        [LeadersTimes]LeeJoon-il,theDirector-GeneralforNorthKoreanNuclearAffairsatSouthKorea’s foreign ministry, held a series of discussions with representatives from the UnitedStates, Japan, and China during the 32nd Northeast Asian Cooperation Dialogue (NEACD),whichtook place from May9 to 10 inTokyo, Japan.    On May 9, Lee met with Liu Xiaoming, the Special Representative of the ChineseGovernmentonKoreanPeninsulaAffairs.Theyexchangedviewsonthecurrentsituationonthe peninsula and discussed future countermeasures.   On the same day, Lee held talks with the U.S. Senior Official for the DPRK Jung Pak andHiroyukiNamazu,theDirector-GeneralofAsianandOceanianAffairsBureauattheJapan’sforeign ministry. The three leaders expressed deep regret over North Korea's continuednuclear and missile development and provocations, which poses a serious threat to peace andstabilityon theKorean Peninsula andto the internationalcommunity.    The representatives also shared their concerns about the deepening illegal cooperation,including arms trade, between North Korea and Russia, and decided to continue leadinginternational efforts to prevent such activities. In particular, as members of the SecurityCouncil, they agreed to push for thorough implementation of sanctions against North Korea.This comes after Russia's veto ended the UN Security Council's expert panel mission onNorth Korea. The three countries also evaluated cooperative efforts among South Korea, theU.S., and Japan, including a working-group meeting on countering North Korea's cyberthreats.     The envoys agreed to continue cooperation on human rights and humanitarian issues,including matters concerning abductees, detainees, prisoners of war, and North Koreandefectors overseas.LeeexplainedSouth Korea'sunificationeffortstoexpand universalvaluesoffreedomandhumanrights,whileU.S.andJapaneserepresentativesreaffirmedtheirsupport for a free and peaceful unified Korean Peninsula as expressed in the Camp Davidjoint statement.    On May 10, Lee discussed North Korea's nuclear issues with U.S. senior official Jung Pak.They agreed to maintain close cooperation with the goal of complete denuclearization. Theyalso discussed preparing for all possibilities, including potential provocations from NorthKorea such as an additional satellite launch and unilateral attempt to change the status quo inthe West Sea. Following the successful operation of the South Korea-U.S. Working Group tocounter cyber threats, they agreed to continue efforts to prevent North Korea from evadingsanctions and blocking illegal funding sources. Lee highlighted South Korea's efforts toimprove human rights and humanitarian issues in North Korea, and both sides agreed tostrengthen their cooperation in these areas. They emphasized the importance of China'sconstructive role in resolving Korean Peninsula issues and agreed to maintain communicationwith China through various levels of consultation.

  • Ministry of Oceans and Fisheries and International Maritime Organization (IMO)Jointly Discuss Autonomous Ship Policy

  • How is the blossoming season predicted in spring?
          [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

  • Minister Lee Jong-ho Represents Korea at the 2024 Nuclear Energy Summit in Brussels
      Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). The minister emphasized the importance of continued investment in innovative research and development, such as SMRs, as promising technologies for tripling global nuclear power generation capacity by 2050.    The summit provided an opportunity for nuclear research institutions and industries in Korea, such as the Korea Atomic Energy Research Institute, Korea Hydro & Nuclear Power Co, to engage in discussions with relevant agencies from key partner countries on cooperation projects.    In conclusion, Minister Lee's participation in the 2024 Nuclear Energy Summit underscored Korea's commitment to global cooperation in nuclear energy, highlighting its role as a leader in nuclear technology innovation and its dedication to contributing to a sustainable energy future.

