[LeadersTimes]TheRuralDevelopmentAdministrationhasidentifiedmicroorganismsthatweaken the physical and chemical durability of polyethylene surfaces used in agriculturalproducts, such as vinyl mulching and greenhouse covers, by modifying and decomposingthem. Polyethylene (PE) is the most commonly used plastic in agriculture due to its excellentdurability and chemical resistance. It is primarily used for mulching and greenhouse cladding.However, discarded waste vinyl remains in the environment and adversely affects agricultureas it does not decompose naturally. Significant research efforts have focused on developingenvironmentally friendly decomposition methods. The newly discovered microorganisms, KACC 83073BP and Trametes trogii KACC83074BP, were isolated from domestic agricultural lands and forests. These fungi attach tothe surface of polyethylene films, initiating the oxidative degradation process, the first step inbiodegradation, significantly reducing the mechanical properties of the plastic. Among these, Trametes trogii KACC 83074BP exhibited the highest oxidation effect onmulchingfilm.After10daysoftreatmentwiththisstrain,theoxidationeffectroseby44.7%compared to the single treatment with KACC 83073BP from the Pleurotus genus. Transcriptanalysis of Trametes trogii KACC 83074BP revealed a gene whose expression increasedearly and late in the deterioration process of the polyethylene film. Pleurotus spp. KACC83073BP, when incubated with Preussia spp. HRK33 KACC 81283BP, reduced the initialoxidation time of polyethylene by more than 50% compared to single treatments. In general, studies have reported that microbial oxidation of plastic takes at least a month.However,themicroorganismsdiscoveredbytheRuralDevelopmentAdministration demonstrated a significantly accelerated decomposition process, with oxidation of thepolyethylene surface beginning within approximately 7 days of culturing. Theadministrationhasappliedforfourpatentsrelatedtothesemicroorganismsthatpromotepolyethylene decomposition. These findings will serve as fundamental data for the"Proteomics-based Polyethylene Decomposition Enzyme and Decomposition MechanismInvestigation Project" (Korea Program for International Cooperation in AgriculturalTechnology). "The amount of plastic that is thrown away every year and enters the environment issignificant, so eco-friendly treatment alternatives is necessary,” said Sangbum Kim at theAgricultural Microbiology Division of the Rural Development Administration. "This study ishighly meaningful as it secureda research foundation for the eco-friendly treatment of wasteplastics…. We aim to uncover the action mechanism of polyethylene-degrading enzymesusing omics tools such as transcriptomics and proteomics."

IAEA Hosts International Dialogue in Korea for Commercialization of Next-Generation Small Modular Reactors
The Ministry of Science, Technology, and Information Communication recently announced Deputy Minister Lee Chang-yoon's attendance at the opening ceremony of the International Atomic Energy Agency (IAEA) Innovation in Nuclear Reactors and International Joint Fuel Projects Dialogue Forum, held at the Jeju Convention Center on May 7th. The INPRO Dialogue Forum serves as a vital platform for international academic exchange between nuclear technology holder and user countries since 2010. Held 1-2 times a year, this forum addresses current issues within the nuclear industry. This marks Korea's third time hosting the event, following previous forums held in 2012 and 2019. The 22nd session of the forum focused on the successful development and sustainable deployment of Small Modular Reactors (SMRs). Key stakeholders from major countries, including representatives from the US Department of Energy and Russia's state-owned nuclear companies, participated in the forum. They shared insights on crucial policy topics essential for the commercialization of SMRs, ranging from core technology acquisition to safety evaluations, economic viability, and infrastructure development. The Ministry is spearheading a policy shift towards SMR-centered next-generation reactor development, departing from the conventional public-led large nuclear power plant approach. The aim is to swiftly secure core technologies for innovative small modular reactors and various non-light water reactors, including sodium-cooled fast reactors, molten salt reactors, and high-temperature gas-cooled reactors. Deputy Minister Lee Chang-yoon articulated the vision for next-generation nuclear technology development and the establishment of an industrial ecosystem during the opening ceremony.The Ministry plans to unveil specific implementation plans in the first half of this year.

