  • How is the blossoming season predicted in spring?
          [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

  • Minister Lee Jong-ho Represents Korea at the 2024 Nuclear Energy Summit in Brussels
      Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). The minister emphasized the importance of continued investment in innovative research and development, such as SMRs, as promising technologies for tripling global nuclear power generation capacity by 2050.    The summit provided an opportunity for nuclear research institutions and industries in Korea, such as the Korea Atomic Energy Research Institute, Korea Hydro & Nuclear Power Co, to engage in discussions with relevant agencies from key partner countries on cooperation projects.    In conclusion, Minister Lee's participation in the 2024 Nuclear Energy Summit underscored Korea's commitment to global cooperation in nuclear energy, highlighting its role as a leader in nuclear technology innovation and its dedication to contributing to a sustainable energy future.

  • The 3rd Summit for Democracy
    [Leaders Times] The Korean government will host the Summit for Democracy on March 18-20.    The Summit for Democracy, led by US President Biden, was the global conference system in  2010. In March 2023, the United States, in cooperation with South Korea, Costa Rica, the  Netherlands, and Zambia, held the Secondary Summit for Democracy.    On the first day, March 18, the third Summit for Democracy will proceed to the ministerial  conference about the subject ‘AI, Digital Technology and Democracy.’The opening ceremony,  including a discussion and workshop led by internal and external civil society, will be held on the  second day, March 19.    The third Summit for Democracy will be held with a virtual meeting on March 20 at night.  President Yoon Suk Yeol will organize a virtual summit with the prime minister of Denmark,  Mette Frederiksen, and Kenyan President William Ruto. Moreover, three countries—South  Korea, Denmark, and Kenya—will preside over each session of the Summit for Democracy.  President Yoon Suk Yeol will lead a second session on ‘Technology, election, and fake news.’     This Summit for Democracy, hosted on ‘Democracy for Future Generations,’ will be the  opportunity to plant certainty in global youth, who will play a leading role in the future and  actively reflect their voices. During the Summit for Democracy, varied arguments will progress,  and designs will be planned to be published to support global youth-empowering innovation.    Our government holds the Summit for Democracy because our democratic leadership enforces to  reflect international society’s high credibility and expectations. Our government contributes to  democracy promotion by sharing the experiences and outcomes of Korea, where it has developed  and fostered democracy in international society. Through this process, the government will push  ahead with its vision of a global hub country.

  • CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation
      In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach.  The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries.  Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives."  Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries.  Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia."  The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

  • Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,
        I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines.   Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support.   Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family.   These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience.   I realized how much potential there is in every child through conversations with the families during the trip. Providing scholarships and support for education, I was honored to be able to provide the chance for economically disadvantaged to shine. With Leaderstimes and Global Leaders Club, I seek to continue my multicultural, philanthropy and expand Angel for Kor-Fils’s Journey to more households in need. As we’ve already expanded into Cambodia, I hope Global Leaders Club members will join in our support for the underprivileged.

  • Smart Animal Husbandry, First Step for Future Livestock Industry
    Minister Song Mi-ryung visited the smart livestock farm in Pyeongtaek-si, Gyeonggi Province, encouraged youth ranchers, listened to the difficulty of the place, and discussed the expansion of smart animal husbandry. Livestock facility[Leaders Times] On February 6th at 4:30, Minister of Agriculture, Food and Rural Affairs Song Mi-ryung visited the smart piggery in Pyeongtaek-si, Gyeonggi Province, observed the place of smart animal husbandry, and conducted a meeting about a method of expansion of smart animal husbandry with youth ranchers who are practicing future smart livestock. Livestock farm (Rosefarm), where she visited, is a smart piggery that optimizes feed supplements to retrench approximately 19% of feed cost compared with normal farms, considering the growth stages of mother pigs and piglets and brings a system of exhausting air in the center and air washer in to decrease odor innovatively. Minister Song declared the schemes to reinforce necessary support for the expansion of smart livestock and to emphasize smart animal husbandry as the powerful way of advancing the livestock industry that overcomes the problems of livestock farming through the scientific control of odor and animal disease and the improvement of production. Also, she heard diverse opinions from youth ranchers, smart equipment manufacturers, and people from a public institution that certifies livestock products (KAPE) at the meeting after visiting a smart piggery.At this meeting, the youth ranchers suggested ▲enforcement of expansion and supplement of smart farms focused on solutions, ▲increasing opportunity and experience of youth farmers, such as practical education, and ▲establishing big data platforms for the smart equipment and expansion of the use of solutions. Minister Song responded that the Agriculture, Food and Rural Affairs will create a performance model of each type and field for smart animal husbandry and increase the opportunity experience steadily. Moreover, she declared to find a varied improvement plan for the achievement and creation of smart livestock. Minister of Agriculture, Food and Rural Affairs Song Mi-ryung said that future growing industrialization of the agricultural industry needs to foster an agricultural innovative ecosystem that encourages youth ranchers’ creative ideas and capability. She requested that fervor and innovation youth ranchers who were at the meeting might endeavor to expand to a good model of society with related organization.”

