• What is the Current Status of the Russia-Ukraine War

     With the arrival of the Israeli-Palestinian conflict as well as other rising conflicts around the world, the media has shifted its gears towards covering the newest events, leaving the ongoing Russia-Ukraine war in the dust. Nowadays, news channels or social media pages rarely discuss the ongoing events of war between Russia and Ukraine regularly. Nevertheless, the war in eastern Europe has been raging for nearly two years, so here’s the current situation and future outlook of the conflict.   The Russo-Ukrainian War technically began in February of 2014 but broke out into the war we now know after Russia launched a full-scale invasion in February of 2022. When the invasion was announced, there was no formal declaration of war but rather labeled as a “special military operation” by Putin. Upon his announcement, Putin quickly ordered airstrikes and missile launches, especially targeting Kyiv which is the capital of Ukraine. What Russia expected to be a quick invasion and annexation of Ukrainian territories turned into a gruesome battle leading to over millions of refugees displaced and hundreds of thousands wounded or deceased.   It is unclear who will win the war as both sides have had their ups and downs. Russia, who expected swift victory, was faced with unexpected Western aid that nearly evened the playing field and significantly slowed the pace of the invasion. Regardless, Russian forces were initially able to take around 25% of Ukraine's territory across the eastern boarder but are now at a stalemate, as the front lines are barely budging. Ukrainian troops started 2023, devising a counteroffensive against Russia with high hopes and western nations’ support, but are starting 2024 with low moral, anxiety about the future aid, and disappointment in the battleground.   With Israeli-Palestinian conflict and increasing tension between China and Taiwan, Putin is taking advantage of the slower pace of the war, waiting for the Western allies' economic and military aid to relocate and spread out amongst conflicts around the world instead of being concentrated against Russia. Ukraine may have slowly took back some parts of the land Russia was able to seize in their initial invasion, but it will be difficult to win back more.   While Russia currently seems to have the upper hand in the war, there is still uncertainty as Ukraine successfully took out key battleships of Russia’s, sanctions were placed against Russia’s economy, and conflicts within the country and against Putin’s presidency. The two nations still trade blows everyday with drone and missile strikes so one future outlook is clear: the war is yet to end.

• 파키스탄 섬유 산업 위기

  [리더스타임즈] 파키스탄 섬유 산업이 아시아 나라들과의 치열한 경쟁에 직면해 있고 섬유 산업의 위치가 하락하고 있다. 섬유 수출 주요국가는 중국, 독일, 방글라데시, 베트남, 파키스탄 등이다. 파키스탄은 섬유 산업이 국가 전체 수출의 60%를 차지하고 세계 5위 면화 수출국이지만 우크라이나 전쟁으로 인한 에너지 비용 상승과 국가 정치적 상황으로 위기를 겪고 있다. 섬유 수출은 21/22회계연도 193억 달러에서 22/23회계연도 165억 달러로 약 15% 감소했다. 파키스탄 섬유는 글로벌 브랜드 ZARA, H&M, 아디다스 등에 면직물, 니트, 린넨 등을 공급하고 있다. 특히나 2022년 최악의 폭우로 45% 면화 작물 침수로 인하여 생산량이 역대 최저치로 떨어지면서 원자재 부족 및 생산비용 증가로 수출에 어려움을 겪었다. 파키스탄 제조업 근로자 중 의류·섬유 부문이 약 40%를 차지하나 현재 섬유 공장의 25~30%가 운영되지 않고 약 70만 개의 일자리가 사라진 것으로 추정된다. 파키스탄 정부는 섬유 수출 규모는 2025년에 253억 달러로 늘어나고 2027년까지 면화 생산량을 2,000만 베일(bale)로 끌어올릴 계획을 발표했다. 그러나 파키스탄 섬유 생산 관계자들은 정치적 불안정한 상황과 경제적 혼란으로 섬유 수출 목표 달성은 불가능할 것이라는 견해를 밝혔다.

• G7 Energy ministers' meeting agrees to expand offshore wind and solar power capabilities by 2030

    The G7 energy ministers agreed to set targets by expanding solar and offshore wind power generation capacity by 2030, recognizing gas as another transitional energy source.  [Renewable energy (solar and offshore wind power)] The G7 Energy Ministers' meeting agreed on the 16th (Sun) to strengthen renewable energy capabilities while recognizing each country's own ways to achieve carbon neutrality to achieve the joint goal of climate neutrality by 2050.  In order to strengthen the capacity of renewable energy,the goal of expanding 150 gigawatts of offshore wind power generation capacity in all G7 member countries by 2030 and securing more than 1terawatt of solar power generation capacity has been set.  [Nuclear power] Countries that chose nuclear power as a way to achieve climate neutrality agreed to actively support the development and construction of small and other advanced reactors and to help form a working group to easereliance on Russiancivilian nuclear-related items.  [Natural gas] Japan, which imports most of its energy needs, urged to maintain liquefied natural gas (LNG) as a transitional energy source for energy conversion for at least 10-15 years.  In response, the G7 stated in its agreement that investment in the gas sector could be suitable for responding to potential energy market disruptions caused by the war in Ukraine on the condition that it meets its climate response goals.  Meanwhile, the G7 agreed to set 2040 as a new deadline for eradicating further environmental destruction by plastics, ten years earlier than its previous goal.

