• MDCP Holds 9th Operating Committee Meeting

    The 9th Operating Committee meeting of theMulti-agency Donor Coordination Platform for Ukraine (MDCP) took place in Kyiv, Ukraine, on April 10. The meeting was attended by Kang Seok-hee, South Korea’s government representative supporting Ukraine’s reconstruction efforts. This was the first in-person meeting since South Korea joined the MDCP in February 2023.  Major donor countries and institutions at the meeting expressed their unwavering support for Ukraine’s reconstruction and recovery efforts. They issued a joint statement outlining financial support direction for Ukraine for 2024-25. The statement emphasized contributions to Ukraine’s urgent recovery needs in 2024, such as protecting energy infrastructure and securing alternative power sources. Countries also agreed to launch a Business Advisory Council, composed of private enterprises, at the upcoming Ukraine Recovery Conference in Berlin in June 2024.  Attendees praised Ukraine’s commitment to reforms and efforts to secure sustainable economic growth. They highlighted the importance of enhancing the effectiveness of international support and expanding the participation of the private sector in the reconstruction and recovery process.  South Korea reiterated its commitment to supporting Ukraine through humanitarian aid and long-term reconstruction in areas such as infrastructure, healthcare, and education. This support aligns with the 'Ukraine Peace Solidarity Initiative' announced during President Yoon Seok-yeol's visit to Ukraine in July 2022.  The next MDCP Operating Committee meeting is scheduled to take place in Berlin in June during the Ukraine Recovery Conference.

• ASEAN-ROK Dialogue: Strengthening Partnerships and Addressing Regional Challenges

    The annual Deputy Ministerial Meeting between Korea and ASEAN countries, known as the 'ASEAN-ROK Dialogue,' convened on April 4th to assess the current state of cooperation and discuss future directions. This year marked the 35th anniversary of establishing the ASEAN-ROK dialogue relations, underscoring the significance of the occasion.    The dialogue aimed to establish the Comprehensive Strategic Partnership (CSP), representing the highest level of partnership between Korea and ASEAN. It provided a platform to review the current state of Korean-ASEAN cooperation, exchange views on future development directions, and discuss regional and international situations.    In the opening remarks, Deputy Minister Chung Byung-won emphasized the importance of strengthening relations with ASEAN and the full-scale implementation of the Korean-ASEAN Solidarity Initiative (KASI). He highlighted strategic coordination, digital transformation, and climate change response as key areas for mutual cooperation.    The Deputy Minister elaborated on how the Korean-ASEAN Solidarity Initiative contributes to ASEAN's goal of building three pillars of community by 2025. He emphasized the need to expand cooperation in future industries such as digital technology, electric vehicles, and smart cities to enhance supply chain stability and resilience.    Participants also exchanged views on major regional and international issues, including the situation on the Korean Peninsula, developments in the South China Sea, the issue of Myanmar, the Israel-Hamas conflict, and the war in Ukraine.    ASEAN reaffirmed its support for Korea's North Korea policy, including its ‘Audacious Initiative.’ The dialogue concluded with a renewed commitment to strengthen partnerships and address regional challenges, underscoring the importance of cooperation between Korea and ASEAN in promoting peace, stability, and prosperity in the region.    Overall, the ASEAN-ROK Dialogue provided a valuable opportunity for both sides to deepen cooperation, enhance mutual understanding, and address shared challenges in the years ahead.  

• Convening the 3rd summit for democracy

    On March 18, 2024, the Korean government, alongside the governments of the United Kingdom, Ecuador, and the United States, co-hosted the Third Democracy Summit Ministerial Meeting in Seoul. Focused on the theme of 'AI/Digital Technology and Democracy,' the summit aimed to address the evolving intersection of technological innovation and democratic principles.  The Ministerial Meeting marked the initiation of the Third Democracy Summit, which spanned three days from March 18 to March 20, and drew over 400 participants. Among them were approximately 30 government officials at the ministerial and vice-ministerial level, representatives from diplomatic corps stationed in Korea, as well as individuals from civil society, industry, and academia.  In the welcoming remarks, President Yoon Suk-yeol underscored the pivotal role of democracy in Korea's journey, rooted in universal values such as freedom, human rights, and the rule of law. He expressed Korea's commitment to sharing its democratic development experience with the global community through the Summit.  Foreign Minister Cho Tae-yeol, in his opening speech, highlighted the significance of technological innovation amid global democratic challenges. He emphasized the intertwined nature of artificial intelligence, digital technology, and democracy, acknowledging both the opportunities and challenges.  Throughout the Ministerial Meeting, representatives from participating governments emphasized the imperative for democratic nations to exchange policies and experiences concerning digital technology's impact on democracy. They stressed the need for collaborative efforts to harness the benefits of digital innovation while safeguarding democratic values.   The meeting facilitated comprehensive discussions on the implications of rapidly advancing artificial intelligence and digital technology for future generations' democracy. It served as a platform for fostering international consensus on the responsible use of emerging technologies in alignment with democratic principles.  

