democratic principles.  The Ministerial Meeting marked the initiation of the Third Democracy Summit, which spanned three days from March 18 to March 20, and drew over 400 participants. Among them were approximately 30 government officials at the ministerial and vice-ministerial level, representatives from diplomatic corps stationed in Korea, as well as individuals from civil society, industry, and academia.  In the welcoming remarks, President Yoon Suk-yeol underscored the pivotal role of democracy in Korea's journey, rooted in universal values such as freedom, human rights, and the rule of law. He expressed Korea's commitment to sharing its democratic development experience with the global community through the Summit.  Foreign Minister Cho Tae-yeol, in his opening speech, highlighted the significance of technological innovation amid global democratic challenges. He emphasized the intertwined nature of artificial intelligence, digital technology, and democracy, acknowledging both the opportunities and challenges.  Throughout the Ministerial Meeting, representatives from participating governments emphasized the imperative for democratic nations to exchange policies and experiences concerning digital technology's impact on democracy. They stressed the need for collaborative efforts to harness the benefits of digital innovation while safeguarding democratic values.   The meeting facilitated comprehensive discussions on the implications of rapidly advancing artificial intelligence and digital technology for future generations' democracy. It served as a platform for fostering international consensus on the responsible use of emerging technologies in alignment with democratic principles.  

• Enhancing International Cooperation for Research on Emerging Infectious Disease Response among Korea, U.S., and Japan

      The Korea Centers for Disease Control and Prevention (KCDC) and the National Institute of Health (NIH), under the leadership of Director Park Hyun-young and Director Jang Hee-chang respectively, have announced the forthcoming 2024 International Conference on Emerging Infectious Diseases in the Pacific Rim (EID). Scheduled to take place from March 5th to 8th, the event will span four days and will be hosted at the Grand Hyatt Incheon Hotel.    This collaborative effort is spearheaded by the National Institute of Allergy and Infectious Diseases (NIAID) of the United States, in partnership with the Japan Agency for Medical Research and Development (AMED) and the Korea National Institute of Infectious Diseases (NIID). Additionally, the International Vaccine Institute (IVI) will participate as a partner institution.   The conference will commence with welcoming remarks from Director General Ji Young-mi of the KCDC, Dr. Diane Griffin, a Professor at the Johns Hopkins Bloomberg School of Public Health, and Dr. Hiroshi Kiyono from Chiba University. The overarching theme of the conference will revolve around "Rapid Emergence of Pathogens Due to Climate Change and Pandemic Preparedness."    As an integral part of the event, the NIID will organize the 2nd International Symposium for Infectious Diseases Research Institutes Cooperation (IDRIC) on March 8th, aimed at bolstering collaboration among domestic and international research institutions.    Under the theme "Current Status and Rapid Development Strategies for Vaccine and Therapeutics Development against Pandemic Preparedness," IDRIC will feature discussions focusing on the development of vaccines and treatments in response to the "Government-wide Mid-to-Long-Term Plan for Preparedness against Emerging Infectious Diseases."    Director Jang Hee-chang of the NIID expressed, "We plan to enhance close cooperation with domestic and international institutions and companies by developing treatments and vaccines for emerging infectious diseases in cooperation with the United States, Japan, and others, and upgrading infrastructure, such as establishing a national advanced vaccine development center."    

• Deputy Minister Im Sang-joon Represents South Korea at 6th United Nations Environment Assembly