• Food and Agriculture Organization (FAO) World Food Price Index down0.8%

      According to the United Nations Food and Agriculture Organization (FAO), the World Food Price Index in January 2023 recorded 131.2 points, down 0.8% from the previous month (132.2 points). Grain prices rose slightly, but prices fell for all other items.  In January 2023, the grain price index recorded 147.4 points, up 0.1% from 147.3 points in December 2022. Wheat fell in price as production increased compared to expectations in Australia and Russia.Corn prices rose due to strong demand for Brazilian corn and concerns over drought in Argentina, despite the decline in U.S. corn export prices.Rice prices rose on the back of rising domestic demand and the exchange rate in some Asian exporters.  In the case of oil and fat prices, it was 140.4 points, down 2.9% from the previous month (144.6 points). Palm oil prices fell as demand for imports slowed as major importers recently secured large inventories. Soybean oil prices fell due to falling prices of other oils and fats and improved climate conditions in Argentina. The prices of rape seed oil and sunflower seed oil fell as export volume was sufficiently supplied.  In the case of meat, it was 113.6 points, down 0.1% from the previous month (113.7 points). Beef prices fell, especially in Australia and New Zealand, as the supply of cattle for slaughter increased. Despite of the spreading avian influenza, the price of poultry meat fell as the exportable volume of major countries continued to increase. Pork was supplied sufficiently in Brazil and the United States, and China's demand for imports for the Spring Festival was lower than expected, causing prices to fall.  In the case of dairy products, it was 136.2 points, down 1.4% from the previous month (138.2 points). Butter market demand slowed as prices were expected to continue to fall, and prices fell as supply from Australia and New Zealand also increased. Dry whole milk fell in price due to weak demand from major importers and increased supply from New Zealand, and skimmed milk fell due to overall slowing demand. On the other hand, cheese prices rose slightly in Western Europe due to the recovery in demand for dining out and retailing because of the New Year holiday.  In the case of sugar, it was 115.8 points, down 1.1% from the previous month (117.2 points). The main factors were the smooth harvest in Thailand and the improvement in production conditions due to good climate effects in Brazil. However, the drop was not significant because of concerns over low yields in India, rising gasoline prices in Brazil, increased demand for ethanol, and a strong Brazilian real currency.  

• "Spreading fake news, you'll be caught." Criticizing war in Russia leads to "Seven years in prison."

    A district delegate in Moscow, Russia, was sentenced to seven years in prison for criticizing the invasion of Ukraine.  According to the TASS News Agency on the 10th, the Moscow District Court sentenced Alexei Gorinov (60)for spreading false information about the Russian military and undermining the military's trust.  In April, Gorinov was arrested for saying that Russia "must pay silent tribute to the victims" or "act against the neighboring sovereign state" over its invasion of Ukraine.   The charges were 'criticism of special operations' and 'production of fake news'. Russia claims that they are carrying out a "special military operation" rather than invading Ukraine.    Currently, the Russian government is naming the invasion of Ukraine a "special military operation." Since the war began, the government has revised the law to allow anyone who spreads fake newsto face up to 15 years in prison. The act of mass-producing fake news includes opposing the war or criticizing the government.   Gorinov became the first personsentenced to prison under the revised law. But he is not the only one accused of producing fake news after criticizing the invasion of Ukraine.  Opposition politician Ilya Yasin was arrested by police in March after publicly opposing Russia's invasion of Ukraine, saying on his Twitter account, "Russians and Ukrainians should not be killed each other."    Police have also arrested an employee of the broadcasting station who broke into the evening news of Russian state-run broadcaster and opposed the Ukraine's war.  Political commentator Tatiana Stanovaya said authorities were warning opponents.   "The use of the term ‘war’ has become an annoyance to the authorities," he said. "It would be considered an act of terrorism and a long prison term for a political figure like Gorinov to make such a statement."