• Enhancing International Cooperation for Research on Emerging Infectious Disease Response among Korea, U.S., and Japan

      The Korea Centers for Disease Control and Prevention (KCDC) and the National Institute of Health (NIH), under the leadership of Director Park Hyun-young and Director Jang Hee-chang respectively, have announced the forthcoming 2024 International Conference on Emerging Infectious Diseases in the Pacific Rim (EID). Scheduled to take place from March 5th to 8th, the event will span four days and will be hosted at the Grand Hyatt Incheon Hotel.    This collaborative effort is spearheaded by the National Institute of Allergy and Infectious Diseases (NIAID) of the United States, in partnership with the Japan Agency for Medical Research and Development (AMED) and the Korea National Institute of Infectious Diseases (NIID). Additionally, the International Vaccine Institute (IVI) will participate as a partner institution.   The conference will commence with welcoming remarks from Director General Ji Young-mi of the KCDC, Dr. Diane Griffin, a Professor at the Johns Hopkins Bloomberg School of Public Health, and Dr. Hiroshi Kiyono from Chiba University. The overarching theme of the conference will revolve around "Rapid Emergence of Pathogens Due to Climate Change and Pandemic Preparedness."    As an integral part of the event, the NIID will organize the 2nd International Symposium for Infectious Diseases Research Institutes Cooperation (IDRIC) on March 8th, aimed at bolstering collaboration among domestic and international research institutions.    Under the theme "Current Status and Rapid Development Strategies for Vaccine and Therapeutics Development against Pandemic Preparedness," IDRIC will feature discussions focusing on the development of vaccines and treatments in response to the "Government-wide Mid-to-Long-Term Plan for Preparedness against Emerging Infectious Diseases."    Director Jang Hee-chang of the NIID expressed, "We plan to enhance close cooperation with domestic and international institutions and companies by developing treatments and vaccines for emerging infectious diseases in cooperation with the United States, Japan, and others, and upgrading infrastructure, such as establishing a national advanced vaccine development center."    

• Deputy Minister Im Sang-joon Represents South Korea at 6th United Nations Environment Assembly

  The Ministry of Environment has announced that Deputy Minister Im Sang-joon participated in the '6th United Nations Environment Assembly' held in Nairobi, Kenya, from February 29th to March 1st. He represented the South Korean government, engaging in discussions aimed at enhancing multilateral cooperation to tackle global environmental crises.  The United Nations Environment Assembly, convened biennially in Nairobi, Kenya, serves as a platform where ministers and deputy ministers from UN member countries convene to deliberate on the United Nations Environment Programme's (UNEP) work plans, budgets, and adopt resolutions and declarations, making it the highest-level environmental conference.  The focus of the 6th United Nations Environment Assembly centered on "Effective, Comprehensive, and Sustainable Multilateral Action for Climate Change, Loss of Biodiversity, and Environmental Pollution (including air and plastic pollution)." Representatives from over 190 countries attended, including Inger Andersen, the Executive Director of the United Nations Environment Programme, as well as representatives from civil society and non-governmental organizations.  Deputy Minister Im Sang-joon emphasized concrete measures to address environmental crises through national statements. He underscored South Korea's role as a 'green ladder' to effectively deliver resources to developing countries in combatting climate change. Furthermore, he urged UN member countries to expedite the conclusion of the plastic agreement within the year to tackle the plastic crisis.  Moreover, South Korea contributed to the adoption of a resolution proposed by the United States to enhance global air quality by participating as a co-sponsor. This contribution underscores the nation's commitment to multinational efforts aimed at addressing air pollution.   Deputy Ministerstated, "We must act to become the change we envision," and added, "South Korea will continue to play a central role as a pivotal country leading global changes to address climate change, loss of biodiversity, and air and plastic pollution."  

