• 2024 World Climate Industry EXPO to be Jointly Hosted by South Korea and the International Energy Agency

    The Ministry of Trade, Industry, and Energy of South Korea and the International Energy Agency (IEA) have announced their plans to jointly host the 2024 World Climate Industry Expo. This collaboration reflects a shared understanding of the urgent need for international cooperation in promoting zero-carbon energy solutions such as nuclear power, renewable energy, hydrogen, and carbon capture, storage, and utilization (CCUS) to address the global climate crisis and enhance energy security.  The World Climate Industry Expo, first established last year, integrates 30 domestic energy and environment exhibitions along with investment attraction events. The South Korean government has made efforts to facilitate this joint hosting with the IEA, including sending a letter from the Prime Ministerand holding a meeting with IEA Executive Director Fatih Birol. With the active participation and guidance of the IEA, this year's expo is set to evolve into a truly international event.  The theme for this year's expo is "Opening the Era of Zero-Carbon Energy through Climate Technology," with a focus on discussions about accelerating the transition to sustainable clean energy. The expo is expected to serve as a global platform for advancing the spread of zero-carbon energy technologies and initiatives, following the agreements made at the UN Climate Change Conference last December.  IEA Executive Director Fatih Birol will deliver a keynote speech during the event and present the IEA's analysis of major energy technologies essential for achieving global climate goals. Professor James Bacchus is also set to give a keynote address. Major global companies such as Samsung, Hyundai Motors, Tesla, and Ørsted will showcase the latest and future technologies related to zero-carbon energy.  Lee Ho-hyeon, Director of Energy Policy, stated, "I welcome IEA Executive Director Fatih Birol's decision to co-host the expo for the spread of zero-carbon energy." He added, "We will work with the IEA to elevate the World Climate Industry Expo into a leading international event for addressing the climate crisis." 

• MDCP Holds 9th Operating Committee Meeting

    The 9th Operating Committee meeting of theMulti-agency Donor Coordination Platform for Ukraine (MDCP) took place in Kyiv, Ukraine, on April 10. The meeting was attended by Kang Seok-hee, South Korea’s government representative supporting Ukraine’s reconstruction efforts. This was the first in-person meeting since South Korea joined the MDCP in February 2023.  Major donor countries and institutions at the meeting expressed their unwavering support for Ukraine’s reconstruction and recovery efforts. They issued a joint statement outlining financial support direction for Ukraine for 2024-25. The statement emphasized contributions to Ukraine’s urgent recovery needs in 2024, such as protecting energy infrastructure and securing alternative power sources. Countries also agreed to launch a Business Advisory Council, composed of private enterprises, at the upcoming Ukraine Recovery Conference in Berlin in June 2024.  Attendees praised Ukraine’s commitment to reforms and efforts to secure sustainable economic growth. They highlighted the importance of enhancing the effectiveness of international support and expanding the participation of the private sector in the reconstruction and recovery process.  South Korea reiterated its commitment to supporting Ukraine through humanitarian aid and long-term reconstruction in areas such as infrastructure, healthcare, and education. This support aligns with the 'Ukraine Peace Solidarity Initiative' announced during President Yoon Seok-yeol's visit to Ukraine in July 2022.  The next MDCP Operating Committee meeting is scheduled to take place in Berlin in June during the Ukraine Recovery Conference.

• ASEAN-ROK Dialogue: Strengthening Partnerships and Addressing Regional Challenges

    The annual Deputy Ministerial Meeting between Korea and ASEAN countries, known as the 'ASEAN-ROK Dialogue,' convened on April 4th to assess the current state of cooperation and discuss future directions. This year marked the 35th anniversary of establishing the ASEAN-ROK dialogue relations, underscoring the significance of the occasion.    The dialogue aimed to establish the Comprehensive Strategic Partnership (CSP), representing the highest level of partnership between Korea and ASEAN. It provided a platform to review the current state of Korean-ASEAN cooperation, exchange views on future development directions, and discuss regional and international situations.    In the opening remarks, Deputy Minister Chung Byung-won emphasized the importance of strengthening relations with ASEAN and the full-scale implementation of the Korean-ASEAN Solidarity Initiative (KASI). He highlighted strategic coordination, digital transformation, and climate change response as key areas for mutual cooperation.    The Deputy Minister elaborated on how the Korean-ASEAN Solidarity Initiative contributes to ASEAN's goal of building three pillars of community by 2025. He emphasized the need to expand cooperation in future industries such as digital technology, electric vehicles, and smart cities to enhance supply chain stability and resilience.    Participants also exchanged views on major regional and international issues, including the situation on the Korean Peninsula, developments in the South China Sea, the issue of Myanmar, the Israel-Hamas conflict, and the war in Ukraine.    ASEAN reaffirmed its support for Korea's North Korea policy, including its ‘Audacious Initiative.’ The dialogue concluded with a renewed commitment to strengthen partnerships and address regional challenges, underscoring the importance of cooperation between Korea and ASEAN in promoting peace, stability, and prosperity in the region.    Overall, the ASEAN-ROK Dialogue provided a valuable opportunity for both sides to deepen cooperation, enhance mutual understanding, and address shared challenges in the years ahead.  