  The Ministry of Environment has announced that Deputy Minister Im Sang-joon participated in the '6th United Nations Environment Assembly' held in Nairobi, Kenya, from February 29th to March 1st. He represented the South Korean government, engaging in discussions aimed at enhancing multilateral cooperation to tackle global environmental crises.  The United Nations Environment Assembly, convened biennially in Nairobi, Kenya, serves as a platform where ministers and deputy ministers from UN member countries convene to deliberate on the United Nations Environment Programme's (UNEP) work plans, budgets, and adopt resolutions and declarations, making it the highest-level environmental conference.  The focus of the 6th United Nations Environment Assembly centered on "Effective, Comprehensive, and Sustainable Multilateral Action for Climate Change, Loss of Biodiversity, and Environmental Pollution (including air and plastic pollution)." Representatives from over 190 countries attended, including Inger Andersen, the Executive Director of the United Nations Environment Programme, as well as representatives from civil society and non-governmental organizations.  Deputy Minister Im Sang-joon emphasized concrete measures to address environmental crises through national statements. He underscored South Korea's role as a 'green ladder' to effectively deliver resources to developing countries in combatting climate change. Furthermore, he urged UN member countries to expedite the conclusion of the plastic agreement within the year to tackle the plastic crisis.  Moreover, South Korea contributed to the adoption of a resolution proposed by the United States to enhance global air quality by participating as a co-sponsor. This contribution underscores the nation's commitment to multinational efforts aimed at addressing air pollution.   Deputy Ministerstated, "We must act to become the change we envision," and added, "South Korea will continue to play a central role as a pivotal country leading global changes to address climate change, loss of biodiversity, and air and plastic pollution."

      Q. 연세대학교   화학과는? A. 물, 소금, 설탕, 다이아몬드, 나무, 유리, 플라스틱, 비닐 등등 우리 주변의 물질들은 무엇으로 이루어져 있으며 어떻게 만들어졌을까요? 화학이란 세상을 이루고 있는 다양한 물질들의 구조, 그러한 물질들이 갖는 성질, 그들 사이의 반응과 변화를 다루는 학문으로, 화학과는 화학이라는 분야를 깊게 학습하는 학과입니다. 물질을 이루는 기본 성분인 ‘원소’들 사이의 결합을 통해 수많은 물질이 만들어지고 서로 다른 물질이 만나 새로운 물질로 바뀐다는 사실을 화학의 4대 분야(유기화학, 무기화학, 물리화학, 분석화학)에 걸쳐서 공부한다고 생각하시면 됩니다.   Q. 졸업 후의 진로는 어떻게 나뉘는 편입니까? A. 연세대학교 화학과에는 사진 찍을 때 대표적인 포즈가 하나 있습니다. 바로 벤젠 포즈인데요, 벤젠(C₆H₆)은 화학과에서 아주 중요하게 배우는 물질 중 하나로, 1군 발암 물질이라 아주 위험하지만 우리 주변의 수많을 물질을 만들기 위한 기본 재료로 사용됩니다. 이러한 벤젠의 생김새가 정육각형의 고리 모양(⌬)이기 때문에 화학과 학생들은 사진을 찍을 때 양손을 주먹 쥔 채로 검지와 소지만 펴 양손의 손가락을 서로 닿게 하여 육각형을 만드는 포즈를 취합니다. 얼마나 유명하냐구요? 무려 작년 5월, 연세대학교 축제 아카라카에서 아이브(IVE)가 따라한 포즈라구요!   Q. 입학을 위해 준비해두면 좋은 것이 있습니까? 본인만의 입시 팁을 주자면? A. 화학과는 궁금증 많고 꼼꼼한 사람들에게 적합한 과인 듯싶습니다. 화학과에 오기 위해서 반드시 준비해야만 하는 것이 있거나 하지는 않지만, 단순히 고등학생 때 과학탐구 과목 중에 그나마 화학이 가장 괜찮았다고 화학과를 선택하는 것은 안 됩니다! 학교 공부를 넘어 화학 자체에 대한 호기심과 관심이 어느 정도 있어야 하며, 이러한 관심을 강연 청강, 독서, 검색 등을 통해 지식으로 변환하여 쌓아두어야 합니다. 많은 학생들이 “저 화학 좋아해요”, “이런 분야 신기해서 관심 있어요”라는 말은 하고 다니면서 정작 내용을 검색해봤다거나 찾아서 알게 되었다는 학생은 거의 없습니다. 관심에서 멈추지 않고 스스로 심화된 지식을 탐구하려고 해야 합니다. 그게 자연과학을 하려는 학생에게 가장 필요한 능력이고, 학생부종합전형을 정복할 수 있는 길입니다.   Q. 미래의 후배들에게 하고 싶은 말이 있습니까? A. 공부... 하기 싫죠? 사칙연산만 할 줄 알아도 사는 데 지장 없는데 수학을 뭘 이리 어려운 걸 배우나 싶고, 한국에서만 살 건데 영어 공부도 왜 해야 하는지 모르겠고... 저도 여러분과 같은 불평불만으로 중고등학생 시절을 보냈습니다. 그리고 성인이 된 지금에서야 그 공부의 뜻을 알아가는 것 같아요. 국어에서는 논리력을, 수학에서는 사고력을, 영어에서는 이해력을 가르치려는 목적이었구나 하고요. 지금 무엇을 하고 있는지, 왜 해야 하는지 모르겠다면 그 이유를 알게 될 때까지, 혹은 본인은 할 필요가 없다는 것을 깨달을 때까지는 일단 묵묵히 밀고 나가는 것이 중요합니다. 경험이 최고의 파트너입니다. (공부도, 게임도, 운동도, 삶도, 다 하다 보면 알게 돼요 여러분)  인생에서 가장 재밌고 행복하고 걱정 없을 시기를 핸드폰만 보며 무의미하게 날리지 마세요. 많은 어른들이 중고등학생 때를 그리워하죠? 시험기간에 조금 더 빠짝 공부할 걸, 놀 때 그냥 눈치 보지 말고 친구들이랑 신나게 놀 걸, 그때 뭐 할 걸, 그날 뭐 하지 말 걸 등등 아직까지도 생각나고 아쉬운 것이 잔뜩 있습니다. 공부도, 노는 것도, 여러분들이 먼 훗날 돌이켜 보았을 때 ‘그 순간을 후회하지 않을 만큼’ 하세요. 순간의 작은 선택이 인생을 바꿉니다.