  • The 3rd Summit for Democracy
    [Leaders Times] The Korean government will host the Summit for Democracy on March 18-20.    The Summit for Democracy, led by US President Biden, was the global conference system in  2010. In March 2023, the United States, in cooperation with South Korea, Costa Rica, the  Netherlands, and Zambia, held the Secondary Summit for Democracy.    On the first day, March 18, the third Summit for Democracy will proceed to the ministerial  conference about the subject ‘AI, Digital Technology and Democracy.’The opening ceremony,  including a discussion and workshop led by internal and external civil society, will be held on the  second day, March 19.    The third Summit for Democracy will be held with a virtual meeting on March 20 at night.  President Yoon Suk Yeol will organize a virtual summit with the prime minister of Denmark,  Mette Frederiksen, and Kenyan President William Ruto. Moreover, three countries—South  Korea, Denmark, and Kenya—will preside over each session of the Summit for Democracy.  President Yoon Suk Yeol will lead a second session on ‘Technology, election, and fake news.’     This Summit for Democracy, hosted on ‘Democracy for Future Generations,’ will be the  opportunity to plant certainty in global youth, who will play a leading role in the future and  actively reflect their voices. During the Summit for Democracy, varied arguments will progress,  and designs will be planned to be published to support global youth-empowering innovation.    Our government holds the Summit for Democracy because our democratic leadership enforces to  reflect international society’s high credibility and expectations. Our government contributes to  democracy promotion by sharing the experiences and outcomes of Korea, where it has developed  and fostered democracy in international society. Through this process, the government will push  ahead with its vision of a global hub country.

  • CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation
      In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach.  The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries.  Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives."  Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries.  Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia."  The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

  • Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,
        I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines.   Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support.   Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family.   These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience.   I realized how much potential there is in every child through conversations with the families during the trip. Providing scholarships and support for education, I was honored to be able to provide the chance for economically disadvantaged to shine. With Leaderstimes and Global Leaders Club, I seek to continue my multicultural, philanthropy and expand Angel for Kor-Fils’s Journey to more households in need. As we’ve already expanded into Cambodia, I hope Global Leaders Club members will join in our support for the underprivileged.

  • Smart Animal Husbandry, First Step for Future Livestock Industry
    Minister Song Mi-ryung visited the smart livestock farm in Pyeongtaek-si, Gyeonggi Province, encouraged youth ranchers, listened to the difficulty of the place, and discussed the expansion of smart animal husbandry. Livestock facility[Leaders Times] On February 6th at 4:30, Minister of Agriculture, Food and Rural Affairs Song Mi-ryung visited the smart piggery in Pyeongtaek-si, Gyeonggi Province, observed the place of smart animal husbandry, and conducted a meeting about a method of expansion of smart animal husbandry with youth ranchers who are practicing future smart livestock. Livestock farm (Rosefarm), where she visited, is a smart piggery that optimizes feed supplements to retrench approximately 19% of feed cost compared with normal farms, considering the growth stages of mother pigs and piglets and brings a system of exhausting air in the center and air washer in to decrease odor innovatively. Minister Song declared the schemes to reinforce necessary support for the expansion of smart livestock and to emphasize smart animal husbandry as the powerful way of advancing the livestock industry that overcomes the problems of livestock farming through the scientific control of odor and animal disease and the improvement of production. Also, she heard diverse opinions from youth ranchers, smart equipment manufacturers, and people from a public institution that certifies livestock products (KAPE) at the meeting after visiting a smart piggery.At this meeting, the youth ranchers suggested ▲enforcement of expansion and supplement of smart farms focused on solutions, ▲increasing opportunity and experience of youth farmers, such as practical education, and ▲establishing big data platforms for the smart equipment and expansion of the use of solutions. Minister Song responded that the Agriculture, Food and Rural Affairs will create a performance model of each type and field for smart animal husbandry and increase the opportunity experience steadily. Moreover, she declared to find a varied improvement plan for the achievement and creation of smart livestock. Minister of Agriculture, Food and Rural Affairs Song Mi-ryung said that future growing industrialization of the agricultural industry needs to foster an agricultural innovative ecosystem that encourages youth ranchers’ creative ideas and capability. She requested that fervor and innovation youth ranchers who were at the meeting might endeavor to expand to a good model of society with related organization.”

