• Overseas Consuls General Meeting Discusses Global Multilateral Diplomacy

    The Overseas Consuls General Meeting in 2024 concluded with a final topic discussion on the morning of April 25th, centering on "Global Multilateral Diplomacy." The session saw the participation of Kang In-sun, Vice Minister of Foreign Affairs, alongside the consuls general. The discussion was structured into three parts, each addressing crucial aspects of international relations.   In the first segment, emphasis was placed on enhancing contributions to international peace and security by elevating democratic standards and engaging in activities within the UN Security Council. This included exploring avenues for expanding Korea's role in promoting global stability.    Vice Minister Kang, in her opening remarks, underscored the significance of Korea's multilateral diplomacy amidst geopolitical and geoeconomic shifts. She urged a thoughtful consideration of goals, stressing the consul general's crucial role in realizing Korea's ambition as a global pivotal state.    During the subsequent session, Kwon Ki-hwan, Director-General for Multilateral Diplomacy, highlighted Korea's commitment to strengthening international solidarity based on universal values like democracy and human rights. He outlined plans for Korea to play a more active role in global affairs during its upcoming term on the UN Security Council.    In the following segment, Kim Hee-sang, Director-General for Economic Diplomacy, outlined the government's vision on key global economic issues, including supply chains, digitalization, AI, climate, and energy. He discussed Korea's strategies for engagement within major multilateral economic forums such as the G7, G20, APEC, and OECD.    In the final session, Kwon Ki-hwan reiterated the importance of effective implementation of global South diplomacy by Korea through initiatives like advanced-country-type Official Development Assistance (ODA) and strengthening strategic partnerships with major donor countries.    The topic discussions served as a platform to share Korea's vision and contributions to the international community, gather insights from the consul general, and propose policies to bolster Korea's role as a "global pivotal state" in multilateral diplomacy. 

• 2024 World Climate Industry EXPO to be Jointly Hosted by South Korea and the International Energy Agency

    The Ministry of Trade, Industry, and Energy of South Korea and the International Energy Agency (IEA) have announced their plans to jointly host the 2024 World Climate Industry Expo. This collaboration reflects a shared understanding of the urgent need for international cooperation in promoting zero-carbon energy solutions such as nuclear power, renewable energy, hydrogen, and carbon capture, storage, and utilization (CCUS) to address the global climate crisis and enhance energy security.  The World Climate Industry Expo, first established last year, integrates 30 domestic energy and environment exhibitions along with investment attraction events. The South Korean government has made efforts to facilitate this joint hosting with the IEA, including sending a letter from the Prime Ministerand holding a meeting with IEA Executive Director Fatih Birol. With the active participation and guidance of the IEA, this year's expo is set to evolve into a truly international event.  The theme for this year's expo is "Opening the Era of Zero-Carbon Energy through Climate Technology," with a focus on discussions about accelerating the transition to sustainable clean energy. The expo is expected to serve as a global platform for advancing the spread of zero-carbon energy technologies and initiatives, following the agreements made at the UN Climate Change Conference last December.  IEA Executive Director Fatih Birol will deliver a keynote speech during the event and present the IEA's analysis of major energy technologies essential for achieving global climate goals. Professor James Bacchus is also set to give a keynote address. Major global companies such as Samsung, Hyundai Motors, Tesla, and Ørsted will showcase the latest and future technologies related to zero-carbon energy.  Lee Ho-hyeon, Director of Energy Policy, stated, "I welcome IEA Executive Director Fatih Birol's decision to co-host the expo for the spread of zero-carbon energy." He added, "We will work with the IEA to elevate the World Climate Industry Expo into a leading international event for addressing the climate crisis." 

