During South Korean President Yoon Suk-yeol's state visit to the Netherlands from December 12 to 13, 2023, talks were held between President Yoon and Dutch Prime Minister Mark Rutte. The leaders reflected on the "Joint Statement on the Establishment of a Strategic Partnership," which was adopted during Prime Minister Rutte's visit to South Korea in November 2022.
In recognition of the 70th anniversary of the armistice agreement of the Korean War, the two leaders assessed the contributions of Dutch soldiers who participated in the conflict before diplomatic relations were established. They expressed satisfaction with the extensive cooperation between South Korea and the Netherlands over the past 62 years in areas such as the economy, trade, and culture, since the establishment of diplomatic relations in 1961.
Emphasizing their commitment as strategic partners, the leaders pledged to enhance cooperation between South Korea and the Netherlands, particularly in economic and maritime security, aiming to contribute to global peace, prosperity, and security. They also expressed their intent to strengthen partnerships in the Indo-Pacific and Euro-Atlantic regions.
Both leaders agreed that the state visit would serve as a stepping stone to further advance the relationship based on the strategic partnership. They welcomed specific measures, initiatives, and agreements in various areas, including politics, defense, security, society, economy, culture, and regional and multilateral domains, contributing to the ongoing implementation of the "Joint Statement on the Establishment of a Strategic Partnership."
The leaders welcomed progress made since the adoption of the joint statement and committed to continue and enhance high-level and expert-level bilateral dialogues and exchanges to implement the strategic partnership. They also welcomed the strengthening of defense and security cooperation, including the signing of a memorandum of understanding (MOU) on defense cooperation. The leaders expressed anticipation for the establishment of the Korea-Netherlands Defense Material Information Communication Committee, as announced in the MOU signed between the South Korean Defense Acquisition Program Administration and the Dutch Defense Materiel Organization in June 2023. The Netherlands welcomed South Korea's participation in the 2025 Joint Project Optic Windmill (JPOW) training as observers.