  • Hosting the First Asia Maritime Security Agency Chiefs Meeting in Korea
        The Korea Coast Guard has announced its plans to host the 20th Asia Maritime Security Agency Chiefs Meeting in South Korea this year, marking a significant development as it will be the first time the event is held in the country. This initiative is in response to the growing importance of maritime security, aligned with the Indo-Pacific strategy, and aims to strengthen maritime security cooperation among key nations in the Indo-Pacific region.   Established in 2004, the Asia Maritime Security Agency Chiefs Meeting serves as a collaborative organization with the participation of 22 countries in Asia, including Korea, China, Japan, and various Southeast Asian nations. Additionally, the organization includes one region (Hong Kong) and two international organizations, namely ReCAAP-ISC for Asia-Pacific counter-piracy cooperation and UNODC for the United Nations Office on Drugs and Crime.    The upcoming meeting, scheduled to take place in Incheon in June and September, will be organized into five expert groups. These groups will focus on discussing critical topics such as capacity-building for maritime security agencies in the Asian region, prevention of maritime crime, marine environmental protection, search and rescue operations, and information exchange. The primary objective is to deliberate on collaborative measures to enhance safety and security in maritime environments.    Of particular note is the meeting's emphasis on addressing the pressing issue of drug trafficking through the seas into domestic territories. Member countries plan to enhance practical information exchange, strengthen cooperation, and establish an international collaborative framework among Asian nations.    Kim Jong-wook, the head of the Korea Coast Guard, stated, "Considering that this is the first time Korea is hosting the meeting of Asian maritime security agencies, we are preparing various programs, including promoting Hallyu culture. We aim to share the capabilities of the Korean Coast Guard with Asian nations, actively contribute to strengthening maritime security cooperation with key nations in the Indo-Pacific region, and strive to fulfill our role and responsibilities as a global central nation in the international community."

  • NAGAYAMEDIA visits nickel mining site in Sulawesi, Indonesia
      NAGAYAMEDIA visited the ‘nickel mine’site in Sulawesi, Indonesia, to understand local trends in the ‘nickel raw ore,’ a key mineral for secondary batteries.  They departed Incheon International Airport on April 27 and arrived at the Kolaka Nickel Mining Site via Jakarta.The trip proceeded with the help of Nagaya Technologies Pte Ltd.  Through the opinions of officials at the industrial site, it was possible to confirm the local trends and industrial status of ‘nickel raw ore.’  The Indonesian government has banned the export of nickel raw ore overseas since January 2020. Accordingly, nickel is being exported to smelted places. There are 15 nickel smelters in operation in Indonesia, of which 14 are owned by Chinese companies, excluding one small nickel smelter operated by the Indonesian government. This shows China's global market dominance, with nickel smelted through 15 smelters accounting for 37% of the world's supply.  In this industrial structure, there is no way for Korean companies to participate. In other words, there is no choice but to import the final smelted nickel from China's home country. Korea is attempting to decouple the nickel supply chain, and for this, a smelter should be built and operated in Indonesia. However, most current Korean companies are not interested in the construction and operation of smelters. In addition, even if a Korean company builds and operates a smelter, the task remains whether it will be able to win the local nickel raw ore procurement competition.  Local manager mentioned that “In order for Korean companies to establish a stable nickel supply chain, they will need to find local partner companies, seek ways to procure raw minerals through equity investments in nickel mines, and build and operate smelters."