  • Ministry of Foreign Affairs to hold first Korea-Sweden Arctic Council
    The Ministry of Foreign Affairs held the "First Korea-Swedish Arctic Council" at the annex of the Seoul Government Complex on March 8.  Since joining the Arctic Council as an observer in 2013, Korea has held bilateral Arctic councils with six Arctic countries to respond to international issues related to the Arctic, including climate change and Arctic routes, and to find cooperation agendas in areas such as oceans, infrastructure, and energy.  The Korea-Swedish Arctic Council is the first bilateral Arctic Council with Sweden. It is meaningful that Korea has expanded the bilateral Arctic Council operated with members of the Arctic Council.  The two sides confirmed that meaningful scientific cooperation between the two countries is underway, including continuous Arctic atmospheric observation using the Nialson Science Base (Jefflin Observatory), where the Arctic Dasan Science Base is located. Both party agreed to expand scientific research and human exchanges to foster polar experts and revitalize networks.  Both Korea and Sweden discussed ways to use the icebreaker as a country, participation in the undersea optical cable project, cooperation between Sweden's abundant strategic resources and battery sector, and cooperation in green shipping to slow the warming rate of the Arctic region.  Through the Korea-Swedish Arctic Council, understanding of both countries' arctic policies, such as climate change response and sustainable development, was enhanced. In particular, the two countries agreed on the need to strengthen cooperation through the Arctic Council, the venue for major discussions on the Arctic.  Korea, which marks the 10th anniversary of its membership as an observer of the Arctic Council this year, plans to contribute to key Arctic issues such as climate, environment, and local cooperation in the Arctic as a reliable partner.

  • Competition for 'super-large AI' technology, the core of ChatGPT, is in full swing
    ChatGPT, an interactive artificial intelligence released by OpenAI on November 30, 2022, is becoming a social issue.Patent competition has been intensified to preoccupy the super-largeAI technology that is the basis of ChatGPT.  According to the Korean Intellectual Property Office, the number of ultra-large AI-related patent applications filed in the five major intellectual property countries (IP5: Korea, United States, Japan, China, and Europe) has increased by about 28 times over the past 10 years.   In particular, over the past five years, the average annual growth rate has been 61.3%, which seems to be the result of active research on AI after the 'AlphaGo shock in 2016'.   When looking at applicants by country, the United States (35.6%), China (31.0%), and Japan (11.6%) ranked in a row.  In terms of the average annual growth rate, Korea (89.7% on average) and China (79.3% on average) are showing a steep rise.    Korea reached 1,912 applications in 2020,thereby marking 319 timescompared to the number of 2011, when received only six applications per year. In 2019, Korea surpassed Japan in the annual number of applications.   Park Jae-il, head of the artificial intelligence big data review division at the Korean Intellectual Property Office said that "Super-large AI is a new growth engine for Korea to take a leap forward as a technology that has a great impact on various industries."

  • European Parliament approves EU 'IRIS2 project' in response to Starlink
      On the 15th (Wednesday), the European Parliament approved the so-called "IRIS2" project, which will launch 170 orbital satellites by 2027 with a total investment of 3.15 billion euros.  IRIS2 is aimed to eliminate Internet blind spots through hundreds of satellite networks, ensuring confidential communications between European governments, intelligence agencies, security, It also intends to respond to Elon Musk's Starlinkjust likeintroducing of Galileo Project in response to U.S’ GPS.  The EU has proved that Starlink is an essential means of communication for future wars through the Ukrainian war. However, StarLink aims to have a total of 42,000 satellites in the long run,still not enough for the EU to compete with StarLink.  IRIS2 will cover Europe and Africa and provide high-speed Internet services.It will be used as a backup system to provide uninterrupted Internet services in the event of current Internet problems.  In this regard, Thierry Breton, an executive committee member, explained that various procurement projects will be launched to carry out the project.The first satellite will be launched in 2024, and the full service in 2027.  Incase of IRIS2-related procurement projects, very strict selection criteria will be imposed.30% of the projects must be participated by start-ups and SMEs.