• The 7th ROK-UN Office for the Coordination of Humanitarian AffairsPolicy Consultation

  The Ministry of Foreign Affairs recently convened the 7th ROK-OCHA Policy Consultation in New York in collaboration with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) on February 16th. The meeting saw the participation of Director Won Do-yeon from the Development Cooperation Bureau representing South Korea, alongside Ms. Joyce Msuya, Deputy Executive Director of OCHA, who served as the senior representative.    During the meeting, both parties engaged in discussions highlighting the pivotal role of OCHA's coordination capacity amidst escalating global humanitarian crises attributed to conflicts and climate change. Emphasis was placed on exploring tangible cooperation measures aimed at effectively addressing humanitarian crises. Moreover, strategic cooperation plans between South Korea and OCHA were deliberated upon, particularly in light of South Korea's forthcoming assumption of the presidency of the UN Security Council's non-permanent member for the 2024-2025 term, with a focal point on humanitarian assistance.    Director Won underscored the imperative of realizing the vision of a globally pivotal state and contributing substantially to the international community in alignment with South Korea's status and prestige. He elaborated on the comprehensive review of strategic cooperation relations with major humanitarian organizations, including OCHA, aimed at enhancing the efficacy of humanitarian assistance efforts.    Deputy Executive Director Ms. Msuya commended the South Korean government's endeavors in bolstering humanitarian assistance amid unprecedented humanitarian crises. She highlighted the progressing cooperation between ROK and OCHA.    Furthermore, discussions encompassed humanitarian situations and future prospects globally, with a focus on regions such as Ukraine, Myanmar, and Sudan. Various cooperation measures in disaster response were explored, alongside an agreement to collaborate on expanding the involvement of South Korean experts in OCHA and augmenting the visibility of South Korea's contributions.