• 농식품 해외 ‘안테나숍’, 케이-푸드(K-Food) 수출 영토 확대에 앞장서!

  해외 안테나숍 [리더스타임즈] 농림축산식품부는 올해 케이-푸드(K-Food) 100억불을 달성하고 중남미, 중동, 인도 등 신시장으로 수출 영토를 확대하기 위해 25개국 28개소에서 한국 농식품 ‘안테나숍’을 운영할 계획이다. 안테나숍은 한국 농식품의 인지도가 낮은 신규시장에 케이-푸드(K-Food) 전문 판매장을 운영하여 새로운 유통망을 개척하고 현지 소비자에게 우리 농식품의 인지도를 제고하기 위해 추진하는 사업이다. 안테나숍은 한국 농식품 전반을 취급하는 일반 안테나숍과 한국 신선 농산물을 전문으로 취급하는 케이-프레쉬 존(K-Fresh Zone, KFZ)으로 구성되어 있다. 일반 안테나숍은 2013년 처음으로 운영을 시작하였으며, 유럽, 중남미 등 한국 농식품 진출이 미미한 시장을 중심으로 신규 유통망을 개척해 오고 있다. 특히, 중남미 페루의 안테나숍은 연간 200만명 이상이 방문하는 세계적인 관광지 마추픽추로 가는 길목에 있어, 페루 소비자뿐만 아니라 전세계에서 온 관광객을 대상으로 케이-푸드(K-Food)를 홍보하고 있다. 이외에도 프랑스 대표 관광 도시 ‘니스’의 까르푸(Carrefour) 내 숍인숍, 영국 축구의 성지 ‘리버풀’ 중앙역 앞 등 유동인구가 많은 위치에 안테나숍을 운영하여 효과적으로 한국 농식품을 알리고 있다. 한편, 케이-프레쉬 존(K-Fresh Zone, KFZ)은 2017년 싱가포르를 시작으로 태국, 베트남 등으로 한국 신선 농산물 전문 유통망을 확대해 오고 있다. 특히, 2023년에는 아랍에미리트(UAE) 샤르자 지역에 케이-프레쉬 존(KFZ)을 최초로 개소하여 동남아 국가 위주로 집중되어 있던 신선 농산물 수출 시장을 다변화하고 있다. 올해는「케이-푸드 플러스(K-Food+) 수출 혁신 전략(’24.2)」에 따라 시장규모와 잠재력이 큰 3대 신시장(중동·중남미·인도)을 공략하고 수출을 확대하기 위해 안테나숍 총 28개소(계획) 중 12개소(중남미 5, 중동 4, 인도 3)를 신시장에서 운영할 계획이다. 농식품부 양주필 식품산업정책관은 “해외 안테나숍은 신규 수출시장의 유통망 개척부터 케이-푸드(K-Food) 홍보, 신규 바이어 발굴까지 다양한 역할을 하고 있다”라며, “안테나숍 이외에도 국제식품박람회 참가, 바이어초청 수출상담회 등 다양한 지원사업을 통해 3대 신시장을 개척하여 수출 영토를 확대해 나가기 위해 최선을 다하겠다”라고 말했다.