South Korea and U.S. Hold 10th Energy Security Dialogue in Houston
On April 30th, the Ministry of Foreign Affairs and the U.S. Department of State convened the 10th South Korea-U.S. Energy Security Dialogue at the prestigious Baker Institute for Public Policy in Houston, Texas. Discussions centered around key topics such as decarbonization efforts, clean energy cooperation, reconstruction of energy infrastructure in Ukraine, critical minerals and electric vehicle batteries, and collaboration on multilateral platforms. The timing of the dialogue was significant given the escalating tensions in the Middle East, amplifying the importance of enhancing energy security cooperation between South Korea, a nation heavily reliant on energy imports, and the United States, a major energy exporter and ally. Additionally, both parties explored avenues to expedite the transition to clean energy in response to the pressing global challenge of climate change, while bolstering collaboration on multilateral platforms. The United States, as the world's largest LNG exporter, plays a pivotal role in South Korea's energy landscape, with approximately 40 million tons of LNG imported annually. Furthermore, with renewable energy accounting for over 20% of total energy production in the United States as of 2023, there are promising prospects for South Korean companies in sectors such as solar panels and hydrogen power generation. The 10th South Korea-U.S. Energy Security Dialogue, held in Houston, renowned as the energy capital, holds significance not only for fostering intergovernmental cooperation but also for facilitating dialogue between energy companies from both nations. This dialogue serves as a platform to support the entry of South Korean companies into the U.S. energy market and explore medium- to long-term cooperation plans with the U.S. academic and energy security community. Looking ahead, the 11th South Korea-U.S. Energy Security Dialogue is slated to take place in South Korea next year, continuing the tradition of bilateral engagement on critical energy security issues

The Overseas Consuls General Meeting in 2024 concluded with a final topic discussion on the morning of April 25th, centering on "Global Multilateral Diplomacy." The session saw the participation of Kang In-sun, Vice Minister of Foreign Affairs, alongside the consuls general. The discussion was structured into three parts, each addressing crucial aspects of international relations. In the first segment, emphasis was placed on enhancing contributions to international peace and security by elevating democratic standards and engaging in activities within the UN Security Council. This included exploring avenues for expanding Korea's role in promoting global stability. Vice Minister Kang, in her opening remarks, underscored the significance of Korea's multilateral diplomacy amidst geopolitical and geoeconomic shifts. She urged a thoughtful consideration of goals, stressing the consul general's crucial role in realizing Korea's ambition as a global pivotal state. In the final session, Kwon Ki-hwan reiterated the importance of effective implementation of global South diplomacy by Korea through initiatives like advanced-country-type Official Development Assistance (ODA) and strengthening strategic partnerships with major donor countries. The topic discussions served as a platform to share Korea's vision and contributions to the international community, gather insights from the consul general, and propose policies to bolster Korea's role as a "global pivotal state" in multilateral diplomacy.

2024 World Climate Industry EXPO to be Jointly Hosted by South Korea and the International Energy Agency
The Ministry of Trade, Industry, and Energy of South Korea and the International Energy Agency (IEA) have announced their plans to jointly host the 2024 World Climate Industry Expo. This collaboration reflects a shared understanding of the urgent need for international cooperation in promoting zero-carbon energy solutions such as nuclear power, renewable energy, hydrogen, and carbon capture, storage, and utilization (CCUS) to address the global climate crisis and enhance energy security. The World Climate Industry Expo, first established last year, integrates 30 domestic energy and environment exhibitions along with investment attraction events. The South Korean government has made efforts to facilitate this joint hosting with the IEA, including sending a letter from the Prime Ministerand holding a meeting with IEA Executive Director Fatih Birol. With the active participation and guidance of the IEA, this year's expo is set to evolve into a truly international event. The theme for this year's expo is "Opening the Era of Zero-Carbon Energy through Climate Technology," with a focus on discussions about accelerating the transition to sustainable clean energy. The expo is expected to serve as a global platform for advancing the spread of zero-carbon energy technologies and initiatives, following the agreements made at the UN Climate Change Conference last December. IEA Executive Director Fatih Birol will deliver a keynote speech during the event and present the IEA's analysis of major energy technologies essential for achieving global climate goals. MDCP Holds 9th Operating Committee Meeting
