• Korea and EU Seek to Strengthen Strategic Cooperation in Advanced Industries

      Minister of Trade, Industry and Energy Kim Jeong-kwan met with Henna Virkkunen, Executive Vice President of the European Union, in Seoul on November 27 to discuss ways to enhance strategic cooperation in advanced industrial and technological sectors, including semiconductors, artificial intelligence (AI), future mobility, batteries, and supply chains.   The meeting was held during Executive Vice President Virkkunen’s visit to Korea, which focuses on key EU priorities such as technological sovereignty, security, and digital transformation. Both sides shared the view that the rapidly changing global economic environment, marked by intensifying protectionism and supply chain disruptions, requires closer joint responses and strengthened cooperation.   Kim and Virkkunen noted the long-standing strategic partnership between Korea and the EU in economic and technological fields and agreed to elevate this partnership into a more future-oriented framework encompassing economic security and advanced industries. They emphasized the complementary nature of the two sides’ semiconductor sectors, with Korea specializing in memory manufacturing and the EU leading in automotive semiconductors and advanced equipment. Amid growing global supply chain uncertainty, the two sides committed to closer collaboration to establish more stable supply chains. They also explored specific areas of cooperation in AI, future mobility, and battery technologies.   The two sides reaffirmed their progress through multilateral technology cooperation platforms such as Eureka. Korea, the first non-European country to join Eureka in 2009, has worked with Europe in sectors including IT, materials engineering, and biotechnology, and has been actively engaged since being appointed as a board member in 2023. Both parties agreed to further strengthen cooperation in advanced technologies and supply chain resilience. The Korean side also raised concerns over the EU’s FSR review of the Czech nuclear power project and the EU’s proposed new steel import regulations, requesting constructive and amicable resolutions. The Ministry of Trade, Industry and Energy stated that the meeting served as an opportunity to deepen Korea–EU cooperation in advanced sectors such as semiconductors, AI, and future mobility while reinforcing supply chain stability. The ministry added that it would work to activate high-level consultation channels and develop the issues discussed into tangible cooperative projects.  

• President Lee Hosts Informal Dialogue with Invited Countries at APEC Summit

    President Lee Jae-myung hosted the first session of the 2025 APEC Summit on Friday morning, titled “Informal Dialogue with Invited Countries.”   Prior to the meeting, individual greetings with APEC member leaders began around 9:20 A.M., starting with IMF Managing Director Kristalina Georgieva and continuing through to Chinese President Xi Jinping.   Mexican Economy Minister Marcelo Ebrard conveyed President Claudia Sheinbaum’s regrets for being unable to attend the summit due to a national emergency caused by severe flooding in Mexico. President Lee responded that he looks forward to meeting President Sheinbaum in the future.   During his conversation with Canadian Prime Minister Mark Carney, President Lee asked about his visit to Hanwha Ocean’s Geoje Shipyard. Prime Minister Carney replied that both the helicopter provided by Korea and the shipyard itself were highly impressive.   When President Xi Jinping, the last leader to arrive, met with President Lee, the two exchanged warm greetings. President Xi remarked that he had heard Gyeongju was a city with a long history and shared his impression that it was a beautiful and remarkable place.   Ahead of the APEC Summit, President Lee sent President Xi a gift of freshly made Hwangnam-ppang—a traditional pastry from Gyeongju—wrapped in a traditional Korean cloth, along with a message expressing his sincere welcome and hope that the Chinese leader would enjoy the taste of Gyeongju. On Friday morning, an additional 200 boxes of Hwangnam-ppang were sent to the Chinese delegation.     During their meeting, President Xi expressed his gratitude, saying that he enjoyed the Hwangnam-ppang very much. President Lee then instructed the Minister of Foreign Affairs to extend the same gesture by sending the Gyeongju delicacy to all APEC member delegations.