      Q. 연세대학교   화학과는? A. 물, 소금, 설탕, 다이아몬드, 나무, 유리, 플라스틱, 비닐 등등 우리 주변의 물질들은 무엇으로 이루어져 있으며 어떻게 만들어졌을까요? 화학이란 세상을 이루고 있는 다양한 물질들의 구조, 그러한 물질들이 갖는 성질, 그들 사이의 반응과 변화를 다루는 학문으로, 화학과는 화학이라는 분야를 깊게 학습하는 학과입니다. 물질을 이루는 기본 성분인 ‘원소’들 사이의 결합을 통해 수많은 물질이 만들어지고 서로 다른 물질이 만나 새로운 물질로 바뀐다는 사실을 화학의 4대 분야(유기화학, 무기화학, 물리화학, 분석화학)에 걸쳐서 공부한다고 생각하시면 됩니다.   Q. 졸업 후의 진로는 어떻게 나뉘는 편입니까? A. 연세대학교 화학과에는 사진 찍을 때 대표적인 포즈가 하나 있습니다. 바로 벤젠 포즈인데요, 벤젠(C₆H₆)은 화학과에서 아주 중요하게 배우는 물질 중 하나로, 1군 발암 물질이라 아주 위험하지만 우리 주변의 수많을 물질을 만들기 위한 기본 재료로 사용됩니다. 이러한 벤젠의 생김새가 정육각형의 고리 모양(⌬)이기 때문에 화학과 학생들은 사진을 찍을 때 양손을 주먹 쥔 채로 검지와 소지만 펴 양손의 손가락을 서로 닿게 하여 육각형을 만드는 포즈를 취합니다. 얼마나 유명하냐구요? 무려 작년 5월, 연세대학교 축제 아카라카에서 아이브(IVE)가 따라한 포즈라구요!   Q. 입학을 위해 준비해두면 좋은 것이 있습니까? 본인만의 입시 팁을 주자면? A. 화학과는 궁금증 많고 꼼꼼한 사람들에게 적합한 과인 듯싶습니다. 화학과에 오기 위해서 반드시 준비해야만 하는 것이 있거나 하지는 않지만, 단순히 고등학생 때 과학탐구 과목 중에 그나마 화학이 가장 괜찮았다고 화학과를 선택하는 것은 안 됩니다! 학교 공부를 넘어 화학 자체에 대한 호기심과 관심이 어느 정도 있어야 하며, 이러한 관심을 강연 청강, 독서, 검색 등을 통해 지식으로 변환하여 쌓아두어야 합니다. 많은 학생들이 “저 화학 좋아해요”, “이런 분야 신기해서 관심 있어요”라는 말은 하고 다니면서 정작 내용을 검색해봤다거나 찾아서 알게 되었다는 학생은 거의 없습니다. 관심에서 멈추지 않고 스스로 심화된 지식을 탐구하려고 해야 합니다. 그게 자연과학을 하려는 학생에게 가장 필요한 능력이고, 학생부종합전형을 정복할 수 있는 길입니다.   Q. 미래의 후배들에게 하고 싶은 말이 있습니까? A. 공부... 하기 싫죠? 사칙연산만 할 줄 알아도 사는 데 지장 없는데 수학을 뭘 이리 어려운 걸 배우나 싶고, 한국에서만 살 건데 영어 공부도 왜 해야 하는지 모르겠고... 저도 여러분과 같은 불평불만으로 중고등학생 시절을 보냈습니다. 그리고 성인이 된 지금에서야 그 공부의 뜻을 알아가는 것 같아요. 국어에서는 논리력을, 수학에서는 사고력을, 영어에서는 이해력을 가르치려는 목적이었구나 하고요. 지금 무엇을 하고 있는지, 왜 해야 하는지 모르겠다면 그 이유를 알게 될 때까지, 혹은 본인은 할 필요가 없다는 것을 깨달을 때까지는 일단 묵묵히 밀고 나가는 것이 중요합니다. 경험이 최고의 파트너입니다. (공부도, 게임도, 운동도, 삶도, 다 하다 보면 알게 돼요 여러분)  인생에서 가장 재밌고 행복하고 걱정 없을 시기를 핸드폰만 보며 무의미하게 날리지 마세요. 많은 어른들이 중고등학생 때를 그리워하죠? 시험기간에 조금 더 빠짝 공부할 걸, 놀 때 그냥 눈치 보지 말고 친구들이랑 신나게 놀 걸, 그때 뭐 할 걸, 그날 뭐 하지 말 걸 등등 아직까지도 생각나고 아쉬운 것이 잔뜩 있습니다. 공부도, 노는 것도, 여러분들이 먼 훗날 돌이켜 보았을 때 ‘그 순간을 후회하지 않을 만큼’ 하세요. 순간의 작은 선택이 인생을 바꿉니다.

• 농식품 해외 ‘안테나숍’, 케이-푸드(K-Food) 수출 영토 확대에 앞장서!

  해외 안테나숍 [리더스타임즈] 농림축산식품부는 올해 케이-푸드(K-Food) 100억불을 달성하고 중남미, 중동, 인도 등 신시장으로 수출 영토를 확대하기 위해 25개국 28개소에서 한국 농식품 ‘안테나숍’을 운영할 계획이다. 안테나숍은 한국 농식품의 인지도가 낮은 신규시장에 케이-푸드(K-Food) 전문 판매장을 운영하여 새로운 유통망을 개척하고 현지 소비자에게 우리 농식품의 인지도를 제고하기 위해 추진하는 사업이다. 안테나숍은 한국 농식품 전반을 취급하는 일반 안테나숍과 한국 신선 농산물을 전문으로 취급하는 케이-프레쉬 존(K-Fresh Zone, KFZ)으로 구성되어 있다. 일반 안테나숍은 2013년 처음으로 운영을 시작하였으며, 유럽, 중남미 등 한국 농식품 진출이 미미한 시장을 중심으로 신규 유통망을 개척해 오고 있다. 특히, 중남미 페루의 안테나숍은 연간 200만명 이상이 방문하는 세계적인 관광지 마추픽추로 가는 길목에 있어, 페루 소비자뿐만 아니라 전세계에서 온 관광객을 대상으로 케이-푸드(K-Food)를 홍보하고 있다. 이외에도 프랑스 대표 관광 도시 ‘니스’의 까르푸(Carrefour) 내 숍인숍, 영국 축구의 성지 ‘리버풀’ 중앙역 앞 등 유동인구가 많은 위치에 안테나숍을 운영하여 효과적으로 한국 농식품을 알리고 있다. 한편, 케이-프레쉬 존(K-Fresh Zone, KFZ)은 2017년 싱가포르를 시작으로 태국, 베트남 등으로 한국 신선 농산물 전문 유통망을 확대해 오고 있다. 특히, 2023년에는 아랍에미리트(UAE) 샤르자 지역에 케이-프레쉬 존(KFZ)을 최초로 개소하여 동남아 국가 위주로 집중되어 있던 신선 농산물 수출 시장을 다변화하고 있다. 올해는「케이-푸드 플러스(K-Food+) 수출 혁신 전략(’24.2)」에 따라 시장규모와 잠재력이 큰 3대 신시장(중동·중남미·인도)을 공략하고 수출을 확대하기 위해 안테나숍 총 28개소(계획) 중 12개소(중남미 5, 중동 4, 인도 3)를 신시장에서 운영할 계획이다. 농식품부 양주필 식품산업정책관은 “해외 안테나숍은 신규 수출시장의 유통망 개척부터 케이-푸드(K-Food) 홍보, 신규 바이어 발굴까지 다양한 역할을 하고 있다”라며, “안테나숍 이외에도 국제식품박람회 참가, 바이어초청 수출상담회 등 다양한 지원사업을 통해 3대 신시장을 개척하여 수출 영토를 확대해 나가기 위해 최선을 다하겠다”라고 말했다.

