• 2024 World Climate Industry EXPO to be Jointly Hosted by South Korea and the International Energy Agency

    The Ministry of Trade, Industry, and Energy of South Korea and the International Energy Agency (IEA) have announced their plans to jointly host the 2024 World Climate Industry Expo. This collaboration reflects a shared understanding of the urgent need for international cooperation in promoting zero-carbon energy solutions such as nuclear power, renewable energy, hydrogen, and carbon capture, storage, and utilization (CCUS) to address the global climate crisis and enhance energy security.  The World Climate Industry Expo, first established last year, integrates 30 domestic energy and environment exhibitions along with investment attraction events. The South Korean government has made efforts to facilitate this joint hosting with the IEA, including sending a letter from the Prime Ministerand holding a meeting with IEA Executive Director Fatih Birol. With the active participation and guidance of the IEA, this year's expo is set to evolve into a truly international event.  The theme for this year's expo is "Opening the Era of Zero-Carbon Energy through Climate Technology," with a focus on discussions about accelerating the transition to sustainable clean energy. The expo is expected to serve as a global platform for advancing the spread of zero-carbon energy technologies and initiatives, following the agreements made at the UN Climate Change Conference last December.  IEA Executive Director Fatih Birol will deliver a keynote speech during the event and present the IEA's analysis of major energy technologies essential for achieving global climate goals. Professor James Bacchus is also set to give a keynote address. Major global companies such as Samsung, Hyundai Motors, Tesla, and Ørsted will showcase the latest and future technologies related to zero-carbon energy.  Lee Ho-hyeon, Director of Energy Policy, stated, "I welcome IEA Executive Director Fatih Birol's decision to co-host the expo for the spread of zero-carbon energy." He added, "We will work with the IEA to elevate the World Climate Industry Expo into a leading international event for addressing the climate crisis." 

• MDCP Holds 9th Operating Committee Meeting

    The 9th Operating Committee meeting of theMulti-agency Donor Coordination Platform for Ukraine (MDCP) took place in Kyiv, Ukraine, on April 10. The meeting was attended by Kang Seok-hee, South Korea’s government representative supporting Ukraine’s reconstruction efforts. This was the first in-person meeting since South Korea joined the MDCP in February 2023.  Major donor countries and institutions at the meeting expressed their unwavering support for Ukraine’s reconstruction and recovery efforts. They issued a joint statement outlining financial support direction for Ukraine for 2024-25. The statement emphasized contributions to Ukraine’s urgent recovery needs in 2024, such as protecting energy infrastructure and securing alternative power sources. Countries also agreed to launch a Business Advisory Council, composed of private enterprises, at the upcoming Ukraine Recovery Conference in Berlin in June 2024.  Attendees praised Ukraine’s commitment to reforms and efforts to secure sustainable economic growth. They highlighted the importance of enhancing the effectiveness of international support and expanding the participation of the private sector in the reconstruction and recovery process.  South Korea reiterated its commitment to supporting Ukraine through humanitarian aid and long-term reconstruction in areas such as infrastructure, healthcare, and education. This support aligns with the 'Ukraine Peace Solidarity Initiative' announced during President Yoon Seok-yeol's visit to Ukraine in July 2022.  The next MDCP Operating Committee meeting is scheduled to take place in Berlin in June during the Ukraine Recovery Conference.

• ASEAN-ROK Dialogue: Strengthening Partnerships and Addressing Regional Challenges

    The annual Deputy Ministerial Meeting between Korea and ASEAN countries, known as the 'ASEAN-ROK Dialogue,' convened on April 4th to assess the current state of cooperation and discuss future directions. This year marked the 35th anniversary of establishing the ASEAN-ROK dialogue relations, underscoring the significance of the occasion.    The dialogue aimed to establish the Comprehensive Strategic Partnership (CSP), representing the highest level of partnership between Korea and ASEAN. It provided a platform to review the current state of Korean-ASEAN cooperation, exchange views on future development directions, and discuss regional and international situations.    In the opening remarks, Deputy Minister Chung Byung-won emphasized the importance of strengthening relations with ASEAN and the full-scale implementation of the Korean-ASEAN Solidarity Initiative (KASI). He highlighted strategic coordination, digital transformation, and climate change response as key areas for mutual cooperation.    The Deputy Minister elaborated on how the Korean-ASEAN Solidarity Initiative contributes to ASEAN's goal of building three pillars of community by 2025. He emphasized the need to expand cooperation in future industries such as digital technology, electric vehicles, and smart cities to enhance supply chain stability and resilience.    Participants also exchanged views on major regional and international issues, including the situation on the Korean Peninsula, developments in the South China Sea, the issue of Myanmar, the Israel-Hamas conflict, and the war in Ukraine.    ASEAN reaffirmed its support for Korea's North Korea policy, including its ‘Audacious Initiative.’ The dialogue concluded with a renewed commitment to strengthen partnerships and address regional challenges, underscoring the importance of cooperation between Korea and ASEAN in promoting peace, stability, and prosperity in the region.    Overall, the ASEAN-ROK Dialogue provided a valuable opportunity for both sides to deepen cooperation, enhance mutual understanding, and address shared challenges in the years ahead.  

