  • How is the blossoming season predicted in spring?
          [Leaders Times] Pretty spring flowers!     How is the blossom season predicted in spring?   Climate change instigates flowers blooming even earlier.     Daily articles report the blossom season appearing earlier than in the past century. How can we anticipate the blooming of flowers, which vary depending on each region, town, or avenue? And why is flowering influenced by climate change?    Temperature and photoperiod are necessary for blooming.   According to one study, plants recognize seasonal change, which is affected by temperature and photoperiod (the length of light), and flowers bloom when they get the best conditions for flowering. So, diverse services announce the blossom season, except for the weather service after examining the highest temperature and the blooming day.  ※ The weather service does announce the fluorescence of flowers; they do not predict the blossom season. Services such as forest service and private weather services were provided starting in 2016.    What was the standard of the past blossoming day?    Weather services make seasonal observations that identify the progress of climate change through observation, analysis, and estimation of the sample tree. They have recorded the generation and fluorescence, full of blooming Japanese apricot flowers, forsythias, azaleas, and cherry blossoms with the naked eye.    Usually, full blooms are 2-3 days after fluorescence or around a week if they are late.  Check the data for blooming flowers and forecast them before enjoying spring flowers!

  • Minister Lee Jong-ho Represents Korea at the 2024 Nuclear Energy Summit in Brussels
      Minister Lee Jong-ho of the Ministry of Science and ICT recently participated as the senior representative of Korea at the '2024 Nuclear Energy Summit.' The summit, held at the Brussels Expo on March 21 and co-hosted by the International Atomic Energy Agency and Belgium, gathered stakeholders from 38 countries, including nuclear operating nations and those intending to expand or initiate nuclear power generation and industry.    This milestone event marked the first multilateral summit in the field of nuclear energy, focusing on conveying messages emphasizing the crucial role of nuclear energy in addressing climate change, enhancing energy security, and promoting economic prosperity and development. It also aimed to foster active support for expanding nuclear capabilities from countries seeking to transition from fossil fuels to clean energy, ensuring the continued innovation of nuclear technology and industry.    Minister Lee highlighted Korea's commitment to expanding nuclear power, citing initiatives such as the construction of Shin Hanul Units 3 and 4, the continued operation of existing nuclear power plants, and independent technology development for next-generation nuclear reactors including small modular reactors (SMRs). The minister emphasized the importance of continued investment in innovative research and development, such as SMRs, as promising technologies for tripling global nuclear power generation capacity by 2050.    The summit provided an opportunity for nuclear research institutions and industries in Korea, such as the Korea Atomic Energy Research Institute, Korea Hydro & Nuclear Power Co, to engage in discussions with relevant agencies from key partner countries on cooperation projects.    In conclusion, Minister Lee's participation in the 2024 Nuclear Energy Summit underscored Korea's commitment to global cooperation in nuclear energy, highlighting its role as a leader in nuclear technology innovation and its dedication to contributing to a sustainable energy future.

  • The 3rd Summit for Democracy
    [Leaders Times] The Korean government will host the Summit for Democracy on March 18-20.    The Summit for Democracy, led by US President Biden, was the global conference system in  2010. In March 2023, the United States, in cooperation with South Korea, Costa Rica, the  Netherlands, and Zambia, held the Secondary Summit for Democracy.    On the first day, March 18, the third Summit for Democracy will proceed to the ministerial  conference about the subject ‘AI, Digital Technology and Democracy.’The opening ceremony,  including a discussion and workshop led by internal and external civil society, will be held on the  second day, March 19.    The third Summit for Democracy will be held with a virtual meeting on March 20 at night.  President Yoon Suk Yeol will organize a virtual summit with the prime minister of Denmark,  Mette Frederiksen, and Kenyan President William Ruto. Moreover, three countries—South  Korea, Denmark, and Kenya—will preside over each session of the Summit for Democracy.  President Yoon Suk Yeol will lead a second session on ‘Technology, election, and fake news.’     This Summit for Democracy, hosted on ‘Democracy for Future Generations,’ will be the  opportunity to plant certainty in global youth, who will play a leading role in the future and  actively reflect their voices. During the Summit for Democracy, varied arguments will progress,  and designs will be planned to be published to support global youth-empowering innovation.    Our government holds the Summit for Democracy because our democratic leadership enforces to  reflect international society’s high credibility and expectations. Our government contributes to  democracy promotion by sharing the experiences and outcomes of Korea, where it has developed  and fostered democracy in international society. Through this process, the government will push  ahead with its vision of a global hub country.

  • CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation
      In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach.  The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries.  Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives."  Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries.  Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia."  The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

  • Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,
        I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines.   Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support.   Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family.   These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience.   I realized how much potential there is in every child through conversations with the families during the trip. Providing scholarships and support for education, I was honored to be able to provide the chance for economically disadvantaged to shine. With Leaderstimes and Global Leaders Club, I seek to continue my multicultural, philanthropy and expand Angel for Kor-Fils’s Journey to more households in need. As we’ve already expanded into Cambodia, I hope Global Leaders Club members will join in our support for the underprivileged.

  • Smart Animal Husbandry, First Step for Future Livestock Industry
    Minister Song Mi-ryung visited the smart livestock farm in Pyeongtaek-si, Gyeonggi Province, encouraged youth ranchers, listened to the difficulty of the place, and discussed the expansion of smart animal husbandry. Livestock facility[Leaders Times] On February 6th at 4:30, Minister of Agriculture, Food and Rural Affairs Song Mi-ryung visited the smart piggery in Pyeongtaek-si, Gyeonggi Province, observed the place of smart animal husbandry, and conducted a meeting about a method of expansion of smart animal husbandry with youth ranchers who are practicing future smart livestock. Livestock farm (Rosefarm), where she visited, is a smart piggery that optimizes feed supplements to retrench approximately 19% of feed cost compared with normal farms, considering the growth stages of mother pigs and piglets and brings a system of exhausting air in the center and air washer in to decrease odor innovatively. Minister Song declared the schemes to reinforce necessary support for the expansion of smart livestock and to emphasize smart animal husbandry as the powerful way of advancing the livestock industry that overcomes the problems of livestock farming through the scientific control of odor and animal disease and the improvement of production. Also, she heard diverse opinions from youth ranchers, smart equipment manufacturers, and people from a public institution that certifies livestock products (KAPE) at the meeting after visiting a smart piggery.At this meeting, the youth ranchers suggested ▲enforcement of expansion and supplement of smart farms focused on solutions, ▲increasing opportunity and experience of youth farmers, such as practical education, and ▲establishing big data platforms for the smart equipment and expansion of the use of solutions. Minister Song responded that the Agriculture, Food and Rural Affairs will create a performance model of each type and field for smart animal husbandry and increase the opportunity experience steadily. Moreover, she declared to find a varied improvement plan for the achievement and creation of smart livestock. Minister of Agriculture, Food and Rural Affairs Song Mi-ryung said that future growing industrialization of the agricultural industry needs to foster an agricultural innovative ecosystem that encourages youth ranchers’ creative ideas and capability. She requested that fervor and innovation youth ranchers who were at the meeting might endeavor to expand to a good model of society with related organization.”