• Streptococcal Toxic Shock Syndrome (STSS): All You Need to Know

        [Leaders Times] Streptococcal Toxic Shock Syndrome (STSS)      ∨ Invasive infection by Group A strep bacteria can cause STSS when they spread into the body.      ∨ According to the Centers for Disease Control and Prevention (CDC), the mortality rate for STSS is around 30~70%.     ∨ Recommend medical care to high-risk groups (adults 65 years old or older, diabetic patients, etc.) if they have possible symptoms, such as fever, rash, hypotension, etc.      ∨ Infection prevention (washing hands and cough etiquette) is essential.    ㆍ High-risk groups:    - Adults 65 years old or older     - Diabetic patient     - Case that injury caused by recent surgery     - Viral infection, which can occur in exposed wounds (Varicella)     - Alcoholism   ㆍPossible symptoms:     - High fever and Rash    - Hypotension (Low blood pressure)     - Tachypnea (Rapid breathing) and Dyspnea (Shortness of breath)     - Muscle aches    - Surgical site infections     - Edema      Symptoms, route of infections, and treatments   ㆍSign and symptoms:     - Early signs and symptoms: mild symptoms, such as sore throat, like influenza (flu) in the early      - STSS can develop into high fever, rash, Hypotension, Dyspnea, Necrotizing fasciitis, and multiple organ dysfunction syndrome       · Route of infection:    - Infection through mucous membrane and the part of wound     - Coughs and sneezes (respiratory droplets) spread viral infection.          · Treatment and vaccine:    - There are no vaccines for STSS    - Quick treatment at a medical facility is necessary when possible symptoms* come out     * High fever, Rash, Hypotension, Muscle aches, Surgical site infections, Edema, etc.      Prevent STSS  · Practice cough etiquette · Wash hands often   · Do not touch your eyes, nose, and mouth with unwashed hands  · Clean and cover wounds with a clean bandage  · See a doctor when possible symptoms occur  * (Suspicious symptoms) High fever, Rash, Hypotension, Muscle aches, Surgical site infections, Edema, etc.  · Recommendation of vaccination for Varicella and Influenza   *  Risk infections of Group A strep bacteria can increase because of infection of Varicella and Influenza           ※ Streptococcal Toxic Shock Syndrome (STSS) is not defined as a legal infectious disease in Korea, but a medical facility operates sentinel surveillance through △ Epidemiological surveillance for patients with scarlet fever and △ Monitors acute respiratory infections (AirNet)!

• How is the blossoming season predicted in spring?

        [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

• Minister Lee Jong-ho Represents Korea at the 2024 Nuclear Energy Summit in Brussels

    Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). The minister emphasized the importance of continued investment in innovative research and development, such as SMRs, as promising technologies for tripling global nuclear power generation capacity by 2050.    The summit provided an opportunity for nuclear research institutions and industries in Korea, such as the Korea Atomic Energy Research Institute, Korea Hydro & Nuclear Power Co, to engage in discussions with relevant agencies from key partner countries on cooperation projects.    In conclusion, Minister Lee's participation in the 2024 Nuclear Energy Summit underscored Korea's commitment to global cooperation in nuclear energy, highlighting its role as a leader in nuclear technology innovation and its dedication to contributing to a sustainable energy future.