• Convening the 3rd summit for democracy

    On March 18, 2024, the Korean government, alongside the governments of the United Kingdom, Ecuador, and the United States, co-hosted the Third Democracy Summit Ministerial Meeting in Seoul. Focused on the theme of 'AI/Digital Technology and Democracy,' the summit aimed to address the evolving intersection of technological innovation and democratic principles.  The Ministerial Meeting marked the initiation of the Third Democracy Summit, which spanned three days from March 18 to March 20, and drew over 400 participants. Among them were approximately 30 government officials at the ministerial and vice-ministerial level, representatives from diplomatic corps stationed in Korea, as well as individuals from civil society, industry, and academia.  In the welcoming remarks, President Yoon Suk-yeol underscored the pivotal role of democracy in Korea's journey, rooted in universal values such as freedom, human rights, and the rule of law. He expressed Korea's commitment to sharing its democratic development experience with the global community through the Summit.  Foreign Minister Cho Tae-yeol, in his opening speech, highlighted the significance of technological innovation amid global democratic challenges. He emphasized the intertwined nature of artificial intelligence, digital technology, and democracy, acknowledging both the opportunities and challenges.  Throughout the Ministerial Meeting, representatives from participating governments emphasized the imperative for democratic nations to exchange policies and experiences concerning digital technology's impact on democracy. They stressed the need for collaborative efforts to harness the benefits of digital innovation while safeguarding democratic values.   The meeting facilitated comprehensive discussions on the implications of rapidly advancing artificial intelligence and digital technology for future generations' democracy. It served as a platform for fostering international consensus on the responsible use of emerging technologies in alignment with democratic principles.  

• Enhancing International Cooperation for Research on Emerging Infectious Disease Response among Korea, U.S., and Japan

      The Korea Centers for Disease Control and Prevention (KCDC) and the National Institute of Health (NIH), under the leadership of Director Park Hyun-young and Director Jang Hee-chang respectively, have announced the forthcoming 2024 International Conference on Emerging Infectious Diseases in the Pacific Rim (EID). Scheduled to take place from March 5th to 8th, the event will span four days and will be hosted at the Grand Hyatt Incheon Hotel.    This collaborative effort is spearheaded by the National Institute of Allergy and Infectious Diseases (NIAID) of the United States, in partnership with the Japan Agency for Medical Research and Development (AMED) and the Korea National Institute of Infectious Diseases (NIID). Additionally, the International Vaccine Institute (IVI) will participate as a partner institution.   The conference will commence with welcoming remarks from Director General Ji Young-mi of the KCDC, Dr. Diane Griffin, a Professor at the Johns Hopkins Bloomberg School of Public Health, and Dr. Hiroshi Kiyono from Chiba University. The overarching theme of the conference will revolve around "Rapid Emergence of Pathogens Due to Climate Change and Pandemic Preparedness."    As an integral part of the event, the NIID will organize the 2nd International Symposium for Infectious Diseases Research Institutes Cooperation (IDRIC) on March 8th, aimed at bolstering collaboration among domestic and international research institutions.    Under the theme "Current Status and Rapid Development Strategies for Vaccine and Therapeutics Development against Pandemic Preparedness," IDRIC will feature discussions focusing on the development of vaccines and treatments in response to the "Government-wide Mid-to-Long-Term Plan for Preparedness against Emerging Infectious Diseases."    Director Jang Hee-chang of the NIID expressed, "We plan to enhance close cooperation with domestic and international institutions and companies by developing treatments and vaccines for emerging infectious diseases in cooperation with the United States, Japan, and others, and upgrading infrastructure, such as establishing a national advanced vaccine development center."    

• Deputy Minister Im Sang-joon Represents South Korea at 6th United Nations Environment Assembly

