He discussed Korea's strategies for engagement within major multilateral economic forums such as the G7, G20, APEC, and OECD. In the final session, Kwon Ki-hwan reiterated the importance of effective implementation of global South diplomacy by Korea through initiatives like advanced-country-type Official Development Assistance (ODA) and strengthening strategic partnerships with major donor countries. The topic discussions served as a platform to share Korea's vision and contributions to the international community, gather insights from the consul general, and propose policies to bolster Korea's role as a "global pivotal state" in multilateral diplomacy.

2024 World Climate Industry EXPO to be Jointly Hosted by South Korea and the International Energy Agency
The Ministry of Trade, Industry, and Energy of South Korea and the International Energy Agency (IEA) have announced their plans to jointly host the 2024 World Climate Industry Expo. This collaboration reflects a shared understanding of the urgent need for international cooperation in promoting zero-carbon energy solutions such as nuclear power, renewable energy, hydrogen, and carbon capture, storage, and utilization (CCUS) to address the global climate crisis and enhance energy security. The World Climate Industry Expo, first established last year, integrates 30 domestic energy and environment exhibitions along with investment attraction events. The South Korean government has made efforts to facilitate this joint hosting with the IEA, including sending a letter from the Prime Ministerand holding a meeting with IEA Executive Director Fatih Birol. With the active participation and guidance of the IEA, this year's expo is set to evolve into a truly international event. The theme for this year's expo is "Opening the Era of Zero-Carbon Energy through Climate Technology," with a focus on discussions about accelerating the transition to sustainable clean energy. The expo is expected to serve as a global platform for advancing the spread of zero-carbon energy technologies and initiatives, following the agreements made at the UN Climate Change Conference last December. IEA Executive Director Fatih Birol will deliver a keynote speech during the event and present the IEA's analysis of major energy technologies essential for achieving global climate goals. Professor James Bacchus is also set to give a keynote address. Major global companies such as Samsung, Hyundai Motors, Tesla, and Ørsted will showcase the latest and future technologies related to zero-carbon energy. Lee Ho-hyeon, Director of Energy Policy, stated, "I welcome IEA Executive Director Fatih Birol's decision to co-host the expo for the spread of zero-carbon energy." He added, "We will work with the IEA to elevate the World Climate Industry Expo into a leading international event for addressing the climate crisis."

MDCP Holds 9th Operating Committee Meeting
The 9th Operating Committee meeting of theMulti-agency Donor Coordination Platform for Ukraine (MDCP) took place in Kyiv, Ukraine, on April 10. The meeting was attended by Kang Seok-hee, South Korea’s government representative supporting Ukraine’s reconstruction efforts. This was the first in-person meeting since South Korea joined the MDCP in February 2023. Major donor countries and institutions at the meeting expressed their unwavering support for Ukraine’s reconstruction and recovery efforts. They issued a joint statement outlining financial support direction for Ukraine for 2024-25. The statement emphasized contributions to Ukraine’s urgent recovery needs in 2024, such as protecting energy infrastructure and securing alternative power sources. Countries also agreed to launch a Business Advisory Council, composed of private enterprises, at the upcoming Ukraine Recovery Conference in Berlin in June 2024. Attendees praised Ukraine’s commitment to reforms and efforts to secure sustainable economic growth. They highlighted the importance of enhancing the effectiveness of international support and expanding the participation of the private sector in the reconstruction and recovery process. South Korea reiterated its commitment to supporting Ukraine through humanitarian aid and long-term reconstruction in areas such as infrastructure, healthcare, and education. This support aligns with the 'Ukraine Peace Solidarity Initiative' announced during President Yoon Seok-yeol's visit to Ukraine in July 2022. The next MDCP Operating Committee meeting is scheduled to take place in Berlin in June during the Ukraine Recovery Conference.