  • Minister of Government Legislation Lee Wan-Kyu Visits U.S. Legislative Institutions
      [Leaders Times] Lee Wan-Kyu, Minister of Government Legislation, visited various U.S. legal institutions,includingthe U.S. Legislative Office of the House of Representatives, the State Department, the Department of Justice, and the Small and Medium Business Administration, from June 28th to July 2nd, for a three-night and five-day schedule.    The visit aims to strengthen cooperation in the legal field between the two nations through exchanges with U.S. legal institutions, commemorating the 70th anniversary of the ROK-U.S. alliance. It also seeks to explore ways to improve the legal administration in Korea by sharing the experiences and cases of the U.S. legal administration as a global standard.    On the afternoon of the 28th, Lee met with E. Wade Ballou Jr., the Legislative Counsel of the U.S. House of Representatives, and received an explanation about the overall legislative process of the U.S. Congress and the role of the House Judiciary Committee. They also discussed ways to effectively reflect the voice of the U.S. federal government, which does not have the right to submit bills, in the legislative process.    On June 29, the Minister also met Steven F. Fabry, the Deputy Legal Advisor of the U.S. Department of State. During this meeting, he listened to the role of the Department of State in diplomatic-related legislation and treaty-making processes. They also discussed institutional and non-institutional mechanisms to facilitate communication with Congress and resolve conflicts during the legislative process.    Afterward, Lee held meetings with Martin Lederman, the Deputy Assistant Attorney General in the Department of Justice's Office of Legal Counsel, and others. The Department of Justice's Office of Legal Counsel has many things in common with the Ministry of Government Legislation, as it is responsible for providing legal advice to the President and federal government agencies, as well as conducting legal reviews of congressional bills and presidential executive orders.    This meeting provided an opportunity to learn about the legal advisory system of the Office of Legal Counsel and gain important insights for Korea’s Legal Affairs Bureau, including recent cases related to the separation of powers between the U.S. Congress and the executive branch.    On June 30, the Minister met with Patrick Delehanty, the Director of the Office of Advocacy at the U.S. Small Business Administration, to share the experiencesof both countries in identifying and rectifying unfair laws and regulations that burden small business owners and SMEs. During this meeting, Lee introduced a recent case in which the Legal Affairs Bureau suspended or reduced sanctions to support small business owners who faced difficulties due to COVID-19 and economic crises.   Meanwhile, during meetings with various U.S. institutions, the Minister requested support and interest from the U.S. regarding Busan's bid to host the World Expo in 2030.    In addition, he met with Cho Hyun-Dong, the Korean Ambassador to the U.S., Park Il-Young, an Executive Director at the World Bank, and Kim Sang-Yeop, the Director of KOTRA Washington, to exchange views on major legal trends in the U.S.    Chief Lee Wan-Kyu expressed his thoughts on the visit, stating, "The United States is the country that gave birth to modern democracy with the presidential system," and further mentioned, "Through this visit, I will expand exchanges with advanced legal countries, including the U.S., and share and seek ways to improve the legal system of the Republic of Korea through diverse and substantive legal exchanges with countries around the world."