  The Ministry of Environment has announced that Deputy Minister Im Sang-joon participated in the '6th United Nations Environment Assembly' held in Nairobi, Kenya, from February 29th to March 1st. He represented the South Korean government, engaging in discussions aimed at enhancing multilateral cooperation to tackle global environmental crises.  The United Nations Environment Assembly, convened biennially in Nairobi, Kenya, serves as a platform where ministers and deputy ministers from UN member countries convene to deliberate on the United Nations Environment Programme's (UNEP) work plans, budgets, and adopt resolutions and declarations, making it the highest-level environmental conference.  The focus of the 6th United Nations Environment Assembly centered on "Effective, Comprehensive, and Sustainable Multilateral Action for Climate Change, Loss of Biodiversity, and Environmental Pollution (including air and plastic pollution)." Representatives from over 190 countries attended, including Inger Andersen, the Executive Director of the United Nations Environment Programme, as well as representatives from civil society and non-governmental organizations.  Deputy Minister Im Sang-joon emphasized concrete measures to address environmental crises through national statements. He underscored South Korea's role as a 'green ladder' to effectively deliver resources to developing countries in combatting climate change. Furthermore, he urged UN member countries to expedite the conclusion of the plastic agreement within the year to tackle the plastic crisis.  Moreover, South Korea contributed to the adoption of a resolution proposed by the United States to enhance global air quality by participating as a co-sponsor. This contribution underscores the nation's commitment to multinational efforts aimed at addressing air pollution.   Deputy Ministerstated, "We must act to become the change we envision," and added, "South Korea will continue to play a central role as a pivotal country leading global changes to address climate change, loss of biodiversity, and air and plastic pollution."

    Q. 계명대학교 의예과는? A. 계명대학교 의과대학은 1899년 북장로교 의료선교사 존슨(Woodbridge O.Jonson)에 의해 설립된 제중원이 모태가 되어 영남권 초기 서양의술을 시작한 역사를 가지고 있습니다.  1978년 종합대학 '계명대학교'로 승격한 이후 1980년 동산기독병원과 통합하여 의과대학을 신설하여 지금에 이르고 있습니다. 2010년 계명대학교 성서캠퍼스로 이전 하였고 대구 지하철 2호선 강창역 근처에 학과 건물이 위치해 있습니다. 의과대학 건물과 계명대학교 동산병원이 연결되어 있어 본과 3학년 때부터 시작되는 실습 수업은 동산병원에서 진행하게 됩니다.   Q. 졸업 후의 진로는 어떻게 나뉘는 편입니까? A. 제가 입학한 지는 시간이 꽤 지나 현재의 입시와는 다소 거리가 있을지 모르나, 제가 후배님들께 드리고 싶은 말씀은 ‘현재에 집중하라’입니다. 누가‘고3은 공부를 가장 많이 하는 시기가 아니라, 공부에 대한 걱정을 가장 많이 하는 시기다’라고 하더라고요. 수험생 기간이 길고 힘드실 것 압니다. 까마득한 미래를 떠올리면 불안해지는 게 당연하므로, 오늘 내가 당장 할 수 있는 것에 집중하시면 좋겠습니다. 달리기에 비유하면 마라톤을 종점까지 내리 달리는 건 힘들지만, 짧은 스퍼트를 주기적으로 내는 게 더 효율적일 수 있다는 뜻입니다. 수능이 가까워질수록 그 스퍼트를 조금씩 더 자주, 더 길게 내면 좋겠죠. 저는 아주 특별한 사람들만이 의과대학에 간다고 생각하지 않습니다. 공부도 재능이라고들 하지만, 저는 그 노력과 끈기가 더 주요하다고 생각합니다. 그리고 그건 마음먹기에 따라 정말 누구나 할 수 있어요.   Q. 미래의 후배들에게 하고 싶은 말이 있습니까?       Q. 연세대학교   화학과는? A. 물, 소금, 설탕, 다이아몬드, 나무, 유리, 플라스틱, 비닐 등등 우리 주변의 물질들은 무엇으로 이루어져 있으며 어떻게 만들어졌을까요? 화학이란 세상을 이루고 있는 다양한 물질들의 구조, 그러한 물질들이 갖는 성질, 그들 사이의 반응과 변화를 다루는 학문으로, 화학과는 화학이라는 분야를 깊게 학습하는 학과입니다. 물질을 이루는 기본 성분인 ‘원소’들 사이의 결합을 통해 수많은 물질이 만들어지고 서로 다른 물질이 만나 새로운 물질로 바뀐다는 사실을 화학의 4대 분야(유기화학, 무기화학, 물리화학, 분석화학)에 걸쳐서 공부한다고 생각하시면 됩니다.   Q. 졸업 후의 진로는 어떻게 나뉘는 편입니까? A. 연세대학교 화학과에는 사진 찍을 때 대표적인 포즈가 하나 있습니다. 바로 벤젠 포즈인데요, 벤젠(C₆H₆)은 화학과에서 아주 중요하게 배우는 물질 중 하나로, 1군 발암 물질이라 아주 위험하지만 우리 주변의 수많을 물질을 만들기 위한 기본 재료로 사용됩니다. 이러한 벤젠의 생김새가 정육각형의 고리 모양(⌬)이기 때문에 화학과 학생들은 사진을 찍을 때 양손을 주먹 쥔 채로 검지와 소지만 펴 양손의 손가락을 서로 닿게 하여 육각형을 만드는 포즈를 취합니다. 얼마나 유명하냐구요? 무려 작년 5월, 연세대학교 축제 아카라카에서 아이브(IVE)가 따라한 포즈라구요!   Q. 입학을 위해 준비해두면 좋은 것이 있습니까? 본인만의 입시 팁을 주자면? A. 화학과는 궁금증 많고 꼼꼼한 사람들에게 적합한 과인 듯싶습니다. 화학과에 오기 위해서 반드시 준비해야만 하는 것이 있거나 하지는 않지만, 단순히 고등학생 때 과학탐구 과목 중에 그나마 화학이 가장 괜찮았다고 화학과를 선택하는 것은 안 됩니다! 학교 공부를 넘어 화학 자체에 대한 호기심과 관심이 어느 정도 있어야 하며, 이러한 관심을 강연 청강, 독서, 검색 등을 통해 지식으로 변환하여 쌓아두어야 합니다. 많은 학생들이 “저 화학 좋아해요”, “이런 분야 신기해서 관심 있어요”라는 말은 하고 다니면서 정작 내용을 검색해봤다거나 찾아서 알게 되었다는 학생은 거의 없습니다. 관심에서 멈추지 않고 스스로 심화된 지식을 탐구하려고 해야 합니다. 그게 자연과학을 하려는 학생에게 가장 필요한 능력이고, 학생부종합전형을 정복할 수 있는 길입니다.   Q. 미래의 후배들에게 하고 싶은 말이 있습니까? A. 공부... 하기 싫죠? 사칙연산만 할 줄 알아도 사는 데 지장 없는데 수학을 뭘 이리 어려운 걸 배우나 싶고, 한국에서만 살 건데 영어 공부도 왜 해야 하는지 모르겠고... 저도 여러분과 같은 불평불만으로 중고등학생 시절을 보냈습니다. 그리고 성인이 된 지금에서야 그 공부의 뜻을 알아가는 것 같아요. 국어에서는 논리력을, 수학에서는 사고력을, 영어에서는 이해력을 가르치려는 목적이었구나 하고요. 지금 무엇을 하고 있는지, 왜 해야 하는지 모르겠다면 그 이유를 알게 될 때까지, 혹은 본인은 할 필요가 없다는 것을 깨달을 때까지는 일단 묵묵히 밀고 나가는 것이 중요합니다. 경험이 최고의 파트너입니다. • 농식품 해외 ‘안테나숍’, 케이-푸드(K-Food) 수출 영토 확대에 앞장서!