• Abe shooter, upset over mother’s donations to religious group...Estimation of sole crime

  Yamagami Tetsuya, a suspect who shot and killed former Japanese Prime Minister Shinzo Abe, was reported to have said, "I killed Abe because I thought he was related to a religious group my mother was into."  Local media reported on 9th that Yamagami made a statement to the effect that "my mother fell into religious groups and made a lot of donations, which ruined family life."  Citing the name of a particular religious group, the Asahi Shimbun said, "I had a grudge," adding, "I tried to aim the religious group leader, but it was difficult, and I thought Abe had something to do with it."  As a result, analysts say that he acted alone for personal reasons, not as a surety criminal targeting former Prime Minister Abe, who is politically right-wing.  The Mainichi Shimbun also reported that the suspect stated to the effect that "He intended to target this official" citing the name of a certain religious group official, but the religious group official was not at the scene of the incident.  In particular, it is reported that he arrived at the crime scene by train finding out the schedule of campaigning for the upper house election through LDP’s website.  In addition, police seized a black-taped homemade gun at the scene of the crime and seized severalguns and gunpowder in a raid athis home.  The suspect was reported to have told police that he had bought parts on the Internet and made his own handgun.  Abe was taken to hospitalafter Yamagami was shot seven to eight meters away during a street campaign rally in Nara, and died of excessive bleeding at 5:03 p.m on 8th.

• 농식품 해외 ‘안테나숍’, 케이-푸드(K-Food) 수출 영토 확대에 앞장서!

  해외 안테나숍 [리더스타임즈] 농림축산식품부는 올해 케이-푸드(K-Food) 100억불을 달성하고 중남미, 중동, 인도 등 신시장으로 수출 영토를 확대하기 위해 25개국 28개소에서 한국 농식품 ‘안테나숍’을 운영할 계획이다. 안테나숍은 한국 농식품의 인지도가 낮은 신규시장에 케이-푸드(K-Food) 전문 판매장을 운영하여 새로운 유통망을 개척하고 현지 소비자에게 우리 농식품의 인지도를 제고하기 위해 추진하는 사업이다. 안테나숍은 한국 농식품 전반을 취급하는 일반 안테나숍과 한국 신선 농산물을 전문으로 취급하는 케이-프레쉬 존(K-Fresh Zone, KFZ)으로 구성되어 있다. 일반 안테나숍은 2013년 처음으로 운영을 시작하였으며, 유럽, 중남미 등 한국 농식품 진출이 미미한 시장을 중심으로 신규 유통망을 개척해 오고 있다. 특히, 중남미 페루의 안테나숍은 연간 200만명 이상이 방문하는 세계적인 관광지 마추픽추로 가는 길목에 있어, 페루 소비자뿐만 아니라 전세계에서 온 관광객을 대상으로 케이-푸드(K-Food)를 홍보하고 있다. 이외에도 프랑스 대표 관광 도시 ‘니스’의 까르푸(Carrefour) 내 숍인숍, 영국 축구의 성지 ‘리버풀’ 중앙역 앞 등 유동인구가 많은 위치에 안테나숍을 운영하여 효과적으로 한국 농식품을 알리고 있다. 한편, 케이-프레쉬 존(K-Fresh Zone, KFZ)은 2017년 싱가포르를 시작으로 태국, 베트남 등으로 한국 신선 농산물 전문 유통망을 확대해 오고 있다. 특히, 2023년에는 아랍에미리트(UAE) 샤르자 지역에 케이-프레쉬 존(KFZ)을 최초로 개소하여 동남아 국가 위주로 집중되어 있던 신선 농산물 수출 시장을 다변화하고 있다. 올해는「케이-푸드 플러스(K-Food+) 수출 혁신 전략(’24.2)」에 따라 시장규모와 잠재력이 큰 3대 신시장(중동·중남미·인도)을 공략하고 수출을 확대하기 위해 안테나숍 총 28개소(계획) 중 12개소(중남미 5, 중동 4, 인도 3)를 신시장에서 운영할 계획이다. 농식품부 양주필 식품산업정책관은 “해외 안테나숍은 신규 수출시장의 유통망 개척부터 케이-푸드(K-Food) 홍보, 신규 바이어 발굴까지 다양한 역할을 하고 있다”라며, “안테나숍 이외에도 국제식품박람회 참가, 바이어초청 수출상담회 등 다양한 지원사업을 통해 3대 신시장을 개척하여 수출 영토를 확대해 나가기 위해 최선을 다하겠다”라고 말했다.

• CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation

    In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach.  The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries.  Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives."  Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries.  Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia."  The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

• Rohingya Refugee Crisis

  Rohingya Refugee Crisis The Rohingya refugee crisis is a complex and multifaceted issue rooted in longstanding ethnic and religious tensions in Myanmar. The crisis gained international attention in 2017 when the Myanmar military launched a brutal crackdown in response to attacks by Rohingya insurgents at security posts. The military's actions included mass killings, sexual violence, and the burning of Rohingya villages, leading to a significant exodus of Rohingya refugees. Ethnic and religious tensions, fueled by nationalist sentiments among the majority Buddhist population, have contributed to the discrimination and persecution of the Rohingya, a Muslim minority group residing in the Rakhine State. The Rohingya have faced enduring discrimination and marginalization, with the government denying them citizenship, rendering them stateless. This lack of legal recognition has subjected the Rohingya to restrictions on movement, education, and access to healthcare, exacerbating their vulnerability.   As a result of the violence, hundreds of thousands of Rohingya were forced to flee their homes and seek refuge in neighboring countries, primarily Bangladesh. The refugee influx overwhelmed existing facilities, leading to the establishment of large-scale refugee camps, such as those in Cox's Bazar. The Rohingya refugees face dire humanitarian conditions in these camps, including inadequate shelter, food shortages, and limited access to healthcare and education.   The humanitarian crisis prompted widespread condemnation from the international community, with calls for accountability and actions to address the root causes of the conflict. Various humanitarian organizations, including the United Nations and non-governmental organizations, have been involved in providing assistance and advocating for the rights of the Rohingya. Diplomatic efforts to resolve the crisis have been ongoing, involving international organizations, governments, and regional actors.  However, finding a sustainable solution has proven challenging. As recently as New Year's Eve, over one hundred more Rohingya refugees arrived and sought shelter in Indonesia amidst rejection from locals who are going as far as attacking Rohingya-populated areas. After fleeing Bangladesh due to surging gang violence, the influx of Rohingya refugees in Indonesia was merely met with new problems. The Rohingya refugee crisis remains a pressing global issue that underscores the need for concerted international efforts to address the root causes, ensure the well-being of the displaced population, and work towards a lasting resolution.

• 우리 한우의 맛, 홍콩에 알리다

  2023 홍콩 케이-비프(한우) 데이(2023 Hong Kong K-Beef(HANWOO) Day) [리더스타임즈] 농림축산식품부는 한우 수출 활성화를 위해 11월 11일부터 12일까지 홍콩에서 한우데이 행사를 개최했다고 밝혔다. 홍콩은 1인당 국민소득이 높아 2022년 현재 수출되는 한우 물량의 90%를 소비하고 있는 중요한 시장으로 2023년 말레이시아, 캄보디아 등 신시장을 개척하면서 홍콩에 대한 수출비중은 다소 감소했으나 여전히 수출비중 1위를 차지하고 있다. 또한 한류에 대한 관심이 높고, 세계 식품시장의 시험대(Testbed)로써 한우 수출의 교두보 역할을 하고 있다. 이번 홍콩 한우데이 행사에 참석한 김정욱 축산정책관과 김삼주 한우협회장은 현지 수입업체를 대상으로 감사패를 전달하는 한편, 한우의 맛과 품질의 우수성에 대해 집중 홍보하고, 홍콩과의 수출 확대방안에 대해서도 논의했다. 특히 수입업체들은 한우에 대한 이력정보를 큐알(QR)코드를 통해 즉시 확인하는 시연회에 참여하여 큰 관심을 보였으며, 홍콩에서 유통되는 한우에도 안전성을 담보할 수 있는 이력정보 확인을 위한 큐알(QR)코드 도입을 요청했다고 밝혔다. 이번 행사에 참석한 현지 수입업체들은 “한우는 최고급 식재료로 주로 고급 레스토랑 및 마트에서 유통되고 있으나, 향후 케이(K) 푸드 활성화와 연계한 다양한 상품들을 통해 더욱 더 시장은 커질 것으로 기대한다”고 밝혔다. 김정욱 축산정책관은 “최근 럼피스킨 발생으로 홍콩으로의 수출이 중단된 한국 내 일부 지역에서도 종전과 같이 수출이 이루어질 수 있도록 양국간 긍정적인 협의가 이루어지고 있다”고 밝히며, “한우가 한류를 타고, 세계로 뻗어나가 우리 농식품의 우수성을 알리고, 한우 농가 경영안정에도 기여할 수 있도록 최선을 다하겠다”라고 밝혔다.