• President Yoon Seok-yeol Leads Third Defense Innovation Commission Meeting

    On December 20th, President Yoon Seok-yeol chaired the third meeting of the "Defense Innovation Commission" at the Blue House in Yongsan, focusing on crucial matters to drive successful defense innovation. The participants engaged in in-depth discussions on enhancing capabilities in response to asymmetric threats, particularly concerning North Korea's nuclear and missile developments.    In his opening remarks, President Yoon acknowledged the recent achievements in military satellite launches. Specifically, he praised the successful launch of the military's first reconnaissance satellite on December 2nd and the civilian satellite launch, utilizing a solid-fuel space launch vehicle, on December 4th. President Yoon commended the researchers involved and highlighted the military's commitment to advancing reconnaissance satellite and launch vehicle technology. He emphasized the importance of contributing to national competitiveness in the era of space economics by transferring relevant technology to the civilian sector at the proper moment.    During the presentation, Jin Young-seung, Director of Strategic Planning at the Joint Chiefs of Staff, underscored the imperative to enhance surveillance and reconnaissance capabilities in response to internal and external situations. These situations include North Korea's accelerated nuclear and missile development and the heightened use of satellites in the Russia-Ukraine conflict. Director Jin presented the military's plan for strengthening surveillance and reconnaissance capabilities, featuring the successful launch of reconnaissance satellites from the Vandenberg Space Force Base in California on December 2nd. The military aims to bolster these capabilities against North Korea's threats by securing an ample number of satellites. Additionally, plans include the early acquisition of unmanned reconnaissance and attack aircraft capable of integrated surveillance and strikes, as well as stealth unmanned reconnaissance and attack aircraft capable of penetrating and striking North Korea's core areas.    Following this, Sung Il, Director of the Ministry of National Defense's Resource Management Office, unveiled the "Defense Acquisition System Innovation Plan." This plan, based on the achievements of the "Defense Acquisition System Task Force" from February to June 2023, outlines the government's intention to diversify acquisition methods from the current two (purchase, research and development) to five (rapid acquisition, acquisition after demonstration project, software acquisition). The aim is to streamline duplicated verification and analysis procedures in the existing acquisition process for increased efficiency.    The government anticipates that diversifying and streamlining the defense acquisition system will significantly reduce the average acquisition period of weapon systems from the current 14 years to 7 years. This strategic move reflects the strong determination of the Yoon Seok-yeol administration to promptly respond to North Korea's evolving asymmetric capabilities by integrating rapidly advancing science and technology into military strategies. Moreover, the shortened acquisition period, from development to deployment, is expected to contribute significantly to job creation in the defense industry and stimulate regional economic development.

• Diplomatic Talks Between South Korean and Beninese Foreign Ministers

    On December 20th, South Korean Foreign Minister Park Jin engaged in a meeting with his Beninese counterpart, OlushegunAdjadi Bakari. The discussions covered various aspects of the bilateral relationship, including substantive collaboration, international cooperation, and the regional geopolitical landscape.   Minister Park warmly welcomed Minister Bakari, commending recent high-level exchanges between the two countries, notably the visit of the Benin Foreign Minister to South Korea on November 14-15 and other significant engagements. He expressed optimism that these interactions would help identify shared interests in diverse areas such as the economy and development, fostering further collaboration.    In response, Minister Bakari conveyed deep appreciation for the South Korean invitation. He expressed high expectations for enhanced cooperation between Benin and South Korea, hoping that his visit would facilitate the exploration of concrete and practical avenues for collaboration.    Both ministers recognized the necessity of strengthening longstanding cooperation, particularly in the field of development. Discussions covered not only development cooperation projects through the Korea International Cooperation Agency (KOICA) but also initiatives like Benin's Knowledge Sharing Program (KSP) and participation in the Korea-Africa Food and Agricultural Cooperation Initiative (KAFACI). These efforts aim to contribute to Benin's industrialization and agricultural development.    Additionally, the ministers explored collaboration on global issues such as climate change and future industries like digital technology and information and communication technology (ICT).    Minister Park expressed the South Korean government's anticipation of President Talon's participation in the upcoming inaugural South Korea-Africa Summit scheduled for the next year. Minister Bakari assured his commitment to ensuring President Talon's attendance, emphasizing the Beninese President's keen interest in the summit.       Touching upon the security situation on the Korean Peninsula, Minister Park highlighted recent unprecedented provocations, including North Korea's intercontinental ballistic missile (ICBM) launch on December 18. He emphasized the importance of a resolute and unified international response. Minister Bakari expressed full support for South Korea's efforts for peace on the Korean Peninsula and condemned North Korea's provocative actions.       The diplomatic talks between South Korea and Benin reaffirm Benin's active participation in the successful hosting of the upcoming South Korea-Africa Summit next year. The meeting is considered a pivotal moment to expand substantive cooperation between the two nations and strengthen their collaboration on the international stage.