  해외 안테나숍 [리더스타임즈] 농림축산식품부는 올해 케이-푸드(K-Food) 100억불을 달성하고 중남미, 중동, 인도 등 신시장으로 수출 영토를 확대하기 위해 25개국 28개소에서 한국 농식품 ‘안테나숍’을 운영할 계획이다. 안테나숍은 한국 농식품의 인지도가 낮은 신규시장에 케이-푸드(K-Food) 전문 판매장을 운영하여 새로운 유통망을 개척하고 현지 소비자에게 우리 농식품의 인지도를 제고하기 위해 추진하는 사업이다. 안테나숍은 한국 농식품 전반을 취급하는 일반 안테나숍과 한국 신선 농산물을 전문으로 취급하는 케이-프레쉬 존(K-Fresh Zone, KFZ)으로 구성되어 있다. 일반 안테나숍은 2013년 처음으로 운영을 시작하였으며, 유럽, 중남미 등 한국 농식품 진출이 미미한 시장을 중심으로 신규 유통망을 개척해 오고 있다. 특히, 중남미 페루의 안테나숍은 연간 200만명 이상이 방문하는 세계적인 관광지 마추픽추로 가는 길목에 있어, 페루 소비자뿐만 아니라 전세계에서 온 관광객을 대상으로 케이-푸드(K-Food)를 홍보하고 있다. 이외에도 프랑스 대표 관광 도시 ‘니스’의 까르푸(Carrefour) 내 숍인숍, 영국 축구의 성지 ‘리버풀’ 중앙역 앞 등 유동인구가 많은 위치에 안테나숍을 운영하여 효과적으로 한국 농식품을 알리고 있다. 한편, 케이-프레쉬 존(K-Fresh Zone, KFZ)은 2017년 싱가포르를 시작으로 태국, 베트남 등으로 한국 신선 농산물 전문 유통망을 확대해 오고 있다. 특히, 2023년에는 아랍에미리트(UAE) 샤르자 지역에 케이-프레쉬 존(KFZ)을 최초로 개소하여 동남아 국가 위주로 집중되어 있던 신선 농산물 수출 시장을 다변화하고 있다. 올해는「케이-푸드 플러스(K-Food+) 수출 혁신 전략(’24.2)」에 따라 시장규모와 잠재력이 큰 3대 신시장(중동·중남미·인도)을 공략하고 수출을 확대하기 위해 안테나숍 총 28개소(계획) 중 12개소(중남미 5, 중동 4, 인도 3)를 신시장에서 운영할 계획이다. 농식품부 양주필 식품산업정책관은 “해외 안테나숍은 신규 수출시장의 유통망 개척부터 케이-푸드(K-Food) 홍보, 신규 바이어 발굴까지 다양한 역할을 하고 있다”라며, “안테나숍 이외에도 국제식품박람회 참가, 바이어초청 수출상담회 등 다양한 지원사업을 통해 3대 신시장을 개척하여 수출 영토를 확대해 나가기 위해 최선을 다하겠다”라고 말했다.