It provided a platform to review the current state of Korean-ASEAN cooperation, exchange views on future development directions, and discuss regional and international situations. In the opening remarks, Deputy Minister Chung Byung-won emphasized the importance of strengthening relations with ASEAN and the full-scale implementation of the Korean-ASEAN Solidarity Initiative (KASI). He highlighted strategic coordination, digital transformation, and climate change response as key areas for mutual cooperation. The Deputy Minister elaborated on how the Korean-ASEAN Solidarity Initiative contributes to ASEAN's goal of building three pillars of community by 2025. Convening the 3rd summit for democracy
On March 18, 2024, the Korean government, alongside the governments of the United Kingdom, Ecuador, and the United States, co-hosted the Third Democracy Summit Ministerial Meeting in Seoul. Focused on the theme of 'AI/Digital Technology and Democracy,' the summit aimed to address the evolving intersection of technological innovation and democratic principles. The Ministerial Meeting marked the initiation of the Third Democracy Summit, which spanned three days from March 18 to March 20, and drew over 400 participants. Among them were approximately 30 government officials at the ministerial and vice-ministerial level, representatives from diplomatic corps stationed in Korea, as well as individuals from civil society, industry, and academia. In the welcoming remarks, President Yoon Suk-yeol underscored the pivotal role of democracy in Korea's journey, rooted in universal values such as freedom, human rights, and the rule of law. He expressed Korea's commitment to sharing its democratic development experience with the global community through the Summit. Foreign Minister Cho Tae-yeol, in his opening speech, highlighted the significance of technological innovation amid global democratic challenges. He emphasized the intertwined nature of artificial intelligence, digital technology, and democracy, acknowledging both the opportunities and challenges. Throughout the Ministerial Meeting, representatives from participating governments emphasized the imperative for democratic nations to exchange policies and experiences concerning digital technology's impact on democracy. They stressed the need for collaborative efforts to harness the benefits of digital innovation while safeguarding democratic values. Enhancing International Cooperation for Research on Emerging Infectious Disease Response among Korea, U.S., and Japan
The Korea Centers for Disease Control and Prevention (KCDC) and the National Institute of Health (NIH), under the leadership of Director Park Hyun-young and Director Jang Hee-chang respectively, have announced the forthcoming 2024 International Conference on Emerging Infectious Diseases in the Pacific Rim (EID). Scheduled to take place from March 5th to 8th, the event will span four days and will be hosted at the Grand Hyatt Incheon Hotel. This collaborative effort is spearheaded by the National Institute of Allergy and Infectious Diseases (NIAID) of the United States, in partnership with the Japan Agency for Medical Research and Development (AMED) and the Korea National Institute of Infectious Diseases (NIID). Additionally, the International Vaccine Institute (IVI) will participate as a partner institution. The conference will commence with welcoming remarks from Director General Ji Young-mi of the KCDC, Dr. Diane Griffin, a Professor at the Johns Hopkins Bloomberg School of Public Health, and Dr. Hiroshi Kiyono from Chiba University. The overarching theme of the conference will revolve around "Rapid Emergence of Pathogens Due to Climate Change and Pandemic Preparedness." As an integral part of the event, the NIID will organize the 2nd International Symposium for Infectious Diseases Research Institutes Cooperation (IDRIC) on March 8th, aimed at bolstering collaboration among domestic and international research institutions. Under the theme "Current Status and Rapid Development Strategies for Vaccine and Therapeutics Development against Pandemic Preparedness," IDRIC will feature discussions focusing on the development of vaccines and treatments in response to the "Government-wide Mid-to-Long-Term Plan for Preparedness against Emerging Infectious Diseases." Director Jang Hee-chang of the NIID expressed, "We plan to enhance close cooperation with domestic and international institutions and companies by developing treatments and vaccines for emerging infectious diseases in cooperation with the United States, Japan, and others, and upgrading infrastructure, such as establishing a national advanced vaccine development center."

The 3rd Summit for Democracy
- [Leaders Times] The Korean government will host the Summit for Democracy on March 18-20. The Summit for Democracy, led by US President Biden, was the global conference system in 2010. In March 2023, the United States, in cooperation with South Korea, Costa Rica, the Netherlands, and Zambia, held the Secondary Summit for Democracy. On the first day, March 18, the third Summit for Democracy will proceed to the ministerial conference about the subject ‘AI, Digital Technology and Democracy.’The opening ceremony, including a discussion and workshop led by internal and external civil society, will be held on the second day, March 19. The third Summit for Democracy will be held with a virtual meeting on March 20 at night. President Yoon Suk Yeol will organize a virtual summit with the prime minister of Denmark, Mette Frederiksen, and Kenyan President William Ruto. Moreover, three countries—South Korea, Denmark, and Kenya—will preside over each session of the Summit for Democracy. President Yoon Suk Yeol will lead a second session on ‘Technology, election, and fake news.’ This Summit for Democracy, hosted on ‘Democracy for Future Generations,’ will be the opportunity to plant certainty in global youth, who will play a leading role in the future and actively reflect their voices. During the Summit for Democracy, varied arguments will progress, and designs will be planned to be published to support global youth-empowering innovation. Our government holds the Summit for Democracy because our democratic leadership enforces to reflect international society’s high credibility and expectations. Our government contributes to democracy promotion by sharing the experiences and outcomes of Korea, where it has developed and fostered democracy in international society. Through this process, the government will push ahead with its vision of a global hub country.

CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation
- In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach. The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries. Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives." Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries. Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia." The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,
- I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines. Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support. Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family. These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience. I realized how much potential there is in every child through conversations with the families during the trip. Providing scholarships and support for education, I was honored to be able to provide the chance for economically disadvantaged to shine. With Leaderstimes and Global Leaders Club, I seek to continue my multicultural, philanthropy and expand Angel for Kor-Fils’s Journey to more households in need. As we’ve already expanded into Cambodia, I hope Global Leaders Club members will join in our support for the underprivileged.

