      [LeadersTimes]TheRuralDevelopmentAdministrationhasidentifiedmicroorganismsthatweaken the physical and chemical durability of polyethylene surfaces used in agriculturalproducts, such as vinyl mulching and greenhouse covers, by modifying and decomposingthem.    Polyethylene (PE) is the most commonly used plastic in agriculture due to its excellentdurability and chemical resistance. It is primarily used for mulching and greenhouse cladding.However, discarded waste vinyl remains in the environment and adversely affects agricultureas it does not decompose naturally. Significant research efforts have focused on developingenvironmentally friendly decomposition methods.    The newly discovered microorganisms, KACC 83073BP and Trametes trogii KACC83074BP, were isolated from domestic agricultural lands and forests. These fungi attach tothe surface of polyethylene films, initiating the oxidative degradation process, the first step inbiodegradation, significantly reducing the mechanical properties of the plastic.    Among these, Trametes trogii KACC 83074BP exhibited the highest oxidation effect onmulchingfilm.After10daysoftreatmentwiththisstrain,theoxidationeffectroseby44.7%compared to the single treatment with KACC 83073BP from the Pleurotus genus. Transcriptanalysis of Trametes trogii KACC 83074BP revealed a gene whose expression increasedearly and late in the deterioration process of the polyethylene film. Pleurotus spp. KACC83073BP, when incubated with Preussia spp. HRK33 KACC 81283BP, reduced the initialoxidation time of polyethylene by more than 50% compared to single treatments.    In general, studies have reported that microbial oxidation of plastic takes at least a month.However,themicroorganismsdiscoveredbytheRuralDevelopmentAdministration     demonstrated a significantly accelerated decomposition process, with oxidation of thepolyethylene surface beginning within approximately 7 days of culturing.    Theadministrationhasappliedforfourpatentsrelatedtothesemicroorganismsthatpromotepolyethylene decomposition. These findings will serve as fundamental data for the"Proteomics-based Polyethylene Decomposition Enzyme and Decomposition MechanismInvestigation Project" (Korea Program for International Cooperation in AgriculturalTechnology).    "The amount of plastic that is thrown away every year and enters the environment issignificant, so eco-friendly treatment alternatives is necessary,” said Sangbum Kim at theAgricultural Microbiology Division of the Rural Development Administration. "This study ishighly meaningful as it secureda research foundation for the eco-friendly treatment of wasteplastics…. We aim to uncover the action mechanism of polyethylene-degrading enzymesusing omics tools such as transcriptomics and proteomics."

• IAEA Hosts International Dialogue in Korea for Commercialization of Next-Generation Small Modular Reactors

    The Ministry of Science, Technology, and Information Communication recently announced Deputy Minister Lee Chang-yoon's attendance at the opening ceremony of the International Atomic Energy Agency (IAEA) Innovation in Nuclear Reactors and International Joint Fuel Projects Dialogue Forum, held at the Jeju Convention Center on May 7th.    The INPRO Dialogue Forum serves as a vital platform for international academic exchange between nuclear technology holder and user countries since 2010. Held 1-2 times a year, this forum addresses current issues within the nuclear industry. This marks Korea's third time hosting the event, following previous forums held in 2012 and 2019. The 22nd session of the forum focused on the successful development and sustainable deployment of Small Modular Reactors (SMRs).    Key stakeholders from major countries, including representatives from the US Department of Energy and Russia's state-owned nuclear companies, participated in the forum. They shared insights on crucial policy topics essential for the commercialization of SMRs, ranging from core technology acquisition to safety evaluations, economic viability, and infrastructure development.    The Ministry is spearheading a policy shift towards SMR-centered next-generation reactor development, departing from the conventional public-led large nuclear power plant approach. The aim is to swiftly secure core technologies for innovative small modular reactors and various non-light water reactors, including sodium-cooled fast reactors, molten salt reactors, and high-temperature gas-cooled reactors.    Deputy Minister Lee Chang-yoon articulated the vision for next-generation nuclear technology development and the establishment of an industrial ecosystem during the opening ceremony.The Ministry plans to unveil specific implementation plans in the first half of this year. 