        [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

• France, Germany, and Italy oppose regulation of the foundation model, advocating for a 'voluntary code of conduct.'

    France, Germany, and Italy have insistedon the introduction of voluntary Codes of Conduct, rather than sanctions on foundation models (such as Chat GPT, which serves as the most basic and fundamental model for the development of high-level technology and systems) in relation to the EU 'Artificial Intelligence Act.' This is in direct conflict with the European Parliament's stance.   Based on the risks associated with artificial intelligence, the EU Executive Commission has advocated for the introduction of the world's first comprehensive law regulating the use of artificial intelligence, known as the 'Artificial Intelligence Act.' Currently, the European Parliament, the EU Council, and the EU Executive Commission are engaged in trilateral negotiations for the final legislation.   Recently, with the emergence of so-called 'foundation models' in artificial intelligence, France, Germany, and Italy have opposed the regulation of foundation models and have even raised the possibility of the entire Artificial Intelligence Act failing.   In a joint document drafted on the 19th, France, Germany, and Italy argued that the general regulation of foundation model artificial intelligence violates the principles of technological neutrality and risk-based AI regulation.   As an alternative, they proposed regulating the use of foundation models in a manner that aligns better with risk-based AI regulation and suggested introducing a 'Code of Conduct' for foundation model developers, making compliance mandatory.   Furthermore, they demanded that foundation model AI developers publicly disclose a summary of technical documents detailing information on the model card, technical details related to machine learning, and information about the capabilities and limitations of the model when optimally utilized.   However, they decided not to impose sanctions for violations of the Code of Conduct in the early stages of legal implementation. Instead, in the event of systematic violations of the Code of Conduct, they proposed conducting an analysis and impact assessment of the violations before introducing a sanction system.   Meanwhile, the European Parliament is internally discussing the regulation of foundation models. As the European Parliament insists on general regulation for foundation models, a clash with the EU Council seems inevitable.

• President Yoon Suk-yeol attended theKorea National Day reception in Paris.

    President Yoon Suk-yeol and his wife visited Paris on the second day of their trip aimingto secure the successful hosting of the 2030 Busan World Expo. On the evening of November 24th (local time), they attended the official National Day reception at the Brongniart Palace in Paris, marking the final official event of their visit.   The President's visit, coming approximately five months after his last visit to Paris in June for the 4th presentation by the Bureau International des Expositions (BIE) and an official reception, is highly unusual. Such frequent visits to a single country within a year underscore the President's strong commitment to the success of hosting the 2030 Busan World Expo.   The National Day reception, themed "Transforming Our World, Navigating Toward a Better Future," aligns with the theme of the 2030 Busan World Expo. Approximately 600 attendees, including key figures from the French government, expatriates, ambassadors from various countries, and representatives from BIE member countries, participated.   During the reception, President Yoon and the First Lady reflected on the significance of the National Foundation Day, delivering a speech that acknowledged Korea's resilience throughout its history, from overcoming Japanese colonial rule to the challenges of the Korean War. Emphasizing Korea's role as a global responsible nation, they expressed a strong commitment and vision, pledging to lead in global solidarity through the 2030 Busan World Expo.   On November 28th, during the BIE General Assembly, the President and the First Lady engaged in last-minute negotiations to attract support for the 2030 World Expo bid, directly appealing to BIE representatives who will vote on the host city. Major business figures, including representatives from SK, Samsung, Hyundai, LG, and Lotte, joined the reception to support the unified "Korea Team" in negotiations with BIE member countries.   Furthermore, the National Day reception showcased Busan's unique strengths as a logistics hub in Northeast Asia and a driver of Korea's economic growth. It provided an opportunity to highlight Korea's attractiveness through its food, music, and traditional culture, leaving a lasting impression on BIE representatives just before the crucial vote.   This visit to Paris, strategically conducted close to the BIE General Assembly, is considered a high-level, impactful effort to influence the voting decisions of undecided member countries. The Korean government plans to leverage this momentum and make every effort to secure a successful bid until the voting at the General Assembly.