  • Hosting the First Asia Maritime Security Agency Chiefs Meeting in Korea
        The Korea Coast Guard has announced its plans to host the 20th Asia Maritime Security Agency Chiefs Meeting in South Korea this year, marking a significant development as it will be the first time the event is held in the country. This initiative is in response to the growing importance of maritime security, aligned with the Indo-Pacific strategy, and aims to strengthen maritime security cooperation among key nations in the Indo-Pacific region.   Established in 2004, the Asia Maritime Security Agency Chiefs Meeting serves as a collaborative organization with the participation of 22 countries in Asia, including Korea, China, Japan, and various Southeast Asian nations. Additionally, the organization includes one region (Hong Kong) and two international organizations, namely ReCAAP-ISC for Asia-Pacific counter-piracy cooperation and UNODC for the United Nations Office on Drugs and Crime.    The upcoming meeting, scheduled to take place in Incheon in June and September, will be organized into five expert groups. These groups will focus on discussing critical topics such as capacity-building for maritime security agencies in the Asian region, prevention of maritime crime, marine environmental protection, search and rescue operations, and information exchange. The primary objective is to deliberate on collaborative measures to enhance safety and security in maritime environments.    Of particular note is the meeting's emphasis on addressing the pressing issue of drug trafficking through the seas into domestic territories. Member countries plan to enhance practical information exchange, strengthen cooperation, and establish an international collaborative framework among Asian nations.    Kim Jong-wook, the head of the Korea Coast Guard, stated, "Considering that this is the first time Korea is hosting the meeting of Asian maritime security agencies, we are preparing various programs, including promoting Hallyu culture. We aim to share the capabilities of the Korean Coast Guard with Asian nations, actively contribute to strengthening maritime security cooperation with key nations in the Indo-Pacific region, and strive to fulfill our role and responsibilities as a global central nation in the international community."

      [Leaders Times] Marking a significant milestone in global telecommunications, the World Radiocommunication Conferences 2023 (WRC-23) has reached a successful conclusion. As the premier decision-making assembly organized by the International Telecommunications Union (ITU), WRC-23 focuses on critical aspects of frequency allocation and radio communications worldwide. The event, spanning four weeks from November 20 to December 15, was hosted in Dubai, United Arab Emirates. It saw the participation of approximately 3,800 experts from 162 countries, encompassing government and industry specialists.    The South Korean government played a pivotal role in this global event, assembling a 49-member delegation comprising experts from the Ministry of Science and ICT, the Ministry of National Defense, the National Radio Research Institute, and industry giants like Samsung Electronics. This team was instrumental in enhancing international frequency cooperation.    With the advent of the 6G era on the horizon, South Korea has been at the forefront of international efforts to identify potential 6G frequency resources, particularly in collaboration with the Asia-Pacific region and the United States. The Korean delegation was particularly proactive in shaping the agenda for the upcoming WRC (WRC-27), proposing the 4.4-15.35GHz band as a prime candidate for 6G. This initiative led to the adoption of three out of four bands proposed by Korea as potential 6G frequencies at WRC-23. The Ministry of Science and ICT is now set to lead discussions on the development and standardization of 6G technology by 2027.    A significant achievement at WRC-23 was the reinforcement of Wi-Fi service protection, particularly in the 6GHz band, which is a collaborative effort between Korea and the U.S. For the first time, the ITU’s Radio Regulations have incorporated provisions for Wi-Fi usage in this band, paving the way for stable, interference-free Wi-Fi services, crucial for enhancing service speed and quality.    Additionally, the conference marked advancements in safety functions for maritime and aviation sectors. The allocation of new frequencies for satellite-based air traffic control will mitigate communication dead zones over the oceans. Moreover, the Korean delegation secured agreements with global entities, including the U.S. and France, to ensure the stable provision of satellite-based SOS text services.    The conference also established operational guidelines for new non-terrestrial satellites (ESIM), facilitating convenient Internet access on aircraft and ships. Previously, most satellite services required fixed installations. The new ESIM regulations will allow for more flexible, high-speed Internet services in these mobile environments.    Furthermore, WRC-23 introduced regulations to protect existing geostationary and future complex communication satellites from interference by the burgeoning non-geostationary satellite systems, ensuring the stable operation of Korea’s satellite network.    