• Foreign Minister Cho Chairs Meeting on Countermeasures Against Online Scam Crimes in Southeast Asia

  Minister of Foreign Affairs Cho Hyun chaired a virtual meeting on October 16 with South Korean heads of diplomatic missions in the Mekong region to discuss measures to prevent and respond to the growing number of online scam crimes affecting Korean nationals in Southeast Asia, particularly in Cambodia.   The meeting was attended by Second Vice Minister of Foreign Affairs Kim Jin-ah, currently visiting Cambodia as the head of the Government Joint Response Team, along with the government representative for the protection of overseas Koreans, relevant bureau directors, and the heads of missions in the five Mekong countries: Cambodia, Vietnam, Thailand, Laos, and Myanmar. During the session, Minister Cho received a briefing from Vice Minister Kim on her meetings earlier that day with the Cambodian Prime Minister and the Secretary-General of the Cambodian Committee on Online Scam (CCOS). Minister Cho instructed officials to develop comprehensive and concrete intergovernmental cooperation measures between Korea and Cambodia to eradicate online scam crimes.   Minister Cho also highlighted the potential spillover of Cambodia-based online scams into neighboring countries such as Vietnam and Thailand. She urged the heads of missions in other Mekong nations to remain vigilant and ensure the utmost protection of Korean nationals. She further called for proactive efforts to prevent victimization and for swift, active consular assistance from the earliest stages of any incident.   In addition, Minister Cho directed missions to strengthen cooperation not only with local diplomatic and law enforcement authorities but also with other major foreign embassies in the host countries, in order to establish a coordinated, region-wide response system.   The Ministry of Foreign Affairs announced that it will first establish a cooperative framework with Cambodia to combat online scams, while also expanding collaboration with other countries across the region.

• Ministry of Trade, Industry and Energy Announces Plan to Introduce New TRQ to Replace EU’s Existing Steel Safeguard Measures

    The Ministry of Trade, Industry and Energy (MOTIE) announced that the European Union (EU) unveiled plans on October 7 (local time) to introduce a new Tariff Rate Quota (TRQ) system to replace its existing steel safeguard measures, following consultations with stakeholders.   According to the EU’s draft proposal, the total annual steel quota will be reduced by 47% to 18.3 million tons compared to the 2024 quota under the current safeguard regime. The out-of-quota tariff rate will also be doubled from 25% to 50%, and a new “melt and pour” origin rule will be implemented, requiring importers to prove the country where the crude steel was initially produced. The new TRQ measures are expected to be adopted through the EU’s legislative process and approved by member states by June 2026, when the current safeguard measures expire.   While the EU has not yet disclosed country-specific quota allocations, making it difficult to determine the precise impact on Korea, the proposed measures are expected to have a significant effect on Korean steel exports, given that the EU is Korea’s second-largest export market for steel. However, the EU has explicitly stated that it will take FTA partners into account when allocating quotas, and the Korean government plans to engage in bilateral consultations to safeguard national interests.   In response, Vice Minister Moon Shin-hak of MOTIE will visit steel export sites this week to hear directly from industry representatives about their challenges. Trade Minister Yeo Han-koo is also scheduled to meet with Maroš Šefčovič, the EU Executive Vice President for Trade, to convey Korea’s concerns and position regarding the upcoming TRQ system.   Furthermore, on October 10, MOTIE will hold a public-private joint task force meeting chaired by the Director-General for Industrial Supply Chain Policy to discuss comprehensive countermeasures to the EU’s new TRQ policy, including strategies for the advancement of Korea’s steel industry.