• Convening the 3rd summit for democracy

    On March 18, 2024, the Korean government, alongside the governments of the United Kingdom, Ecuador, and the United States, co-hosted the Third Democracy Summit Ministerial Meeting in Seoul. Focused on the theme of 'AI/Digital Technology and Democracy,' the summit aimed to address the evolving intersection of technological innovation and democratic principles.  The Ministerial Meeting marked the initiation of the Third Democracy Summit, which spanned three days from March 18 to March 20, and drew over 400 participants. Among them were approximately 30 government officials at the ministerial and vice-ministerial level, representatives from diplomatic corps stationed in Korea, as well as individuals from civil society, industry, and academia.  In the welcoming remarks, President Yoon Suk-yeol underscored the pivotal role of democracy in Korea's journey, rooted in universal values such as freedom, human rights, and the rule of law. He expressed Korea's commitment to sharing its democratic development experience with the global community through the Summit.  Foreign Minister Cho Tae-yeol, in his opening speech, highlighted the significance of technological innovation amid global democratic challenges. He emphasized the intertwined nature of artificial intelligence, digital technology, and democracy, acknowledging both the opportunities and challenges.  Throughout the Ministerial Meeting, representatives from participating governments emphasized the imperative for democratic nations to exchange policies and experiences concerning digital technology's impact on democracy. They stressed the need for collaborative efforts to harness the benefits of digital innovation while safeguarding democratic values.   The meeting facilitated comprehensive discussions on the implications of rapidly advancing artificial intelligence and digital technology for future generations' democracy. It served as a platform for fostering international consensus on the responsible use of emerging technologies in alignment with democratic principles.  

• Enhancing International Cooperation for Research on Emerging Infectious Disease Response among Korea, U.S., and Japan

      The Korea Centers for Disease Control and Prevention (KCDC) and the National Institute of Health (NIH), under the leadership of Director Park Hyun-young and Director Jang Hee-chang respectively, have announced the forthcoming 2024 International Conference on Emerging Infectious Diseases in the Pacific Rim (EID). Scheduled to take place from March 5th to 8th, the event will span four days and will be hosted at the Grand Hyatt Incheon Hotel.    This collaborative effort is spearheaded by the National Institute of Allergy and Infectious Diseases (NIAID) of the United States, in partnership with the Japan Agency for Medical Research and Development (AMED) and the Korea National Institute of Infectious Diseases (NIID). Additionally, the International Vaccine Institute (IVI) will participate as a partner institution.   The conference will commence with welcoming remarks from Director General Ji Young-mi of the KCDC, Dr. Diane Griffin, a Professor at the Johns Hopkins Bloomberg School of Public Health, and Dr. Hiroshi Kiyono from Chiba University. The overarching theme of the conference will revolve around "Rapid Emergence of Pathogens Due to Climate Change and Pandemic Preparedness."    As an integral part of the event, the NIID will organize the 2nd International Symposium for Infectious Diseases Research Institutes Cooperation (IDRIC) on March 8th, aimed at bolstering collaboration among domestic and international research institutions.    Under the theme "Current Status and Rapid Development Strategies for Vaccine and Therapeutics Development against Pandemic Preparedness," IDRIC will feature discussions focusing on the development of vaccines and treatments in response to the "Government-wide Mid-to-Long-Term Plan for Preparedness against Emerging Infectious Diseases."    Director Jang Hee-chang of the NIID expressed, "We plan to enhance close cooperation with domestic and international institutions and companies by developing treatments and vaccines for emerging infectious diseases in cooperation with the United States, Japan, and others, and upgrading infrastructure, such as establishing a national advanced vaccine development center."    

• Deputy Minister Im Sang-joon Represents South Korea at 6th United Nations Environment Assembly

  The Ministry of Environment has announced that Deputy Minister Im Sang-joon participated in the '6th United Nations Environment Assembly' held in Nairobi, Kenya, from February 29th to March 1st. He represented the South Korean government, engaging in discussions aimed at enhancing multilateral cooperation to tackle global environmental crises.  The United Nations Environment Assembly, convened biennially in Nairobi, Kenya, serves as a platform where ministers and deputy ministers from UN member countries convene to deliberate on the United Nations Environment Programme's (UNEP) work plans, budgets, and adopt resolutions and declarations, making it the highest-level environmental conference.  The focus of the 6th United Nations Environment Assembly centered on "Effective, Comprehensive, and Sustainable Multilateral Action for Climate Change, Loss of Biodiversity, and Environmental Pollution (including air and plastic pollution)." Representatives from over 190 countries attended, including Inger Andersen, the Executive Director of the United Nations Environment Programme, as well as representatives from civil society and non-governmental organizations.  Deputy Minister Im Sang-joon emphasized concrete measures to address environmental crises through national statements. He underscored South Korea's role as a 'green ladder' to effectively deliver resources to developing countries in combatting climate change. Furthermore, he urged UN member countries to expedite the conclusion of the plastic agreement within the year to tackle the plastic crisis.  Moreover, South Korea contributed to the adoption of a resolution proposed by the United States to enhance global air quality by participating as a co-sponsor. This contribution underscores the nation's commitment to multinational efforts aimed at addressing air pollution.   Deputy Ministerstated, "We must act to become the change we envision," and added, "South Korea will continue to play a central role as a pivotal country leading global changes to address climate change, loss of biodiversity, and air and plastic pollution."