• MDCP Holds 9th Operating Committee Meeting

    The 9th Operating Committee meeting of theMulti-agency Donor Coordination Platform for Ukraine (MDCP) took place in Kyiv, Ukraine, on April 10. The meeting was attended by Kang Seok-hee, South Korea’s government representative supporting Ukraine’s reconstruction efforts. This was the first in-person meeting since South Korea joined the MDCP in February 2023.  Major donor countries and institutions at the meeting expressed their unwavering support for Ukraine’s reconstruction and recovery efforts. They issued a joint statement outlining financial support direction for Ukraine for 2024-25. The statement emphasized contributions to Ukraine’s urgent recovery needs in 2024, such as protecting energy infrastructure and securing alternative power sources. Countries also agreed to launch a Business Advisory Council, composed of private enterprises, at the upcoming Ukraine Recovery Conference in Berlin in June 2024.  Attendees praised Ukraine’s commitment to reforms and efforts to secure sustainable economic growth. They highlighted the importance of enhancing the effectiveness of international support and expanding the participation of the private sector in the reconstruction and recovery process.  South Korea reiterated its commitment to supporting Ukraine through humanitarian aid and long-term reconstruction in areas such as infrastructure, healthcare, and education. This support aligns with the 'Ukraine Peace Solidarity Initiative' announced during President Yoon Seok-yeol's visit to Ukraine in July 2022.  The next MDCP Operating Committee meeting is scheduled to take place in Berlin in June during the Ukraine Recovery Conference.

• ASEAN-ROK Dialogue: Strengthening Partnerships and Addressing Regional Challenges

    The annual Deputy Ministerial Meeting between Korea and ASEAN countries, known as the 'ASEAN-ROK Dialogue,' convened on April 4th to assess the current state of cooperation and discuss future directions. This year marked the 35th anniversary of establishing the ASEAN-ROK dialogue relations, underscoring the significance of the occasion.    The dialogue aimed to establish the Comprehensive Strategic Partnership (CSP), representing the highest level of partnership between Korea and ASEAN. It provided a platform to review the current state of Korean-ASEAN cooperation, exchange views on future development directions, and discuss regional and international situations.    In the opening remarks, Deputy Minister Chung Byung-won emphasized the importance of strengthening relations with ASEAN and the full-scale implementation of the Korean-ASEAN Solidarity Initiative (KASI). He highlighted strategic coordination, digital transformation, and climate change response as key areas for mutual cooperation.    The Deputy Minister elaborated on how the Korean-ASEAN Solidarity Initiative contributes to ASEAN's goal of building three pillars of community by 2025. He emphasized the need to expand cooperation in future industries such as digital technology, electric vehicles, and smart cities to enhance supply chain stability and resilience.    Participants also exchanged views on major regional and international issues, including the situation on the Korean Peninsula, developments in the South China Sea, the issue of Myanmar, the Israel-Hamas conflict, and the war in Ukraine.    ASEAN reaffirmed its support for Korea's North Korea policy, including its ‘Audacious Initiative.’ The dialogue concluded with a renewed commitment to strengthen partnerships and address regional challenges, underscoring the importance of cooperation between Korea and ASEAN in promoting peace, stability, and prosperity in the region.    Overall, the ASEAN-ROK Dialogue provided a valuable opportunity for both sides to deepen cooperation, enhance mutual understanding, and address shared challenges in the years ahead.  