• Korea and U.S. Treasury Reach Agreement on Foreign Exchange Policy

  The Ministry of Economy and Finance of Korea and the U.S. Department of the Treasury announced on October 1 at 9:15 A.M. that the two countries have reached an agreement on foreign exchange policy.   The agreement stems from discussions that began after the U.S. government requested the inclusion of foreign exchange issues in the agenda of the “2+2 Trade Dialogue” held in Washington, D.C. on April 24. Since then, the two sides have conducted a series of high-level and working-level consultations, separate from tariff negotiations, to reach this outcome.   Under the agreement, both governments reaffirmed the fundamental principle that neither country will manipulate its currency to obstruct balance-of-payments adjustments or to gain an unfair competitive advantage. They further agreed that macroprudential or capital flow-related measures will not be used to target exchange rates for competitive purposes. Investments abroad by government investment vehicles should be made for risk adjustment and diversification, not for exchange rate manipulation. In addition, interventions in the foreign exchange market will be considered only when necessary to counter excessive volatility or disorderly movements, and such actions should be carried out symmetrically regardless of the exchange rate direction.   The two governments also emphasized the importance of transparent foreign exchange policies and implementation as part of efforts to monitor market stability and enhance communication. Korea will provide the U.S. Treasury with monthly data on market stabilization measures, currently disclosed on a quarterly basis, on a non-public basis. It will also continue publishing monthly data on foreign reserves and forward positions in line with the IMF’s Data Template on International Reserves and Foreign Currency Liquidity, and will disclose annual data on the currency composition of foreign reserves.   According to the Ministry of Economy and Finance, the agreement reflects principles already firmly upheld by the Korean government, that exchange rates are determined by the market and that stabilization measures are taken only in cases of excessive volatility or abnormal market conditions. The ministry underscored that the significance of the accord lies in reaffirming the importance of close communication and trust between Korean and U.S. financial authorities to ensure foreign exchange market stability.   The ministry added that it will continue to maintain close and regular communication with the U.S. Treasury on Korea’s foreign exchange market conditions and policy implementation, including the execution of the newly concluded agreement.

• Korea Launches Council of Chief AI Officers to Drive National AI Strategy

    The National Artificial Intelligence Strategy Committee, chaired by President Lee Jae-myung, announced on September 18 the official launch of the Council of Chief AI Officers (CAIOs). The inauguration ceremony and first meeting were held at 4:30 p.m. at Seoul Square, where the Committee is headquartered. The Council is chaired by Ha Jung-woo, Senior Secretary for AI Future Planning, who also serves as the National CAIO. In its initial phase, the Committee appointed CAIOs to 48 ministries, agencies, and commissions, with the first meeting convening CAIOs from 25 ministerial-level bodies. Each CAIO will act as the ultimate authority for all AI-related tasks within their ministry or agency, including the development and monitoring of AI strategies, promoting AI adoption, advancing data openness and integration, and overseeing data-driven administration in a role akin to a Chief Data Officer. The National CAIO will coordinate and oversee the activities of all ministerial CAIOs. As a government-level body, the Council is tasked with spearheading Korea’s AI transformation and advancing the nation’s ambition to rank among the world’s top three AI powers. It will provide a platform for sharing and debating AI and data regulatory issues, support project planning and budget management, foster inter-ministerial cooperation, and identify cross-government AI initiatives. The Council will also work to strengthen the alignment between national AI policies—such as the Korea AI Action Plan, developed by the Committee—and the AI strategies of individual ministries, ensuring that Committee decisions are effectively implemented. All outcomes from Council discussions will be reported back to the Committee. The first meeting drew not only Ha Jung-woo and CAIOs from 25 ministries but also Vice Chairman Lim Moon-young of the AI Strategy Committee and the heads of the Committee’s eight subcommittees. Participants reviewed operational plans for the Council and discussed the status of ministries’ 2026 AI budgets. The Council is expected to meet monthly, with relevant subcommittee members invited to participate depending on the agenda. “The Council of Chief AI Officers has finally been launched to guarantee inter-ministerial collaboration and government-wide policy execution,” Ha Jung-woo said. “As Secretary-General of the Committee and Chair of the Council, I will devote every effort to helping Korea take its place as a global AI powerhouse.”