For the first time, the conference included discussions on space weather, addressing the impact of solar activity on satellites, terrestrial communications, and power infrastructure. This focus is expected to form a foundational strategy for protecting public safety and infrastructure.    Looking ahead, the Ministry of Science and ICT plans to dispatch mobile communication experts to the ITU in early 2024, following an MoU signed in August 2023. This initiative aims to position Korea as a leader in 6G frequency exploration at WRC-27.    Park Yun-Kyu, the second vice minister of the Ministry of Science and ICT, emphasized the success of Korea's proactive radio diplomacy at WRC-23, leading to the adoption of 6G candidate frequencies for future WRC agendas.   • Fair Trade Commission Chair Prioritizes Support for Navigating EU Regulations
      [Leaders Times] On December 4, in Paris, France, Han Ki-jeong, chair of the Korean Fair Trade Commission (KFTC), spearheaded a crucial meeting with representatives from prominent Korean companies poised to penetrate the European market.   This pivotal gathering, a first since Han's appointment, saw participation from leaders of six Korean corporations, including Samsung Electronics and Hanwha Solutions. The session was centered on delineating the implications of the newly implemented Digital Market Act and the emerging guidelines on supply chain due diligence, pertinent to Korean enterprises in Europe.   Chairman Han meticulously outlined the potential impacts of these regulations on Korean firms and actively solicited feedback on the challenges and suggestions these companies face in the European market.    The Digital Market Act, a focal point of discussion, targets major digital platform companies. It categorizes certain large platform operators as "gatekeepers," subjecting them to unique regulatory measures. These gatekeepers are mandated to avoid unauthorized data harvesting from third-party services and to eschew favoring their own services, extending beyond existing competition laws.    Effective since May, the Act led global platforms like Google and Apple to acknowledge their gatekeeper status to the EU. The EU Commission, consequently, designated six entities - Google, Apple, Amazon, Meta, Microsoft, and ByteDance (TikTok's parent company from China) as gatekeepers on September 6. Samsung Electronics, though it pre-emptively declared compliance with gatekeeper criteria, was ultimately not included in the EU Commission's final list. The FTC, acknowledging the ongoing debate over domestic platforms' gatekeeper status, committed to monitoring developments and enhancing understanding of the Digital Market Act's specifics.    The meeting also delved into the "Business Sustainability Due Diligence Guidelines."   • President Yoon established ‘Semiconductor Alliance’ with the Netherlands
      President Yoon Suk-yeol, accompanied by King Willem-Alexander of the Netherlands, visited the headquarters of ASML, a leading semiconductor equipment manufacturing company, on December 12. The visit included a meeting with representatives from major semiconductor companies in Korea, the Netherlands, and Europe, along with a tour of the production site for next-generation Extreme Ultraviolet (EUV) lithography equipment.    ASML, based in Veldhoven, the Netherlands, stands as the global leader in producing EUV lithography equipment crucial for advanced semiconductor manufacturing used in artificial intelligence, smartphones, and more. The company has maintained a longstanding collaboration with South Korean semiconductor firms.    Upon arrival, President Yoon Suk-yeol and King Willem-Alexander ceremonially signed a wafer to commemorate the historic visit, with the signed wafer set to be showcased in ASML's cleanroom.    Subsequently, the leaders convened with representatives from major semiconductor companies and institutions, including Samsung Electronics, SK Hynix, ASML (Netherlands, lithography equipment), ASM (Netherlands, deposition equipment), Zeiss (Germany, optical systems), and IMEC (Belgium, semiconductor research institution).    President Yoon commended ASML for its technological innovations, acknowledging its role as a driving force in the global Fourth Industrial Revolution. He expressed gratitude for the investments made by Dutch semiconductor companies, particularly ASML and ASM, in Korea, contributing significantly to production, research and development, and talent development.    Following the meeting, both governments signed three Memorandum of Understanding (MOUs) for semiconductor cooperation. President Yoonand King Willem-Alexander attended the MOU signing ceremony, celebrating the deepened investment and cooperation between Korea and the Netherlands, and extending congratulations to all stakeholders.    To conclude the visit, President Yoon Suk-yeol and King Willem-Alexander jointly inspected ASML's cleanroom, providing a first-ever public view of the next-generation EUV production site. The government plans to provide support to ensure the seamless implementation of the government and private-sector cooperation MOUs signed during this ASML visit.