• Convening the 3rd summit for democracy

    On March 18, 2024, the Korean government, alongside the governments of the United Kingdom, Ecuador, and the United States, co-hosted the Third Democracy Summit Ministerial Meeting in Seoul. Focused on the theme of 'AI/Digital Technology and Democracy,' the summit aimed to address the evolving intersection of technological innovation and democratic principles.  The Ministerial Meeting marked the initiation of the Third Democracy Summit, which spanned three days from March 18 to March 20, and drew over 400 participants. Among them were approximately 30 government officials at the ministerial and vice-ministerial level, representatives from diplomatic corps stationed in Korea, as well as individuals from civil society, industry, and academia.  In the welcoming remarks, President Yoon Suk-yeol underscored the pivotal role of democracy in Korea's journey, rooted in universal values such as freedom, human rights, and the rule of law. He expressed Korea's commitment to sharing its democratic development experience with the global community through the Summit.  Foreign Minister Cho Tae-yeol, in his opening speech, highlighted the significance of technological innovation amid global democratic challenges. He emphasized the intertwined nature of artificial intelligence, digital technology, and democracy, acknowledging both the opportunities and challenges.  Throughout the Ministerial Meeting, representatives from participating governments emphasized the imperative for democratic nations to exchange policies and experiences concerning digital technology's impact on democracy. They stressed the need for collaborative efforts to harness the benefits of digital innovation while safeguarding democratic values.   The meeting facilitated comprehensive discussions on the implications of rapidly advancing artificial intelligence and digital technology for future generations' democracy. It served as a platform for fostering international consensus on the responsible use of emerging technologies in alignment with democratic principles.  

• Enhancing International Cooperation for Research on Emerging Infectious Disease Response among Korea, U.S., and Japan

      The Korea Centers for Disease Control and Prevention (KCDC) and the National Institute of Health (NIH), under the leadership of Director Park Hyun-young and Director Jang Hee-chang respectively, have announced the forthcoming 2024 International Conference on Emerging Infectious Diseases in the Pacific Rim (EID). Scheduled to take place from March 5th to 8th, the event will span four days and will be hosted at the Grand Hyatt Incheon Hotel.    This collaborative effort is spearheaded by the National Institute of Allergy and Infectious Diseases (NIAID) of the United States, in partnership with the Japan Agency for Medical Research and Development (AMED) and the Korea National Institute of Infectious Diseases (NIID). Additionally, the International Vaccine Institute (IVI) will participate as a partner institution.   The conference will commence with welcoming remarks from Director General Ji Young-mi of the KCDC, Dr. Diane Griffin, a Professor at the Johns Hopkins Bloomberg School of Public Health, and Dr. Hiroshi Kiyono from Chiba University. The overarching theme of the conference will revolve around "Rapid Emergence of Pathogens Due to Climate Change and Pandemic Preparedness."    As an integral part of the event, the NIID will organize the 2nd International Symposium for Infectious Diseases Research Institutes Cooperation (IDRIC) on March 8th, aimed at bolstering collaboration among domestic and international research institutions.    Under the theme "Current Status and Rapid Development Strategies for Vaccine and Therapeutics Development against Pandemic Preparedness," IDRIC will feature discussions focusing on the development of vaccines and treatments in response to the "Government-wide Mid-to-Long-Term Plan for Preparedness against Emerging Infectious Diseases."    Director Jang Hee-chang of the NIID expressed, "We plan to enhance close cooperation with domestic and international institutions and companies by developing treatments and vaccines for emerging infectious diseases in cooperation with the United States, Japan, and others, and upgrading infrastructure, such as establishing a national advanced vaccine development center."

• How is the blossoming season predicted in spring?

        [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

• Minister Lee Jong-ho Represents Korea at the 2024 Nuclear Energy Summit in Brussels

    Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). The minister emphasized the importance of continued investment in innovative research and development, such as SMRs, as promising technologies for tripling global nuclear power generation capacity by 2050.    The summit provided an opportunity for nuclear research institutions and industries in Korea, such as the Korea Atomic Energy Research Institute, Korea Hydro & Nuclear Power Co, to engage in discussions with relevant agencies from key partner countries on cooperation projects.    In conclusion, Minister Lee's participation in the 2024 Nuclear Energy Summit underscored Korea's commitment to global cooperation in nuclear energy, highlighting its role as a leader in nuclear technology innovation and its dedication to contributing to a sustainable energy future.