• President Lee Proposes Future-Oriented AI and Clean Energy Partnership During UAEVisit

  During his state visit to the United Arab Emirates (UAE), President Lee Jae-myung on the 19thcalled for Korea and the UAE to jointly create future growth engines through AI-centered advanced industrial cooperation. He further proposed deepening collaboration in clean energy and defense to secure momentum for the two countries to grow into global leaders.   President Lee made the remarks at the Korea–UAE Business Roundtable held at a hotel in Abu Dhabi, emphasizing the need to expand exchanges between the governments and companies of both nations.   In his keynote address, President Lee highlighted that Korea and the UAE have evolved into true brother nations and partners, Rafiq, through cooperation such as the construction of the Barakah Nuclear Power Plant and the deployment of the Akh Unit. He underscored that Korea is the UAE’s optimal partner as it pursues its ambitious goal of becoming the world’s top nation by 2071. In Arabic, Rafiq refers to a companion who journeys together over a long path.   President Lee outlined three strategic directions for a future-oriented partnership designed to guide bilateral cooperation over the next century. He stressed the creation of new growth engines through accelerated collaboration in AI and advanced industries, the strengthening of momentum through deeper cooperation in clean energy and defense, and the expansion of people-to-people and cultural ties through enhanced soft cooperation.   On AI collaboration, President Lee said the visit had upgraded the strategic partnership in industry and advanced technology, paving the way for accelerated cooperation in cutting-edge fields ranging from AI data centers to biotechnology. He noted that Korea’s semiconductor technologies, including HBM, along with its EPC capabilities, position it as the UAE’s most reliable partner as the country seeks to establish itself as a global AI hub by 2031.   Turning to clean energy and defense cooperation, President Lee emphasized that combining the UAE’s substantial solar power potential with Korea’s advanced battery technology would significantly contribute to achieving carbon neutrality by 2050 and fostering new eco-friendly industries. He added that Korea could further support the development of the UAE’s nuclear power sector by building local facilities related to nuclear fuel and electricity, expressing hope for mutually beneficial cooperation.   In closing, President Lee observed that the two countries share similarities in their security environments and geopolitical contexts, as well as a strong focus on people. He concluded that if Korea and the UAE complement each other in advanced industries and culture while expanding exchanges between leaders and citizens, they can achieve true joint prosperity as brother nations.

• Korea and Philippines Hold 4th Maritime Dialogue in Manila

    The 4th Korea–Philippines Maritime Dialogue convened in Manila on November 21, co-chaired by Lee Dong-gi, Director-General for ASEAN Affairs at the Korean Ministry of Foreign Affairs, and Emmanuel Donato K. Guzman, Assistant Secretary for Maritime Affairs at the Philippine Department of Foreign Affairs. The meeting brought together roughly 40 officials from the Korea Coast Guard, Ministry of National Defense, and Ministry of Oceans and Fisheries, as well as representatives from the Philippine Department of National Defense, National Coast Watch Center, and National Security Council. Both sides highlighted the dialogue’s role as a model platform for cooperation between two countries with high maritime dependence. The meeting reviewed ways to deepen collaboration in maritime security and safety, the maritime economy, and the marine environment. Participants also exchanged updates on policy initiatives, including blue carbon programs, and discussed strengthening cooperation at bilateral and multilateral levels. During the session on maritime security and safety, the Korean side presented case studies on marine pollution response and countermeasures against illegal fishing. Korea also noted that an MOU is under preparation between the Korea Coast Guard and the Philippine Drug Enforcement Agency to bolster joint responses to transnational crimes such as maritime drug trafficking. Once established, the MOU is expected to enhance information sharing and interdiction efforts. Both sides further expressed support for expanding joint humanitarian assistance and disaster relief exercises, and agreed on the need to revitalize shipbuilding and maritime cooperation in Subic Bay. In the session on the maritime economy and environment, the Korean delegation introduced the “Korea Blue Action Plan” and outlined its blue carbon strategy, which includes strengthening the ocean’s carbon sequestration capacity, improving resilience to climate-related disasters, expanding private-sector participation in blue carbon initiatives, and accelerating certification of new blue carbon projects. Korea also sought the Philippines’ support for its bid to host the 2028 UN Ocean Conference. In addition, the two sides agreed to step up cooperation to ensure the successful conclusion next year of KOICA’s marine litter management capacity-building project in Manila Bay. The two countries reaffirmed their commitment to close coordination in shaping international maritime norms, including at the International Maritime Organization. The Philippine side noted that it will prioritize maritime cooperation during its ASEAN Chairmanship in 2026. Korea expressed strong support for the Philippines’ upcoming chairmanship and pledged to work closely with ASEAN to strengthen regional maritime security capabilities. The two sides also exchanged views on developments in the South China Sea, including ongoing negotiations on the Code of Conduct. The meeting concluded with an agreement to hold the 5th Korea–Philippines Maritime Dialogue in Korea next year.