  • President Yoon issued Joint Statement with the Netherlands.
      During South Korean President Yoon Suk-yeol's state visit to the Netherlands from December 12 to 13, 2023, talks were held between President Yoon and Dutch Prime Minister Mark Rutte. The leaders reflected on the "Joint Statement on the Establishment of a Strategic Partnership," which was adopted during Prime Minister Rutte's visit to South Korea in November 2022.    In recognition of the 70th anniversary of the armistice agreement of the Korean War, the two leaders assessed the contributions of Dutch soldiers who participated in the conflict before diplomatic relations were established. They expressed satisfaction with the extensive cooperation between South Korea and the Netherlands over the past 62 years in areas such as the economy, trade, and culture, since the establishment of diplomatic relations in 1961.    Emphasizing their commitment as strategic partners, the leaders pledged to enhance cooperation between South Korea and the Netherlands, particularly in economic and maritime security, aiming to contribute to global peace, prosperity, and security. They also expressed their intent to strengthen partnerships in the Indo-Pacific and Euro-Atlantic regions.    Both leaders agreed that the state visit would serve as a stepping stone to further advance the relationship based on the strategic partnership. The leaders expressed anticipation for the establishment of the Korea-Netherlands Defense Material Information Communication Committee, as announced in the MOU signed between the South Korean Defense Acquisition Program Administration and the Dutch Defense Materiel Organization in June 2023.   • Vietnam and South Korea Propel Core Mineral Supply Chain
        South Korea and Vietnam are actively proceeding with the establishment of the "Korea-Vietnam Core Mineral Supply Chain Center" to expand the achievements of cooperation in supply chains, trade and investment, and energy discussed during the two recent summit meetings in December 2022 and June 2023. Additionally, both countries have agreed to enhance collaboration in the "Carbon-Free Initiative" and other areas related to carbon neutrality and future industries.    On December 7th, Minister of Industry, Trade, and Resources, Moon-kyuBang, presided over the "13th Korea-Vietnam Joint Committee on Industry" and the "7th Korea-Vietnam FTA Joint Committee" in Seoul's Shilla Hotel, where he discussed ways to strengthen economic cooperation between the two countries with Nguyen Hong Dien, Minister of Industry and Trade of Vietnam.    During the Industry Joint Committee, the two countries agreed to expedite the implementation of the "Memorandum of Understanding (MOU) on Core Mineral Supply Chain Cooperation" signed during the state visit, facilitating joint efforts in establishing the Core Mineral Supply Chain Center and advancing cooperation in material and component technology development. They also signed the "MOU on Joint Research for Core Mineral Supply Chain."    To achieve the declared goal of reaching a trade volume of $150 billion by 2030, both nations pledged to continue supporting a total of 111 agreements between private entities. They also decided to hold a total of 10 private-sector economic cooperation events, including trade counseling sessions and investment conferences, led by their respective trade promotion agencies (KOTRA - VIETRADE). Furthermore, the two countries committed to enhancing cooperation for carbon neutrality, including joint projects for greenhouse gas reduction and Vietnam's liquefied natural gas (LNG) power generation.    At the FTA Joint Committee, marking the 10th anniversary of the Korea-Vietnam FTA coming into effect in 2025, discussions focused on the strategic utilization of the FTA. The committee examined issues related to import regulations, updating Rules of Origin criteria by product, resolving non-tariff barriers, and agricultural trade. The goal is to check the progress of the Korea-Vietnam FTA and discuss collaboration methods to enhance its utilization by companies.     Minister Moon-kyuBangexpressed that the bilateral relationship has become closer than ever after the two recent summit meetings and pledged to expand cooperation with Vietnam not only in traditional manufacturing but also in new areas such as supply chains and clean energy based on past achievements.

