        [LeadersTimes]LeeJoon-il,theDirector-GeneralforNorthKoreanNuclearAffairsatSouthKorea’s foreign ministry, held a series of discussions with representatives from the UnitedStates, Japan, and China during the 32nd Northeast Asian Cooperation Dialogue (NEACD),whichtook place from May9 to 10 inTokyo, Japan.    On May 9, Lee met with Liu Xiaoming, the Special Representative of the ChineseGovernmentonKoreanPeninsulaAffairs.Theyexchangedviewsonthecurrentsituationonthe peninsula and discussed future countermeasures.   On the same day, Lee held talks with the U.S. Senior Official for the DPRK Jung Pak andHiroyukiNamazu,theDirector-GeneralofAsianandOceanianAffairsBureauattheJapan’sforeign ministry. The three leaders expressed deep regret over North Korea's continuednuclear and missile development and provocations, which poses a serious threat to peace andstabilityon theKorean Peninsula andto the internationalcommunity.    The representatives also shared their concerns about the deepening illegal cooperation,including arms trade, between North Korea and Russia, and decided to continue leadinginternational efforts to prevent such activities. In particular, as members of the SecurityCouncil, they agreed to push for thorough implementation of sanctions against North Korea.This comes after Russia's veto ended the UN Security Council's expert panel mission onNorth Korea. The three countries also evaluated cooperative efforts among South Korea, theU.S., and Japan, including a working-group meeting on countering North Korea's cyberthreats.     The envoys agreed to continue cooperation on human rights and humanitarian issues,including matters concerning abductees, detainees, prisoners of war, and North Koreandefectors overseas.LeeexplainedSouth Korea'sunificationeffortstoexpand universalvaluesoffreedomandhumanrights,whileU.S.andJapaneserepresentativesreaffirmedtheirsupport for a free and peaceful unified Korean Peninsula as expressed in the Camp Davidjoint statement.    On May 10, Lee discussed North Korea's nuclear issues with U.S. senior official Jung Pak.They agreed to maintain close cooperation with the goal of complete denuclearization. Theyalso discussed preparing for all possibilities, including potential provocations from NorthKorea such as an additional satellite launch and unilateral attempt to change the status quo inthe West Sea. Following the successful operation of the South Korea-U.S. Working Group tocounter cyber threats, they agreed to continue efforts to prevent North Korea from evadingsanctions and blocking illegal funding sources. Lee highlighted South Korea's efforts toimprove human rights and humanitarian issues in North Korea, and both sides agreed tostrengthen their cooperation in these areas. They emphasized the importance of China'sconstructive role in resolving Korean Peninsula issues and agreed to maintain communicationwith China through various levels of consultation.

  • Ministry of Oceans and Fisheries and International Maritime Organization (IMO)Jointly Discuss Autonomous Ship Policy

  • How is the blossoming season predicted in spring?
          [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

  • Minister Lee Jong-ho Represents Korea at the 2024 Nuclear Energy Summit in Brussels
      Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). The minister emphasized the importance of continued investment in innovative research and development, such as SMRs, as promising technologies for tripling global nuclear power generation capacity by 2050.    The summit provided an opportunity for nuclear research institutions and industries in Korea, such as the Korea Atomic Energy Research Institute, Korea Hydro & Nuclear Power Co, to engage in discussions with relevant agencies from key partner countries on cooperation projects.    In conclusion, Minister Lee's participation in the 2024 Nuclear Energy Summit underscored Korea's commitment to global cooperation in nuclear energy, highlighting its role as a leader in nuclear technology innovation and its dedication to contributing to a sustainable energy future.