• The revised version of the 'EU Environmental Crime Directive,' which introduces criminal penalties for corporate environmental offenses, has been adopted.

    The European Parliament, the Council of the EU, and the European Commission have reached a final agreement on the amended draft of the 'EU Environmental Crime Directive.' This amendment permits the imposition of custodial sentences on management for significant corporate environmental crimes.    The revised draft, introduced in December 2021 to penalize and prevent major environmental crimes by corporations, is set to take effect in February of the next year, following formal approval by the European Parliament and subsequently by the Council of the EU.   The amendment underscores the 'polluter pays' principle, seeking to prevent future environmental crimes by imposing robust criminal penalties on companies involved in significant environmental offenses.    Moreover, in instances of environmental pollution occurring concurrently in multiple member states, the directive coordinates responses and facilitates effective sanctions to avert environmental pollution.    For companies breaching the directive and causing fatal accidents, the representative could face a maximum prison sentence of 10 years. In cases of significant environmental pollution (Qualified Offence) not resulting in fatalities, the maximum prison sentence is 8 years, while for other offenses, it is a maximum of 5 years.    Additionally, companies may be fined up to 5% of their global annual revenue, with the option of imposing a fixed fine ranging from 2.4 to 4 million euros. However, member states can select the fine rate between 3-5% and can impose a fixed fine between 2.4 to 4 million euros.    While there may be some variability in the fine amounts among member states, the definition of environmental crimes under this directive, encompassing deforestation, marine pollution, and the production of goods through the illegal exploitation of natural resources, uniformly applies across the EU.   On a separate note, environmental advocacy groups have welcomed the incorporation of the concept of 'Ecocide,' marking the world's first acknowledgment of ecocide as one of the environmental crimes punishable under criminal law.    However, criticism has arisen concerning the exclusion of illegal, unreported, and unregulated fishing (IUU fishing) from the environmental crimes that the directive can penalize.

• The Korea Forest Service Addresses Key Global Agenda Items for Desertification Prevention

    The Korea Forest Service represented South Korea at the '21st Session of the United Nations Convention to Combat Desertification Implementation Review Committee (UNCCD CRIC21),' held in Uzbekistan from November 13 to 20. During the event, the agency engaged in discussions with international organizations and key countries to address crucial global agenda items for desertification prevention.    The UNCCD CRIC serves as a periodic evaluation body that convenes to review the implementation status of the United Nations Convention to Combat Desertification (UNCCD) 2018–2030 strategy and formulate improvement measures. The 21st session included participants such as the Global Mechanism of the UNCCD (UNCCD GM), the United Nations Environment Programme (UNEP), the Food and Agriculture Organization (FAO), and countries from the Asia-Pacific region.   As South Korea's representative delegation, the Korea Forest Service discussed topics such as ▲ Land Degradation Neutrality (LDN) goal implementation, ▲ Inter-governmental Working Group (IWG) reports for drought response, and ▲ policy frameworks (dust and sandstorms, drought, land ownership, and gender equality) with country delegations. The agency demonstrated achievements in forming a consensus on the need for enhanced cooperation with the Asia-Pacific region and the expansion of financial support.    The Korea Forest Service has actively participated in UNCCD initiatives, proposing the 'Changwon Initiative' for achieving Land Degradation Neutrality (LDN) at the 10th session of the UNCCD Conference of the Parties (COP10 in 2011, held in Changwon, Gyeongsangnam-do), and presenting the 'Peace Forest Initiative (PFI)' for cross-border environmental cooperation at the 14th COP (COP14 in 2019, held in India). These initiatives have received support from member countries and the international community, and the agency continues to collaborate with UNCCD, driving projects forward.   Yong-Gwon Lee, Overseas Resource Affairs Commissioner, stated, "We will continue to collaborate with UNCCD, developing and promoting institutional frameworks such as the Changwon Initiative and Peace Forest Initiative. Through this, we aim to fulfill our role as a leading forestry nation globally, contributing to global desertification prevention by incorporating these initiatives into actual forest policies worldwide.

    지난 12일 대구2‧28기념중앙공원 중앙무대에서는 대구와 광주를 비롯해 영호남이 함께 대구형무소 순국 독립운동가 216명의 추모식을 가졌다.       독립운동가 후손과 광복회 등 독립운동 관련 기관단체 회원과 대구시민 등 200여 명이 '묻힌 순국의 터, 대구형무소 순국 독립운동가 216명'에 대한 추모식을 가졌다.   지난 2021년부터 시작해 올해 세 번째 맞은 이번 행사는 Leaders Times(리더스 타임즈)가 후원하여 뜻 깊은 행사에 의미를 더했다.     이 행사를 공동주최한 청소년 꿈랩 이승희 대표이사는 " 이런 행사를 통해 두 지역의 순국 독립운동가를 기리고 추모하며 기리는 사업을 자라나는 청소년들 알 수 있도록 많이 펼쳐 나갔으면 좋겠습니다." 라고 밝혔다.