  우루과이 현지 해외협력연구실 개소(2024년 5월 Latu, Uruguay) [리더스타임즈] 농촌진흥청은 우루과이 3개 지역에서 실시한 가뭄 저항성 콩 현지 적응성 1차 평가를 성공적으로 완료하고, 2026년 4개 지역으로 확대해 최종 평가할 계획이라고 밝혔다. 우루과이는 2018년 가뭄으로 농업 생산성이 줄어 국내총생산(GDP)의 3% (약 5억 달러)에 달하는 피해를 봤다. 우루과이 정부는 2022년 한국에 농업생명과학기술 협력을 요청했으며, 이에 따라 2023년 농촌진흥청과 우루과이 축산농업수산부가 농업기술 협력 양해각서(MOU)를 체결했다. 그 일환으로 국립농업과학원은 2024년 우루과이 현지에 협력 연구실을 설치했다. 이어 국내 생명공학기업 ㈜라세미아와 협업해 한국이 자체 개발한 생명공학 기반 가뭄 저항성 콩을 우루과이 현지 기후와 토양에 맞는지 확인차 현지 적응성 평가를 진행했다. 평가 결과, 현지에서 자란 콩은 품종개량에 사용했던 모 품종과 같은 농업 특성이 있었으며, 현지 재배 환경에서 조기 수확할 수 있는 조생종으로 확인됐다. 농촌진흥청은 평가 결과를 바탕으로 2026년 우루과이 정부에 농업 생명공학 작물 심사를 신청할 계획이다. 아울러 농촌진흥청은 △국제공동연구 확대 △생명공학 기술 고도화 △해외 현지 맞춤형 품종 개발 △시장 공급망 구축 등 남미 지역의 기후 특성과 시장 수요를 반영한 단계적 진출 전략을 수립해 추진하고 있다. 이를 위해 농촌진흥청은 기술이전과 연구개발 지원 확대 등 국제 협력 과제(프로젝트) 총괄을 맡고, 국립농업과학원이 민관과 협력해 생명공학 기술 활용 품종 개선 연구를 담당한다. 민간기업은 현지 생산‧유통망을 확보해 상용화 기반을 강화할 예정이다. 한국의 가뭄 저항성 콩 연구개발이 남미에서 실용화되면 가뭄으로 인한 작황 불안을 완화하고 세계 식량 수급 불안정성을 줄일 수 있을 것으로 기대된다. 또한, 신규 농업시장 진출로 수출 기반 강화는 물론 국내 생명공학 산업 성장을 촉진할 수 있을 것으로 보인다. 농촌진흥청 생물안전성과 이기종 과장은 “이번 협업은 단순한 품종 개발을 넘어 한국의 농업생명공학 기술이 세계 식량 위기 해법의 실마리를 제공하는 계기가 될 것”이라며, “앞으로 브라질 등 주요 콩 생산국과의 협력도 확대해 기술 기반의 지속 가능한 농업 모형을 수출한 성공 사례가 되도록 노력하겠다.”라고 말했다.

Both parties agreed to further strengthen cooperation in advanced technologies and supply chain resilience. The Korean side also raised concerns over the EU’s FSR review of the Czech nuclear power project and the EU’s proposed new steel import regulations, requesting constructive and amicable resolutions. The Ministry of Trade, Industry and Energy stated that the meeting served as an opportunity to deepen Korea–EU cooperation in advanced sectors such as semiconductors, AI, and future mobility while reinforcing supply chain stability. The ministry added that it would work to activate high-level consultation channels and develop the issues discussed into tangible cooperative projects.