• South Korea and U.S. Hold 10th Energy Security Dialogue in Houston

      On April 30th, the Ministry of Foreign Affairs and the U.S. Department of State convened the 10th South Korea-U.S. Energy Security Dialogue at the prestigious Baker Institute for Public Policy in Houston, Texas.   Discussions centered around key topics such as decarbonization efforts, clean energy cooperation, reconstruction of energy infrastructure in Ukraine, critical minerals and electric vehicle batteries, and collaboration on multilateral platforms.  The timing of the dialogue was significant given the escalating tensions in the Middle East, amplifying the importance of enhancing energy security cooperation between South Korea, a nation heavily reliant on energy imports, and the United States, a major energy exporter and ally. Additionally, both parties explored avenues to expedite the transition to clean energy in response to the pressing global challenge of climate change, while bolstering collaboration on multilateral platforms.  The United States, as the world's largest LNG exporter, plays a pivotal role in South Korea's energy landscape, with approximately 40 million tons of LNG imported annually. Furthermore, with renewable energy accounting for over 20% of total energy production in the United States as of 2023, there are promising prospects for South Korean companies in sectors such as solar panels and hydrogen power generation.  The 10th South Korea-U.S. Energy Security Dialogue, held in Houston, renowned as the energy capital, holds significance not only for fostering intergovernmental cooperation but also for facilitating dialogue between energy companies from both nations. This dialogue serves as a platform to support the entry of South Korean companies into the U.S. energy market and explore medium- to long-term cooperation plans with the U.S. academic and energy security community.   Looking ahead, the 11th South Korea-U.S. Energy Security Dialogue is slated to take place in South Korea next year, continuing the tradition of bilateral engagement on critical energy security issues

• Overseas Consuls General Meeting Discusses Global Multilateral Diplomacy

    The Overseas Consuls General Meeting in 2024 concluded with a final topic discussion on the morning of April 25th, centering on "Global Multilateral Diplomacy." The session saw the participation of Kang In-sun, Vice Minister of Foreign Affairs, alongside the consuls general. The discussion was structured into three parts, each addressing crucial aspects of international relations.   In the first segment, emphasis was placed on enhancing contributions to international peace and security by elevating democratic standards and engaging in activities within the UN Security Council. This included exploring avenues for expanding Korea's role in promoting global stability.    Vice Minister Kang, in her opening remarks, underscored the significance of Korea's multilateral diplomacy amidst geopolitical and geoeconomic shifts. She urged a thoughtful consideration of goals, stressing the consul general's crucial role in realizing Korea's ambition as a global pivotal state.    During the subsequent session, Kwon Ki-hwan, Director-General for Multilateral Diplomacy, highlighted Korea's commitment to strengthening international solidarity based on universal values like democracy and human rights. He outlined plans for Korea to play a more active role in global affairs during its upcoming term on the UN Security Council.    In the following segment, Kim Hee-sang, Director-General for Economic Diplomacy, outlined the government's vision on key global economic issues, including supply chains, digitalization, AI, climate, and energy. He discussed Korea's strategies for engagement within major multilateral economic forums such as the G7, G20, APEC, and OECD.    In the final session, Kwon Ki-hwan reiterated the importance of effective implementation of global South diplomacy by Korea through initiatives like advanced-country-type Official Development Assistance (ODA) and strengthening strategic partnerships with major donor countries.    The topic discussions served as a platform to share Korea's vision and contributions to the international community, gather insights from the consul general, and propose policies to bolster Korea's role as a "global pivotal state" in multilateral diplomacy. 

• 2024 World Climate Industry EXPO to be Jointly Hosted by South Korea and the International Energy Agency