  • The 22nd South Korea-UN Conference Advances Disarmament and
      The 22nd South Korea-UN Conference on Disarmament and Non-Proliferation, jointly hosted by the Ministry of Foreign Affairs and the UN Office for Disarmament Affairs (UNODA), commenced on December 4th in Geneva, Switzerland. The conference, held over two days, focused on the theme of "Artificial Intelligence (AI) Governance in Military Domains."    Participants in the 22nd South Korea-UN Conference on Disarmament and Non-Proliferation included diplomats, government officials, representatives from international organizations, academia, and the industry, spanning various fields related to AI, disarmament, and non-proliferation. Attendees featured notable figures such as Ambassador Lee Dong-ryeol, Special Adviser to the Minister of Foreign Affairs for International Security Affairs, and Ms. Izumi Nakamitsu, Under-Secretary-General and High Representative for Disarmament Affairs at the UN.    During the opening remarks, Ambassador Lee Dong-ryeoland High Representative Nakamitsu emphasized the importance of establishing international norms for responsible AI use in military domains. They highlighted the need for close cooperation between nations and sustained global attention to achieve this goal.    Ambassador Lee Dong-ryeolalso expressed hope that the conference would serve as a platform for sharing progress in discussions leading up to The Second Summit on Responsible Artificial Intelligence in the Military Domain(REAIM) scheduled in Seoul next year.    The 22nd conference addressed the multifaceted advantages and risks associated with the military application of AI. In-depth discussions were planned on AI governance and the formation of international norms in military domains. Specific topics included the benefits and risks of AI in military operations, the integration of AI in military decision-making processes, the incorporation of AI in weapon systems, and legal and ethical issues related to the military use of AI.    The conference program for December 4th included discussions on ▲the advantages and risks of AI in military operations, ▲the integration of AI in military decision-making processes, ▲the combination of AI in weapon systems, ▲the legal and ethical issues related to the military use of AI. The agenda for December 5th covered trends in AI discussions in other international conferences and the private sector, as well as regional approaches to the military use of AI.    Additionally, two outstanding students selected as part of the 2023 Disarmament and Non-Proliferation Youth Ambassadors participated in the conference as youth representatives, sharing their perspectives on AI's military applications through poster exhibitions.    The South Korean government aims to lead discussions on responsible AI use in military domains at the upcoming REAIM Summit in 2023 and contribute to the formation of international norms in this process.

  • France, Germany, and Italy oppose regulation of the foundation model, advocating for a 'voluntary code of conduct.'
      France, Germany, and Italy have insistedon the introduction of voluntary Codes of Conduct, rather than sanctions on foundation models (such as Chat GPT, which serves as the most basic and fundamental model for the development of high-level technology and systems) in relation to the EU 'Artificial Intelligence Act.' This is in direct conflict with the European Parliament's stance.   Based on the risks associated with artificial intelligence, the EU Executive Commission has advocated for the introduction of the world's first comprehensive law regulating the use of artificial intelligence, known as the 'Artificial Intelligence Act.' Currently, the European Parliament, the EU Council, and the EU Executive Commission are engaged in trilateral negotiations for the final legislation.   Recently, with the emergence of so-called 'foundation models' in artificial intelligence, France, Germany, and Italy have opposed the regulation of foundation models and have even raised the possibility of the entire Artificial Intelligence Act failing.   In a joint document drafted on the 19th, France, Germany, and Italy argued that the general regulation of foundation model artificial intelligence violates the principles of technological neutrality and risk-based AI regulation.   As an alternative, they proposed regulating the use of foundation models in a manner that aligns better with risk-based AI regulation and suggested introducing a 'Code of Conduct' for foundation model developers, making compliance mandatory.   Furthermore, they demanded that foundation model AI developers publicly disclose a summary of technical documents detailing information on the model card, technical details related to machine learning, and information about the capabilities and limitations of the model when optimally utilized.   However, they decided not to impose sanctions for violations of the Code of Conduct in the early stages of legal implementation. Instead, in the event of systematic violations of the Code of Conduct, they proposed conducting an analysis and impact assessment of the violations before introducing a sanction system.   Meanwhile, the European Parliament is internally discussing the regulation of foundation models. As the European Parliament insists on general regulation for foundation models, a clash with the EU Council seems inevitable.