The 9th Operating Committee meeting of theMulti-agency Donor Coordination Platform for Ukraine (MDCP) took place in Kyiv, Ukraine, on April 10. The meeting was attended by Kang Seok-hee, South Korea’s government representative supporting Ukraine’s reconstruction efforts. This was the first in-person meeting since South Korea joined the MDCP in February 2023. Major donor countries and institutions at the meeting expressed their unwavering support for Ukraine’s reconstruction and recovery efforts. They issued a joint statement outlining financial support direction for Ukraine for 2024-25. The statement emphasized contributions to Ukraine’s urgent recovery needs in 2024, such as protecting energy infrastructure and securing alternative power sources. Countries also agreed to launch a Business Advisory Council, composed of private enterprises, at the upcoming Ukraine Recovery Conference in Berlin in June 2024. Attendees praised Ukraine’s commitment to reforms and efforts to secure sustainable economic growth. They highlighted the importance of enhancing the effectiveness of international support and expanding the participation of the private sector in the reconstruction and recovery process. South Korea reiterated its commitment to supporting Ukraine through humanitarian aid and long-term reconstruction in areas such as infrastructure, healthcare, and education. This support aligns with the 'Ukraine Peace Solidarity Initiative' announced during President Yoon Seok-yeol's visit to Ukraine in July 2022. The 3rd Summit for Democracy
- [Leaders Times] The Korean government will host the Summit for Democracy on March 18-20. The Summit for Democracy, led by US President Biden, was the global conference system in 2010. In March 2023, the United States, in cooperation with South Korea, Costa Rica, the Netherlands, and Zambia, held the Secondary Summit for Democracy. On the first day, March 18, the third Summit for Democracy will proceed to the ministerial conference about the subject ‘AI, Digital Technology and Democracy.’The opening ceremony, including a discussion and workshop led by internal and external civil society, will be held on the second day, March 19. The third Summit for Democracy will be held with a virtual meeting on March 20 at night. President Yoon Suk Yeol will organize a virtual summit with the prime minister of Denmark, Mette Frederiksen, and Kenyan President William Ruto. Moreover, three countries—South Korea, Denmark, and Kenya—will preside over each session of the Summit for Democracy. President Yoon Suk Yeol will lead a second session on ‘Technology, election, and fake news.’ This Summit for Democracy, hosted on ‘Democracy for Future Generations,’ will be the opportunity to plant certainty in global youth, who will play a leading role in the future and actively reflect their voices. During the Summit for Democracy, varied arguments will progress, and designs will be planned to be published to support global youth-empowering innovation. Our government holds the Summit for Democracy because our democratic leadership enforces to reflect international society’s high credibility and expectations. Our government contributes to democracy promotion by sharing the experiences and outcomes of Korea, where it has developed and fostered democracy in international society. CJK+ASEAN Young Ambassador Program2024: A Collaboration Initiative by TCS for Future Cooperation
- In a bid to foster forward-looking cooperative relationships among students from Japan, China, and South Korea, a program has been initiated in China where participants exchange views on global issues. This year marks the program's 10th iteration, and for the first time, it has been expanded to include students from ASEAN countries, thereby broadening its regional reach. The exchange program, organized by the Trilateral Cooperation Secretariat operates under agreements between the governments of the three countries and recruits students annually. This milestone 10th edition sees the inclusion of students from ASEAN (the Association of Southeast Asian Nations) countries. The opening ceremony, held in Nanning, southern China, on Feb. 27th, saw the participation of 50 students from nine countries. Participating students expressed their aspirations to "share expertise and technologies among East Asian countries facing common challenges" and to "forge lasting friendships and continue exchanges throughout their lives." Following the ceremony, students received lectures from experts on various issues, including the disparity between developed and developing countries. Lee Hee-sup, Secretary-General of the TCS, emphasized the importance of mutual understanding among young people for forward-looking cooperation. He stated, "By expanding exchanges among the three countries, we aim to promote cooperation for the future of East Asia." The exchange program ran for 10 days, during which participants exchanged opinions on common issues such as aging populations and climate change, thereby deepening their understanding of international cooperation.