  • Land satellite images are provided for earthquake recovery in Turkey
      The Ministry of Science and ICT and the Ministry of Land, Infrastructure and Transport said they are continuously providing satellite images using multipurpose practical satellites and next-generation heavy satellites to support Turkey earthquake damage.  The Ministry of Science and ICT's multipurpose practical satellites 3, 3A, and 5 have joined the International Charter 'Space and Major Disasters'for international disaster response cooperation and are providing satellite images.   In addition, the Ministry of Land, Infrastructure and Transport plans to provide satellite images to charter from the first half of 2023 to contribute to disaster relief activities around the world.   In response to the earthquake in Turkey, the Ministry of Science and ICT announced that it has provided images of earthquake-damaged areas to the charter at least once a day from 5 p.m. (local time) on February 7, and will provide satellite images sequentially in the future. Furthermore, the results of the video analysis of the multi-purpose practical satellite No. 3 in the Antakya area on February 10 were delivered to the National Fire Agency to support the activities of the Korean Emergency Relief Team.   The Ministry of Land, Infrastructure and Transport said it will provide images of the earthquake-stricken areas taken by the next-generation medium-sized satellite 1 to request agencies such as the Ministry of National Defense, the Fire Agency and the Turkish government from 10:48 a.m. (local time) on Feb. 11.  Kim Ki-seok, head of the space technology division of the Ministry of Science and ICT, said, "We will contribute to the international community by continuously providing video footage of the affected areas through cooperation between all ministries and links with the next-generation medium-sized satellite No. 1 used by the Ministry of Land, Infrastructure and Transport."

        The 2030 Busan World Expo Hosting Committee signed a 'UAM Business Cooperation MOU' with SK Telecom, Hanwha System, Korea Airports Corporation, and T-Map Mobility to host the 2030 Busan World Expo.  In a bid plan submitted to the Bureau International des Expositions (BIE) on September 7, the bidding committee proposed a plan to utilize future transportation systems such as UAM for the convenience of visitors at the 2030 Busan World Expo.  UAM is a next-generation urban air transportation method that operates with eco-friendly energy based on advanced ICT technologies such as AI and autonomous driving. It is also consistent with the main and subtitle of the 2030 Busan World Expo in that it solves social problems such as environmental problems and traffic congestion.  The main content of this agreement is cooperation in attracting promotional activities using UAM simulators for domestic and foreign exhibition events such as BIE Field Survey (4.3-7), Climate Industry International Fair (5.24-27, BEXCO), and MWC (Spain).  The agreement agency plans to create a enthusiasm for attracting the 2030 Busan World Expo to the public, while showing Korea's technology in the UAM field to the world, drawing differentiation from competitors such as Saudi Arabia.  Yoon Sang-jik, secretary-general of the bid committee, said, "The convenient transportation infrastructure of Busan, the host city, is the most powerful strength of the 2030 Busan World Expo," adding, "The hosting activities using UAM will effectively show Korea's technology and commitment to realizing the carbon-neutral expo."  In addition, each agreement agency expressed its willingness to support all-out hosting activities through local surveys and global exhibitions by utilizing UAM-related content.  In the future, the bid committee plans to make all efforts to attract Busan through cooperation with various companies in deciding the venue for the 2030 World Expo at the end of November this year.