  • The 3rd Summit for Democracy
    [Leaders Times] The Korean government will host the Summit for Democracy on March 18-20.    The Summit for Democracy, led by US President Biden, was the global conference system in  2010. In March 2023, the United States, in cooperation with South Korea, Costa Rica, the  Netherlands, and Zambia, held the Secondary Summit for Democracy.    On the first day, March 18, the third Summit for Democracy will proceed to the ministerial  conference about the subject ‘AI, Digital Technology and Democracy.’The opening ceremony,  including a discussion and workshop led by internal and external civil society, will be held on the  second day, March 19.    The third Summit for Democracy will be held with a virtual meeting on March 20 at night.  President Yoon Suk Yeol will organize a virtual summit with the prime minister of Denmark,  Mette Frederiksen, and Kenyan President William Ruto. Moreover, three countries—South  Korea, Denmark, and Kenya—will preside over each session of the Summit for Democracy.  President Yoon Suk Yeol will lead a second session on ‘Technology, election, and fake news.’     This Summit for Democracy, hosted on ‘Democracy for Future Generations,’ will be the  opportunity to plant certainty in global youth, who will play a leading role in the future and  actively reflect their voices. During the Summit for Democracy, varied arguments will progress,  and designs will be planned to be published to support global youth-empowering innovation.    Our government holds the Summit for Democracy because our democratic leadership enforces to  reflect international society’s high credibility and expectations. Our government contributes to  democracy promotion by sharing the experiences and outcomes of Korea, where it has developed  and fostered democracy in international society. Through this process, the government will push  ahead with its vision of a global hub country.

  • CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation
      In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach.  The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries.  Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives."  Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries.  Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia."  The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

  • Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,
        I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines.   Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support.   Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family.   These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience.   I realized how much potential there is in every child through conversations with the families during the trip. Providing scholarships and support for education, I was honored to be able to provide the chance for economically disadvantaged to shine. With Leaderstimes and Global Leaders Club, I seek to continue my multicultural, philanthropy and expand Angel for Kor-Fils’s Journey to more households in need. As we’ve already expanded into Cambodia, I hope Global Leaders Club members will join in our support for the underprivileged.

  • Smart Animal Husbandry, First Step for Future Livestock Industry
    Minister Song Mi-ryung visited the smart livestock farm in Pyeongtaek-si, Gyeonggi Province, encouraged youth ranchers, listened to the difficulty of the place, and discussed the expansion of smart animal husbandry. Livestock facility[Leaders Times] On February 6th at 4:30, Minister of Agriculture, Food and Rural Affairs Song Mi-ryung visited the smart piggery in Pyeongtaek-si, Gyeonggi Province, observed the place of smart animal husbandry, and conducted a meeting about a method of expansion of smart animal husbandry with youth ranchers who are practicing future smart livestock. Livestock farm (Rosefarm), where she visited, is a smart piggery that optimizes feed supplements to retrench approximately 19% of feed cost compared with normal farms, considering the growth stages of mother pigs and piglets and brings a system of exhausting air in the center and air washer in to decrease odor innovatively. Minister Song declared the schemes to reinforce necessary support for the expansion of smart livestock and to emphasize smart animal husbandry as the powerful way of advancing the livestock industry that overcomes the problems of livestock farming through the scientific control of odor and animal disease and the improvement of production. Also, she heard diverse opinions from youth ranchers, smart equipment manufacturers, and people from a public institution that certifies livestock products (KAPE) at the meeting after visiting a smart piggery.At this meeting, the youth ranchers suggested ▲enforcement of expansion and supplement of smart farms focused on solutions, ▲increasing opportunity and experience of youth farmers, such as practical education, and ▲establishing big data platforms for the smart equipment and expansion of the use of solutions. Minister Song responded that the Agriculture, Food and Rural Affairs will create a performance model of each type and field for smart animal husbandry and increase the opportunity experience steadily. Moreover, she declared to find a varied improvement plan for the achievement and creation of smart livestock. Minister of Agriculture, Food and Rural Affairs Song Mi-ryung said that future growing industrialization of the agricultural industry needs to foster an agricultural innovative ecosystem that encourages youth ranchers’ creative ideas and capability. She requested that fervor and innovation youth ranchers who were at the meeting might endeavor to expand to a good model of society with related organization.”