    The Ministry of Trade, Industry, and Energy of South Korea and the International Energy Agency (IEA) have announced their plans to jointly host the 2024 World Climate Industry Expo. This collaboration reflects a shared understanding of the urgent need for international cooperation in promoting zero-carbon energy solutions such as nuclear power, renewable energy, hydrogen, and carbon capture, storage, and utilization (CCUS) to address the global climate crisis and enhance energy security.  The World Climate Industry Expo, first established last year, integrates 30 domestic energy and environment exhibitions along with investment attraction events. The South Korean government has made efforts to facilitate this joint hosting with the IEA, including sending a letter from the Prime Ministerand holding a meeting with IEA Executive Director Fatih Birol. With the active participation and guidance of the IEA, this year's expo is set to evolve into a truly international event.  The theme for this year's expo is "Opening the Era of Zero-Carbon Energy through Climate Technology," with a focus on discussions about accelerating the transition to sustainable clean energy. The expo is expected to serve as a global platform for advancing the spread of zero-carbon energy technologies and initiatives, following the agreements made at the UN Climate Change Conference last December.  IEA Executive Director Fatih Birol will deliver a keynote speech during the event and present the IEA's analysis of major energy technologies essential for achieving global climate goals. Professor James Bacchus is also set to give a keynote address. Major global companies such as Samsung, Hyundai Motors, Tesla, and Ørsted will showcase the latest and future technologies related to zero-carbon energy.  Lee Ho-hyeon, Director of Energy Policy, stated, "I welcome IEA Executive Director Fatih Birol's decision to co-host the expo for the spread of zero-carbon energy." He added, "We will work with the IEA to elevate the World Climate Industry Expo into a leading international event for addressing the climate crisis." 

• MDCP Holds 9th Operating Committee Meeting

    The 9th Operating Committee meeting of theMulti-agency Donor Coordination Platform for Ukraine (MDCP) took place in Kyiv, Ukraine, on April 10. The meeting was attended by Kang Seok-hee, South Korea’s government representative supporting Ukraine’s reconstruction efforts. This was the first in-person meeting since South Korea joined the MDCP in February 2023.  Major donor countries and institutions at the meeting expressed their unwavering support for Ukraine’s reconstruction and recovery efforts. They issued a joint statement outlining financial support direction for Ukraine for 2024-25. The statement emphasized contributions to Ukraine’s urgent recovery needs in 2024, such as protecting energy infrastructure and securing alternative power sources. Countries also agreed to launch a Business Advisory Council, composed of private enterprises, at the upcoming Ukraine Recovery Conference in Berlin in June 2024.  Attendees praised Ukraine’s commitment to reforms and efforts to secure sustainable economic growth. They highlighted the importance of enhancing the effectiveness of international support and expanding the participation of the private sector in the reconstruction and recovery process.  South Korea reiterated its commitment to supporting Ukraine through humanitarian aid and long-term reconstruction in areas such as infrastructure, healthcare, and education. This support aligns with the 'Ukraine Peace Solidarity Initiative' announced during President Yoon Seok-yeol's visit to Ukraine in July 2022.  The next MDCP Operating Committee meeting is scheduled to take place in Berlin in June during the Ukraine Recovery Conference.

The three leaders expressed deep regret over North Korea's continuednuclear and missile development and provocations, which poses a serious threat to peace andstabilityon theKorean Peninsula andto the internationalcommunity.    The representatives also shared their concerns about the deepening illegal cooperation,including arms trade, between North Korea and Russia, and decided to continue leadinginternational efforts to prevent such activities. In particular, as members of the SecurityCouncil, they agreed to push for thorough implementation of sanctions against North Korea.This comes after Russia's veto ended the UN Security Council's expert panel mission onNorth Korea. The three countries also evaluated cooperative efforts among South Korea, theU.S., and Japan, including a working-group meeting on countering North Korea's cyberthreats.     The envoys agreed to continue cooperation on human rights and humanitarian issues,including matters concerning abductees, detainees, prisoners of war, and North Koreandefectors overseas.LeeexplainedSouth Korea'sunificationeffortstoexpand universalvaluesoffreedomandhumanrights,whileU.S.andJapaneserepresentativesreaffirmedtheirsupport for a free and peaceful unified Korean Peninsula as expressed in the Camp Davidjoint statement.    On May 10, Lee discussed North Korea's nuclear issues with U.S. senior official Jung Pak.They agreed to maintain close cooperation with the goal of complete denuclearization. Theyalso discussed preparing for all possibilities, including potential provocations from NorthKorea such as an additional satellite launch and unilateral attempt to change the status quo inthe West Sea. Following the successful operation of the South Korea-U.S. Working Group tocounter cyber threats, they agreed to continue efforts to prevent North Korea from evadingsanctions and blocking illegal funding sources. Lee highlighted South Korea's efforts toimprove human rights and humanitarian issues in North Korea, and both sides agreed tostrengthen their cooperation in these areas. They emphasized the importance of China'sconstructive role in resolving Korean Peninsula issues and agreed to maintain communicationwith China through various levels of consultation.