    Q. 이화여자대학교 중어중문학과는?   A. 전 세계 인구의 약 20%를 차지하고 있는 나라의 언어, 중국어의 언어는 선택사항일까요? 중국어 사용인구는 많을 뿐만 아니라 중국은 현재 세계에서 가장 빠른 속도로 발전해나가고 있습니다. 세계 각국의 기업들은 중국 시장에 뛰어들고 있으며, 세계는 중국과 교류해야 합니다. 이화여자대학교 중어중문학과는 한자문화권(漢字文化圈)의 문화적 원천이라 일컬을 수 있는 중국의 언어와 문화의 교수에 중점을 두면서 또한 중국문학이 경학 · 사학 등의 일반 학술 사상과 밀접한 관계를 맺고 있으므로 언어 · 문화 · 역사 · 철학 등의 분야와 연계시켜 수학할 수 있는 교과 과정을 마련하고 있습니다.     Q. 졸업 후의 진로는 어떻게 나뉘는 편입니까?   A. 중어중문학과 학생들은 졸업 후 대학원 진학 및 중국학 연구를 위한 중국어권/영어권으로 유학을 하거나 취업을 합니다. 이 중 취업의 경우, 대기업, 출판/기업/금융계, 외국 공관/정부 각 기관/국회, 번역사, 통역사 등 등 여러 분야에서 자신의 재능을 발휘할 수 있습니다. 현재 중화권에서는 많은 중국 기업들이 한국 기업과 협력하고 있으며, 중국 시장을 겨냥하여 진출하는 기업도 증가하는 추세로 중문과 출신 인재의 활동 범위도 다양화되고 있습니다.물론 ‘교직이수’ 과정을 밟아서 교수/중국어 교사 등 교육 방면에서도 활약할 수 있습니다.  + 취득자격증 HSK 5급, 6급     Q. 본교 중어중문과만의 특별한 문화나 행사가 있나요?   A. 첫 번째, 중어권 해외 학교와의 활발한 교류 프로그램입니다. 북경대학(北京大学), 복단대학(复旦大学)과 협약. 그 중 학부생 대상(2학년 이상)으로 8학기 중 한 학기 동안 상해 복단대학교에 파견하는 PAGUS 해외학기 프로그램은 수준 높은 외국어 집중교육을 시키는 해외 수학 프로그램으로서, 본교 등록금의 80%를 장학금으로 지급 운영하고 있습니다. 두 번째, 중문인들만을 위한 독특한 동아리, 스터디그룹 자치활동이 있습니다. 중문인의 밤으로 매년 11월, 중국어 연극을 상연하고 교수님과 학생들이 교류하는 프로그램이 있습니다. 또한, 1박 2일로 진행된 글로벌 역량 강화 캠프로, 교내 학생들과 중국 유학생으로 구성되어 긴밀한 교류와 협동으로 한중문화를 깊이 있게 이해할 수 있습니다. 이 외에도 이화 중국어 토론대회, 중국 유학생 및 교환학생과의 교류, 중국어 원어 연극회, 중국 지역학 연구회 등 다양한 활동에서 자신의 재능과 꿈을 펼칠 수 있습니다.   Q. 입학을 위해 준비해두면 좋은 것이 있습니까? 본인만의 입시 팁을 주자면?   A. 중어중문학과는 말 그대로 언어와 문학을 배우는 학과입니다. 그러니, 중국어와 중국 문화에 관심이 많은 학생이라면 누구나 흥미롭게 수업을 따라올 수 있을 것 같습니다. 중어중문학과에 오기 위해서 반드시 준비해야만 하는 것은 없습니다. 입학하게 된다면 한국어 수업뿐만아니라 원어(중국어)수업과 해외수업이 활발히 이루어지고 있기 떄문에 대학생활을 하면서도 충분히 중국어 실력을 증진시킬 수 있습니다. 하지만 고등학교 시절 중국어를 조금이나마 배우고 입학한다면 다른 학우들보다는 조금 더 수월하게 수업을 들을 수 있을 것 같습니다. 이화에서 배우고자 하는 열정이 넘치는 학생들, 벗들이라면 중어중문학과에서 본인이 원하는 큰 성과를 이뤄낼 수 있을 것이라고 생각합니다.       Q. 미래의 후배들에게 하고 싶은 말이 있습니까?   A. 공부.. 정말 하기 싫었고 왜 해야하는지 이해가 안 가는 행동이었습니다. 공부를 하다 보면 항상 즐거울 수는 없습니다. 계속, 그리고 매일매일 똑같은 자리에서 공부 또 공부를 하다 보면 힘들 때, 포기하고 싶을 때가 정말 많을 겁니다. 하지만 공부는 흔히 ‘엉덩이 싸움’이라고 합니다. 단지 말 그대로 오래 앉아 있는 것만이 공부를 잘하는 게 아니라 힘들더라도 오래 앉아 있으면서도 공부하고 있는 그 순간에 집중하는 게 공부를 잘하는 것이라고 생각합니다. 즉, 엉덩이 힘과 ‘독기’가 필요한 것 같습니다!!   지금 당장, 1년 또는 그 이상을 더 공부한다고 생각하면 너무 길어서 언제 끝나나 싶고 다른 친구들은 다 놀러가고 더 재미있는 거, 더 좋은 거를 한다거나, sns 스토리를 넘겨보면서 ‘나는 뭐 하고 있나’ 라는 생각이 들겁니다. 하지만, 긴 일생에서 1년, 그 이상의 시간은 정말 작고 금방 흘러가는 시간이며 여러분의 인생을 위해 그 정도의 시간을 투자한다고 생각하셨으면 좋겠습니다! 훗날, 여러분의 상황은 더 좋아질 것이고 작년보다 더 성장한 여러분으로 바뀌어 있을지도 모르니까요.   그리고 주변에서 뭐라고 하든 여러분을 잘 모르고 하는 이야기이니 그냥 여러분이 세운 여러분만의 그 길로 가시면 됩니다!!! 소위, “마이웨이”요. 그러니까 여러분이 생각한 대로, 계획한 대로 하세요. 그 순간의 여러분의 선택이 그 당시의 선택들 중에서 가장 좋은, 최선의 선택이었을 테니까요 :)