How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

• Minister Lee Jong-ho Represents Korea at the 2024 Nuclear Energy Summit in Brussels

    Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). The minister emphasized the importance of continued investment in innovative research and development, such as SMRs, as promising technologies for tripling global nuclear power generation capacity by 2050.    The summit provided an opportunity for nuclear research institutions and industries in Korea, such as the Korea Atomic Energy Research Institute, Korea Hydro & Nuclear Power Co, to engage in discussions with relevant agencies from key partner countries on cooperation projects.    In conclusion, Minister Lee's participation in the 2024 Nuclear Energy Summit underscored Korea's commitment to global cooperation in nuclear energy, highlighting its role as a leader in nuclear technology innovation and its dedication to contributing to a sustainable energy future.

• South Korea's efforts to prevent desertification in Northeast Asia will be announced to the world

  The National Institute of Forest Science of the Korea Forest Service (Director Bae Jae-soo) announced the results of Korea's afforestation project to prevent desertification and reduce yellow dust in Northeast Asia, including China and Mongolia, at the 9th Kubuqi Desert held on August 26 and 27.   The Kubuqi International Desert Forum in China has been held every two years since 2007. The forum invites international organizations related to desertification prevention, such as the United Nations Convention to Combat Desertification (UNCCD), high-ranking Chinese officials, and experts from each country.    Dr. Park Ki-hyung of the Forest Ecology Research Department of the National Forest Research Institute presented the results of the Korea-China and Korea-Mongolia Desertification Prevention Project since 2000 and the effects of forestation through field research.   After the announcement, Chinese experts and local media, including China's National Forestry Plantation Bureau, expressed a lot of interest and gratitude for Korea's achievements in forestation projects to prevent desertification and long-term monitoring research.    "Korea has been carrying out afforestation projects since the early 2000s to prevent desertification in Northeast Asia. It is necessary to propose more accurate afforestation technology and tree species to new projects by analyzing the current situation, good points and improvements." said Yang Hee-moon. He also noted, "We will continue to establish a long-term monitoring and evaluation system through international joint research with China and Mongolia.”