[리더스타임즈] 전라남도 나주시가 우즈베키스탄 정부와 에너지 전환 및 신도시 개발 분야의 실질적 협력 확대를 위해 현지에서 고위급 협의를 진행하며 재생에너지 기반 국제 협력 모델 구축에 나섰다. 8일 나주시에 따르면 전라남도와 나주시, 에너지밸리기업개발원은 지난 5일 우즈베키스탄 타슈켄트 리치파크호텔에서 우즈베키스탄 경제위원회 목토르 우마로프(MUHTOR UMAROV) 의장을 비롯한 주요 인사들과 만나 에너지와 도시개발 관련 협력 전략을 논의했다. 이번 회의에서는 우즈베키스탄 정부가 추진 중인 신도시 건설 프로젝트를 중심으로 태양광, 풍력, 수소 등 청정에너지 분야에서 한국 기업이 참여할 수 있는 구체적 방안을 집중 검토했다. 전라남도와 나주시는 재생에너지 자원, 에너지신산업 실증 기반, 산업단지 조성 경험 등 강점을 바탕으로 우즈베키스탄의 청정에너지 정책과 스마트 신도시 개발에 기여할 수 있는 다양한 협력 방향을 제시했다. 강상구 나주시 부시장은 “세계 최고 수준의 전력 품질과 재생에너지 기술을 갖춘 나주시의 경험이 우즈베키스탄의 스마트도시, 특히 청정에너지 자립 도시 조성에 실질적 도움이 되길 바란다”고 말했다. 한편 우즈베키스탄 정부 관계자들은 내년 초 전남을 방문해 현장 방문과 함께 협력 범위를 구체화하기로 하는 등 양측의 후속 논의가 본격화될 전망이다.

• President Lee Proposes Future-Oriented AI and Clean Energy Partnership During UAEVisit

  During his state visit to the United Arab Emirates (UAE), President Lee Jae-myung on the 19thcalled for Korea and the UAE to jointly create future growth engines through AI-centered advanced industrial cooperation. He further proposed deepening collaboration in clean energy and defense to secure momentum for the two countries to grow into global leaders.   President Lee made the remarks at the Korea–UAE Business Roundtable held at a hotel in Abu Dhabi, emphasizing the need to expand exchanges between the governments and companies of both nations.   In his keynote address, President Lee highlighted that Korea and the UAE have evolved into true brother nations and partners, Rafiq, through cooperation such as the construction of the Barakah Nuclear Power Plant and the deployment of the Akh Unit. He underscored that Korea is the UAE’s optimal partner as it pursues its ambitious goal of becoming the world’s top nation by 2071. In Arabic, Rafiq refers to a companion who journeys together over a long path.   President Lee outlined three strategic directions for a future-oriented partnership designed to guide bilateral cooperation over the next century. He stressed the creation of new growth engines through accelerated collaboration in AI and advanced industries, the strengthening of momentum through deeper cooperation in clean energy and defense, and the expansion of people-to-people and cultural ties through enhanced soft cooperation.   On AI collaboration, President Lee said the visit had upgraded the strategic partnership in industry and advanced technology, paving the way for accelerated cooperation in cutting-edge fields ranging from AI data centers to biotechnology. He noted that Korea’s semiconductor technologies, including HBM, along with its EPC capabilities, position it as the UAE’s most reliable partner as the country seeks to establish itself as a global AI hub by 2031.   Turning to clean energy and defense cooperation, President Lee emphasized that combining the UAE’s substantial solar power potential with Korea’s advanced battery technology would significantly contribute to achieving carbon neutrality by 2050 and fostering new eco-friendly industries. He added that Korea could further support the development of the UAE’s nuclear power sector by building local facilities related to nuclear fuel and electricity, expressing hope for mutually beneficial cooperation.   In closing, President Lee observed that the two countries share similarities in their security environments and geopolitical contexts, as well as a strong focus on people. He concluded that if Korea and the UAE complement each other in advanced industries and culture while expanding exchanges between leaders and citizens, they can achieve true joint prosperity as brother nations.