• 리더스타임즈 진로진학탐방 - 연세대 화학과

      Q. 연세대학교   화학과는? A. 물, 소금, 설탕, 다이아몬드, 나무, 유리, 플라스틱, 비닐 등등 우리 주변의 물질들은 무엇으로 이루어져 있으며 어떻게 만들어졌을까요? 화학이란 세상을 이루고 있는 다양한 물질들의 구조, 그러한 물질들이 갖는 성질, 그들 사이의 반응과 변화를 다루는 학문으로, 화학과는 화학이라는 분야를 깊게 학습하는 학과입니다. 물질을 이루는 기본 성분인 ‘원소’들 사이의 결합을 통해 수많은 물질이 만들어지고 서로 다른 물질이 만나 새로운 물질로 바뀐다는 사실을 화학의 4대 분야(유기화학, 무기화학, 물리화학, 분석화학)에 걸쳐서 공부한다고 생각하시면 됩니다.   Q. 졸업 후의 진로는 어떻게 나뉘는 편입니까? A. 화학과 학생들은 졸업 후 대학원에 진학하거나 취업을 하는데, 이 중 취업의 경우 이과 계열에서 가장 많은 분야로 나아갈 수 있는 학과가 바로 화학과입니다. 화학을 기반으로 하는 산업이 매우 많은 만큼 바이오/의약학/식품, 석유화학/화장품, 반도체/배터리/신소재 등의 공업 계열로 나아갈 수 있습니다. 물론 저와 같이 ‘교직 이수’과정을 통해 과학교사 및 강사가 될 수도 있습니다.   Q. 본교 화학과만의 특별한 문화나 행사가 있습니까? A. 연세대학교 화학과에는 사진 찍을 때 대표적인 포즈가 하나 있습니다. 바로 벤젠 포즈인데요, 벤젠(C₆H₆)은 화학과에서 아주 중요하게 배우는 물질 중 하나로, 1군 발암 물질이라 아주 위험하지만 우리 주변의 수많을 물질을 만들기 위한 기본 재료로 사용됩니다. 이러한 벤젠의 생김새가 정육각형의 고리 모양(⌬)이기 때문에 화학과 학생들은 사진을 찍을 때 양손을 주먹 쥔 채로 검지와 소지만 펴 양손의 손가락을 서로 닿게 하여 육각형을 만드는 포즈를 취합니다. 얼마나 유명하냐구요? 무려 작년 5월, 연세대학교 축제 아카라카에서 아이브(IVE)가 따라한 포즈라구요!   Q. 입학을 위해 준비해두면 좋은 것이 있습니까? 본인만의 입시 팁을 주자면? A. 화학과는 궁금증 많고 꼼꼼한 사람들에게 적합한 과인 듯싶습니다. 화학과에 오기 위해서 반드시 준비해야만 하는 것이 있거나 하지는 않지만, 단순히 고등학생 때 과학탐구 과목 중에 그나마 화학이 가장 괜찮았다고 화학과를 선택하는 것은 안 됩니다! 학교 공부를 넘어 화학 자체에 대한 호기심과 관심이 어느 정도 있어야 하며, 이러한 관심을 강연 청강, 독서, 검색 등을 통해 지식으로 변환하여 쌓아두어야 합니다. 많은 학생들이 “저 화학 좋아해요”, “이런 분야 신기해서 관심 있어요”라는 말은 하고 다니면서 정작 내용을 검색해봤다거나 찾아서 알게 되었다는 학생은 거의 없습니다. 관심에서 멈추지 않고 스스로 심화된 지식을 탐구하려고 해야 합니다. 그게 자연과학을 하려는 학생에게 가장 필요한 능력이고, 학생부종합전형을 정복할 수 있는 길입니다.   Q. 미래의 후배들에게 하고 싶은 말이 있습니까? A. 공부... 하기 싫죠? 사칙연산만 할 줄 알아도 사는 데 지장 없는데 수학을 뭘 이리 어려운 걸 배우나 싶고, 한국에서만 살 건데 영어 공부도 왜 해야 하는지 모르겠고... 저도 여러분과 같은 불평불만으로 중고등학생 시절을 보냈습니다. 그리고 성인이 된 지금에서야 그 공부의 뜻을 알아가는 것 같아요. 국어에서는 논리력을, 수학에서는 사고력을, 영어에서는 이해력을 가르치려는 목적이었구나 하고요. 지금 무엇을 하고 있는지, 왜 해야 하는지 모르겠다면 그 이유를 알게 될 때까지, 혹은 본인은 할 필요가 없다는 것을 깨달을 때까지는 일단 묵묵히 밀고 나가는 것이 중요합니다. 경험이 최고의 파트너입니다. (공부도, 게임도, 운동도, 삶도, 다 하다 보면 알게 돼요 여러분)  인생에서 가장 재밌고 행복하고 걱정 없을 시기를 핸드폰만 보며 무의미하게 날리지 마세요. 많은 어른들이 중고등학생 때를 그리워하죠? 시험기간에 조금 더 빠짝 공부할 걸, 놀 때 그냥 눈치 보지 말고 친구들이랑 신나게 놀 걸, 그때 뭐 할 걸, 그날 뭐 하지 말 걸 등등 아직까지도 생각나고 아쉬운 것이 잔뜩 있습니다. 공부도, 노는 것도, 여러분들이 먼 훗날 돌이켜 보았을 때 ‘그 순간을 후회하지 않을 만큼’ 하세요. 순간의 작은 선택이 인생을 바꿉니다.

• 농식품 해외 ‘안테나숍’, 케이-푸드(K-Food) 수출 영토 확대에 앞장서!