  해양경찰청이 베트남 공안부에 양여하는 수상 오토바이 [리더스타임즈] 해양경찰청은 “베트남 하이퐁항에서 한국 해양경찰에서 퇴역한 고속단정 2척과 수상 오토바이 2대를 베트남 공안부에 공식 인계한다.”고 31일 밝혔다. 지난 6월 윤 대통령 베트남 국빈 방문 시 수행했던 김종욱 해양경찰청장은 또 럼 베트남 공안부 장관과 양해각서(MOU)를 체결하면서 한국 해양경찰의 퇴역함정과 장비들을 베트남 측에 공여할 것을 약속했다. 이번 인계인수는 연내 고속단정을 비롯한 일부 장비에 대해 우선적으로 인계하겠다는 한국 정부의 결정으로부터 진행된 것이다. 해양경찰청은 창설 70주년을 맞는 올해 ‘해양주권과 안전 수호의 역량을 강화하기 위해 내실을 키우는 동시에 외부 환경에 대한 협력관계 확대’의 기회를 만들기 위해서 정부의 한국형 인도 태평양전략을 연구하는 등의 노력을 기울였다. 그 첫 단추를 베트남 공안부와의 협력관계에서부터 끼우는 것이다. 한국 해양경찰에 있어 베트남은 16년간 이어온 베트남 해양경찰(베트남 코스트 가드, VCG)과의 협력관계 외에도, 지난해 첫 만남을 통해 새롭게 만들어진 베트남 공안부와의 협력을 통해 더욱더 두터운 관계로 이어지고 있다. 베트남은 남북으로 긴 국가의 균형발전과 산업화를 위해 도로와 철도 등 사회간접자본(SOC)에 대한 직간접 투자를 진행해 왔지만, 속도를 못 내는 현실에서 140여 개의 강과 운하 등 총연장 4만 1,900km의 내륙수로와 220여 개의 내륙항(Dry Port)을 이용하여 물류 운송의 돌파구를 찾고 있는 국가이다. 이렇게 거미줄같이 복잡한 내륙수로의 치안을 담당하면서 장비 부족의 어려움을 겪고 있던 베트남 공안부(MPS, Ministry of Public Security) 입장에서 지난 6월 한국 대통령의 퇴역함정 양여 약속은 장기간 정체되었던 숙제를 풀 수 있는 소중한 전환점으로 인식하고 있었다. 또한, 이러한 약속을 한국 해양경찰청은 실제 행동으로 옮겼기에 그 의미가 특별하다 할 수 있겠다. 베트남 공안부는 이번에 인도받은 고속단정과 수상 오토바이 등을 내륙수로 치안을 담당하는 수상경찰(Water Traffic Police)에 관리를 맡겨 메콩강의 지류에 배치할 예정이다. 이번에 인계된 고속단정 2척은 현역 시절 서해지역 불법어선 단속으로 운용되었던 단정으로 무수한 위험으로부터 단속 경찰관들을 보호했을 뿐 아니라, 해양 사고와 구조 활동에서도 최선의 성과를 이루며 한국 해양경찰 역사와 함께했던 동료였다. 비록 현역에서는 은퇴 했지만, 이제는 베트남 국기인 ‘금성홍기(Cờ đỏ sao vàng)’를 펄럭이며 베트남 국가인 ‘진군가(Tiến Quân Ca )’에 맞춰 메콩강 지류를 누비며 늠름하게 제2의 인생을 맞게 될 것이다 이번 베트남 공안부 고속단정 인계인수를 위해 지난 23일 한국 여수에서 출항한 해경 훈련함(3011함)은 1,750해리(3,240km)의 거리를 7일간 부지런히 달려 30일 오전 하이퐁항에 무사히 입항했다. 훈련함의 긴 항해에는 베트남 공안부에 인계할 단정과 장비만 싣고 온 것이 아니라 해양경찰의 미래 인재로 거듭날 교육생 45명과 단정 운용 교육하게 될 인력 14명 등 총 99명의 승조원이 동행했으며, 인계 인수식을 마친 후에는 훈련함에서 베트남 재외동포 분들과 양국 관계자들을 모시고 해경 악단의 공연과 함께 만찬도 진행할 예정이다. 31일 오후 하이퐁항에서 진행되는 ‘한국 해양경찰-베트남 공안부 간 고속단정 인수인계식’ 이외에도 오전에는 제11차 한국-베트남 해양치안기관 정례회의를 통해 베트남 해양경찰(코스트가드, VCG)과의 공식 행사를 진행했다. 베트남 해경은 1998년 베트남 국방부 해군 소속의 해양경찰(Vietnam Marine Police)로 창설되었다. 2008년 해군에서 독립은 했지만, 여전히 국방부 소속의 독립관청이었으며, 2013년 해양경찰(Marine Police)에서 코스트 가드(Coast Guard)로 기능과 조직이 확대 개편되었다. 한국과 베트남 해양경찰(코스트 가드)은 6년 만에 열린 제11차 정례회의를 통해 급변하는 국내외 정세에 효과적으로 대응하기 위해 다양한 방식의 교류 협력 방안 마련해 나갈 것을 합의했다. 구체적으로는 한국의 5개 지방해양경찰청과 4개의 베트남 지역본부 간의 협력관계의 시작, 해양으로의 마약 유입 차단 등 정보공유, 양국 경비함정 상호방문과 합동훈련, 한국에서의 초청 연수 기회 확대 등을 논의했다. 이번 방문대표단장을 맡은 김병로 중부지방해경청장은 ‘이번 베트남 방문은 딸을 시집보내는 아버지의 마음으로 해양경찰의 퇴역 단정과 장비가 새터에서 무사히 자리 잡아 오래도록 제 역할을 맡아 줄 것을 바라면서, 이번 기회를 통해 한국과 베트남의 끈끈한 유대관계가 더욱 깊어질 것으로 기대한다며, 이런 뜻깊은 자리에 함께해 자리를 빛내주신 재외동포 교민 여러분과 대사관 관계자분들께도 감사드린다’고 밝혔다.