• The 3rd Summit for Democracy

  [Leaders Times] The Korean government will host the Summit for Democracy on March 18-20.    The Summit for Democracy, led by US President Biden, was the global conference system in  2010. In March 2023, the United States, in cooperation with South Korea, Costa Rica, the  Netherlands, and Zambia, held the Secondary Summit for Democracy.    On the first day, March 18, the third Summit for Democracy will proceed to the ministerial  conference about the subject ‘AI, Digital Technology and Democracy.’The opening ceremony,  including a discussion and workshop led by internal and external civil society, will be held on the  second day, March 19.    The third Summit for Democracy will be held with a virtual meeting on March 20 at night.  President Yoon Suk Yeol will organize a virtual summit with the prime minister of Denmark,  Mette Frederiksen, and Kenyan President William Ruto. Moreover, three countries—South  Korea, Denmark, and Kenya—will preside over each session of the Summit for Democracy.  President Yoon Suk Yeol will lead a second session on ‘Technology, election, and fake news.’     This Summit for Democracy, hosted on ‘Democracy for Future Generations,’ will be the  opportunity to plant certainty in global youth, who will play a leading role in the future and  actively reflect their voices. During the Summit for Democracy, varied arguments will progress,  and designs will be planned to be published to support global youth-empowering innovation.    Our government holds the Summit for Democracy because our democratic leadership enforces to  reflect international society’s high credibility and expectations. Our government contributes to  democracy promotion by sharing the experiences and outcomes of Korea, where it has developed  and fostered democracy in international society. Through this process, the government will push  ahead with its vision of a global hub country.

• CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation

    In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach.  The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries.  Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives."  Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries.  Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia."  The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

• Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,

      I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines.   Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support.   Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family.   These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience.   I realized how much potential there is in every child through conversations with the families during the trip. Providing scholarships and support for education, I was honored to be able to provide the chance for economically disadvantaged to shine. With Leaderstimes and Global Leaders Club, I seek to continue my multicultural, philanthropy and expand Angel for Kor-Fils’s Journey to more households in need. As we’ve already expanded into Cambodia, I hope Global Leaders Club members will join in our support for the underprivileged.

• Smart Animal Husbandry, First Step for Future Livestock Industry

  Minister Song Mi-ryung visited the smart livestock farm in Pyeongtaek-si, Gyeonggi Province, encouraged youth ranchers, listened to the difficulty of the place, and discussed the expansion of smart animal husbandry. Livestock facility[Leaders Times] On February 6th at 4:30, Minister of Agriculture, Food and Rural Affairs Song Mi-ryung visited the smart piggery in Pyeongtaek-si, Gyeonggi Province, observed the place of smart animal husbandry, and conducted a meeting about a method of expansion of smart animal husbandry with youth ranchers who are practicing future smart livestock. Livestock farm (Rosefarm), where she visited, is a smart piggery that optimizes feed supplements to retrench approximately 19% of feed cost compared with normal farms, considering the growth stages of mother pigs and piglets and brings a system of exhausting air in the center and air washer in to decrease odor innovatively. Minister Song declared the schemes to reinforce necessary support for the expansion of smart livestock and to emphasize smart animal husbandry as the powerful way of advancing the livestock industry that overcomes the problems of livestock farming through the scientific control of odor and animal disease and the improvement of production. Also, she heard diverse opinions from youth ranchers, smart equipment manufacturers, and people from a public institution that certifies livestock products (KAPE) at the meeting after visiting a smart piggery.At this meeting, the youth ranchers suggested ▲enforcement of expansion and supplement of smart farms focused on solutions, ▲increasing opportunity and experience of youth farmers, such as practical education, and ▲establishing big data platforms for the smart equipment and expansion of the use of solutions. Minister Song responded that the Agriculture, Food and Rural Affairs will create a performance model of each type and field for smart animal husbandry and increase the opportunity experience steadily. Moreover, she declared to find a varied improvement plan for the achievement and creation of smart livestock. Minister of Agriculture, Food and Rural Affairs Song Mi-ryung said that future growing industrialization of the agricultural industry needs to foster an agricultural innovative ecosystem that encourages youth ranchers’ creative ideas and capability. She requested that fervor and innovation youth ranchers who were at the meeting might endeavor to expand to a good model of society with related organization.”