  해외 안테나숍 [리더스타임즈] 농림축산식품부는 올해 케이-푸드(K-Food) 100억불을 달성하고 중남미, 중동, 인도 등 신시장으로 수출 영토를 확대하기 위해 25개국 28개소에서 한국 농식품 ‘안테나숍’을 운영할 계획이다. 안테나숍은 한국 농식품의 인지도가 낮은 신규시장에 케이-푸드(K-Food) 전문 판매장을 운영하여 새로운 유통망을 개척하고 현지 소비자에게 우리 농식품의 인지도를 제고하기 위해 추진하는 사업이다. 안테나숍은 한국 농식품 전반을 취급하는 일반 안테나숍과 한국 신선 농산물을 전문으로 취급하는 케이-프레쉬 존(K-Fresh Zone, KFZ)으로 구성되어 있다. 일반 안테나숍은 2013년 처음으로 운영을 시작하였으며, 유럽, 중남미 등 한국 농식품 진출이 미미한 시장을 중심으로 신규 유통망을 개척해 오고 있다. 특히, 중남미 페루의 안테나숍은 연간 200만명 이상이 방문하는 세계적인 관광지 마추픽추로 가는 길목에 있어, 페루 소비자뿐만 아니라 전세계에서 온 관광객을 대상으로 케이-푸드(K-Food)를 홍보하고 있다. 이외에도 프랑스 대표 관광 도시 ‘니스’의 까르푸(Carrefour) 내 숍인숍, 영국 축구의 성지 ‘리버풀’ 중앙역 앞 등 유동인구가 많은 위치에 안테나숍을 운영하여 효과적으로 한국 농식품을 알리고 있다. 한편, 케이-프레쉬 존(K-Fresh Zone, KFZ)은 2017년 싱가포르를 시작으로 태국, 베트남 등으로 한국 신선 농산물 전문 유통망을 확대해 오고 있다. 특히, 2023년에는 아랍에미리트(UAE) 샤르자 지역에 케이-프레쉬 존(KFZ)을 최초로 개소하여 동남아 국가 위주로 집중되어 있던 신선 농산물 수출 시장을 다변화하고 있다. 올해는「케이-푸드 플러스(K-Food+) 수출 혁신 전략(’24.2)」에 따라 시장규모와 잠재력이 큰 3대 신시장(중동·중남미·인도)을 공략하고 수출을 확대하기 위해 안테나숍 총 28개소(계획) 중 12개소(중남미 5, 중동 4, 인도 3)를 신시장에서 운영할 계획이다. 농식품부 양주필 식품산업정책관은 “해외 안테나숍은 신규 수출시장의 유통망 개척부터 케이-푸드(K-Food) 홍보, 신규 바이어 발굴까지 다양한 역할을 하고 있다”라며, “안테나숍 이외에도 국제식품박람회 참가, 바이어초청 수출상담회 등 다양한 지원사업을 통해 3대 신시장을 개척하여 수출 영토를 확대해 나가기 위해 최선을 다하겠다”라고 말했다.

        [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

    Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). The minister emphasized the importance of continued investment in innovative research and development, such as SMRs, as promising technologies for tripling global nuclear power generation capacity by 2050.    The summit provided an opportunity for nuclear research institutions and industries in Korea, such as the Korea Atomic Energy Research Institute, Korea Hydro & Nuclear Power Co, to engage in discussions with relevant agencies from key partner countries on cooperation projects.    In conclusion, Minister Lee's participation in the 2024 Nuclear Energy Summit underscored Korea's commitment to global cooperation in nuclear energy, highlighting its role as a leader in nuclear technology innovation and its dedication to contributing to a sustainable energy future.

• President Yoon established ‘Semiconductor Alliance’ with the Netherlands

    President Yoon Suk-yeol, accompanied by King Willem-Alexander of the Netherlands, visited the headquarters of ASML, a leading semiconductor equipment manufacturing company, on December 12. The visit included a meeting with representatives from major semiconductor companies in Korea, the Netherlands, and Europe, along with a tour of the production site for next-generation Extreme Ultraviolet (EUV) lithography equipment.    ASML, based in Veldhoven, the Netherlands, stands as the global leader in producing EUV lithography equipment crucial for advanced semiconductor manufacturing used in artificial intelligence, smartphones, and more. The company has maintained a longstanding collaboration with South Korean semiconductor firms.    Upon arrival, President Yoon Suk-yeol and King Willem-Alexander ceremonially signed a wafer to commemorate the historic visit, with the signed wafer set to be showcased in ASML's cleanroom.    Subsequently, the leaders convened with representatives from major semiconductor companies and institutions, including Samsung Electronics, SK Hynix, ASML (Netherlands, lithography equipment), ASM (Netherlands, deposition equipment), Zeiss (Germany, optical systems), and IMEC (Belgium, semiconductor research institution).    President Yoon commended ASML for its technological innovations, acknowledging its role as a driving force in the global Fourth Industrial Revolution. He expressed gratitude for the investments made by Dutch semiconductor companies, particularly ASML and ASM, in Korea, contributing significantly to production, research and development, and talent development.    Following the meeting, both governments signed three Memorandum of Understanding (MOUs) for semiconductor cooperation. President Yoonand King Willem-Alexander attended the MOU signing ceremony, celebrating the deepened investment and cooperation between Korea and the Netherlands, and extending congratulations to all stakeholders.    To conclude the visit, President Yoon Suk-yeol and King Willem-Alexander jointly inspected ASML's cleanroom, providing a first-ever public view of the next-generation EUV production site. The government plans to provide support to ensure the seamless implementation of the government and private-sector cooperation MOUs signed during this ASML visit.

• President Yoon issued Joint Statement with the Netherlands.

    During South Korean President Yoon Suk-yeol's state visit to the Netherlands from December 12 to 13, 2023, talks were held between President Yoon and Dutch Prime Minister Mark Rutte. The leaders reflected on the "Joint Statement on the Establishment of a Strategic Partnership," which was adopted during Prime Minister Rutte's visit to South Korea in November 2022.    In recognition of the 70th anniversary of the armistice agreement of the Korean War, the two leaders assessed the contributions of Dutch soldiers who participated in the conflict before diplomatic relations were established. They expressed satisfaction with the extensive cooperation between South Korea and the Netherlands over the past 62 years in areas such as the economy, trade, and culture, since the establishment of diplomatic relations in 1961.    Emphasizing their commitment as strategic partners, the leaders pledged to enhance cooperation between South Korea and the Netherlands, particularly in economic and maritime security, aiming to contribute to global peace, prosperity, and security. They also expressed their intent to strengthen partnerships in the Indo-Pacific and Euro-Atlantic regions.    Both leaders agreed that the state visit would serve as a stepping stone to further advance the relationship based on the strategic partnership. They welcomed specific measures, initiatives, and agreements in various areas, including politics, defense, security, society, economy, culture, and regional and multilateral domains, contributing to the ongoing implementation of the "Joint Statement on the Establishment of a Strategic Partnership."    The leaders welcomed progress made since the adoption of the joint statement and committed to continue and enhance high-level and expert-level bilateral dialogues and exchanges to implement the strategic partnership. • Vietnam and South Korea Propel Core Mineral Supply Chain