  • Food and Agriculture Organization (FAO) World Food Price Index decreases 2.1%
      According to theFood and Agriculture Organization (FAO) of the United Nations, the World Food Price Index fell 2.1%to 126.9 pointsfrom the previous month (129.7 points) in March 2023. Grain, milk, and dairy item prices fell, whereas meat and sugar prices rose.    In March 2023, the grain price index fell 5.6% to 138.6 points from February (146.7 points). Wheat prices fell due to a combination of factors. Most of all, the supply was sufficient worldwide, and Ukraine's continued wheat exports due to the extension of the Black Sea Grain Initiative affected the price drop. Good crop forecasts in Australia and Europe and competition for export prices from Russia were also factors for the price drop. Corn prices fell in South America as supply increased for the harvest season and the Black Sea grain export consultative body was extended. Rice prices fell as the harvest season approached in major exporters such as India, Vietnam and Thailand.  In the case of oil and fat prices, it recorded 131.8 points, down 3.0% from the previous month (135.9 points). Palm oil prices rose due to reduced output because of worsening climate conditions, including floods in major Southeast Asian producers, and Indonesia's temporary suspension of export permits. Soybean oil prices fell along with soybean prices. The price of rapeseed oil fell due to sufficient global supply, and sunflower seed oil fell due to slowing international demand.  In the case of meat, it was 113.0 points, up 0.8% from the previous month (112.1 points). International prices of beef also rose as domestic prices rose due to the prospect of a drop in supply of the U.S. pork prices.However, despite the spread of avian influenza in several major exporters, the price of poultry meat fell due to low demand for imports.    In the case of sugar, it rose 1.5% from the previous month (125.2 points) to 127.0 points. The rise in sugar prices follows forecasts of lower output in India, Thailand and China. However, Brazil's sugarcane harvest outlook was good, so the price increase was not significant. As international crude oil prices fall, more Brazilian sugarcane is injected into sugar production, not ethanol, and the Brazilian real's weakness against the U.S. dollar were also reasons for lowering sugar prices.

      President Yoon Suk Yeol attended the Indo-Pacific Regional Meeting of the 2nd Summit for Democracy held at the Shilla Hotel in Seoul on the morning of March 30 and delivered a welcoming speech.  The president mentioned "South Korea announced the Indo-Pacific Strategy of Freedom, Peace and Prosperity in December last year.Today's meeting is a place to declare our government's willingness to practice the humanitarian strategy.""The meeting is significant in that countries in the Indo-Pacific region, which have increased geopolitical importance, gather to reaffirm their willingness to protect democracy.”  President Yoon said "Democracy is a community decision-making system to guarantee freedom and human rights.The dissemination of false information,violence, intimidation,and fraudulent rent-seeking activities led by certain groups distort and neutralize democracy,"He also warned of a threat to democracy. "Everything that goesagainst the truth is corruption, which threatens democracy and suppresses freedom. Law based investigation and strict punishment are the basis for responding corruption" He emphasized"Countries that share universal values of freedom, human rights, the rule of law and democracy should work together to deal with transnational corruption crimes. Korea will take the lead in promoting democracy."  In addition, the president said he will push for a $100 million development cooperation project over the next three years in areas that can contribute to democracy promotion for countries in the Pacific region in need of support and democracy promotion programs involving the government and the private sector.  Meanwhile,the leaders of South Korea and the U.S. announced in a joint statement that South Korea will host the third democratic summit.The president took a role as a leader in promoting democracy around the world, referring directly to the fact that he confirmed the hosting of theSummit through the 1st session and the welcoming speech to the regional meeting.