• President Yoon Suk-yeol Attended APEC CEO Summit, Highlighting Enhanced Connectivity in the Asia-Pacific Region

    During his visit to San Francisco for the APEC summit on November 15 (local time, Wednesday), President Yoon Suk-yeol outlined a cooperative direction to enhance mutual connectivity within APEC. President’s keynote speech at the APEC CEO Summit focused on three key areas: 1. trade, investment, and supply chains, 2. digital, and 3. future generations. President Yoon emphasized Korea's commitment to contributing to APEC as a global hub.    Firstly, the President commended APEC for reducing intra-regional trade barriers and strengthening member countries' capacities. He argued for expanding APEC's role as a guardian of the multilateral trading system. President proposed prioritizing their enhancement as APEC's top task, emphasizing the importance of resilient supply chains. This includes suggesting the establishment of an early warning system within APEC to share member countries' experiences for supply chain resilience.    Furthermore, President Yoon highlighted the importance of achieving connectivity and immediacy in the era of deepening digitalization. Stressing the need for seamless data flow across borders and the elimination of digital disparities between nations, he underscored the necessity of new norms and orders suitable measures for the digital age. He emphasized APEC's significant role, given its diverse socio-cultural and geographical characteristics. President Yoon mentioned Korea's active participation in international discussions on establishing digital norms based on the Digital Bill of Rights announced in September.   Lastly, the President highlighted the importance of active exchange among the young generation for discovering innovative ideas and creating new business opportunities. He proposed discussing the 'Youth Scientist Exchange Initiative' at the APEC level, allowing young people in the Asia-Pacific region with degrees in science and technology, engaged in research and development, to freely move and exchange experiences within APEC.   The APEC CEO Summit, a business forum held as a side event of the APEC summit, was organized by the National Center for APEC, managing the APEC Business Advisory Council (ABAC) Secretariat for the host country, the United States, this year. The summit, themed "Sustainability, Inclusivity, Resilience, Innovation," attracted around 1,200 participants, including business leaders and scholars from APEC member economies.

• EU Drives 12th Round of Sanctions, Emphasizing Oil Measures and Exploring Further Actions for Diamond Sector

    The EU is contemplating the reinforcement of sanctions against Russia in its 12th round. The draft of these sanctions highlights the dependence on voluntary proof by operators at various stages of the supply chain for enforcing a cap on Russian oil prices via maritime transport.    To improve the effectiveness of the oil price cap and prevent false claims, the draft suggests the inclusion of detailed ancillary cost disclosure requirements, enabling operators at different supply chain stages to share this information.    This measure is a response to recent instances of Russian oil prices exceeding the $60 per barrel cap due to illicit maritime exports, currently approaching $80 per barrel, prompting measures to curb this trend.    As part of the 12th round of sanctions, the EU is also considering sanctions on liquefied petroleum gas (LPG) as an extension of measures targeting the Russian fossil fuel sector.    The EU is reinstating sanctions on the Russian diamond sector, an action opposed by Belgium, within the framework of the 12th round of sanctions. Currently, Russia's state-owned mining company, Alrosa, produces one-third of the world's diamonds. While the U.S. has already prohibited Russian diamond trade to cut off funding for the war, the EU has yet to reach an agreement on sanctions, partly due to strong opposition from Belgium's diamond industry.    Recent signals of Belgium easing its opposition and potentially accepting diamond sanctions indicate that Russia's diamond sector might be included in the 12th round of sanctions.    According to the draft of the 12th round of sanctions, the targeted items include diamond gemstones and non-industrial synthetic diamonds, with the import ban scheduled to take effect from January 1, 2024.   Meanwhile, the EU Council at the Ambassador level is slated to discuss additional sanction proposals on the 17th, with expectations for an agreement by mid-December or the end of the year, although the final agreement remains uncertain.