Cofounding Angel for Kor-Fils’s Journey with Leaderstimes,
- I contributed to donating aid to single parent Korean Filipino households since 2021. Starting off as a journalist for Leaderstimes, I got in touch with the Philippines coordinator Mr. Kong to help create the NGO with Global Leaders Club. As our organization funded the education for Filipino children throughout the years, I decided to visit two of the families supported by Angel for Kor-Fils’s Journey in Silang, Philippines. Silang, situated an hour away from Metro Manila, unfolded as a testament to the socio-economic disparities prevailing in the country, as the families supported by the nonprofit organization resided in homes with bare minimum support. Despite the challenges posed by their living conditions, Jisoo and Jinju, two remarkable individuals aged 10 and 16, opened their homes and hearts to me. What stood out amidst these challenging circumstances was the extraordinary passion for education exhibited by Jisoo and Jinju. Jisoo, at the age of 10, harbors dreams of becoming a medical doctor, with a fervent interest in science. As she delves into the intricacies of biology, exploring different organs, her aspiration to contribute to the medical field shines brightly. On the other hand, 16-year-old Jinju found a love for accounting and business, looking to start her own business one day to support her family. These dreams, woven with determination and resilience, are particularly remarkable given their humble beginnings. The undying enthusiasm for education and clear career goals set Jisoo and Jinju apart. Our culture exchange trip, sharing Korean culture through gifting folktale books and a traditional Korean board game Yut-nori, hoped to encourage the young scholars to embrace both their Korean and Filipina identities while pursuing their educational goals. I have no doubt that the girls will find success as long as they maintain their persistence and patience. I realized how much potential there is in every child through conversations with the families during the trip. Providing scholarships and support for education, I was honored to be able to provide the chance for economically disadvantaged to shine. Smart Animal Husbandry, First Step for Future Livestock Industry
- Minister Song Mi-ryung visited the smart livestock farm in Pyeongtaek-si, Gyeonggi Province, encouraged youth ranchers, listened to the difficulty of the place, and discussed the expansion of smart animal husbandry. Livestock facility[Leaders Times] On February 6th at 4:30, Minister of Agriculture, Food and Rural Affairs Song Mi-ryung visited the smart piggery in Pyeongtaek-si, Gyeonggi Province, observed the place of smart animal husbandry, and conducted a meeting about a method of expansion of smart animal husbandry with youth ranchers who are practicing future smart livestock. Livestock farm (Rosefarm), where she visited, is a smart piggery that optimizes feed supplements to retrench approximately 19% of feed cost compared with normal farms, considering the growth stages of mother pigs and piglets and brings a system of exhausting air in the center and air washer in to decrease odor innovatively. Also, she heard diverse opinions from youth ranchers, smart equipment manufacturers, and people from a public institution that certifies livestock products (KAPE) at the meeting after visiting a smart piggery.At this meeting, the youth ranchers suggested ▲enforcement of expansion and supplement of smart farms focused on solutions, ▲increasing opportunity and experience of youth farmers, such as practical education, and ▲establishing big data platforms for the smart equipment and expansion of the use of solutions. Minister Song responded that the Agriculture, Food and Rural Affairs will create a performance model of each type and field for smart animal husbandry and increase the opportunity experience steadily. Moreover, she declared to find a varied improvement plan for the achievement and creation of smart livestock. Poland and Two Other Countries Impose Ban on Grain Imports from Ukraine
- [Leaders Times] The European Commission (EC) has declared that it will not extend the temporary import restrictions on Ukrainian grains, which were initially agreed upon by Poland, Hungary, Slovakia, Romania, and Bulgaria earlier this year. These measures were introduced to prevent the influx of cheap Ukrainian grains, which could disrupt the market and harm domestic farmers. However, Poland, Hungary, and Slovakia have announced a ban on the exclusive import of grain from Ukraine. Hungary, believing that the EC has ignored the challenges facing European agriculture, has taken unilateral action to prohibit the import of 24 agricultural products from Ukraine, including grains, sunflower seeds, some meats, honey, and eggs. Poland also opposes the decision of the EC not to extend the restrictions and has announced a ban on the import of Ukrainian wheat, maize, and other products to protect the interests of its own farmers. Likewise, Slovakia has imposed restrictions on the import of four grain products from Ukraine, including wheat, maize, and sunflower seeds, to prevent excessive pressure on the local agricultural market and maintain a fair marketplace for farmers. Meanwhile, the Ukrainian government filed a complaint to the World Trade Organization (WTO) against three countries, Poland, Hungary and Slovakia, and impose retaliatory measures on some Polish agricultural products. The three states will be sued based on the WTO agreement, not the EU-Ukraine bilateral agreement, in order to file a complaint with the international community about how some member states behave toward the EU and its EU trading partners. Furthermore, since Poland's import restrictions have the greatest impact on Ukrainian farmers, it plans to ban the import of Polish agricultural products such as fruits and vegetables unless Poland withdraws the measures. TarasKachka, Deputy Minister of Economy and Trade Representative of Ukraine, noted that public opposition to the EU from Poland, Hungary and Slovakia could raise the biggest structural concerns regarding the EU's international trust as a partner representing all member states.Regarding Poland and others' claims that it protects farmers from falling prices due to the influx of low-cost grain from Ukraine, he criticized that grain prices are determined at a global level, and that Poland's measures have little impact on the price of its agricultural products and will not be of much help to farmers.