      South Korea and Vietnam are actively proceeding with the establishment of the "Korea-Vietnam Core Mineral Supply Chain Center" to expand the achievements of cooperation in supply chains, trade and investment, and energy discussed during the two recent summit meetings in December 2022 and June 2023. Additionally, both countries have agreed to enhance collaboration in the "Carbon-Free Initiative" and other areas related to carbon neutrality and future industries.    On December 7th, Minister of Industry, Trade, and Resources, Moon-kyuBang, presided over the "13th Korea-Vietnam Joint Committee on Industry" and the "7th Korea-Vietnam FTA Joint Committee" in Seoul's Shilla Hotel, where he discussed ways to strengthen economic cooperation between the two countries with Nguyen Hong Dien, Minister of Industry and Trade of Vietnam.    During the Industry Joint Committee, the two countries agreed to expedite the implementation of the "Memorandum of Understanding (MOU) on Core Mineral Supply Chain Cooperation" signed during the state visit, facilitating joint efforts in establishing the Core Mineral Supply Chain Center and advancing cooperation in material and component technology development. They also signed the "MOU on Joint Research for Core Mineral Supply Chain."    To achieve the declared goal of reaching a trade volume of $150 billion by 2030, both nations pledged to continue supporting a total of 111 agreements between private entities. They also decided to hold a total of 10 private-sector economic cooperation events, including trade counseling sessions and investment conferences, led by their respective trade promotion agencies (KOTRA - VIETRADE). Furthermore, the two countries committed to enhancing cooperation for carbon neutrality, including joint projects for greenhouse gas reduction and Vietnam's liquefied natural gas (LNG) power generation.    At the FTA Joint Committee, marking the 10th anniversary of the Korea-Vietnam FTA coming into effect in 2025, discussions focused on the strategic utilization of the FTA. The committee examined issues related to import regulations, updating Rules of Origin criteria by product, resolving non-tariff barriers, and agricultural trade. The goal is to check the progress of the Korea-Vietnam FTA and discuss collaboration methods to enhance its utilization by companies.     Minister Moon-kyuBangexpressed that the bilateral relationship has become closer than ever after the two recent summit meetings and pledged to expand cooperation with Vietnam not only in traditional manufacturing but also in new areas such as supply chains and clean energy based on past achievements.

The conference, held over two days, focused on the theme of "Artificial Intelligence (AI) Governance in Military Domains."    Participants in the 22nd South Korea-UN Conference on Disarmament and Non-Proliferation included diplomats, government officials, representatives from international organizations, academia, and the industry, spanning various fields related to AI, disarmament, and non-proliferation. Attendees featured notable figures such as Ambassador Lee Dong-ryeol, Special Adviser to the Minister of Foreign Affairs for International Security Affairs, and Ms. Izumi Nakamitsu, Under-Secretary-General and High Representative for Disarmament Affairs at the UN.    During the opening remarks, Ambassador Lee Dong-ryeoland High Representative Nakamitsu emphasized the importance of establishing international norms for responsible AI use in military domains. They highlighted the need for close cooperation between nations and sustained global attention to achieve this goal.    Ambassador Lee Dong-ryeolalso expressed hope that the conference would serve as a platform for sharing progress in discussions leading up to The Second Summit on Responsible Artificial Intelligence in the Military Domain(REAIM) scheduled in Seoul next year.    The 22nd conference addressed the multifaceted advantages and risks associated with the military application of AI. In-depth discussions were planned on AI governance and the formation of international norms in military domains. Specific topics included the benefits and risks of AI in military operations, the integration of AI in military decision-making processes, the incorporation of AI in weapon systems, and legal and ethical issues related to the military use of AI.    The conference program for December 4th included discussions on ▲the advantages and risks of AI in military operations, ▲the integration of AI in military decision-making processes, ▲the combination of AI in weapon systems, ▲the legal and ethical issues related to the military use of AI. The agenda for December 5th covered trends in AI discussions in other international conferences and the private sector, as well as regional approaches to the military use of AI.    Additionally, two outstanding students selected as part of the 2023 Disarmament and Non-Proliferation Youth Ambassadors participated in the conference as youth representatives, sharing their perspectives on AI's military applications through poster exhibitions.    The South Korean government aims to lead discussions on responsible AI use in military domains at the upcoming REAIM Summit in 2023 and contribute to the formation of international norms in this process.