  • Food and Agriculture Organization (FAO) World Food Price Index down0.8%
        According to the United Nations Food and Agriculture Organization (FAO), the World Food Price Index in January 2023 recorded 131.2 points, down 0.8% from the previous month (132.2 points). Grain prices rose slightly, but prices fell for all other items.  In January 2023, the grain price index recorded 147.4 points, up 0.1% from 147.3 points in December 2022. Wheat fell in price as production increased compared to expectations in Australia and Russia.Corn prices rose due to strong demand for Brazilian corn and concerns over drought in Argentina, despite the decline in U.S. corn export prices.Rice prices rose on the back of rising domestic demand and the exchange rate in some Asian exporters.  In the case of oil and fat prices, it was 140.4 points, down 2.9% from the previous month (144.6 points). Palm oil prices fell as demand for imports slowed as major importers recently secured large inventories. Soybean oil prices fell due to falling prices of other oils and fats and improved climate conditions in Argentina. The prices of rape seed oil and sunflower seed oil fell as export volume was sufficiently supplied.  In the case of meat, it was 113.6 points, down 0.1% from the previous month (113.7 points). Beef prices fell, especially in Australia and New Zealand, as the supply of cattle for slaughter increased. Despite of the spreading avian influenza, the price of poultry meat fell as the exportable volume of major countries continued to increase. Pork was supplied sufficiently in Brazil and the United States, and China's demand for imports for the Spring Festival was lower than expected, causing prices to fall.  In the case of dairy products, it was 136.2 points, down 1.4% from the previous month (138.2 points). Butter market demand slowed as prices were expected to continue to fall, and prices fell as supply from Australia and New Zealand also increased. Dry whole milk fell in price due to weak demand from major importers and increased supply from New Zealand, and skimmed milk fell due to overall slowing demand. On the other hand, cheese prices rose slightly in Western Europe due to the recovery in demand for dining out and retailing because of the New Year holiday.  In the case of sugar, it was 115.8 points, down 1.1% from the previous month (117.2 points). The main factors were the smooth harvest in Thailand and the improvement in production conditions due to good climate effects in Brazil. However, the drop was not significant because of concerns over low yields in India, rising gasoline prices in Brazil, increased demand for ethanol, and a strong Brazilian real currency.

  • Korean Mask Dance is listed as an Intangible Cultural Heritage of Humanity by UNESCO.
      The 17th Intergovernmental Committee of the UNESCO Intangible Heritage Protection Convention (11.28-12.3) held in Rabat, Morocco, finally decided to list "Korean Mask Dance" on the UNESCO Intangible Cultural Heritage List.  The UNESCO Intangible Heritage Committee praised the value of universal equality and criticism of the social status system emphasized by "Korean Mask Dance" as still a meaningful topic today and plays a symbolic role in each region's cultural identity.   In particular, out of total of 46 applications for registration on the agenda, the"Korean Mask Dance" was evaluated as an exemplary case that clearly described the social function and cultural meaning of intangible heritage.  ‘AndongHahoeByeolsingutTalnori’ and ‘YecheonCheongdannori’ were highly praised for their comprehensive traditional art that advocated universal equality and sublimated the contradiction of the class system into dance, song, and play. It is important that it has been recognized as an excellent universal value for its faithfulness to the role of social criticism as a symbolic element of the cultural identity of theregion.  As a result, Andong has become a historical city with five world heritages, including Korea's historical village (Hahoe Village), SanjiSeungwon (Bongjeongsa Temple), Seowon (Dosanseowon, Byeongsanseowon), and Talchum (HahoebyeolSingutTalnori). Yecheon also achieved its first world heritage.  The UNESCO listing of "Korean Mask Dance" is a good example of the collaboration of the Cultural Heritage Administration, the Ministry of Foreign Affairs, Andong City, North Gyeongsang Province, and five municipal and provincial intangible cultural conservation organizations and the World Federation of Culture and Arts.  With this registration, Korea has a total of 22 UNESCO Intangible Cultural Heritage of Humanity, and will continue to make efforts to promote cultural diversity and human creativity in accordance with the UNESCO Intangible Heritage Protection Convention.

  • Domestic medical team prove the world's first anti-stress effect of exercise
      A research team led by Professor Park Ki-soo of the Department of Nuclear Medicine at Korea University Ansan Hospital proved the anti-stress effect of exercise for the first time in the world through a nuclear medicine video.  Stress is cited as a major risk factor for all diseases, including neurotic ulcers and cardiovascular disease, and it is known that obese people, in particular, have higher stress levels than those who do not. In addition, exercise is known to relieve stress, but there was no objective video data to prove it.  The research team imaged and quantified "amygdala activity," a cerebral area that controls stress responses in obese women and normal people, through a nuclear medical imaging technique, "18F-FDG PET/CT," They finally confirmed that the activity of amygdala increased by about 1.5 times compared to normal people. This shows that the stress level of obese women is higher than that of normal people.  Furthermore, the activity of the amygdala decreased by about 20% after aerobic and muscle resistance exercise were performed for three months in obese women. While the activity of the amygdala decreased, the body mass index (BMI), waist circumference, and blood pressure also decreased significantly.  Professor Park Ki-soo said, "This study is the world's first study to prove the anti-stress effect of exercise through objective images. Nuclear medical images are highly valuable as a stress evaluation index in various clinical treatment strategies."  The research paper was published in the latest issue of the international journal "Frontiers in Endocrinology."