  • President Yoon Suk-Yeol commemorates the return of the Korean War soldiers' remains with the families of fallen soldiers
      On July 26, Yoon Suk Yeol hosted the first return ofthe remains of Korean War soldiers.   [Leaders Times] On July 26, President Yoon Suk-Yeol led the ceremony for the return of Korean War soldiers’ remains to South Korea—the first to be held since the government was established.    This ceremony was arranged with the president's intention of creating a “nation that respects and remembers those who sacrificed themselves for the country and its people." In March, President Yoon expressed that a country that fails to properly remember those who devoted themselves to the nation does not have a future. He vowed to do his best to build a Republic of Korea that respects and honors those who dedicated and sacrificed themselves for the country and its people.    During the Memorial Day speech in June, the President said, "Korea stands on the sacrifice and dedication of those who devoted themselves to building a free democracy and those who defended freedom against communist totalitarian forces." He once again emphasized that it is the nation's duty to ensure that uniformed heroes and their families are always respected and that their courage and pride are never forgotten. He also promised to make every effort to reunite the remains of fallen soldiers with their families.    The ceremony held for the fallen heroes featured the highest military honors, including an Air Force F-35A fighter jet flyby, a state funeral, and a military band performance. The focus was on the soldiers and their families. Notably, the remains of the late Private Choi Im-Rak, whose identity was confirmed, were received directly by his nephew, Choi Ho-Jong, a Korean Navy Sergeant.    The remains received during this ceremony included those of the fallen soldiers from the Korean War, which the U.S. forces had recovered and stored in Hawaii, as well as remains excavated in Hangjin, Hamgyong Province, and Geumhwa, Pyongan Province, and repatriated by joint efforts between the U.S. and North Korea from 1990 to 1994 (208 boxes in 1995, 55 boxes in 2018), and remains jointly excavated by the U.S. and North Korea from 1996 to 2005 and repatriated to the U.S. Among them, the remains of the seven fallen soldiers were identified as those of Korean War heroes.    The identification of the deceased Private Choi Im-Rak among the seven remains was confirmed by matching genetic information obtained from his remains during a joint U.S.-South Korea ceremony and information provided by his familyregistered with the Ministry of National Defense's excavation team. The identities of the six other remains that have not been confirmed will be determined through further analysis, meticulous inspection, and DNA testing.   Private Choi Im-Rak, born in Ulsan in 1931, volunteered for the army at the age of 19 in August 1950. Later. He was deployed to the U.S. 7th Infantry Division as a KATUSA soldier and participated in the Incheon Landing Operation. He died fighting during the Battle of Chosin Reservoir (Dec. 12, 1950) after landing at Iwon Port in Hamgyong Province in October 1950.    His brother, Sergeant Choi Sang-Rak, also enlisted in the Army in February 1949. He was assigned to the 23rd Regiment of the 3rd Infantry Division and fought against the North Korean 5th Division during the Yeongdeok-Pohang Battle from August 1 to September 14, 1950. He died in action on August 14, 1950.       The remains of Private Choi Im-Rak were received by his nephew and navy officer Choi Jong-Ho in Hawaii, and they returned to South Korea together. Sergeant Choi Sang-Rak and Private Choi Im-Rak, the "brothers of the country," will be buried at the Daejeon National Cemetery after burial arrangements are made with the family.       At the U.S. Hickam Air Force Base in Hawaii, the U.S. Defense POW/MIA Accounting Agency (DPAA) gave the fallen soldiers' remains to Vice Minister of National Defense Shin Beom-Chul on July 26th, 6 a.m. (11 a.m. local time). Then, they were transported to South Korea aboard a special Air Force transport plane (KC-330). The special transport plane was escorted by an Air Force F-35A squadron from the time it entered the Korea Air Defense Identification Zone (KADIZ) until it arrived at Seoul Air Base in Seongnam, passing over the airspace of Ulsan, the hometown of Private Choi Im-Rak.      Before the repatriation ceremony, President Yoon met with the family of Private Choi Im-Rak to offer words of comfort. He explained to the family that the remains received from the U.S. DPAA would be greeted with the utmost respect as soon as they arrived at Seoul Air Base. He also expressed his profound gratitude for being able to bring Private Choi Im-Rak back to his homeland after 73 years.       The president and other attendees later lined up in front of the special transport plane. As the remains first set foot on Korean soil, a 21-gun salute and a grand military salute were given as a gesture of the highest honor to the fallen soldiers.       After the ceremony, Yoon went forward with the family of Private Choi Im-Rak to greet the remains. Private Choi Im-Rak's youngest brother, Choi Yong (age 79), recited a letter in front of his brother's remains, and the president personally awarded the Order of Military Merit to Private Choi Im-Rak. President Yoon paid his respects with a grand military salute until the funeral vehicle departed Seoul Air Base to accompany the remains to the National Seoul Cemetery.       Among the attendees at the repatriation ceremony were Minister of National Defense Lee Jong-Sup, Chairman of the Joint Chiefs of Staff Kim Seung-Kyum, Army Chief of Staff Park Jung-Hwan, Chief of Naval Operations Lee Jong-Ho, Air Force Chief of Staff Jung Sang-Hwa, and Commandant of the Marine Corps Kim Gye-Hwan, as well as U.S. Ambassador to Korea Philip Goldberg and ROK-US Combined Forces Command Commander Paul J. LaCamera. Officials from the Presidential Office, including National Security Office Director Cho Tae-Yong, Deputy Director of the National Security Office Im Jong-Deok, and Secretary of National Defense Im Ki-Hoon, were also present. In addition, three family members of the fallen soldier, whose identity was confirmed, attended the ceremony from the ROK side.