• President Yoon Suk Yeol attends 24th Korea-ASEAN Summit

    President Yoon Suk Yeol, who is visiting Jakarta, Indonesia to attend the 24th Korea-ASEAN Summit on September 6 (Wed), had in-depth discussions on the achievements of Korea-ASEAN cooperation and the direction of future cooperation. The participating countries adopted the 'Korea-ASEAN Summit Joint Statement on AOIP Cooperation'.    The president welcomed the "Korea-ASEAN Solidarity Initiative (KASI)" announced by the Korean government last year, which has expanded the scope and depth of cooperation. President Yoon stressed that the KASI is based on firm support for ‘ASEAN Centrality’ and ASEAN Outlook on Indo-Pacific(AOIP) regarding the Indo-Pacific region.    The president also noted that efforts to strengthen cooperation between South Korea, the U.S. and Japan opened a new era of trilateral cooperation at the Camp David summit in August. The three countries stressed that they would coordinate their Indo-Pacific strategies and discover new areas of cooperation based on their full support for the ASEAN-led regional architecture.    President Yoonemphasized the urgent need for strong solidarity and close cooperation between countries to overcome the global complex crisis facing the international community today. Based on the KASI, the Korean government presented specific and practical contribution measures.    First, the president said he would strengthen security cooperation with ASEAN countries to protect a rule-based order for universal values. To this end,cooperation in the fields of defense, cyber security, drugs, and terrorism will be strengthened.    Second, the president expressed his willingness to contribute to ASEAN's creation of new growth engines, bridging the development gap, and common prosperity. Announcing that the ‘Korea-ASEAN Digital Innovation Flagship Project’ will be launched next year, the president promised that the Korean government will continue to provide the necessary support to boost private investment in future industries such as digital, electric vehicles, batteries and smart cities.    Third, the president said he would actively promote cooperation with ASEAN in the field of climate change response and health. The‘Partnership for Korea-ASEAN Methane Action,’ which was launched in July, will systematically support ASEAN's methane reduction efforts and contribute to strengthening its ability to respond to infectious diseases by continuing cooperation with ASEAN in vaccine production and treatment development.    Meanwhile, President Yoon noted that South Korea has risen from the ruins of war and made a leap to become an advanced country.Korea aims to provide a platform to share these development experiences and seek solutions to the challenges facing humanity through theWorld Expo2030 Busan.

• EU pushes for 'European Defense Production Act' within this year

    The EU Commission plans to push for the ‘European Defense Production Act’ to strengthen the EU's capacity in the defense industry, which will stipulate R&D and joint procurement.    Due to the war in Ukraine, the EU will push for the introduction of the ‘European Defense Production Act’ by reducing the lack of regional defense production capacity and the need to quickly supply defense materials if necessary.    The bill was recently discussed at the EU Defense Ministers' Council.Detailed information is expected to be announced at the annual corrective speech by EU Commission President Ursula von der Leyen on the 13th (Wed).    The bill will be used as a permanent legal framework for the production and supply of defense supplies in case of emergency, based on the ‘European DefenceIndustry Reinforcement through Common Procurement Act (EDIRPA),’which is a short-term framework for strengthening joint procurement and ammunition production capabilities.    The Single Market Emergency Instrument (SMEI) stipulates that in the event of an emergency, the executive officer orders the company to supply specific orders first, and the obligation to report corporate inventory. EU Council postponed bill negotiations and agreements, citing excessive corporate interference and lack of consultation time.    The Commission proposed an interim review of the EU budget in June, but the European Defense Production Act was excluded due to the use of additional budgets through the review.   Accordingly, it is pointed out that the "European Defense Fund" to support the development of technology in the defense industry and the "Peace facility" to finance exports of lethal and non-lethal weapons to third countries can be used as financial resources for the bill.    However, it is unclear how the ‘European DefenseProduction Act’ will be related to the European Defense Investment Program (EDIP) already proposed by the executive committee to exempt the defense industry from VAT.

• President Yoon Suk Yeolpresides over the State Council for Deliberation and Resolution of the '2024 Budget'

  “Sound finance is the reason why major international credit rating agencies positively evaluate Korea's external credibility." the president said in a Cabinet meeting to deliberate and resolve the 2024 budget bill at the presidential office in Yongsan.  The president cited a 2.8 percent increase in total spending next year to 656.9 trillion won, the slowest increase after 2005. "By reviewing all financial projects, we drastically cut the budget for political subsidies and interest cartels to carry out a total 23 trillion won of expenditure restructuring."  First of all, the Korean government will focus on three key areas: realizing welfare for the weak, strengthening the nation's essential roles such as defense and rule of law, and securing growth engines to create high-quality jobs.  The president also emphasized youth independence, tuition support, and job-related budgets in detail.  Regarding youth independence and tuition support, the president mentioned "We will raise the allowance for youth who prepare for self-reliance from 400,000 won to 500,000 won. We plan to support 2,750 youth who are closely managed before and after the end of the protection period.”  Regarding the budget for responding to climate change,"We will invest 6.3 trillion won to overhaul the national flood response system," adding, "We will push for river dredging and maintenance in earnest for the safety and measurement of the people."  The president said"More than 200 billssubmitted to take care of the people's livelihood and the economy are not crossing the threshold of the National Assembly.Please make all-out efforts to focus on major bills dealing with our people's livelihoods and future food."