  • Second G20 Sherpa Meeting in Kumarakom, India
        Song In-chang, the G20 ambassador for international cooperation (G20 Sherpa), attended the second G20 Sherpa meeting held in Kumaracom, India, from 3.30 to 4.2.  This is the second G20 Sherpa meeting held by India since December last year. Representatives of major international organizations such as the International Monetary Fund (IMF) and the Organization for Economic Cooperation and Development (OECD) attended to discuss △ digital economy, △ inclusive and resilient growth, △ green development and lifestyle for the environment.  In addition, discussions were focused on the △world economy, △digital transformation, △trade and investment, △employment, △energy transition △environment and climate sustainability.  Ambassador Song stressed that the G20 should play its role as the world's top economic consultative body, including the recovery of the global economy and the resolution of uneven growth.  Major countries urged the G20 to lead the international community's efforts, such as achieving Land Degradation Neutrality (LDN) and implementing the Kunming-Montreal Global Biodiversity Framework(GBF), which is important for sustainable development.  Ambassador Song welcomed the fact that hydrogen was treated as an important discussion task.He mentioned that the supply of carbon-free and low-carbon hydrogen using nuclear power plants and natural gas as well as renewable energy could contribute to revitalizing the global hydrogen ecosystem for energy conversion.  The next G20 Sherpa meeting is expected to be held in Hampi, Indiato continue practical discussions on the results of the G20 summit. The Korean government will actively participate in G20 consultations to resolve pending issues such as food and energy instability, climate crisis, anddigital gap.

      Although the EU is actively seeking to sign a trade agreement with its trading partners to diversify its supply chain, it is said that it will be difficult to produce concrete results during the current Swedish EU Council presidency.  Unlike the previous board of directors, such as France, the Swedish presidency promotes the easing of excessive supply chain dependence on some countries, including China and Russia, through an active external trade expansion strategy.  However, the EU's policy to expand the free trade agreement is also slow due to globalization and contraction of free trade because of the Cold War-type geopolitical power struggle, and pressure from the U.S. to check China.  The following is the status of negotiations with major trading partners currently being pursued by the EU.  [EU-New Zealand Trade Agreement] Sweden plans to reach a trade agreement with New Zealand during its term as chairman of the board of directors.Sweden tries to obtain European Parliament approval by the end of this year.But it is unclear whether a deal will be concluded.  [Revised EU-Mexico Trade Agreement] The EU plans to conclude negotiations with Mexico to revise the modernization of the trade agreement in the second half of this year for the summit between the two countries. However, the Swedish Presidency is seeking to declare a settlement of the agreement before the EU-South America summit, which will be heldJuly this year.   [Ukraine Special Status Extension]Tariff-free benefits for supporting Ukraine goods are set to expire in June. Under the leadership of the Swedish Presidency, who has been pushing hard for Ukraine’s support, the EU Council and the European parliament are expected to approve the extension of benefits.

  • EUROPE PARLIAMENT&EU Board of directors agrees to 80% reduction in greenhouse gas in maritime transport sector by2050
      On the 23rd (Thursday), the European Parliament and the EU Board of directors agreed on the so-called ‘FuelEU Maritime Initiative’ to reduce greenhouse gas emissions in the maritime transport sector by 80%.  The ‘FuelEU Maritime Initiative’ is a plan to reduce greenhouse gas emissions in the maritime transport sectorwhich accounts for 3-4% of the EU's total greenhouse gas emissions. It’s a part of so-called “Fit for 55” packages to reduce greenhouse gas emissions by 55% compared to1990.    [Rate of Reduction] Under the agreement, greenhouse gas emissions in the maritime transport sector will be mandated to be reduced by 2% in 2025, 6% in 2030, 14.5% in 2035, 31% in 2040, 62% in 2045, and 80% in 2050.  [Reduction method] Unlike the air transport sector, greenhouse gas reduction in the maritime transport sector has adopted a method of gradually reducing total greenhouse gas emissions without requiring the use of specific fuels. It is also mandatory to reduce methane and nitrogen oxide emissions along with CO2 emissions.  [Fines] Fines will be imposed if greenhouse gas reduction obligations are not fulfilled, and the collected fines will be used as project subsidies to decarbonize the maritime transport sector.  [Implementation Monitoring] The executive shall monitor the implementation of the regulations and whether the competitiveness of the maritime transport sector is reduced due to the regulations.  Meanwhile, the maritime transport and biofuel industries welcomed the agreement, saying it was necessary to expand investment and increase the supply of synthetic fuels to meet the goal of decarbonizing the maritime transport sector.  On the other hand, the Green Party of the European Parliament criticized the EU's leading role in sustainable maritime transport fuel research and development by setting an extremely low ratio of mandatory use of synthetic fuels.