• Hosting the First Asia Maritime Security Agency Chiefs Meeting in Korea

This initiative is in response to the growing importance of maritime security, aligned with the Indo-Pacific strategy, and aims to strengthen maritime security cooperation among key nations in the Indo-Pacific region.   Established in 2004, the Asia Maritime Security Agency Chiefs Meeting serves as a collaborative organization with the participation of 22 countries in Asia, including Korea, China, Japan, and various Southeast Asian nations. Additionally, the organization includes one region (Hong Kong) and two international organizations, namely ReCAAP-ISC for Asia-Pacific counter-piracy cooperation and UNODC for the United Nations Office on Drugs and Crime.    The upcoming meeting, scheduled to take place in Incheon in June and September, will be organized into five expert groups. These groups will focus on discussing critical topics such as capacity-building for maritime security agencies in the Asian region, prevention of maritime crime, marine environmental protection, search and rescue operations, and information exchange. The primary objective is to deliberate on collaborative measures to enhance safety and security in maritime environments.    Of particular note is the meeting's emphasis on addressing the pressing issue of drug trafficking through the seas into domestic territories. • What is the Current Status of the Russia-Ukraine War

     With the arrival of the Israeli-Palestinian conflict as well as other rising conflicts around the world, the media has shifted its gears towards covering the newest events, leaving the ongoing Russia-Ukraine war in the dust. Nowadays, news channels or social media pages rarely discuss the ongoing events of war between Russia and Ukraine regularly. Nevertheless, the war in eastern Europe has been raging for nearly two years, so here’s the current situation and future outlook of the conflict.   The Russo-Ukrainian War technically began in February of 2014 but broke out into the war we now know after Russia launched a full-scale invasion in February of 2022. When the invasion was announced, there was no formal declaration of war but rather labeled as a “special military operation” by Putin. Upon his announcement, Putin quickly ordered airstrikes and missile launches, especially targeting Kyiv which is the capital of Ukraine. What Russia expected to be a quick invasion and annexation of Ukrainian territories turned into a gruesome battle leading to over millions of refugees displaced and hundreds of thousands wounded or deceased.   It is unclear who will win the war as both sides have had their ups and downs. Russia, who expected swift victory, was faced with unexpected Western aid that nearly evened the playing field and significantly slowed the pace of the invasion. Regardless, Russian forces were initially able to take around 25% of Ukraine's territory across the eastern boarder but are now at a stalemate, as the front lines are barely budging. Ukrainian troops started 2023, devising a counteroffensive against Russia with high hopes and western nations’ support, but are starting 2024 with low moral, anxiety about the future aid, and disappointment in the battleground.   With Israeli-Palestinian conflict and increasing tension between China and Taiwan, Putin is taking advantage of the slower pace of the war, waiting for the Western allies' economic and military aid to relocate and spread out amongst conflicts around the world instead of being concentrated against Russia. Ukraine may have slowly took back some parts of the land Russia was able to seize in their initial invasion, but it will be difficult to win back more.   While Russia currently seems to have the upper hand in the war, there is still uncertainty as Ukraine successfully took out key battleships of Russia’s, sanctions were placed against Russia’s economy, and conflicts within the country and against Putin’s presidency. The two nations still trade blows everyday with drone and missile strikes so one future outlook is clear: the war is yet to end.