• 멕시코에서 한국 생활문화와 케이팝 함께 즐긴다

• 트뤼도 캐나다 총리, “한국의 도움에 모든 캐나다인이 감동”

  캐나다 산불 진화 대한민국 긴급구호대 [리더스타임즈] 캐나다 산불 진화 지원을 위해 지난 7월 2일 파견됐던 대한민국 해외긴급구호대(KDRT)가 한 달간의 임무를 무사히 마치고 현지 시각 8월 1일 캐나다를 출국하여 8월 2일 한국에 도착할 예정이다. Justin Trudeau 캐나다 총리는 긴급구호대가 탑승한 우리 수송기를 깜짝 방문하여, 캐나다가 사상 최악의 산불로 어려운 시기를 보내고 있을 때, 한국이 긴급구호대를 파견하여 모든 캐나다인이 감동을 받았다고 감사의 뜻을 표하고, 기내를 돌면서 우리 대원들과 작별 인사를 나누었다. 캐나다 총리실은 트뤼도 총리가 금일 오전 지방 출장에서 오타와로 복귀하는 점을 활용하여 금일 “깜짝” 행사를 사전에 기획했다. 또한, 우리 긴급구호대는 8월 1일 공항으로 이동하기 전 오타와 소재 전쟁기념비를 방문하여 헌화와 묵념의 시간을 갖고 한국전 파병을 통한 캐나다의 고귀한 희생과 헌신을 마음에 새기는 자리를 가졌다. 이 자리에 참석한 Joya Donnelly 캐나다 외교부 동북아 국장은 “캐나다는 한국이 어려움에 처해있을 때 한국전 파병을 통해 도움을 주었고, 이번에 캐나다가 어려울 때 한국이 긴급구호대를 파견하여 도움을 주었다”면서 감사를 전했다. 우리 긴급구호대는 7월 4일부터 7월30일까지 퀘벡주(Lebel-sur-Quevillon(르벨-슈흐-께비용)) 산불 현장에서 미국 긴급구호대와 함께 진화 임무를 수행했다. 긴급구호대원들은 더운 여름에 열기를 내뿜는 땅 위에서 하루 12시간 진화활동을 했다. 한국은 캐나다에 구호대를 파견한 아시아 최초 국가로 캐나다 정부, 현지 언론 및 주민들도 우리 긴급구호대 활동을 높이 평가하고 감사를 표했다. 이렇듯 금번 긴급구호대 파견은 그간 교류가 드물었던 캐나다 지방까지 한국에 대한 우호적인 인식을 확산시키는 계기가 됐다. 한국과 캐나다는 올해 수교 60주년을 맞이한 오랜 우방이자 자유 민주주의, 시장경제 등 핵심가치를 공유하는 ‘포괄적 전략 동반자’ 관계이다. 우리 정부는 사상 최악의 산불로 평가되는 금번 캐나다 산불 진화를 위해 긴급구호대를 파견하여 한국전 참전으로 맺어진 양국 우호 관계를 공고히 하고, 양국 관계가 한 단계 도약하는 계기를 마련했다. 아울러, 양국 간 산불 진화는 물론, 기후변화 전반에 있어 협력을 위한 기반을 확대했다. 또한, 우리 긴급구호대는 산불 진화 현장에서 미국 긴급구호대와 함께 진화 작전을 수행하면서 한미동맹 70주년과 한-캐나다 수교 60주년을 맞아 한국-미국-캐나다 3국 재난 대응의 모범사례를 수립했다. • 한-베트남 우정의 결실, 새 단장한 하노이시립도서관 개관