• The Ministry of SMEs and Startups’s budget in 2024: KRW 14.9497 trillion won

      [Leaders Times] The budget proposal and the total expenditure in the fund management plan for the Ministry of SMEs and Startups in 2024 was decided at KRW 14.9497 trillion won in the National Assembly of South Korea on December 21.  During the National Assembly deliberation process, KRW 14.5135 trillion won was increased by KRW 436.1 billion won for enhancement of safety nets of the small business owners and self-employed, regional economic development, and global expansion.  Major budget items approved by the National Assembly: 1. The enhancement of safety nets of the self-employed and retailers a. (Reduction in interest expense of retailers/small business owners) Provides low-interest loans to self-employed and retailers who use non-bank high-interest rate debt. b. (Small business owners energy costs) Provides special supplemental funds, KRW (‘24) 2520 billion won, to assist in payment of electricity bills for vulnerable small business owners. c. (Onnuri gift certificates) Increase issue of Onnuri gift certificates from KRW 4 trillion won to KRW 5 trillion won.  2. The expansion of globalization d. (Global innovation special zone) An increase in the budget is allocated to offset the effect of negative regulations and global standards, such as substantiation and certification, for the development of novel products in high-tech fields, fostering advanced product development, and overseas expansion.     e. (Smart factories) An additional 100 billion won is allocated for the dissemination and expansion of smart factory initiatives. The Ministry of SMEs and Startups plans to swiftly execute related budgets for the stability of small business operations, the expansion of safety nets, and globalization, including initiatives like 'Startup Korea,' aiming to ensure robust support for the livelihood of the small business communities.

• Landmark 6G Frequency Identification at WRC-23 Paves Way for Next-Generation Wireless Era

    [Leaders Times] Marking a significant milestone in global telecommunications, the World Radiocommunication Conferences 2023 (WRC-23) has reached a successful conclusion. As the premier decision-making assembly organized by the International Telecommunications Union (ITU), WRC-23 focuses on critical aspects of frequency allocation and radio communications worldwide. The event, spanning four weeks from November 20 to December 15, was hosted in Dubai, United Arab Emirates. It saw the participation of approximately 3,800 experts from 162 countries, encompassing government and industry specialists.    The South Korean government played a pivotal role in this global event, assembling a 49-member delegation comprising experts from the Ministry of Science and ICT, the Ministry of National Defense, the National Radio Research Institute, and industry giants like Samsung Electronics. This team was instrumental in enhancing international frequency cooperation.    With the advent of the 6G era on the horizon, South Korea has been at the forefront of international efforts to identify potential 6G frequency resources, particularly in collaboration with the Asia-Pacific region and the United States. The Korean delegation was particularly proactive in shaping the agenda for the upcoming WRC (WRC-27), proposing the 4.4-15.35GHz band as a prime candidate for 6G. This initiative led to the adoption of three out of four bands proposed by Korea as potential 6G frequencies at WRC-23. The Ministry of Science and ICT is now set to lead discussions on the development and standardization of 6G technology by 2027.    A significant achievement at WRC-23 was the reinforcement of Wi-Fi service protection, particularly in the 6GHz band, which is a collaborative effort between Korea and the U.S. For the first time, the ITU’s Radio Regulations have incorporated provisions for Wi-Fi usage in this band, paving the way for stable, interference-free Wi-Fi services, crucial for enhancing service speed and quality.    Additionally, the conference marked advancements in safety functions for maritime and aviation sectors. The allocation of new frequencies for satellite-based air traffic control will mitigate communication dead zones over the oceans. Moreover, the Korean delegation secured agreements with global entities, including the U.S. and France, to ensure the stable provision of satellite-based SOS text services.    The conference also established operational guidelines for new non-terrestrial satellites (ESIM), facilitating convenient Internet access on aircraft and ships. Previously, most satellite services required fixed installations. The new ESIM regulations will allow for more flexible, high-speed Internet services in these mobile environments.    Furthermore, WRC-23 introduced regulations to protect existing geostationary and future complex communication satellites from interference by the burgeoning non-geostationary satellite systems, ensuring the stable operation of Korea’s satellite network.    For the first time, the conference included discussions on space weather, addressing the impact of solar activity on satellites, terrestrial communications, and power infrastructure. This focus is expected to form a foundational strategy for protecting public safety and infrastructure.    Looking ahead, the Ministry of Science and ICT plans to dispatch mobile communication experts to the ITU in early 2024, following an MoU signed in August 2023. This initiative aims to position Korea as a leader in 6G frequency exploration at WRC-27.    Park Yun-Kyu, the second vice minister of the Ministry of Science and ICT, emphasized the success of Korea's proactive radio diplomacy at WRC-23, leading to the adoption of 6G candidate frequencies for future WRC agendas. The ministry is committed to swiftly implementing follow-up actions for frequency allocation and spearheading initiatives for public safety enhancement and industry growth.    The mobile telecommunications and manufacturing industries have warmly received the outcomes of WRC-23, signaling a readiness to research and adapt to the newly identified mid-to long-range 6G frequencies, anticipating transformative impacts on future network technologies.