  Rohingya Refugee Crisis The Rohingya refugee crisis is a complex and multifaceted issue rooted in longstanding ethnic and religious tensions in Myanmar. The crisis gained international attention in 2017 when the Myanmar military launched a brutal crackdown in response to attacks by Rohingya insurgents at security posts. The military's actions included mass killings, sexual violence, and the burning of Rohingya villages, leading to a significant exodus of Rohingya refugees. Ethnic and religious tensions, fueled by nationalist sentiments among the majority Buddhist population, have contributed to the discrimination and persecution of the Rohingya, a Muslim minority group residing in the Rakhine State. The Rohingya have faced enduring discrimination and marginalization, with the government denying them citizenship, rendering them stateless. This lack of legal recognition has subjected the Rohingya to restrictions on movement, education, and access to healthcare, exacerbating their vulnerability.   As a result of the violence, hundreds of thousands of Rohingya were forced to flee their homes and seek refuge in neighboring countries, primarily Bangladesh. The refugee influx overwhelmed existing facilities, leading to the establishment of large-scale refugee camps, such as those in Cox's Bazar. The Rohingya refugees face dire humanitarian conditions in these camps, including inadequate shelter, food shortages, and limited access to healthcare and education.   The humanitarian crisis prompted widespread condemnation from the international community, with calls for accountability and actions to address the root causes of the conflict. Various humanitarian organizations, including the United Nations and non-governmental organizations, have been involved in providing assistance and advocating for the rights of the Rohingya. Diplomatic efforts to resolve the crisis have been ongoing, involving international organizations, governments, and regional actors.  However, finding a sustainable solution has proven challenging. As recently as New Year's Eve, over one hundred more Rohingya refugees arrived and sought shelter in Indonesia amidst rejection from locals who are going as far as attacking Rohingya-populated areas. After fleeing Bangladesh due to surging gang violence, the influx of Rohingya refugees in Indonesia was merely met with new problems. The Rohingya refugee crisis remains a pressing global issue that underscores the need for concerted international efforts to address the root causes, ensure the well-being of the displaced population, and work towards a lasting resolution.

      In 2023, our government has heightened its collaboration with the North Atlantic Treaty Organization (NATO), an alliance that shares core values such as freedom, human rights, and the rule of law. The aim is to safeguard a norm-based international order.    President Yoon Suk-yeol made history by being the first South Korean president to attend the NATO summit for two consecutive years. The summit, held in Vilnius, Lithuania, from July 11 to 12, took place against the backdrop of the prolonged conflict in Ukraine.    During the NATO summit, President Yoon underscored the significance of nations with shared values strengthening solidarity and cooperation to effectively address the challenges of our complex era.    President Yoon also made commitments to bolster cooperation with NATO in supporting Ukraine. This includes expanding contributions to NATO's Ukraine Trust Fund for non-lethal military assistance and increasing humanitarian aid to contribute to the peaceful recovery of the country.    Moreover, the summit provided an opportunity to formalize and systematize cooperation between South Korea and NATO through the signing of the Individual Tailored Partnership Program (ITPP). This marks a departure from the previous cooperation document, the Individual Partnership Cooperation Program (IPCP).    Unlike the IPCP, the ITPP outlines common strategic goals between South Korea and NATO to strengthen the norm-based international order. It expands cooperation areas to 11, including emerging technologies, climate change, and security.    The joint statement of the NATO summit, for the first time in five years, included content condemning North Korea's nuclear missile program. This confirms NATO's strong and unified stance on the North Korean issue. South Korea and NATO pledged to closely coordinate in the future for the complete denuclearization of North Korea.    Looking ahead, our government plans to enhance substantial cooperation with NATO based on the implementation of the ITPP. This commitment extends to the 75th anniversary year of NATO's establishment in 2024, contributing to the realization of the global pivotal role of a country that promotes freedom, peace, and prosperity in the world.