  베트남 하노이시립도서관 [리더스타임즈] 문화체육관광부는 첫 번째 해외도서관 조성사업 대상지인 베트남 하노이시립도서관의 리모델링이 3월 말 완공되어, 4월 18일(화) 문을 연다고 밝혔다. 이제 베트남 시민들은 복합문화공간으로서 하노이시립도서관의 고품격 서비스를 이용할 수 있게 됐다. 이번 개관식에는 문체부 전병극 제1차관과 베트남 하노이 인민위원회 쩐 씨 타잉(Tran Sy Thanh) 위원장을 비롯해 하노이 시립도서관 관계자, 하노이 시민, 어린이 등 200여 명이 참석한다. 문체부는 공적개발원조(ODA) 사업의 일환으로 2007년부터 해외 작은도서관 조성사업을 추진하고 있으며, 2020년부터는 수혜자를 더욱 확대해 해외 공공도서관까지 조성 지원의 범위를 넓히고 있다. 이를 통해 수혜국가의 독서와 문화향유 공간을 만들고 평생학습과 정보 활용, 문화교류 등을 활성화해 현지인들의 풍요로운 삶을 뒷받침한다. 베트남의 하노이시립도서관은 첫 번째 해외 공공도서관 건립지원 사업 대상으로 선정되어 1~3층 리모델링, 기자재와 콘텐츠, 한국 자료관 설치, 현지 도서관 관리자·사서 직원 역량 강화를 지원받았다. 또한 문체부는 개관을 앞두고 3월 말에 하노이시립도서관 부관장 등 관리자 총 6명을 한국으로 초청해 우리나라 국립중앙도서관 등 국내 우수도서관 7곳에서 한국의 도서관 문화와 업무 동향을 공유하고 도서관 운영 역량 강화 교육을 진행하는 한편, 경복궁, 전주한옥마을 등에서 다양한 K-컬처 체험 기회를 제공했다. 전병극 차관은 “하노이시립도서관이 하노이 시민들의 대표적인 복합문화공간으로 자리매김하고, 이를 계기로 한국과 베트남의 우정이 더욱 단단해지길 바란다.”라며 “앞으로도 전 세계에 지속 가능한 교육 문화가 발전할 수 있도록 우리나라의 우수한 도서관 서비스를 제공하는 등 적극적으로 지원하겠다.”라고 밝혔다.

• 태국, 내년부터 외국인 관광객에 입국세 징수

    [리더스타임즈] 태국 관광부 장관 Pipat Ratchakitpraken은 외국인 관광객 대상 입국세 징수를 내년 초 시행할 예정임을 밝혔다. Pipat 장관은 Naresuan 대학에서 적정 외국인 관광객 입국세를 연구 중이며 연구는 이달 내 마무리 될 것이라고 첨언했다. 해당 연구에서는 입국 수단별(항공, 육로 등) 적정 입국세를 산정할 예정이다. 징수된 입국세는 외국인 관광객 보험에 사용되어 태국 정부가 사고로 상해를 입은 외국인 치료비를 전액 부담하지 않도록 하기위함이다. 태국 정부는 코로나 이전 한해 3~4억THB(약 8~12백만USD)을 외국인 관광객 치료 비용으로 지출했다. 한편 태국의 국가관광정책위원회는 1월부 300THB(약 8USD) 외국인 관광객 입국세를 징수하는 태국 관광청의 제안을 승인했다. • Myanmar's military extends state of national emergency for six months..."Preparing for the election"

  Bloomberg reported that the Myanmar military will extend the national emergency period for six months until February 1, 2023 on the grounds of election preparation.    According to the news agency, U MyintSwe approved a request for an emergency extension of military coup leader Min Aung Hlaing at a meeting of the Defense Security Committee in Naypyidaw, during which he discussed activities and current political situations.   "We need more time to prepare for the election to fit the new election system.And the people need to be widely educated about it," Chief Commander Min Aung Hlaingtold at state-run MRTV.  On February 1 last year, Myanmar's military staged a coup, claiming that there was injustice in the November 2020 general election, in which the National League for Democracy (NLD) led by Aung San Suu Kyi won a landslide victory, and declared a one-year emergency. At that time, the military promised to punish those responsible for irregularities in the general elections and to hand over power to the people by holding a new general election after the emergency. According to this statement, he had to hold a general election in February this year, but in January, heextended the national emergency for another six months. Under Myanmar's constitution, the emergency could be extended for six months on two occasions.  During the national emergency, the military can "legally" suppress democratic forces. According to the ‘Assistance Association for Political Prisoners’,established by exiled Myanmar activists, the military government recently conducted its first capital punishment in 30 years against four activists known to be close to Suu Kyi's national adviser, and 2,100 civilians have died since the coup.  Meanwhile, Suu Kyi, who was arrested after the coup, was indicted on about 10 charges, including violation of COVID-19 quarantine measures, instigation and bribery. If Suu Kyi is convicted in future trials in connection with all charges, she is expected to be sentenced up to 100 years in prison.