• How is the blossoming season predicted in spring?

        [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

• Minister Lee Jong-ho Represents Korea at the 2024 Nuclear Energy Summit in Brussels

    Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). • The 3rd Summit for Democracy

  [Leaders Times] The Korean government will host the Summit for Democracy on March 18-20.    The Summit for Democracy, led by US President Biden, was the global conference system in  2010. In March 2023, the United States, in cooperation with South Korea, Costa Rica, the  Netherlands, and Zambia, held the Secondary Summit for Democracy.    On the first day, March 18, the third Summit for Democracy will proceed to the ministerial  conference about the subject ‘AI, Digital Technology and Democracy.’The opening ceremony,  including a discussion and workshop led by internal and external civil society, will be held on the  second day, March 19.    The third Summit for Democracy will be held with a virtual meeting on March 20 at night.  President Yoon Suk Yeol will organize a virtual summit with the prime minister of Denmark,  Mette Frederiksen, and Kenyan President William Ruto. Moreover, three countries—South  Korea, Denmark, and Kenya—will preside over each session of the Summit for Democracy.  President Yoon Suk Yeol will lead a second session on ‘Technology, election, and fake news.’     This Summit for Democracy, hosted on ‘Democracy for Future Generations,’ will be the  opportunity to plant certainty in global youth, who will play a leading role in the future and  actively reflect their voices. During the Summit for Democracy, varied arguments will progress,  and designs will be planned to be published to support global youth-empowering innovation.    Our government holds the Summit for Democracy because our democratic leadership enforces to  reflect international society’s high credibility and expectations. Our government contributes to  democracy promotion by sharing the experiences and outcomes of Korea, where it has developed  and fostered democracy in international society. Through this process, the government will push  ahead with its vision of a global hub country.

• CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation

    In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach.  The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries.  Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives."  Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries.  Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia."  The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

• Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,

      I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines.   Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support.   Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family.   These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience.   I realized how much potential there is in every child through conversations with the families during the trip. • Smart Animal Husbandry, First Step for Future Livestock Industry

  Minister Song Mi-ryung visited the smart livestock farm in Pyeongtaek-si, Gyeonggi Province, encouraged youth ranchers, listened to the difficulty of the place, and discussed the expansion of smart animal husbandry. Livestock facility[Leaders Times] On February 6th at 4:30, Minister of Agriculture, Food and Rural Affairs Song Mi-ryung visited the smart piggery in Pyeongtaek-si, Gyeonggi Province, observed the place of smart animal husbandry, and conducted a meeting about a method of expansion of smart animal husbandry with youth ranchers who are practicing future smart livestock. Livestock farm (Rosefarm), where she visited, is a smart piggery that optimizes feed supplements to retrench approximately 19% of feed cost compared with normal farms, considering the growth stages of mother pigs and piglets and brings a system of exhausting air in the center and air washer in to decrease odor innovatively. Minister Song declared the schemes to reinforce necessary support for the expansion of smart livestock and to emphasize smart animal husbandry as the powerful way of advancing the livestock industry that overcomes the problems of livestock farming through the scientific control of odor and animal disease and the improvement of production. Also, she heard diverse opinions from youth ranchers, smart equipment manufacturers, and people from a public institution that certifies livestock products (KAPE) at the meeting after visiting a smart piggery.At this meeting, the youth ranchers suggested ▲enforcement of expansion and supplement of smart farms focused on solutions, ▲increasing opportunity and experience of youth farmers, such as practical education, and ▲establishing big data platforms for the smart equipment and expansion of the use of solutions. Minister Song responded that the Agriculture, Food and Rural Affairs will create a performance model of each type and field for smart animal husbandry and increase the opportunity experience steadily. Moreover, she declared to find a varied improvement plan for the achievement and creation of smart livestock. Minister of Agriculture, Food and Rural Affairs Song Mi-ryung said that future growing industrialization of the agricultural industry needs to foster an agricultural innovative ecosystem that encourages youth ranchers’ creative ideas and capability. She requested that fervor and innovation youth ranchers who were at the meeting might endeavor to expand to a good model of society with related organization.”