    산업단지에서 배출하는 대기오염물질이 주변 도시에 미치는 영향 탐구 (철강, 항만, 발전소를 중심으로)   1. 탐구(연구) 동기  산업단지 주변의 대기 오염 물질 중 휘발성 유기 화합물과 미세먼지의 농도 분포의 상관관계를 알아보는 논문을 살펴보던 중 “다른 대기 오염 물질의 경우에는 산업단지 주변이 다른 지역보다 더 높은 농도가 나올까?”에 대한 궁금증이 생겨서 이 탐구를 진행하게 되었다.    2. 탐구(연구) 내용  가. 선행 연구 고찰 및 탐구의 독창성  선행연구에서는 선박이 항구에 접안하는 동안에만 측정하였고, 수도권 이외의 지역 발전소가 수도권에 영향을 미치는 정도가 정확한 수치로 비교되지 않았다. 그러나 이 탐구에서는 항구별 물류량으로 변경하여 측정 및 분석하였다. 또한 수도권 특정 지역 두 곳을 선정하여 정확한 수치를 계산 및 발전소 지역과 비교하였다.    나. 탐구 절차 및 방법  산업단지 주변 지역은 다른 지역과 거리가 있는 포항을, 항만은 국내 주요 도시이자 선박 통행량이 대체로 큰 부산, 인천, 광양, 여수, 울산을, 발전소 주변 도시로는 선행연구와 비슷한 지역인 태안, 당진 보령을, 수도권 지역의 영향을 받는 지역으로는 거리가 가까운 화성을, 받지 않는 지역으로는 거리가 먼 남양주를 선정하였다. 위 도시들의 대기오염물질 농도를 에어코리아 사이트를 통해 시간별로 수집해 하루 평균과 월평균 데이터를 계산 및 비교하였다. 항구도시의 경우에는 각 항만의 선박량을 2019년과 2020년으로 나누어 자료를 수집하였다.    다. 작품의 주요 내용  산업단지 주변 지역인 포항, 항만 지역으로 선정된 부산, 인천, 광양, 여수, 울산, 그리고 발전소 주변 도시인 태안, 당진, 보령, 수도권 지역 중 영향을 받는 지역으로 선정된 화성과 영향을 받지 않는 지역으로 선정된 남양주시 모두 이산화황, 미세먼지, 초미세먼지 등 대기 오염 물질 농도가 감소하였다.    3. 탐구(연구) 결과  포항 주변의 이산화황과 이산화질소 농도의 감소량은 2019년도에서 2020년도가 2020년도에서 2021년도보다 더 컸다. 항만의 경우에는 2020년도 부산항, 인천항, 광양항, 여수항, 울산항 중 여수항을 제외한 모든 항만이 선박의 입출항 수가 줄어들었다. 미세먼지와 초미세먼지 둘 다 부산, 인천, 광양, 여수, 울산에서 모두 감소하였다. 발전소 지역은 평균적으로 10% 이내의 비율로 미세먼지가 감소하였고, 화성도 마찬가지였다. 그러나 남양주는 최소 감소율이 13%에 육박하여 발전소에서 거리가 먼 지역은 영향을 많이 받지 않는다는 것을 확인할 수 있었다.   <지 도>임미선,김민재(김포 가자교육컨설팅)

• Foreign Minister Park Jin Addresses APEC Foreign Affairs and Trade Meeting

    [Leaders Times] Foreign Minister Park Jin actively participated in the Asia-Pacific Economic Cooperation (APEC) Joint Ministerial Meeting on Foreign Affairs and Trade, held in San Francisco, U.S., on Nov. 14. The discussions focused on devising strategies for fostering a sustainable and inclusive future in the Asia-Pacific region, addressing global challenges such as health crises, supply chain disruptions, and climate change.    Minister Park underscored the importance of establishing a robust network by strengthening both physical and human connectivity throughout the entire Asia-Pacific region. In his role as the leader of the 'Supply Chain Connectivity Framework Action Plan (SCFAP)' within APEC, Korea pledged to contribute to enhancing supply chain resilience in the region. This commitment involves initiatives related to customs procedures and cooperation projects for the digitization of supply chains. Minister Park expressed Korea's dedication to actively supporting the digitization of the APEC Enterprise Transportation Card (ABTC) and expanding inclusivity, particularly for women and small and medium-sized enterprises (SMEs), to foster improved human connectivity.    Recognizing the necessity of increasing digital connectivity to achieve inclusive growth and bridge the digital gap in the region, Minister Park highlighted over 40 projects implemented through Korea's Digital Innovation Fund since 2019. These projects have contributed to the digital transformation of the region and bolstered the digital capabilities of developing countries. He urged APEC member countries to collaborate in establishing ethical norms for digital technology, aiming to maximize benefits and mitigate risks.    Minister Park also showcased Korea's commitment to addressing global climate change through contributions to the Green Climate Fund (GCF) and the Global Green Growth Organization (GGGI). With the recent launch of the Carbon Free Alliance in October, he expressed confidence that it would play a crucial role in achieving carbon neutrality in the region. Minister Park sought the interest and active participation of member countries in these initiatives.   In addition to these discussions, Minister Park appealed for the support of APEC member countries for hosting Korea's 2030 Busan Expo. Recalling the significance of Busan hosting Korea's first APEC summit in 2005, he emphasized that the Busan World Expo aligns with APEC's vision of sustainable and inclusive growth. Minister Park stressed that the Busan World Expo would serve as an ideal platform for global discussions on solutions to complex crises, including climate change, digital gaps, and inequality.