• Foreign Minister Park Jin attends the 'Bled Strategy Forum'

    Foreign Minister Park Jin attended the opening ceremony of the ’Bled Strategic Forum’ hosted by Slovenia's Foreign Ministry and the ‘Center for European Perspective’ on August 28 through the invitation of Slovenian Foreign Minister Tanja Fajon.  Park was the first South Korean foreign minister to attend the Bled Strategy Forum to strengthen ties with countries in the Middle East at the forefront of the war, given that the war in Ukraine is not only sensitive to security and national interests in the region.  A total of seven figures, including five foreign ministers (Korea, Slovenia, Switzerland, and Canada) and two vice minister-level officials, attended the Bled Strategy Forum ‘Multilateralism’ session as panels.  During the session, Park explained the results of the August 19 Camp David Korea-Japan summit, Korea-China relations, and the situation on the Korean Peninsula.He proclaimed that South Korea will work closely with the U.S., Japan, and Slovenia next year to strengthen multilateralism at the U.N. level.  Minister Park stressed that cooperation between South Korea, the U.S. and Japan has been firmly institutionalized through the Camp David Korea-U.S. and Japan summit, which has important implications for forming a global order, including Europe, as well as Northeast Asia and the Indo-Pacific region.  In particular, Korea-U.S.-Japan cooperation and Korea-China friendship are not at odds with each other.The Korean government's basic position is to develop healthy and mature relations with China based on mutual respect, mutual benefit, and common interests.  As a non-permanent member of the Security Council next year, Park vowed that Korea will contribute to the peace and security of the international community.He proposed to actively cooperate with Slovenia, which is scheduled to be appointed as a non-permanent member of the Security Council next year.

• Pakistan Textile Industry Crisis

  Pakistan's textile industry is facing fierce competition with Asian countries, with its declining position.   The majortextile-exporting countries are China, Germany, Bangladesh, Vietnam, and Pakistan.  Pakistan is the world's fifth-largest cotton exporter, with its textile industry accounting for 60% of the country's total exports.They are facing a crisis due to rising energy costs and national political conditions caused by the war in Ukraine.  Textile exports fell about 15% from $19.3 billion in Fiscal Year 21/22 to $16.5 billion in Fiscal Year22/23.  Pakistan Textile supplies cotton, knitwear, and linen to global brands such as ZARA, H&M, and Adidas.  Production fell to an all-time low, particularly as the worst downpour in 2022 flooded 45% cotton crops. As a result, exports were difficult due to a shortage of raw materials and an increase in production costs.  The clothing and textile sector accounts for about 40% of Pakistan's manufacturing workers.Unfortunately, it is estimated that 25-30% of textile factories are currently out of operation and about 700,000 jobs have been lost.  The Pakistani government announced plans to increase textile exports to $25.3 billion in 2025 and raise cotton production to 20 million bales by 2027.  However, Pakistani textile producers said that due to political instability and economic turmoil, it would not be possible to meet the textile export target.

• Germany falls short of EU greenhouse gas reduction targets

    Germany is expected to pay up to 30 billion euros in fines for over-emission of more than 150 million tons of carbon, compared to the EU's carbon emission target.  The EU tries to accelerate the ‘Fit for 55’ package to reduce greenhouse gas emissions by at least 55%, compared to 1990 by 2030. In March, the EU adopted an amendment to Effort Sharing Regulation (ESR) to reduce carbon emissions by 40% compared to 2005.  ESR differentiates carbon emission targets for each member country according to the size of its economy. The five richest countries, including Germany, have been obliged to reduce carbon emissions by 50%.  In the case of Germany, it is analyzed that carbon emissions in the construction and transportation sectors have increased significantly. Accordingly, Germany was expected to purchase Certified Emission Reduction(CER)from other countries.  Germany chose an integrated reduction target, not a sector-specific one, stillconcernedabout the possibility that more than 200 million tons of excessive carbon emissionscould be produced by 2030.  Germany has already purchased 11 million carbon credits from Bulgaria, the Czech Republic and Hungary at low prices in the past.Analysts predict the implementation of the Fit for 55 package will reduce residual emissions and set high prices.  The gap between Germany's target and actual emissions is expected to grow 15 times from 2021 to 2027. As a result, at least 7.5 billion to30 billion euros of fines are expected in the future.