• Korea and Philippines Hold 4th Maritime Dialogue in Manila

    The 4th Korea–Philippines Maritime Dialogue convened in Manila on November 21, co-chaired by Lee Dong-gi, Director-General for ASEAN Affairs at the Korean Ministry of Foreign Affairs, and Emmanuel Donato K. Guzman, Assistant Secretary for Maritime Affairs at the Philippine Department of Foreign Affairs. The meeting brought together roughly 40 officials from the Korea Coast Guard, Ministry of National Defense, and Ministry of Oceans and Fisheries, as well as representatives from the Philippine Department of National Defense, National Coast Watch Center, and National Security Council. Both sides highlighted the dialogue’s role as a model platform for cooperation between two countries with high maritime dependence. The meeting reviewed ways to deepen collaboration in maritime security and safety, the maritime economy, and the marine environment. Participants also exchanged updates on policy initiatives, including blue carbon programs, and discussed strengthening cooperation at bilateral and multilateral levels. During the session on maritime security and safety, the Korean side presented case studies on marine pollution response and countermeasures against illegal fishing. Korea also noted that an MOU is under preparation between the Korea Coast Guard and the Philippine Drug Enforcement Agency to bolster joint responses to transnational crimes such as maritime drug trafficking. Once established, the MOU is expected to enhance information sharing and interdiction efforts. Both sides further expressed support for expanding joint humanitarian assistance and disaster relief exercises, and agreed on the need to revitalize shipbuilding and maritime cooperation in Subic Bay. In the session on the maritime economy and environment, the Korean delegation introduced the “Korea Blue Action Plan” and outlined its blue carbon strategy, which includes strengthening the ocean’s carbon sequestration capacity, improving resilience to climate-related disasters, expanding private-sector participation in blue carbon initiatives, and accelerating certification of new blue carbon projects. Korea also sought the Philippines’ support for its bid to host the 2028 UN Ocean Conference. In addition, the two sides agreed to step up cooperation to ensure the successful conclusion next year of KOICA’s marine litter management capacity-building project in Manila Bay. The two countries reaffirmed their commitment to close coordination in shaping international maritime norms, including at the International Maritime Organization. The Philippine side noted that it will prioritize maritime cooperation during its ASEAN Chairmanship in 2026. Korea expressed strong support for the Philippines’ upcoming chairmanship and pledged to work closely with ASEAN to strengthen regional maritime security capabilities. The two sides also exchanged views on developments in the South China Sea, including ongoing negotiations on the Code of Conduct. The meeting concluded with an agreement to hold the 5th Korea–Philippines Maritime Dialogue in Korea next year.