Smart Animal Husbandry, First Step for Future Livestock Industry
- Minister Song Mi-ryung visited the smart livestock farm in Pyeongtaek-si, Gyeonggi Province, encouraged youth ranchers, listened to the difficulty of the place, and discussed the expansion of smart animal husbandry. Livestock facility[Leaders Times] On February 6th at 4:30, Minister of Agriculture, Food and Rural Affairs Song Mi-ryung visited the smart piggery in Pyeongtaek-si, Gyeonggi Province, observed the place of smart animal husbandry, and conducted a meeting about a method of expansion of smart animal husbandry with youth ranchers who are practicing future smart livestock. Livestock farm (Rosefarm), where she visited, is a smart piggery that optimizes feed supplements to retrench approximately 19% of feed cost compared with normal farms, considering the growth stages of mother pigs and piglets and brings a system of exhausting air in the center and air washer in to decrease odor innovatively. Minister Song declared the schemes to reinforce necessary support for the expansion of smart livestock and to emphasize smart animal husbandry as the powerful way of advancing the livestock industry that overcomes the problems of livestock farming through the scientific control of odor and animal disease and the improvement of production. Also, she heard diverse opinions from youth ranchers, smart equipment manufacturers, and people from a public institution that certifies livestock products (KAPE) at the meeting after visiting a smart piggery.At this meeting, the youth ranchers suggested ▲enforcement of expansion and supplement of smart farms focused on solutions, ▲increasing opportunity and experience of youth farmers, such as practical education, and ▲establishing big data platforms for the smart equipment and expansion of the use of solutions. Minister Song responded that the Agriculture, Food and Rural Affairs will create a performance model of each type and field for smart animal husbandry and increase the opportunity experience steadily. Moreover, she declared to find a varied improvement plan for the achievement and creation of smart livestock. Minister of Agriculture, Food and Rural Affairs Song Mi-ryung said that future growing industrialization of the agricultural industry needs to foster an agricultural innovative ecosystem that encourages youth ranchers’ creative ideas and capability. She requested that fervor and innovation youth ranchers who were at the meeting might endeavor to expand to a good model of society with related organization.”

Hosting the First Asia Maritime Security Agency Chiefs Meeting in Korea
- The Korea Coast Guard has announced its plans to host the 20th Asia Maritime Security Agency Chiefs Meeting in South Korea this year, marking a significant development as it will be the first time the event is held in the country. This initiative is in response to the growing importance of maritime security, aligned with the Indo-Pacific strategy, and aims to strengthen maritime security cooperation among key nations in the Indo-Pacific region. Established in 2004, the Asia Maritime Security Agency Chiefs Meeting serves as a collaborative organization with the participation of 22 countries in Asia, including Korea, China, Japan, and various Southeast Asian nations. Additionally, the organization includes one region (Hong Kong) and two international organizations, namely ReCAAP-ISC for Asia-Pacific counter-piracy cooperation and UNODC for the United Nations Office on Drugs and Crime. The upcoming meeting, scheduled to take place in Incheon in June and September, will be organized into five expert groups. These groups will focus on discussing critical topics such as capacity-building for maritime security agencies in the Asian region, prevention of maritime crime, marine environmental protection, search and rescue operations, and information exchange. The primary objective is to deliberate on collaborative measures to enhance safety and security in maritime environments. Of particular note is the meeting's emphasis on addressing the pressing issue of drug trafficking through the seas into domestic territories. Member countries plan to enhance practical information exchange, strengthen cooperation, and establish an international collaborative framework among Asian nations. Kim Jong-wook, the head of the Korea Coast Guard, stated, "Considering that this is the first time Korea is hosting the meeting of Asian maritime security agencies, we are preparing various programs, including promoting Hallyu culture. We aim to share the capabilities of the Korean Coast Guard with Asian nations, actively contribute to strengthening maritime security cooperation with key nations in the Indo-Pacific region, and strive to fulfill our role and responsibilities as a global central nation in the international community."

For companies breaching the directive and causing fatal accidents, the representative could face a maximum prison sentence of 10 years. In cases of significant environmental pollution (Qualified Offence) not resulting in fatalities, the maximum prison sentence is 8 years, while for other offenses, it is a maximum of 5 years. Additionally, companies may be fined up to 5% of their global annual revenue, with the option of imposing a fixed fine ranging from 2.4 to 4 million euros. However, member states can select the fine rate between 3-5% and can impose a fixed fine between 2.4 to 4 million euros. While there may be some variability in the fine amounts among member states, the definition of environmental crimes under this directive, encompassing deforestation, marine pollution, and the production of goods through the illegal exploitation of natural resources, uniformly applies across the EU. On a separate note, environmental advocacy groups have welcomed the incorporation of the concept of 'Ecocide,' marking the world's first acknowledgment of ecocide as one of the environmental crimes punishable under criminal law. However, criticism has arisen concerning the exclusion of illegal, unreported, and unregulated fishing (IUU fishing) from the environmental crimes that the directive can penalize.