• 언론의 날조가 불러온 아스파탐 논란

                         아스파탐이란 무엇일까?     · 아스파탐이란?     아스파탐은 설탕의 200배에 달하는 단맛을 내는 합성조미료이다.아스파탐은 아스파르트산과 페닐알라닌의 두 가지 아미노산이 결합된 형태의 화합물이다. 이 때 페닐알라닌의 카복실기에 메탄올이 에스터 결합된다.   Agents Classified by the IARC Monographs, Volumes 1–135  Group 1  Carcinogenic to humans 128 agents  Group 2A  Probably carcinogenic to humans  95 agents  Group 2B  Possibly carcinogenic to humans 323 agents  Group 3  Not classifiable as to its carcinogenicity to humans 500 agents       아스파탐은 어디에 이용되고 있을까?     · 당뇨병과 아스파탐       당뇨는 특정 요인에 의해 인슐린 분비 체계에 이상이 발생해 당류 섭취로 인한 일시적 혈당량 상승을 억제하지 못하는 병이다. 따라서 당뇨병 환자는 당류 섭취가 제한되는데, 아스파탐을 이용하면 당 없이 음식에 단맛을 낼 수 있다.     · 의약품 첨가제   의약품의 성분은 쓰거나 불쾌한 맛을 내는 종류가 대다수이다. 이러한 맛을 가리기 위해 약품 첨가제로 아스파탐을 이용하기도 한다. 아스파탐은 1일 섭취 허용량이 많아 과다복용 등으로 인한 부작용이 발생하지 않기 때문에 사카린 등의 다른 물질들보다 많이 포함된다.       아스파탐이 건강에 줄 수 있다고 주장되는 영향들     · 메탄올       아스파탐이 체내에 줄 수 있는 가장 현실적인 위험은 대사과정에서 메탄올이 발생한다는 것이다. 아스파탐이 메탄올까지 체내 분해될 확률은 약 10%이다. 대부분은 메탄올까지 분해되지 않고 아스파르트산과 페닐알라닌으로 분리되어 체외로 배출된다. 메탄올은 간에서 분해되어 포름알데하이드와 물이 되는데, 포름알데하이드는 친수성이며 방부제로 쓰일 만큼 단백질 고정 능력이 뛰어나 신체에서 수분이 가장 풍부한 부위인 눈의 유리체를 경화시켜 실명을 유발한다. 또한 메탄올을 과량섭취할 경우에는 즉사할 수 있다.    · 암 유발 가능성       아스파탐은 최근 WHO IARC에 의해 나프탈렌과 같은2B군 발암물질을 부여받았다. 여기에 속하는 물질들은 통계자료 등을 근거로 암 발생과 어떠한 인과관계가 있다고 추정할 수 있는 물질들이다. 여기에 속한 물질들은 추후에 연구를 통해 암과의 직접적인 관계가 발견될 경우 2A군이나 1군으로 승격될 수 있다.       아스파탐은 정말로 위험할까?     · 메탄올       아스파탐의 1일 허용 섭취량은 2.4g 정도로, 이 수치에 도달하기 위해서는 일반 발효음료로는 428병을, 탁주로는 33병을, 제로음료로는 55병을 먹어야 하며, 이는 현실적으로 불가능하다. 게다가 이 양을 모두 섭취한다고 해도 체내 분해 결과 생성되는 메탄올의 양은 약 30mg으로 메탄올의 치사량 50,000mg에 한참 못 미친다. 따라서 아스파탐 섭취로 인한 체내 메탄올 작용은 건강에 영향을 전혀 주지 않는다.     · 암 유발 가능성       WHO IARC의 분류표에 따르면 우리가 일상적으로 섭취하는 적색육은 2A군에, 반찬으로 많이 이용되는 가공육은 심지어 1군에 속하고 있다. 게다가 65도 이상의 뜨거운 음료 까지도 2A군에 등재가 되어 있는데, 이는 우리 생활 속 다른 물질들에 비해 아스파탐은 매우 안전한 물질이라는 것이다. IARC가 아스파탐을 2B군에 포함시킨 이유는 암 유발에 대한 과학적인 근거는 없지만 아스파탐을 자주 섭취한 집단의 발암률이 높았다는 이유이다. 이는 아스파탐 섭취자들의 공통적인 식습관에 영향을 받았을 가능성이 있으므로 반드시 발암 원인이 아스파탐 섭취라고 할 수 없다. 따라서 아스파탐을 발암물질로 단정짓기는 어렵다. 더욱이 WHO는 국제기구이므로 전 세계의 의학 모임 보다는 국가 정상 회의기구에 가까워 전문성이 부족하며, 이로 인한 오류가 많이 발생하기 때문에 WHO IARC의 발표를 맹신해서는 안된다.       아스파탐 섭취가 위험한 예외적인 경우     · 페닐케톤뇨증       페닐케톤뇨증은 선천적 유전병으로, 페닐알라닌이 체내에 유입되면 티로신으로 합성되어야 하지만 이 질병을 앓는 환자는 티로신 합성이 이루어지지 않아 페닐알라닌이 혈액에 축적되고, 축적된 페닐알라닌은 곧 페닐케톤이 되어 신체에 피해를 입힌다. 페닐케톤뇨증은 다수의 유전병이 그렇듯 현대 의학으로 치료가 불가능하므로 식이요법으로 건강을 관리하는 것이 필수적이다. 페닐케톤뇨증 환자는 해당 아미노산이 포함되었을 가능성이 있으므로 단백질 섭취를 자제해야 하고, 따라서 페닐케톤뇨증 환자의 식단은 저단백으로 구성된다. 이를 무시하고 페닐알라닌을 섭취할 경우 유아 환자는 뇌발달 지연으로 지능저하나 언어장애, 발달장애, 균형 조절 장애 및 사지마비 등이 유발되며, 성인 환자도 발작, 피부 발진, 가려움증, 구토, 두통 등의 증상을 보인다. 페닐알라닌 섭취 없이도 발현되는 기본적 병리적 특징으로는 두상 형성 이상으로 인한 소두증이 있다. 페닐케톤뇨증 환자는 페닐케톤이 땀이나 소변으로 배출되므로 체취가 고약한 경우가 많다. 페닐알라닌 섭취가 일시적이지 않고 지속적일 경우에는 고페닐알라닌혈증으로 뇌와 간, 신장 등이 심각한 손상을 입게 되며, 심부전까지 유발할 수 있다. 아스파탐은 단맛을 낼 뿐 당의 분자구조를 전혀 갖지 않는 페닐알라닌계 아미노산으로, 페닐케톤뇨증 환자는 섭취가 금지된다.       유사 사례     · MSG       아스파탐 외에도 이러한 유해성 논란을 겪고 있는 감미료가 더 있다. 바로 MSG이다. MSG는 1968년 뉴잉글랜드 저널에 실린 기고문에서부터 유해성 논란이 시작되었다. 해당 글은 ‘중국 음식점 증후군’에 대한 내용을 담고 있었는데, MSG를 대량으로 사용한 중국 음식점에서 음식을 먹자 수십 분 후 후두부의 작열감, 구토감, 메스꺼움, 근육경련 등의 증상이 일시적으로 나타났다고 주장하고 있었다. 저명한 의학 저널에 이러한 글이 게재되자 후속 연구들이 계속해서 이루어졌고, 이들은 하나같이 MSG의 유해성을 주장하고 있었다. 문제는 그 실험 방식이 모두 부적절했다는 것이다. MSG를 주사기로 투여하자 쥐가 즉사했다는 연구 결과는 동물의 혈관에는 체액과 농도가 다른 어떠한 물질이든 투여 시 위험하다는 사실을 망각한 것이고, MSG를 투여하자 쥐가 실명했다는 실험은 쥐의 안구에 MSG를 대량 주사한 것으로, 실명하지 않는 것이 이상한 상황이었다. 그러나 이러한 검증되지 않은 연구들을 언론이 무분별하게 인용하며 MSG의 유해함을 주장하고 나섰고, 그것이 현재까지 이어지며 MSG의 유해성 논란은 좀처럼 사라지지 않고 있다. 거기에 더해 각종 기업들의 ‘MSG 무첨가’ 마케팅으로 오해가 점점 커졌다. 사실 MSG는 자연에서도 생성되는 물질이며, 생산 공정 과정 자체가 자연물을 산분해하는 것이기 때문에 ‘화학 공업’과는 일절 연관이 없다. 그럼에도 기업은 MSG를 화학 조미료라며 기피했다. 이들 기업의 주장에는 자체적인 모순이 있는데, 그들이 MSG 대신 사용했다고 주장하는 고추장 등의 식재료에도 MSG가 함유되어 있다. 결국 식약처가 2015년 ‘MSG 무첨가’ 문구 사용 금지 조치를 내린 이후에도 아직도 MSG가 유해하다고 믿는 사람들이 많다.              결론     · 재발 방지의 필요성   MSG나 아스파탐 등의 조미료 유해성 논란은 모두 실험 데이터 조작이나 언론의 날조, 소비자의 맹신적인 정보 습득 태도 등에서 비롯되었다. 대한민국의 뉴스 신뢰도는 4년 연속으로 세계 주요 40개국 가운데 꼴찌를 기록하고 있는데, 이런 식의 허위 내용 보도 때문이다. 소비자들의 태도에도 큰 문제가 있는데, 정치적인 내용이나 자신의 신념에 반하는 내용에는 극도로 비판적이면서 자극적으로 조작된 뉴스 보도는 그대로 믿어버리는 것이다. 이런 식의 건강과 직결된 문제가 엉터리 뉴스 때문에 논란에 휩싸이게 된다면 큰 피해를 입게 될 수 있다. 실제로 MSG 논란이 확산된 이후 식품 제조사들은 MSG를 제외하는 대신 다른 화학조미료를 첨가하였고, 이에 따라 가격 상승과 함께 더욱 건강에 좋지 않은 음식이 만들어졌다. 당장에 MSG는 FDA에서 완전히 무해하다고 발표한 물질임에도 우리는 이상한 논란 탓에 오히려 FDA에서 규제중인 조미료를 섭취하는 중이다. 인터넷의 발달로 정보가 급증하면서 소비자의 정보 리터러시가 중요해졌는데, 그 중요성을 단편적으로 보여주는 예시가 바로 조미료 유해성 논란인 듯 하다. 이러한 일을 반복하지 않기 위해서는 정직한 언론 보도 및 중립적인 연구, 소비자의 정보 진실 여부에 대한 의심과 관심이 필요하다.     지도 - 전형진 (부천 아이티플러스)