  우루과이 현지 해외협력연구실 개소(2024년 5월 Latu, Uruguay) [리더스타임즈] 농촌진흥청은 우루과이 3개 지역에서 실시한 가뭄 저항성 콩 현지 적응성 1차 평가를 성공적으로 완료하고, 2026년 4개 지역으로 확대해 최종 평가할 계획이라고 밝혔다. 우루과이는 2018년 가뭄으로 농업 생산성이 줄어 국내총생산(GDP)의 3% (약 5억 달러)에 달하는 피해를 봤다. 우루과이 정부는 2022년 한국에 농업생명과학기술 협력을 요청했으며, 이에 따라 2023년 농촌진흥청과 우루과이 축산농업수산부가 농업기술 협력 양해각서(MOU)를 체결했다. 그 일환으로 국립농업과학원은 2024년 우루과이 현지에 협력 연구실을 설치했다. 이어 국내 생명공학기업 ㈜라세미아와 협업해 한국이 자체 개발한 생명공학 기반 가뭄 저항성 콩을 우루과이 현지 기후와 토양에 맞는지 확인차 현지 적응성 평가를 진행했다. 평가 결과, 현지에서 자란 콩은 품종개량에 사용했던 모 품종과 같은 농업 특성이 있었으며, 현지 재배 환경에서 조기 수확할 수 있는 조생종으로 확인됐다. 농촌진흥청은 평가 결과를 바탕으로 2026년 우루과이 정부에 농업 생명공학 작물 심사를 신청할 계획이다. 아울러 농촌진흥청은 △국제공동연구 확대 △생명공학 기술 고도화 △해외 현지 맞춤형 품종 개발 △시장 공급망 구축 등 남미 지역의 기후 특성과 시장 수요를 반영한 단계적 진출 전략을 수립해 추진하고 있다. 이를 위해 농촌진흥청은 기술이전과 연구개발 지원 확대 등 국제 협력 과제(프로젝트) 총괄을 맡고, 국립농업과학원이 민관과 협력해 생명공학 기술 활용 품종 개선 연구를 담당한다. 민간기업은 현지 생산‧유통망을 확보해 상용화 기반을 강화할 예정이다. 한국의 가뭄 저항성 콩 연구개발이 남미에서 실용화되면 가뭄으로 인한 작황 불안을 완화하고 세계 식량 수급 불안정성을 줄일 수 있을 것으로 기대된다. 또한, 신규 농업시장 진출로 수출 기반 강화는 물론 국내 생명공학 산업 성장을 촉진할 수 있을 것으로 보인다. 농촌진흥청 생물안전성과 이기종 과장은 “이번 협업은 단순한 품종 개발을 넘어 한국의 농업생명공학 기술이 세계 식량 위기 해법의 실마리를 제공하는 계기가 될 것”이라며, “앞으로 브라질 등 주요 콩 생산국과의 협력도 확대해 기술 기반의 지속 가능한 농업 모형을 수출한 성공 사례가 되도록 노력하겠다.”라고 말했다.

     한때 ‘낙원의 여행지’로 불렸던 동남아시아가 최근 인신매매·장기밀매·납치 등 강력 범죄의 중심지로 떠오르며 세계인의 우려가 커지고 있다.   과거 특정인을 겨냥하던 범죄는 이제 국경을 넘는 대형 조직범죄로 확대되며 일반 여행객까지 표적이 되고 있다. 캄보디아발 범죄, 동남아 전역으로 확산온라인 도박·보이스피싱으로 악명 높던 조직들은 최근 태국·미얀마·라오스 등으로 활동 범위를 넓히며 인신매매, 강도, 장기적출을 조직적으로 자행하고 있다.   국경을 넘나드는 국제 네트워크가 구축되면서 단속과 피해자 구출은 갈수록 어려워지는 상황이다.발리서 ‘심장 없는 시신’… 사고가 아닌 범죄 정황올해 5월 발리에서 ‘수영장 익사’로 발표된 호주 청년의 시신에서 심장이 적출된 채 발견된 사건은 관광지 범죄의 실체를 드러냈다. 또한 캄보디아에서는 쓰레기 더미에서 수십 장의 여권이 발견돼 인신매매 피해자가 조직적으로 사라지고 있을 가능성을 시사했다.   취업 제안 뒤에 숨은 덫… 모델 장기적출 사건태국에서 실종된 뒤 미얀마 국경에서 장기가 적출된 채 발견된 벨라루스 출신 모델 사건 역시 범죄조직의 잔혹성을 보여준다.   취업·투자 제안을 미끼로 한 유인형 범죄가 여전히 활개치고 있다는 지적이다. 여행객 안전 ‘빨간불’… 경계심 필수전문가들은 동남아 지역을 방문하는 여행객들에게 다음과 같은 기본 수칙을 강조한다.  △과도한 친절·초대 경계 △치안 정보 확인 △비상 연락망 확보 등 개인 안전수칙 준수를 당부했다.범죄조직은 날로 진화하고 있으며 피해도 무차별적으로 증가하고 있다.   전문가들은 “정부·국제사회의 공조 강화와 더불어 여행객 개인의 철저한 대비가 무엇보다 중요하다”고 강조했다.