  • Germany announces 'New China Strategy' for reducing dependence on China
        German Ministry of Foreign Affairs announced a "new China strategy" on the 13th (Thursday), focusing on reducing dependence on China regarding semiconductors, artificial intelligence, and eco-friendly technologies. The following are the main contents of this strategy document.  Mineral raw materials According to the strategy, it pointed out the problem that various metals essential for semiconductor manufacturing are excessively dependent on China, with 94% of Germany's rare-earth supply relying on China.    To diversify the win-win mineral supply chain, the German government moves away from simple mining & import,but pushes for support in ways that promote value creation, economic prosperity, and economic growth with key mineral raw material holders.  Core Infrastructure According to the strategic document, telecommunication networks are designated as key infrastructure for national security, and special laws already protect public 5G networks.  In particular, under the relevant regulations of the Federal Information Security Administration, core infrastructure operators are obligated to disclose their initial use plans for core components.  While Germany is somewhat passive in banning the use of equipment from high-risk businesses such as Huawei, it is evaluated that there is no significant change in its position in this strategic document.  However, the government will conduct sector-specific evaluations corresponding to the importance of core infrastructure. As part of this, the Federal Network Authority will release a list of key functions of the energy sector within the year.  Technological sovereignty The German government plans to eliminate technological dependence on third countries that do not share fundamental values.   • Russia declares end to 'Black Sea Agreement
    The Russian government has declared the end of the so-called "Black Sea Agreement," which allowsUkrainian grain to be exported through the Black Sea.   The Black Sea Agreement was signed last year by arbitration between the United Nations and Turkey.It was extended by two months on May 17, through which about 33 million tons of Ukrainian grain and oil seeds can be exported.   Kremlin spokesman Dmitry Peskov announcedthat the agreement was suspended on the 17th, the expiration date of the agreement, because some conditions of the Black Sea Agreement have not yet been implemented. However, he added that if the conditions required by Russia are met, they will implement the agreement again.    Russia has expressed its refusal to extend the deal, saying it cannot find benefits under the deal as covert Western sanctions have limited its exports of food and fertilizer. Last week, Russia also rejected UN Secretary-General Antonio Guterres' proposal for a compromise, including the suspension of sanctions on the Russian state-run agricultural bank’sswift.   Ukraine criticized Russia's refusal to extend the agreement, arguing it would continue grain exports through a new route to replace the Black Sea.  However, international aidinstitutions were concerned that a surge in global food prices due to the end of the Black Sea Agreement would threaten food security in poor countries such as Africa.

  • President Yoon Suk Yeol had meeting with NATO Secretary-General
      President Yoon Suk Yeol, who is visiting Vilnius, Lithuaniamet with NATO Secretary-General Jens Stoltenberg on the morning of July 11 local time. They exchanged opinions on cooperation between South Korea and NATO, Ukrainian war, and North Korean nuclear weapon.   President Yoon highly evaluated the continued development of cooperative relations between South Korea and NATO as partners who share core values. Both sides welcomed the agreement of the Korea-NATO Individually Tailored Partnership Program (ITPP) at the NATO summit, and praised thatITPP paved the way for further institutionalization of cooperation. President Yoon also discussed ways to effectively strengthen information sharing with NATO.  President Yoon explained Korea's plan to set up an ‘international cyber training center’ and hold international cyber training as a leading cybersecurity country in the Indo-Pacific region. He expects close cooperation between the Korea International Cyber Training Center and NATO's CCDCOE. Stoltenberg evaluated South Korea's role in joining the NATO Cyber Defense Cooperation Center for the first time in Asia (2022), and mentioned, "We hope to continue to strengthen bilateral cooperation in cyber security, a transborder threat."  President Yoon reaffirmedstrong support for Ukraine and praised the leadership of Secretary-General Stoltenberg, who has led NATO since 2014. Stoltenberg expressed his gratitude for Korean government's support for the Ukrainian people.  Furthermore, President Yoon stressed that the international community should send a firm message in response to North Korea's illegal nuclearprovocations, and called for NATO's continued support. Stoltenbergreaffirmed his support for Korea’s effort to completely denuclearize North Korea and achieve sustainable peace on the Korean Peninsula.