        [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

• Minister Lee Jong-ho Represents Korea at the 2024 Nuclear Energy Summit in Brussels

    Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). • Convening the 3rd summit for democracy

    On March 18, 2024, the Korean government, alongside the governments of the United Kingdom, Ecuador, and the United States, co-hosted the Third Democracy Summit Ministerial Meeting in Seoul. Focused on the theme of 'AI/Digital Technology and Democracy,' the summit aimed to address the evolving intersection of technological innovation and democratic principles.  The Ministerial Meeting marked the initiation of the Third Democracy Summit, which spanned three days from March 18 to March 20, and drew over 400 participants. Among them were approximately 30 government officials at the ministerial and vice-ministerial level, representatives from diplomatic corps stationed in Korea, as well as individuals from civil society, industry, and academia.  In the welcoming remarks, President Yoon Suk-yeol underscored the pivotal role of democracy in Korea's journey, rooted in universal values such as freedom, human rights, and the rule of law. He expressed Korea's commitment to sharing its democratic development experience with the global community through the Summit.  Foreign Minister Cho Tae-yeol, in his opening speech, highlighted the significance of technological innovation amid global democratic challenges. He emphasized the intertwined nature of artificial intelligence, digital technology, and democracy, acknowledging both the opportunities and challenges.  Throughout the Ministerial Meeting, representatives from participating governments emphasized the imperative for democratic nations to exchange policies and experiences concerning digital technology's impact on democracy. They stressed the need for collaborative efforts to harness the benefits of digital innovation while safeguarding democratic values.   The meeting facilitated comprehensive discussions on the implications of rapidly advancing artificial intelligence and digital technology for future generations' democracy. • The 3rd Summit for Democracy

  [Leaders Times] The Korean government will host the Summit for Democracy on March 18-20.    The Summit for Democracy, led by US President Biden, was the global conference system in  2010. In March 2023, the United States, in cooperation with South Korea, Costa Rica, the  Netherlands, and Zambia, held the Secondary Summit for Democracy.    On the first day, March 18, the third Summit for Democracy will proceed to the ministerial  conference about the subject ‘AI, Digital Technology and Democracy.’The opening ceremony,  including a discussion and workshop led by internal and external civil society, will be held on the  second day, March 19.    The third Summit for Democracy will be held with a virtual meeting on March 20 at night.  President Yoon Suk Yeol will organize a virtual summit with the prime minister of Denmark,  Mette Frederiksen, and Kenyan President William Ruto. Moreover, three countries—South  Korea, Denmark, and Kenya—will preside over each session of the Summit for Democracy.  President Yoon Suk Yeol will lead a second session on ‘Technology, election, and fake news.’     This Summit for Democracy, hosted on ‘Democracy for Future Generations,’ will be the  opportunity to plant certainty in global youth, who will play a leading role in the future and  actively reflect their voices. During the Summit for Democracy, varied arguments will progress,  and designs will be planned to be published to support global youth-empowering innovation.    Our government holds the Summit for Democracy because our democratic leadership enforces to  reflect international society’s high credibility and expectations. Our government contributes to  democracy promotion by sharing the experiences and outcomes of Korea, where it has developed  and fostered democracy in international society. Through this process, the government will push  ahead with its vision of a global hub country.

• CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation

    In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach.  The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries.  Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives."  Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries.  Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia."  The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

• Enhancing International Cooperation for Research on Emerging Infectious Disease Response among Korea, U.S., and Japan