• Fair Trade Commission Chair Prioritizes Support for Navigating EU Regulations

    [Leaders Times] On December 4, in Paris, France, Han Ki-jeong, chair of the Korean Fair Trade Commission (KFTC), spearheaded a crucial meeting with representatives from prominent Korean companies poised to penetrate the European market.   This pivotal gathering, a first since Han's appointment, saw participation from leaders of six Korean corporations, including Samsung Electronics and Hanwha Solutions. The session was centered on delineating the implications of the newly implemented Digital Market Act and the emerging guidelines on supply chain due diligence, pertinent to Korean enterprises in Europe.   Chairman Han meticulously outlined the potential impacts of these regulations on Korean firms and actively solicited feedback on the challenges and suggestions these companies face in the European market.    The Digital Market Act, a focal point of discussion, targets major digital platform companies. It categorizes certain large platform operators as "gatekeepers," subjecting them to unique regulatory measures. These gatekeepers are mandated to avoid unauthorized data harvesting from third-party services and to eschew favoring their own services, extending beyond existing competition laws.    Effective since May, the Act led global platforms like Google and Apple to acknowledge their gatekeeper status to the EU. The EU Commission, consequently, designated six entities - Google, Apple, Amazon, Meta, Microsoft, and ByteDance (TikTok's parent company from China) as gatekeepers on September 6. Samsung Electronics, though it pre-emptively declared compliance with gatekeeper criteria, was ultimately not included in the EU Commission's final list. The FTC, acknowledging the ongoing debate over domestic platforms' gatekeeper status, committed to monitoring developments and enhancing understanding of the Digital Market Act's specifics.    The meeting also delved into the "Business Sustainability Due Diligence Guidelines." Aimed at unifying EU standards for supply chain due diligence, these guidelines emphasize human rights and environmental protection. Passed by the EU Parliament in June, the final draft is anticipated by year's end, following deliberations among the EU Parliament, Commission, and Council.    Upon implementation, companies entering the EU market will need to assess and manage their supply chain's impact on human rights and the environment. Non-compliance could lead to civil liability and fines. Korean companies expressed concerns over potential fair trade law breaches, like "undue management interference," in executing these due diligences. The FTC plans to mitigate these apprehensions through proactive public relations and educational initiatives.    Participants urged a collaborative approach between public and private sectors to address shared challenges, highlighting the usefulness of information on global competition policy trends from the FTC and EU competition forums.    Concluding the meeting, Chairman Han vowed to reflect the field's input in future policies, emphasizing the necessity for prompt and informed responses to economic instability and international regulatory systems to safeguard legitimate business pursuits.