      President Yoon Suk-yeol and his wife visited Paris on the second day of their trip aimingto secure the successful hosting of the 2030 Busan World Expo. On the evening of November 24th (local time), they attended the official National Day reception at the Brongniart Palace in Paris, marking the final official event of their visit.   The President's visit, coming approximately five months after his last visit to Paris in June for the 4th presentation by the Bureau International des Expositions (BIE) and an official reception, is highly unusual. Such frequent visits to a single country within a year underscore the President's strong commitment to the success of hosting the 2030 Busan World Expo.   The National Day reception, themed "Transforming Our World, Navigating Toward a Better Future," aligns with the theme of the 2030 Busan World Expo. Approximately 600 attendees, including key figures from the French government, expatriates, ambassadors from various countries, and representatives from BIE member countries, participated.   During the reception, President Yoon and the First Lady reflected on the significance of the National Foundation Day, delivering a speech that acknowledged Korea's resilience throughout its history, from overcoming Japanese colonial rule to the challenges of the Korean War. Emphasizing Korea's role as a global responsible nation, they expressed a strong commitment and vision, pledging to lead in global solidarity through the 2030 Busan World Expo.   On November 28th, during the BIE General Assembly, the President and the First Lady engaged in last-minute negotiations to attract support for the 2030 World Expo bid, directly appealing to BIE representatives who will vote on the host city. Major business figures, including representatives from SK, Samsung, Hyundai, LG, and Lotte, joined the reception to support the unified "Korea Team" in negotiations with BIE member countries.   Furthermore, the National Day reception showcased Busan's unique strengths as a logistics hub in Northeast Asia and a driver of Korea's economic growth. It provided an opportunity to highlight Korea's attractiveness through its food, music, and traditional culture, leaving a lasting impression on BIE representatives just before the crucial vote.   This visit to Paris, strategically conducted close to the BIE General Assembly, is considered a high-level, impactful effort to influence the voting decisions of undecided member countries. The Korean government plans to leverage this momentum and make every effort to secure a successful bid until the voting at the General Assembly.

  • The revised version of the 'EU Environmental Crime Directive,' which introduces criminal penalties for corporate environmental offenses, has been adopted.
      The European Parliament, the Council of the EU, and the European Commission have reached a final agreement on the amended draft of the 'EU Environmental Crime Directive.' This amendment permits the imposition of custodial sentences on management for significant corporate environmental crimes.    The revised draft, introduced in December 2021 to penalize and prevent major environmental crimes by corporations, is set to take effect in February of the next year, following formal approval by the European Parliament and subsequently by the Council of the EU.   The amendment underscores the 'polluter pays' principle, seeking to prevent future environmental crimes by imposing robust criminal penalties on companies involved in significant environmental offenses.    Moreover, in instances of environmental pollution occurring concurrently in multiple member states, the directive coordinates responses and facilitates effective sanctions to avert environmental pollution.    For companies breaching the directive and causing fatal accidents, the representative could face a maximum prison sentence of 10 years. In cases of significant environmental pollution (Qualified Offence) not resulting in fatalities, the maximum prison sentence is 8 years, while for other offenses, it is a maximum of 5 years.    Additionally, companies may be fined up to 5% of their global annual revenue, with the option of imposing a fixed fine ranging from 2.4 to 4 million euros. However, member states can select the fine rate between 3-5% and can impose a fixed fine between 2.4 to 4 million euros.    While there may be some variability in the fine amounts among member states, the definition of environmental crimes under this directive, encompassing deforestation, marine pollution, and the production of goods through the illegal exploitation of natural resources, uniformly applies across the EU.   On a separate note, environmental advocacy groups have welcomed the incorporation of the concept of 'Ecocide,' marking the world's first acknowledgment of ecocide as one of the environmental crimes punishable under criminal law.    However, criticism has arisen concerning the exclusion of illegal, unreported, and unregulated fishing (IUU fishing) from the environmental crimes that the directive can penalize.