  • The Intergovernmental Panel on Climate Change approves 6th Assessment Report.
      The Intergovernmental Panel on Climate Change (IPCC) unanimously approved the "IPCC 6th Assessment Report (AR6* Comprehensive Report)," which emphasized the urgency of integrated short-term climate action at the 58th General Assembly.  This report provides comprehensive information on the scientific basis, impact, adaptation, and mitigation of climate change by describing the core contents of three special reports and three Working Groups published during the IPCC 6th assessment cycle (2015-2023).   Thisreport consists of A) current status and trends, B) long-term climate change, risks and responses, and C) short-term responses.The main contents of summary for Policymakers (SPM)are as follows.  A. The current status and trend assess the observed evidence of climate change, the historical and current factors and effects of human-induced climate change, the adaptation and mitigating reactions currently implemented.    B.Long-term climate change, risks, and responses presented the assessment results of climate change by 2100 according to future socioeconomic development.    C. The short-term response points out the importance of a climate resilient development path that integrates adaptive and mitigating behaviors toward sustainable development. IPCC evaluate adaptation and mitigation behavior options in the short term (by 2040) and suggest ways to expand them.  Meanwhile,Kim Hyo-eun, the foreign ministry's climate change ambassador said "The importance of scienceis increasing in major international climate negotiations, including the UN climate change. As the IPCC has had a great influence on the international community's response to climate change, we hope that its role and importance will continue to expand."

  • Daegu successfully attracted the 2024 International Baccalaureate Global Conference!
      The Daegu Metropolitan Office of Education announced on the 22nd that Daegu succeeded in attracting‘2024 IBC International Baccalaureate Global Conference’ for the first time in Korea.   Thevenue for the Asia-Pacific region was officially announced as "Daegu" at the 2023IB Global Conference in Adelaide, Australia, from March 18 to 21.  The IB Global Conference is an international academic event held annually in three countries that have passed strict screening by regional headquarters (▲ Asia-Pacific, ▲ America, ▲ Africa, Europe, and the Middle East).The 2024 IB Global Conference in the Asia-Pacific region will be held in Daegu.  Although many countries challenged to host the 2024 IB Global Conference, IB headquarters officials, including Olly-PekkaHeinonen, gave high marks to Daegu, which is playing a leading role in introducing and spreading Korea's IB program. This is the first achievement in four years since the company announced its intention to host Daegu for the first time in 2019.  The Daegu Metropolitan Office of Education signed a memorandum of cooperation with the IB headquarters in July 2019 and introduced the Korean IB program for the first time in Korea. 14 out of 20 IB world schools in Daegu have passed all difficult certification procedures in less than four years. This spread of IB in Daegu is the result of the addition of administrative and financial support from the Daegu Metropolitan Office of Education and the Daegu City Council to the passion and willingness of teachers in Daegu to innovate teaching and evaluation methods.   Daegu Convention Bureau, which led to the success of the bid in collaboration with the Daegu Metropolitan Office of Education, is an international conference partner of Daegu City.It has been working to present Daegu's future industrial development roadmap and create assets and benefits. The Daegu Metropolitan Office of Education and Daegu Convention Bureau will cooperate more closely for the successful hosting of the event.