• 파키스탄 섬유 산업 위기

  [리더스타임즈] 파키스탄 섬유 산업이 아시아 나라들과의 치열한 경쟁에 직면해 있고 섬유 산업의 위치가 하락하고 있다. 섬유 수출 주요국가는 중국, 독일, 방글라데시, 베트남, 파키스탄 등이다. 파키스탄은 섬유 산업이 국가 전체 수출의 60%를 차지하고 세계 5위 면화 수출국이지만 우크라이나 전쟁으로 인한 에너지 비용 상승과 국가 정치적 상황으로 위기를 겪고 있다. 섬유 수출은 21/22회계연도 193억 달러에서 22/23회계연도 165억 달러로 약 15% 감소했다. 파키스탄 섬유는 글로벌 브랜드 ZARA, H&M, 아디다스 등에 면직물, 니트, 린넨 등을 공급하고 있다. 특히나 2022년 최악의 폭우로 45% 면화 작물 침수로 인하여 생산량이 역대 최저치로 떨어지면서 원자재 부족 및 생산비용 증가로 수출에 어려움을 겪었다. 파키스탄 제조업 근로자 중 의류·섬유 부문이 약 40%를 차지하나 현재 섬유 공장의 25~30%가 운영되지 않고 약 70만 개의 일자리가 사라진 것으로 추정된다. 파키스탄 정부는 섬유 수출 규모는 2025년에 253억 달러로 늘어나고 2027년까지 면화 생산량을 2,000만 베일(bale)로 끌어올릴 계획을 발표했다. 그러나 파키스탄 섬유 생산 관계자들은 정치적 불안정한 상황과 경제적 혼란으로 섬유 수출 목표 달성은 불가능할 것이라는 견해를 밝혔다.

        리더스타임즈는 주식회사 히포티앤씨(Hippo T&C)와 RS에듀의 후원 하에, 100여명의 초등생들에게 주의력/집중력 측정기 힙브레인(HippBrain)을 활용한 심리장애 무료 측정 프로그램을 8월 말까지 선착순으로 제공하고 있다.    주식회사 히포티앤씨(대표 정태명)가 서울삼성병원, 미국 네브라스카(Nebraska) 대학병원과 함께 세계 최초로 개발한 힙브레인은, 증강현실(AR)과 가상현실(VR) 등 첨단과학을 이용하여 심리장애, 특히 ADHD를 보다 손쉽게 진단하고 치료하는 것으로 화제가 되고 있다.    통상적으로 ADHD는 항정신성 약물 사용 등 위험이 수반되는 치료를 실시하였으나, 이제는 첨단기술을 적용하여 인공지능이 데이터를 수집해 그 증상을 측정하고 자체적으로 개선방향을 담당할 수 있게 된 것이다.    리더스타임즈 측은 이를 적극 활용하여 아동.청소년들의 잠재적 심리장애 조기 발견 및 치료를 위해 ADHD 무료 측정 캠페인을 시행하고 있다. 만약 관련 증상이 발견될 시, RS에듀(대표 송영선) 심리상담 전문가들의 상담을 무상으로 지원받을 수 있다.    리더스타임즈 는 “평소에도 회원들과 협업하여 베트남 청소년 대상 한국 문화 홍보, 필리핀 코피노 아동청소년 생활비 100회 지원 등 학생들을 대상으로 꾸준히 후원을 진행했다. 이번에는 청소년들에게 잦은 장애에 대한 기본적인 측정을 제공할 수 있다는 점에서 더욱 의미가 깊었으며, 1500만원 상당의 프로그램을 지원해 주신 히포티앤씨 및 RS에듀 측에 깊은 감사를 전한다”라는 소감을 남겼다.    한편 국민건강보험공단이 공개한 건강보험 진료 데이터에 의하면, 2017년 기준 5만3056명이던 국내 ADHD 환자는 2021년 10만2322명으로 약 두 배 가까이(92.9%) 증가했다.    더하여 여기서 20대 미만의 저연령층 환자들이 전체의 절반 이상(65.1%)을 차지하는 점, 인구 10만 명당 진료인원 또한 10대와 9세 이하가 각각 918명, 648명으로 1,2위인 점을 고려하면, 10대 전후 아이들에게 ADHD의 잠재적 위험성은 상당하기에 히포티앤씨의 다양한 후속 프로그램을 기대해 본다.