• France, Germany, and Italy oppose regulation of the foundation model, advocating for a 'voluntary code of conduct.'

    France, Germany, and Italy have insistedon the introduction of voluntary Codes of Conduct, rather than sanctions on foundation models (such as Chat GPT, which serves as the most basic and fundamental model for the development of high-level technology and systems) in relation to the EU 'Artificial Intelligence Act.' This is in direct conflict with the European Parliament's stance.   Based on the risks associated with artificial intelligence, the EU Executive Commission has advocated for the introduction of the world's first comprehensive law regulating the use of artificial intelligence, known as the 'Artificial Intelligence Act.' Currently, the European Parliament, the EU Council, and the EU Executive Commission are engaged in trilateral negotiations for the final legislation.   Recently, with the emergence of so-called 'foundation models' in artificial intelligence, France, Germany, and Italy have opposed the regulation of foundation models and have even raised the possibility of the entire Artificial Intelligence Act failing.   In a joint document drafted on the 19th, France, Germany, and Italy argued that the general regulation of foundation model artificial intelligence violates the principles of technological neutrality and risk-based AI regulation.   As an alternative, they proposed regulating the use of foundation models in a manner that aligns better with risk-based AI regulation and suggested introducing a 'Code of Conduct' for foundation model developers, making compliance mandatory.   Furthermore, they demanded that foundation model AI developers publicly disclose a summary of technical documents detailing information on the model card, technical details related to machine learning, and information about the capabilities and limitations of the model when optimally utilized.   However, they decided not to impose sanctions for violations of the Code of Conduct in the early stages of legal implementation. Instead, in the event of systematic violations of the Code of Conduct, they proposed conducting an analysis and impact assessment of the violations before introducing a sanction system.   Meanwhile, the European Parliament is internally discussing the regulation of foundation models. As the European Parliament insists on general regulation for foundation models, a clash with the EU Council seems inevitable.