The EU Commission to Review Subsidies for Chinese Wind Turbine Manufacturers
- [Leaders Times] The EU Commission is contemplating the launch of an investigation into subsidies provided to Chinese wind turbine manufacturers, following its previous inquiry into Chinese electric vehicle subsidies. Last week, the European Commissioner for Justice Didier Reynders hinted at a potential probe into subsidies for Chinese wind components. He pointed out that any Chinese government subsidies to the wind industry should be examined, much like the investigation into electric vehicle subsidies. The European Commissioner for Energy Kadri Simpson also weighed in on the matter on the 9th (Monday), expressing the desire to avoid trade conflicts with China. However, she emphasized that if there is evidence of illegal trade practices like dumping, taking action would be necessary. Nevertheless, some EU member states are exercising caution, as they view this investigation as highly political and potentially detrimental to EU-China relations. The European wind industry has been grappling with challenges such as unfair competition from inexpensive Chinese products, lengthy permit procedures, rising inflation, and fragile supply chains, making it difficult to meet the EU's 2030 target of 60 gigawatts (GW) of offshore wind power. Conversely, China is bolstering its domestic turbine production through government support and low-cost loans. As a result, Chinese companies have entered the market with lower production costs, roughly one-third of those of European or American counterparts, thus widening the gap between China and the West. Meanwhile, the Brussels-based Bruegel Institute has spent at least a year examining China's subsidy practices. However, this investigation may not offer immediate solutions to the challenges currently faced by the European wind industry. While Chinese wind turbine exports to the EU are smaller compared to electric vehicles, the Chinese government is expected to respond similarly to the electric vehicle subsidy investigation when this inquiry is initiated. Given that an escalating trade dispute between the EU and China is against the interests of both sides, it's unlikely that the EU will impose countervailing tariffs on wind turbines at this juncture. The gap in turbine production costs between the analyzed country and the West continues to widen.

EU Environment Ministers Agree on CO2 Emission Cuts for Heavy-Duty Vehicles
- [Leaders Times] On October 16th, 2023, the EU Environment Council reaffirmed their stance regarding revised CO2 emission reduction targets for new freight vehicles. In February, the EU Commission proposed amendments to enforce a 45% reduction in CO2 emissions by 2030 for new heavy-duty trucks and buses compared to 2019, with more substantial reductions of 65% and 90% set for 2035 and 2040, respectively. The EU Council accepted the Commission's CO2 reduction targets as they were presented. However, they agreed to postpone the 100% CO2 reduction target for city buses until 2035, instead of the initially proposed 2030, with an 85% interim reduction target for 2030. This decision was made considering that some member countries, including France, the Czech Republic, and Romania, have already invested in biogas-powered city buses in provincial cities. In addition, the EU Commission will propose related amendments by 2027, after conducting an analysis of the law's impacts. They will also publish an analysis report on the recharging challenges faced by hydrogen and electric trucks operating within and outside the EU, addressing Poland's specific request. The introduction of the Carbon Correction Factor (CCF), a major focus of the amendment, did not gain approval. With support from the Czech Republic, Slovakia, and Poland, Italy proposed deducting the portion of biofuels and synthetic fuels when calculating carbon emissions through the introduction of carbon adjustment coefficients. On the other hand, a number of member countries, including Germany, Denmark, and Sweden, opposed the introduction of carbon adjustment coefficients. They argued that this would undermine the amendment's intended purpose. Notably, heavy-duty vehicle industries such as Volvo also objected to the introduction of these coefficients. As a compromise, it was agreed to reassess how carbon adjustment coefficients could contribute to the carbon-neutralization of large vehicles when reevaluating the bill in 2027. Meanwhile, the European Parliament is scheduled to confirm its position on the amendment on October 24.