The Korea Forest Service Addresses Key Global Agenda Items for Desertification Prevention
- The Korea Forest Service represented South Korea at the '21st Session of the United Nations Convention to Combat Desertification Implementation Review Committee (UNCCD CRIC21),' held in Uzbekistan from November 13 to 20. During the event, the agency engaged in discussions with international organizations and key countries to address crucial global agenda items for desertification prevention. The UNCCD CRIC serves as a periodic evaluation body that convenes to review the implementation status of the United Nations Convention to Combat Desertification (UNCCD) 2018–2030 strategy and formulate improvement measures. The 21st session included participants such as the Global Mechanism of the UNCCD (UNCCD GM), the United Nations Environment Programme (UNEP), the Food and Agriculture Organization (FAO), and countries from the Asia-Pacific region. As South Korea's representative delegation, the Korea Forest Service discussed topics such as ▲ Land Degradation Neutrality (LDN) goal implementation, ▲ Inter-governmental Working Group (IWG) reports for drought response, and ▲ policy frameworks (dust and sandstorms, drought, land ownership, and gender equality) with country delegations. The agency demonstrated achievements in forming a consensus on the need for enhanced cooperation with the Asia-Pacific region and the expansion of financial support. The Korea Forest Service has actively participated in UNCCD initiatives, proposing the 'Changwon Initiative' for achieving Land Degradation Neutrality (LDN) at the 10th session of the UNCCD Conference of the Parties (COP10 in 2011, held in Changwon, Gyeongsangnam-do), and presenting the 'Peace Forest Initiative (PFI)' for cross-border environmental cooperation at the 14th COP (COP14 in 2019, held in India). These initiatives have received support from member countries and the international community, and the agency continues to collaborate with UNCCD, driving projects forward. Yong-Gwon Lee, Overseas Resource Affairs Commissioner, stated, "We will continue to collaborate with UNCCD, developing and promoting institutional frameworks such as the Changwon Initiative and Peace Forest Initiative. U.S. announces massive additional sanctions to deter Russian war capabilities

Energy sector The United States has imposed restrictions on Russia's liquefied natural gas (LNG) exportsas a major LNG exporter and is pushing to expand LNG exports to Europe. As part of these measures, sanctions were applied to companies and individuals involved in the development, operation, and ownership of the Siberian Arctic-2 liquefied natural gas project.The sanctions on Arctic-2 LNG are designed to curtail Russia's future energy production capacity. Although Arctic-2 LNG is set to begin LNG exports shortly, theimpact of the sanctions remains unknown. Drone Sector The sanctions have extended to the drone sector, targeting companies and individuals involved in the design, production, and component procurement networks of KUB-BLA and Lancet suicide drones. EU Commission reviews Chinese wind turbine subsidies
- The EU Commission has considered an investigation into Chinese wind turbine manufacturers following an examination into Chinese electric vehicle subsidies. Didier Reynders, the EU Commissioner for Justice, suggested apossible investigation into subsidies for Chinese wind components last week. He emphasized the necessity for a response similar to the case of electric vehicle subsidies if there are indications of excessive Chinese government support for the wind industry. Energy Commissioner Kadri Simpson, while urging caution against trade conflicts with China, acknowledged that if evidence of illegal trade practices like dumping emerges, taking certain measures would be inevitable. Some EU member states, however, take a cautious stance, considering the current situation as a highly political move that could strain relations with China. The European wind industry faces challenges of unfair competition from inexpensive Chinese products. EU member states struggle to meet the EU's 2030 goal of 60 gigawatts(GW) of offshore wind power due to long permit procedures, high inflation, and fragile supply chains. On the other hand, China is expanding its domestic turbine production through support from low-cost government loans.China has recently started full-fledged operations by winning orders for some renewable energy turbines in Serbia. By using governmental subsidies, China expands domestic turbine production which operates at roughly one-third of the production cost compared to European or American companies. The widening cost gap impacts the European wind industry. According to the Brussels-based think tank Bruegel, an investigation into China's subsidy practices would take at least a year, making it unable to address the immediate challenges confronting the European wind industry. Despite China's wind turbine exports to the EU being less significant than those of electric vehicles, it is anticipated that the Chinese government will adopt a comparable position to the scrutiny of electric vehicle subsidies once an investigation into wind turbines is initiated. However, given that the intensifying trade dispute between the EU and China is contrary to the interests of both sides, the EU is unlikely to impose countervailing tariffs on wind turbines. The growing gap in turbine production costs between China and the West remains a significant challenge.
