The 22nd South Korea-UN Conference on Disarmament and Non-Proliferation, jointly hosted by the Ministry of Foreign Affairs and the UN Office for Disarmament Affairs (UNODA), commenced on December 4th in Geneva, Switzerland. The conference, held over two days, focused on the theme of "Artificial Intelligence (AI) Governance in Military Domains."

  

Participants in the 22nd South Korea-UN Conference on Disarmament and Non-Proliferation included diplomats, government officials, representatives from international organizations, academia, and the industry, spanning various fields related to AI, disarmament, and non-proliferation. Attendees featured notable figures such as Ambassador Lee Dong-ryeol, Special Adviser to the Minister of Foreign Affairs for International Security Affairs, and Ms. Izumi Nakamitsu, Under-Secretary-General and High Representative for Disarmament Affairs at the UN.

  

During the opening remarks, Ambassador Lee Dong-ryeoland High Representative Nakamitsu emphasized the importance of establishing international norms for responsible AI use in military domains. They highlighted the need for close cooperation between nations and sustained global attention to achieve this goal.

  

Ambassador Lee Dong-ryeolalso expressed hope that the conference would serve as a platform for sharing progress in discussions leading up to The Second Summit on Responsible Artificial Intelligence in the Military Domain(REAIM) scheduled in Seoul next year.

  

The 22nd conference addressed the multifaceted advantages and risks associated with the military application of AI. In-depth discussions were planned on AI governance and the formation of international norms in military domains. Specific topics included the benefits and risks of AI in military operations, the integration of AI in military decision-making processes, the incorporation of AI in weapon systems, and legal and ethical issues related to the military use of AI.

  

The conference program for December 4th included discussions on the advantages and risks of AI in military operations, the integration of AI in military decision-making processes, the combination of AI in weapon systems, the legal and ethical issues related to the military use of AI. The agenda for December 5th covered trends in AI discussions in other international conferences and the private sector, as well as regional approaches to the military use of AI.

  

Additionally, two outstanding students selected as part of the 2023 Disarmament and Non-Proliferation Youth Ambassadors participated in the conference as youth representatives, sharing their perspectives on AI's military applications through poster exhibitions.

  

The South Korean government aims to lead discussions on responsible AI use in military domains at the upcoming REAIM Summit in 2023 and contribute to the formation of international norms in this process.