EU Commission launches investigation into Chinese EV subsidies
- The EU Commission officially launched an investigation into whether Chinese electric vehicle subsidies are causing damage to the EU electric vehicle industry. - President Yoon Suk Yeol delivered a keynote speech at the plenary session of the United Nations General Assembly on September 20. At a general discussion at the U.N. General Assembly held under the theme of "Restoring Trust and Reigning Global Solidarity," President Yoon expressed his willingness to contribute actively to resolve challenges including global gaps. President Yoon pointed out that the gap between countries is widening amid a complex crisis such as the division of values and ideologies caused by the war in Ukraine,the contraction of the global economy and the escalation of the food and energy crisis. In particular, the president raised three global gaps, which are the development gap, climate gap, and digital gap, suggesting support directions to mitigate the disparity. First of all, President Yoon stressed that countries with financial resources and technological capabilities should play a responsible role in bridging the development gap. Despite this year's tight fiscal stance, President emphasized that he has expanded the size of the official development aid (ODA) government budget by more than 40 percent next year. With the expanded ODA, Korea will promote customized development cooperation for recipient countries. With extreme climates such as heatwaves, heavy rains, and typhoons becoming a daily occurrence in relation to the climate gap, the Green ODA will be expanded by donating an additional $300 million to the Green Climate Fund (GCF) to help climate-vulnerable countries reduce carbon emissions. In particular, the Korean government would widely utilize and share Carbon-Free Energy (CFE) such as nuclear power plants and hydrogen as well as renewable energy as a realistic alternative to achieving carbon neutrality goals. President Yoon noted that Korea will play a responsible role in protecting international peace and security as a non-permanent member of the Security Council for 2024-2025. In accordance with the pledge of the 'Ukraine Peace Solidarity Initiative', Koreawill implement comprehensive support programs such as security, humanitarian and reconstruction for Ukraine. It reiterated its intention to donate $300 million next year and prepare a long-term support package of more than $2 billion. President Yoon has attended the U.N. General Assembly for the second consecutive year, strengthening the international community's support base for our foreign policy.

The constant rise of Russian crude oil export
- Despite Western sanctions against Russia over the war in Ukraine, Russian oil exports continue to rise. The EU, G7 and Australia introduced a price cap of $60 per barrel for Russian crude oil in December last year, pushing to curb war financing through Russian crude oil exports. However, Russian crude oil exports rose 50%this spring due to rising crude oil prices and a reduction in Russian crude oil discount rates. In August, Russian crude oil exports via sea transport were mostly shipped without Western insurance. (The crude oil price cap is implemented in the form of restrictions on transportation and insurance services) Russia plans to neutralize Western sanctions by finding new export destinations, such as recently starting exports of CPC Blend crude oil to the United Arab Emirates (UAE). According to Russia's policy to diversify oil export lines, Russia's largest crude oil importers are currently China, India, and Turkey, and exports to Brazil, Sri Lanka, and Pakistan have also increased. Meanwhile, the crude oil recently exported to the United Arab Emirates is CPC Blend crude oil, which was produced in Kazakhstan and supplied to the international market through the Russian Black Sea port. The UAE has not joined sanctions against Russia. The U.S. Office of Foreign Assets Control (OFAC) pointed out that CPC blends are not subject to sanctions if they are originally from Kazakhstan. It is crucial for importers to check a certificate of origin. According to some crude oil market officials, some crude oil exported from Russia is sometimes turned from Russian crude oil to Kazakhstan's origin.