  • Summary of the EU Critical Raw Materials Act
      The draft of the so-called Critical Raw Materials Act (CRMA), which is being pursued by the EU Commission, has been released through the media.  Along with the "Net-Zero Industry Act," the Core Raw Materials Act is promoted to excel the production, processing, and recycling of key raw materials necessary for eco-friendly transformation in the EU.Adding to that, the Act aims to reduce dependence on mineral resources in specific countries by diversifying supply chains.  The EU Commission is scheduled to announce the Core Raw Materials Act (proposal) and the Climate Neutral Industry Act (proposal) on the 14th (Tue), respectively.  * CRMA PURPOSE AND OBJECTIVES  CRMA is a framework regulation for maintaining stable and sustainable mineral raw material supply chains by responding to the crisis in the core raw material supply chain and facilitating mining, processing and recycling of minerals within the EU. Through Act, EU plans to strengthen production capacity at each stage of the core raw material value chain by 2030.  To this end, the mining capacity of strategic raw material minerals in the EU will be expanded to 10% of EU annual demand, 40% of regional processing capacity, and 15% of recycling capacity.The import destination will be diversified so that each strategic mineral raw material import dependence on a specific country will not exceed 70%.   If strengthening monitoring of the core raw material supply chain, responding to the supply chain crisis, and supplying specific raw material are practically impossible to achieve, EU commission implement countermeasures.

  • Korea International Trade Association confirms position on ‘Data Act’
      The European Parliament confirmed its position on the 'Data Act' at a plenary vote on the 14th (Tue).  The Data Act stipulates the rights and obligations of all economic entities to share data in order to promote the sharing of industrial data collected through the IoT.  As the European Parliament has confirmed its position on the data law, it will launch a trilogue negotiation with the EU Council and EU Commission to seek a final compromise. The first three-way negotiation will take place on the 28th (Tue).  [Data Law Coverage] The Data Act stipulates the principle of guaranteeing access to data to IoT users who contributed to data generation. Data with guaranteed access rights are limited to non-personal information collected through the Internet of Things.  [Business-to-consumer (B2C) data sharing] IoT users (consumers) have access to data generated by the Internet of Things for purposes such as using separate repair services other than data depositors (manufacturers, etc.), and can also sell acquired data.  [Business-to-business (B2B) data sharing] When data is shared between companies, data archivists can claim compensation for data sharing from the target company as part of economic incentives related to data collection and sharing. However, if the target of sharing is small and medium-sized enterprises, technical costs related to data sharing cannot be exceeded.  [Business-Government (B2G) Data Sharing] Public institutions such as the government may exceptionally require private companies to share data for the purpose of responding to or preventing public crises. However, data that can be shared is limited to non-personal information, and strict requirements such as protecting the economic value of data are imposed.

  • President Yoon Suk Yeol met with Saudi Defense Minister Khalid
        On March 7, President Yoon Suk Yeol met Saudi Defense Minister Khalid bin Salman Al Saud at the presidential office in Yongsan. They shared the security situation and shared opinions on major issues such as strengthening defense, defense cooperation between South Korea and Saudi Arabia.  President Yoon said that Korea-Saudi defense and defense cooperation will take a leap forward into a future-oriented strategic partnership with Minister Khalid's visit to Korea following the Korea-Saudi talks last November.  President Yoon said, "Please send warm regards to King Salman and Crown Prince Mohammed bin Salman. 26 investment contracts and MOUs signed in last November are being actively promoted at the level of the pan-ministerial government by forming the Korea-Saudi Economic Cooperation Public-Private Promotion Committee and working-level support group." In addition, he said, "As very important economic and security partners, let's strengthen cooperation for the Korean Peninsula, the Middle East and international peace."  In response, Khalid said, "Korea-Saudi relations have established unprecedented economic and defense cooperation based on strong mutual understanding.The cooperation between the two countries has been refined since Crown Prince Mohammed bin Salman visited Korea last November."  Saudi Arabia's General Staff Chief Fayyadh bin Hamed Al-Ruwaili, Saudi Ambassador of KoreaSami Alsadhan,and secretary of the general staff Hesham Abdulazizzonsaifattended the interview.  On the South Korean side, Defense Minister Lee Jong-sup, National Security Office First Deputy Director Kim Tae-hyo, National Security Office Second Deputy Director Im Jong-deuk and Defense Secretary Lim Ki-hoon attended the meeting.