    The Korean Intellectual Property Office (KIPO) is gearing up for a press conference on December 21 at 10 A.M. at the Government Complex in Daejeon. The event aims to announce and share the collaborative achievements between KIPO and the LG Artificial Intelligence (AI) Research Institute, led by Director Baek Kyung-hoon, in the development of AI.    Thirteen officials, including KIPO Commissioner Lee In-sil and LG AI Research Institute Director Baek Kyung-hoon, are expected to attend the conference. The highlight of the event will be the unveiling of the world's first super-sized patent-specific language model jointly developed by the two institutions.    In a significant move, KIPO and LG AI Research Institute signed a memorandum of understanding on July 14 to integrate AI technology into patent administration, aiming for transformative reforms in patent-related processes. The collaborative initiative's flagship project involves the creation of a super-sized patent-specific language model.    This groundbreaking language model combines seven types of patent-related information (totaling 1.78TB), including patent announcements from KIPO, with LG AI Research Institute's massive AI model known as 'EXAONE.' Engineered with 88 billion parameters and designed with consideration for KIPO's environment and utilization purposes, the model underwent a meticulous two-step learning process to optimize its performance.    Following rigorous evaluations, the model showcased above-average results across various tasks, including sentence summarization and translation. With ongoing domain-specific tuning, further enhancements in performance are anticipated.    With the successful establishment of the patent-specific language model, KIPO plans to initiate research and development activities from the next year. He emphasized the importance of contributing to national competitiveness in the era of space economics by transferring relevant technology to the civilian sector at the proper moment.    During the presentation, Jin Young-seung, Director of Strategic Planning at the Joint Chiefs of Staff, underscored the imperative to enhance surveillance and reconnaissance capabilities in response to internal and external situations. These situations include North Korea's accelerated nuclear and missile development and the heightened use of satellites in the Russia-Ukraine conflict. Director Jin presented the military's plan for strengthening surveillance and reconnaissance capabilities, featuring the successful launch of reconnaissance satellites from the Vandenberg Space Force Base in California on December 2nd. The military aims to bolster these capabilities against North Korea's threats by securing an ample number of satellites. Additionally, plans include the early acquisition of unmanned reconnaissance and attack aircraft capable of integrated surveillance and strikes, as well as stealth unmanned reconnaissance and attack aircraft capable of penetrating and striking North Korea's core areas.    Following this, Sung Il, Director of the Ministry of National Defense's Resource Management Office, unveiled the "Defense Acquisition System Innovation Plan." This plan, based on the achievements of the "Defense Acquisition System Task Force" from February to June 2023, outlines the government's intention to diversify acquisition methods from the current two (purchase, research and development) to five (rapid acquisition, acquisition after demonstration project, software acquisition). The aim is to streamline duplicated verification and analysis procedures in the existing acquisition process for increased efficiency.    The government anticipates that diversifying and streamlining the defense acquisition system will significantly reduce the average acquisition period of weapon systems from the current 14 years to 7 years. This strategic move reflects the strong determination of the Yoon Seok-yeol administration to promptly respond to North Korea's evolving asymmetric capabilities by integrating rapidly advancing science and technology into military strategies.       [Leaders Times] The budget proposal and the total expenditure in the fund management plan for the Ministry of SMEs and Startups in 2024 was decided at KRW 14.9497 trillion won in the National Assembly of South Korea on December 21.  During the National Assembly deliberation process, KRW 14.5135 trillion won was increased by KRW 436.1 billion won for enhancement of safety nets of the small business owners and self-employed, regional economic development, and global expansion.  Major budget items approved by the National Assembly: 1. The enhancement of safety nets of the self-employed and retailers a. (Reduction in interest expense of retailers/small business owners) Provides low-interest loans to self-employed and retailers who use non-bank high-interest rate debt. b. (Small business owners energy costs) Provides special supplemental funds, KRW (‘24) 2520 billion won, to assist in payment of electricity bills for vulnerable small business owners. c. (Onnuri gift certificates) Increase issue of Onnuri gift certificates from KRW 4 trillion won to KRW 5 trillion won.  2. The expansion of globalization d. (Global innovation special zone) An increase in the budget is allocated to offset the effect of negative regulations and global standards, such as substantiation and certification, for the development of novel products in high-tech fields, fostering advanced product development, and overseas expansion.     e. (Smart factories) An additional 100 billion won is allocated for the dissemination and expansion of smart factory initiatives.