      The Korea Centers for Disease Control and Prevention (KCDC) and the National Institute of Health (NIH), under the leadership of Director Park Hyun-young and Director Jang Hee-chang respectively, have announced the forthcoming 2024 International Conference on Emerging Infectious Diseases in the Pacific Rim (EID). Scheduled to take place from March 5th to 8th, the event will span four days and will be hosted at the Grand Hyatt Incheon Hotel.    This collaborative effort is spearheaded by the National Institute of Allergy and Infectious Diseases (NIAID) of the United States, in partnership with the Japan Agency for Medical Research and Development (AMED) and the Korea National Institute of Infectious Diseases (NIID). Additionally, the International Vaccine Institute (IVI) will participate as a partner institution.   The conference will commence with welcoming remarks from Director General Ji Young-mi of the KCDC, Dr. Diane Griffin, a Professor at the Johns Hopkins Bloomberg School of Public Health, and Dr. Hiroshi Kiyono from Chiba University. The overarching theme of the conference will revolve around "Rapid Emergence of Pathogens Due to Climate Change and Pandemic Preparedness."    As an integral part of the event, the NIID will organize the 2nd International Symposium for Infectious Diseases Research Institutes Cooperation (IDRIC) on March 8th, aimed at bolstering collaboration among domestic and international research institutions.    Under the theme "Current Status and Rapid Development Strategies for Vaccine and Therapeutics Development against Pandemic Preparedness," IDRIC will feature discussions focusing on the development of vaccines and treatments in response to the "Government-wide Mid-to-Long-Term Plan for Preparedness against Emerging Infectious Diseases."    Director Jang Hee-chang of the NIID expressed, "We plan to enhance close cooperation with domestic and international institutions and companies by developing treatments and vaccines for emerging infectious diseases in cooperation with the United States, Japan, and others, and upgrading infrastructure, such as establishing a national advanced vaccine development center."

• Deputy Minister Im Sang-joon Represents South Korea at 6th United Nations Environment Assembly

  The Ministry of Environment has announced that Deputy Minister Im Sang-joon participated in the '6th United Nations Environment Assembly' held in Nairobi, Kenya, from February 29th to March 1st. He represented the South Korean government, engaging in discussions aimed at enhancing multilateral cooperation to tackle global environmental crises.  The United Nations Environment Assembly, convened biennially in Nairobi, Kenya, serves as a platform where ministers and deputy ministers from UN member countries convene to deliberate on the United Nations Environment Programme's (UNEP) work plans, budgets, and adopt resolutions and declarations, making it the highest-level environmental conference.  The focus of the 6th United Nations Environment Assembly centered on "Effective, Comprehensive, and Sustainable Multilateral Action for Climate Change, Loss of Biodiversity, and Environmental Pollution (including air and plastic pollution)." Representatives from over 190 countries attended, including Inger Andersen, the Executive Director of the United Nations Environment Programme, as well as representatives from civil society and non-governmental organizations.  Deputy Minister Im Sang-joon emphasized concrete measures to address environmental crises through national statements. He underscored South Korea's role as a 'green ladder' to effectively deliver resources to developing countries in combatting climate change. Furthermore, he urged UN member countries to expedite the conclusion of the plastic agreement within the year to tackle the plastic crisis.  Moreover, South Korea contributed to the adoption of a resolution proposed by the United States to enhance global air quality by participating as a co-sponsor. This contribution underscores the nation's commitment to multinational efforts aimed at addressing air pollution.   Deputy Ministerstated, "We must act to become the change we envision," and added, "South Korea will continue to play a central role as a pivotal country leading global changes to address climate change, loss of biodiversity, and air and plastic pollution."

• Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,

      I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines.   Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support.   Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family.   These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience.   I realized how much potential there is in every child through conversations with the families during the trip.   The Ministry of Foreign Affairs recently convened the 7th ROK-OCHA Policy Consultation in New York in collaboration with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) on February 16th. The meeting saw the participation of Director Won Do-yeon from the Development Cooperation Bureau representing South Korea, alongside Ms. Joyce Msuya, Deputy Executive Director of OCHA, who served as the senior representative.    During the meeting, both parties engaged in discussions highlighting the pivotal role of OCHA's coordination capacity amidst escalating global humanitarian crises attributed to conflicts and climate change. Emphasis was placed on exploring tangible cooperation measures aimed at effectively addressing humanitarian crises. Moreover, strategic cooperation plans between South Korea and OCHA were deliberated upon, particularly in light of South Korea's forthcoming assumption of the presidency of the UN Security Council's non-permanent member for the 2024-2025 term, with a focal point on humanitarian assistance.    Director Won underscored the imperative of realizing the vision of a globally pivotal state and contributing substantially to the international community in alignment with South Korea's status and prestige. He elaborated on the comprehensive review of strategic cooperation relations with major humanitarian organizations, including OCHA, aimed at enhancing the efficacy of humanitarian assistance efforts.    Deputy Executive Director Ms. Msuya commended the South Korean government's endeavors in bolstering humanitarian assistance amid unprecedented humanitarian crises.