  • Foreign Minister Park Jin had meeting with IAEA Secretary-General
      Foreign Minister Park Jin met with Rafael Mariano Grossi, secretary general of the International Atomic Energy Agency(IAEA), who is visiting Korea, at the Foreign Ministry building on July 8.  Grossi explained to Minister Park the contents of the IAEA's comprehensive report on the safety of Japan's Fukushima nuclear power plant sewage discharge plan.  Minister Park explained that the Korean government has consistently maintained that contaminated water should be treated in an objective and scientific way, in accordance with international law and international standards under the principle of putting people's health and safety as priority.  On the other hand, Minister Parkrecalled Korea's continuous cooperation with the IAEA in nonproliferation and peaceful use of nuclear power as a founding member of the IAEA, especially the country's successful role as chair of the IAEA board for one year in the past.  Furthermore, Minister Park highly evaluated the IAEA's effort to resolve the North Korean nuclear issue, which has the highest authority and expertise in the field of nuclear nonproliferation.Both sides made an agreement for continuing cooperation more closely in response to the North Korean nuclear provocation. Ministeralso emphasizes the effort made by the IAEA and Secretary-General Grossito ensure the safety of nuclear power plants in Ukraine.

      President Yoon Suk Yeol presided over the 2023 National Finance Strategy Meeting at the Blue House on June 28.The conference addressed the agenda of mid-term financial management for 23-27 and the direction of budgeting for 2014.  Since the inauguration of the Yoon’s government last year, this meeting has been a place to examine the financial management performance over the past year and discuss the role and tasks of finance to create national performance.  In the first session, the deputy prime minister for economic affairs announced the direction of budgeting and mid-term fiscal management for ‘24’, followed by discussions on fiscal innovation tasks such as private subsidies, low birth rates, balanced regional development spending restructuring and financial support methods. In the second session, participants discussed fiscal investment directions such as three major investment areas (defense, R&D, and welfare) and ODA to realize a global central country.  Despite the difficult financial conditions, the Yoon’s government will strengthen the nation's essential functions such as defense and law, expand future preparations and growth engines, and invest in welfare for the weak next year to firmly support national tasks, people's livelihoods, and economic vitality.  To improve budget efficiency, thegovernment will maintain a responsible and sustainable fiscal management stance, pursuing "let's spend it right where it's necessary" for future generations, not simply reducing spending.  The agendas discussed will be actively reflected in the '24 budget plan and the 23-27 national financial management plan.The plan will be submitted to the National Assembly in early September after consultation with related ministries.

  • The Ministry of Foreign Affairs will actively participate in the restoration of Ukraine after the war
        Bang Moon-kyu, head of the Office for Government Policy Coordination, attended the Ukrainian Recovery Conference held in London on June 21 and 22, expressing Korea's firm solidarity and support for Ukraine's reconstruction and recovery.  The meeting was held for the second time following last year's Lugano meeting in Switzerland.  The meeting, attended by 61 countries, 33 international organizations, and 400 companies, examined Ukraine's damage status and demand for restoration, and discussed ways to restore it, including expanding private participation based on the Ukrainian government's plan.  Bang expressed the Korean government's solidarity and support for Ukraine in a national statement on the afternoon of June 21, and introduced a plan to provide an additional $130 million this year following $100 million last year.  Furthermore, Bang mentioned that based on Korea's experience in post-war economic development, Korea will be able to support the reconstruction of infrastructure and the recovery of basic social services essential to Ukraine.  In a meeting with Svyrydenko, who is Ukraine's Deputy Prime Minister and Minister of Economy, Bang reaffirmed the results of the bilateral summit held on May 21 this year and decided to continue to discuss cooperation measures, including humanitarian aid.  Bangis scheduled to attend the Paris Summit for a new financing pact in Paris from June 22 as the chief representative of the Korean government.