• EU-U.S. Steel and Aluminum Tariff Negotiations Facing Challenges

    [Leaders Times] Negotiations between the EU and the U.S. on steel and aluminum tariffs are encountering difficulties as the October deadline approaches.    Both sides reached an agreement in October 2021, where the U.S., instead of exempting the 25% steel and 10% aluminum tariffs imposed by the previous Trump administration on national security grounds, agreed to impose tariff rate quotas (TRQ) based on the previous year's imports for EU steel and levy 25% and 10% , respectively, on steel exceeding the TRQ. This agreement took effect on January 1st and is set to expire on December 31st, with the provision that if no agreement is reached by the October 31st negotiation deadline, retaliatory tariffs by the U.S. on EU goods and the reinstatement of U.S. steel and aluminum tariffs will likely occur in the following year.    Regarding these negotiations, EU diplomatic sources have explained that both sides still have significantly differing positions, suggesting that reaching an agreement within the October 31st deadline is unlikely. However, it is worth noting that the timing for the reimposition of tariffs on steel and others is set for January of next year. Therefore, even if the October deadline for negotiations passes, there remains the possibility of further negotiations to prevent tariff reimposition.    The U.S. proposed replacing the steel and aluminum tariffs from the Trump administration with new tariffs based on carbon dioxide (CO2) emissions in the metal production process. This proposal aimed to protect U.S. steel industries with lower CO2 emissions during production and was seen as effectively maintaining the Trump administration's steel tariffs.    According to CRU International, a London-based private analytical company, the U.S. steel industry emits 1.24 tons of CO2 per ton of steel for flat steel, lower than Europe's 1.97 tons and the global average of 2 tons. For long steel products like wire, bars, and sections, the U.S. emits 460 kg of CO2 per ton of steel, compared to the EU's 810 kg and the global average of 1.88 tons. However, it is noted that the U.S. emits more CO2 in aluminum production compared to Europe.   The EU believes that the U.S. proposal has the potential to violate WTO agreements and that it must completely block any attempts by the U.S. to reintroduce steel tariffs based on national security in the future.    The EU has advocated for a "sustainable steel and aluminum agreement" by integrating its Carbon Border Adjustment Mechanism (CBAM), designed to create a level playing field for fair competition in the absence of carbon pricing systems like in the U.S., with traditional trade remedies. Regarding CBAM, the U.S. argued that its steel exports to the EU account for less than 1% of its total production, suggesting that the steel industry would not be significantly affected by CBAM. However, the U.S. demanded that the EU exempt its products from CBAM in case of future expansion. The EU currently opposes this.    To implement tariffs based on CO2 emissions and CBAM, both sides need data on carbon emissions for their domestic and imported steel products. They have agreed to establish a working group for data exchange and the development of a common emissions calculation method.    Regarding CO2 emissions data for steel, Ambassador Katherine Tai, U.S. Trade Representative, mentioned that her office has commissioned a CO2 emissions assessment report for dozens of steel and aluminum products produced in the U.S., which will also be disclosed to the EU. However, the deadline for this report is January 28, 2025, making it impossible to assess the CO2 emissions of various steel products by the EU-U.S. steel negotiation deadline of October 31st.    Therefore, it is suggested that both sides reach a general framework agreement beyond the negotiation deadline to prepare for the time after the submission of relevant reports. Additionally, even if the agreement on taxing based on carbon emissions fails, the U.S. and EU are likely to operate their respective tariff systems based on their own methods.