  • President Yoon Suk Yeol visits the Swiss Federal Institute of Technology, Zurich
        President Yoon Suk Yeol visited the Swiss Federal Institute of Technology in Zurich, Switzerland, on the afternoon of January 19 (local time) and had a "conversation with quantum scholars."  The conversation was designed to listen to trends in quantum technology development through dialogue with experts in quantum fields at the Swiss Federal Institute of Technology in Zurich, a world-renowned research institute. The president intends to explore strategies to become a game changer in the next decade.  President Yoon said that interest in quantum fields is increasing, with the2022 Nobel Prize winners in Physics being produced from quantum technology researchers. He also emphasized that quantum technology is coming to bloom with great interest from each country and company.   President Yoon stressed that Korea has the capability to quickly secure technology while reducing trial and error based on its R&D experience. Korean government will make efforts to contribute to the desirable future development of mankind in the international community through solidarity and cooperation with countries around the world.    Furthermore, the president's office mentioned that thediscussed topic with quantum scholars will be reflected and announced in the ‘national quantum strategy,’ currently being established by the government.  Prior to the conversation, President Yoon was guided by the vice president of the Swiss Federal University of Technology. He introduced Einstein's life and achievements andvarious collection. The Library of the Federal University of Technology in Zurich is the world's best university library with 7.8 million books and artifacts, including Einstein's academic records, notes, and letters exchanged with colleagues.

  • EU Commission President announced ‘Green Deal Industry Plan’
      EU Commission President Ursula von der Leyen announced the so-called ‘Green Deal Industry Plan’ at the World Economic Forum in Davos on the 17th (Tue) and presented the following four key initiatives.    [Net-Zero Industry Act] Under the EU's ‘Next Generation EU’ and ‘REPowerEU’ plans, the regulatory environment has been improved to respond to rapidly increasing demand of climate-neutral industries such as wind power, heat pumps, solar power, clean hydrogen and (energy) storage.  To this end, the ‘Net-Zero Industry Act,’ similar to the EU's semiconductor law, will be introduced to focus on investment in the overall supply chain of the strategic sector by 2030. The act especially aims to issue permits quickly and simply for clean technology manufacturing facilities.    [Increasing investment and funding for clean technology production] In response to competitive incentives provided by non-EU countries such as the US and China, EU will push for a temporary reform tosimplify EU subsidies to maintain competitiveness in European industries.  To achieve this goal, the calculation of subsidieswill be simplified, and related regulations will be revised for prompt payment approval. In addition, targeted support for production facilities related to the strategic clean technology value chain will be implemented to prevent EU companies from leaking due to offshore subsidies.    [Training technical personnel] Skilled technology management personnel areessential for the transition to clean technology.Necessary support such as regulatory reform and funding will be implemented to foster such essential skilled technology personnel.    [International cooperation to strengthen the supply chain] A strong and resilient supply chain is vital for the transition to clean technology for global climate neutrality. To this end, international community expands open and fair international trade.  As part of this, some issues related to the implementation of trade agreements with Canada and the United Kingdom are resolved as soon as possible, trade agreements with Mexico, Chile, New Zealand, and Australia are quickly concluded, and trade agreements with India and Indonesia are progressed.  In particular, EU society firmly responds to unfair trade practices in some countriesincluding China. International community blocks market distortions such as public procurement and mergers and acquisitions due to Chinese government subsidies by utilizing EU offshore subsidies.