• "Aftermath of COVID-19 lockdown, Macao casino sales in July are the lowest ever"

    Bloomberg News reported on the 1st that casino sales in Macao reached an all-time low last month in the aftermath of the urban blockade following the spread of COVID-19.  According to the Macao Gambling Inspection and Coordination Bureau (GICB), casino industry sales fell 95% to $49 millionlast month, the lowest level since related statistics began in 2009.  This is above the expert's forecast of a 97% decrease, but it is still 98% less than the level before COVID-19.  In Macao, casinos are responsible for 80% of government tax revenue.  Following February 2020, which was the early days of COVID-19, the Macao government againsuspended casino operations early last month by taking measures to block the city from spreading COVID-19.  The Chinese border blockade is maintained, and a negative certificate of COVID is requiredwhen entering casinos or restaurants.   Bloomberg pointed out that although Macao's casino industry is stretching again, it is difficult to expect a meaningful recovery in sales as it is not easy for the main customers to visit, who are mostly Chinese.    In the aftermath of the strict ZERO-COVID policy, Macao has handed over the "Throne" position of the world casino, which has been maintained since 2006, to Las Vegas.  Sanford Bernstein, an analyst at market information provider Vitaly Umanskysaid border control is stifling the recovery of the Macao casino industry.    Bernstein added that the strengthening of the crackdown on illegal gambling by Chinese authorities since late last year is also a negative factor for the Macao casino industry.

    Russia resumed missile strikes on Ukraine's capital, Kiev and other major cities in 54 days. It is believed that the Russia has resumed air strikes in the rear area due to strong counterattacks in Donbas and the southern part of the main front by Ukraine. "The infrastructure of the Vyshhorod in the Kiev region has been attacked," said OleksiyKuleba, governor of Kiev.Vyshhorod is a village about 20km north of Kiev city center.   Along with Kiev, major northern cities such as Chernihiv and Zhytomyr were also attacked. • The international community condemns Russia’s attack on Ukrainian port.

    Despite the conclusion of the grain export negotiations through the Black Sea, voices of international condemnation are pouring in against Russia for attacking the infrastructure of Odessa, one of the major grain export ports in Ukraine.  According to AFP, U.N. Deputy Spokesman Farhan Haq said in a statement that U.N. Secretary-General Antonio Guterres condemned the attack at the port of Odessa, Ukraine.  Haq stressed that the agreement between Russia, Ukraine and Turkey must be fully implemented.   On the previous day, the United Nations, along with Ukraine, Russia, and Turkey, signed a final agreement on grain exports through the Black Sea. In order to solve the global food shortage, the government has decided to set up a safe route for opening the way to export grain and fertilizer from Ukraine andRussia.  However, the international community has been criticizing Russia for bombing missiles at the infrastructure of Odessa, which was one of the grain export ports that were supposed to guarantee safe routes.The attack was committed just after a day since the agreement was reached in Istanbul.  Rousseff Borrell, a senior foreign and security policy representative in charge of EU foreign policy, said "The EU condemns Russian missile strikes on the port of Odessa." "Once again, it shows Russia's complete disregard for international law and commitment."British Foreign Minister Liz Truss stressed that Russian attack is proof that Russian President Vladimir Putin could not be trusted.  Turkish Defense Minister HulushiAkar, who served as a mediator between Russia and Ukraine with the United Nations, also told the state-run Anadolu news agency that "This incident really worries us."  However, despite such concerns from the international community, concerns are growing over the possibility that the grain export agreement itself may fail.

• "Spreading fake news, you'll be caught." Criticizing war in Russia leads to "Seven years in prison."

    A district delegate in Moscow, Russia, was sentenced to seven years in prison for criticizing the invasion of Ukraine.  According to the TASS News Agency on the 10th, the Moscow District Court sentenced Alexei Gorinov (60)for spreading false information about the Russian military and undermining the military's trust.  In April, Gorinov was arrested for saying that Russia "must pay silent tribute to the victims" or "act against the neighboring sovereign state" over its invasion of Ukraine.   The charges were 'criticism of special operations' and 'production of fake news'. "It would be considered an act of terrorism and a long prison term for a political figure like Gorinov to make such a statement."

• WP, “Ukraine and Russia could face a long-term without

However, Korea has become competitive over the past few years by investing heavily in Netflix contents, and it has gained popularity as Indians demand a variety of works other than Bollywood.    Korean contents that ranked in the top 10 on Indian Netflix includes drama ‘start-up’, ‘crash landing on you’, ‘Kingdom’, and ‘The King’. The show 'Hometown Cha-cha-cha' remained in the top 10 for weeks, and the ‘squid game’ topped Indian Netflix for the first time as Korean content, beating popular Indian drama ‘Kota Factory’ and movie ‘Thalaivii’.   Although somewhat insignificant in the past, Northeastern India has been the place whereKorean wave is traditionally popular. This is because people in this area are of Mongolian descent, which is very similar to Koreans in appearance.On top of that, Asian emotions and sophisticated urban life in Korean media have become objects of admiration for young people. In fact, theKorean Cultural Center in India holds K-POP concerts every year, and most of the participants are from the northeast.   However, the Korean Wave is spreading not only in the northeast, but also in the south.
